Rural Development Organisation (RDO Trust) is a nationally and
internationally acclaimed agency working in integrated rural
development to improve the quality of life of rural poor. Its
contribution to the changes taking place in the sector has not
only been path-breaking and revolutionary but also deep
rooted.
Beginning from a small town Coonoor in 1980, RDO now works
in 12 states across India. RDO implements the DGIS, Government of Netherlands, funded
sanitation project in 10 states through a project head office in Lucknow.
I am indebted to the team of FINISH for collaborating with RDO. The RDO-FINISH
sanitation project is implemented in 4031 Village Panchayats, 178 Blocks and 57
Districts in Bihar, Gujarat, Jharkhand, Maharastra, Odisha, Rajasthan, MP, UP, West
Bengal, Karnataka and Tamil Nadu.
Government of Rajasthan and Cairn India Limited has entered an Agreement with RDO
to work in Indo-Pakistan boarder district Barmer. The project is very challenging as
Barmer is a desert area and construction of toilets needs lot of efforts. However, the
RDO FINISH team is committed to overcome the challenges and increase sanitation
density in Barmer.
Since the year 2010, RDO-FINISH has assisted 4,35,507 families across 12 states to build
household toilets. Rs.630 crore in hardware financing has been organized through
Banks and MFIs.
It is also the strength behind the emergence of the RDO Trust as a leader and a centre of
excellence.
RDO has made a lasting impression among the stake holders. RDO promotes its goal
through directly involving the people at every stage. Though our achievements in the
field have been encouraging, we cannot afford to be complacement. With this spirit, we
are continuing our uphill journey towards rural upliftment and look forward to the
greater cooperation, understanding and support from Government, INGOs, Media and
Public.

RDO: 35 YEARS OF TRANSFORMING RURAL LIVES A GLANCE


1. RDO was formed in 1980 by social activist N.K.Perumal.
2. RDOs impact has resulted in remarkable achievements in the fields of education,
health, womens empowerment, Sanitation, child protection and social justice.
3. RDO fights for justice, freedom from slavery, livelihood guarantees and economic
empowerment of Tribal and Dalit communities
4. RDO taught more than 30,000 SC & ST women to write and read.
5. Rural women were enabled to attend meetings across the country with foreign
delegates.
6. RDO is committed to enroll the children in schools and breaking the cycle of child
labour.
7. RDO built 55 schools and provided school education for 85,000 children over a
period of 30 years.
8. With the help of government of Tamil Nadu, infrastructure such as roads,
community halls, foot paths, electricity, public toilets etc were provided to
hundred of Tribal and Dalit villages.
9. Hundreds of medical camps were conducted and needy patients were referred to
government hospitals at Coimbatore and Chennai.
10. The youth were trained in trades such as tailoring, embroidery, hand knitting,
type writing, secretarial course, synthetic gem cutting, coir mat making, pottery,
motor vehicle driving, steel fabrications, carpentry etc.,
11. RDO was one of the front line organizations in the relief operation during 1989,
1993 and 2010 floods in Nilgiris. Provided shelter to affected flood victims,
supplied food, clothes and utensils in the flood affected villages and also
provided interest free loan to repair their homes.
12. With the financial support of MHFW, AYUSH division, RDO made a
comprehensive study on Revitalization of Local Health Traditions and Folk
Medicines. The outcome of study will be immensely helpful for future generation
of the concerned Tribals and as well as Ayurveda and Sidda medical colleges.

13. RDO identified 4 NGOs to undertake 2003 Tsunami rehabilitation works in Galle
& Trincamale in Sri Lanka and Nagapattinam and Cuddalore in Tamil Nadu.
14. RDO played significant role in enabling the National Rural Employment
Guarantee Act. Former Prime Minister Honorable Rajiv Gandhi released an Audio
cassette produced by RDO in the presence of half a million people in
Rajapalayam in 1989.
15. The Swiss Development Corporation hired RDO founder N.K.Perumal to make a
study on ethnic issues in Sri Lanka in 1984.
16. The RDOs founder served as Chairman of Tamil Nadu State Voluntary Resource
Centre (TNVRC) and Tamil Nadu Corporation for Women Development. (20062011)
17. Mr. Perumal is a sitting board member of Aide et Action, France and FINISH,
Lucknow.
18. In 2006, the Silver Jubilee of the RDO, a spontaneous crowd of 30,000 people
undertook a procession at Ooty in appreciation of the work it had done.
19. RDO strongly believes that the NGOs and CBOs must work closely with the
Government. Due to close and constant contacts with district administration,
RDO is able to take various Government Development and Welfare schemes to
the remote villages.
20. RDO linked 5600 women SHGs with various banks in the Nilgiris and pumped
Rs.32 crore to SHGs for income generation activities and to meet personal
commitments.
21. RDO rehabilitated 52 bonded Paniya Tribal families by providing 52 acres of land
and raising tea plantation. These 52 Tribal families are proud owners of
Rs. 25 crore worth of tea plantation to-day.
22. Forty Dalit families from Koranoor village were assisted to build new homes and
raise tea plantation for sustainable livelihood.
23. Bellathicombai Kurumba Tribals land was grabbed by a group of outsiders. RDO
retrieved the land by paying Rs. 65,000. The Tribal were assisted to raise tea
plantation in the said land.
24. RDO is committed to build 10,00,000 household toilets across 12 states to
achieve an Open Defecation Free society.

RDOS EDUCATION STRATEGY


Education is the key:
RDO supports the view that education holds the key to major changes and development. With
this ideal, RDO constructed 55 schools in remote villages in the Nilgiris and educated 85,000
first generation children over a period of 30 years. Thanks to Aide et action for its support.
Child Labor:
When RDO opened schools at the door steps of SC, ST and BC Villages, the parents were hardly
inclined towards education of their children. Their first argument was that our children are
working as domestic servants, grazing cattle etc and brings supplementary income .Who will
compensate? In order to tackle this issue, RDO, with the help of banks, provided one cow and a
calf to each family. RDO also supplied tea saplings and encouraged the people to raise tea
plantation in government owned waste land around the village to earn perennial income and
enabled the children to attend school, slowly eradicating child labour.
Migratory Children:
Due to poverty and starvation a large number of people from Bihar, Assam, Bengal and Odisha
are migrating to the Nilgiris to work in tea plantation . Though, the parents are employed by tea
estates, their children were wandering in and around the tea plantation. RDO identified 671
such children and opened 31 schools in the respective estates and provided them quality
education, Noon meal, School uniform, Warm Clothes and Learning Materials. Hats off to
Vedanta for its support. Within one year, all the children were enrolled in Government schools.
Now the migratory Children are joined the mainstream.

Activities During 2014/15


Open Defecation Free (ODF)
The Major activities of RDO during the Financial
Year 2014/2015 is focused on Sanitation. The
project is implemented jointly with FINISH
(Financial Inclusion Improves Sanitation and
Health).
About FINISH:
FINISH was established in 2009 with Indian
Dutch Consortium spearheaded by TATA-AIG,
The Netherlands based WASTE, SNS REALL and
United Nations University (UNU).

Microfinance
The Micro Finance Institutions are slowly increasing
in number all over the country with a variety of loan
products. Over the past year many MFIs have shown
interest to work for sanitation.

While continuing its partnership with MFIs,


RDO-FINISH also partnered with NGO-MFIs
and NGOs who had adopted the SHG-Bank
linkage model successfully and who had
worked with the government to establish
linkage between government programmes
and rural communities.
At present there are 15 MFI partners. There
has been paradigm shift in the lending
pattern of the Micro finance institutions.
MFI loan portfolios are much more
diversified as compared to the past trends.
One of the new loans incorporated in their
portfolio is a sanitation loan product e.g.,
the WATSAN Loan by Cashpor.
A School Sanitation Program in Bihar

Bank Lending following Joint Liability Group (JLG) Model of NABARD:


Joint Liability Groups (JLG) are informal groups having 4-10 members who are engaged
in similar or independent economic activities who are willing to jointly undertake to
repay the loan. In case of default or death of a member, all other members jointly take
the responsibility to repay the loan. RDO Trust has successfully channelized sanitation
loan from Bank of India and Canara Bank following JLG Model as well as SHG Bank
Linkage. Below table shows toilets and financing through SHG Bank Linkage;

subsidy has come up as the biggest
source of financing as a result of high
focus of the new Govt. on Sanitation.

In the overall financial lookout, loan financing is still the largest route for
financing safe sanitation systems. The cumulative financing for safe sanitation
now stands at INR 3937 M.

a. Economic Condition of the Selected Households


Initially there was a concern that RDO will exclude the poorest sections as they are
unlikely to be clients of micro finance. The programme has been able to cover more than
50 percent of the socio- economically weaker section as about 56 percent of the
households are below poverty line (BPL).

b. Loan Portfolio (other than purpose of toilet construction)


Accessibility of loan is very limited in rural households, especially to the poor
households. In case of emergencies, most of the households rely on local money lenders
or relatives. Presences of MFIs have proved to be a boon for the poor rural households
which provide easy access to loans to meet the social needs as well as enhance their
livelihood. As per the study findings, about 21.7 percent (375 HHs) of the selected
households have accessed loan for purpose other than for toilet construction from
various institutions in last five year. Major sources of loan are MFIs, followed by Banks.
The average loan amount is Rs. 53,394/-, with a range of Rs.1000 to Rs.1,000,000/-.
c. Construction of Toilet
About 98 percent of the respondents said that the current toilet constructed under the
RDO-FINISH programme is their first toilet. Average number of days required to
construct a toilet is 13 days. However, it is as high as 26.3 days in hilly terrain areas of
RDO Trust and as low as 4.7 days in the working areas AMUL.

About 79 percent of the households have built single/double pit toilets. In cases where
single pit toilet was constructed - a junction point is provided for constructing the
second pit later on, thus saving on initial investment. This double pit also ensures that
decomposed excreta can be safely reused in agriculture.

d. Design of the Toilet


Most of the households in the working area of RDO Trust, BWDC and Nigam have built
bathroom along with the toilet. This has certainly increased the total construction cost
of the toilet but also helped the households to store water for toilet use. This is a good
practice in further the sanitation density in programme area.

e. Use of Toilet by the Households


RDO-FINISH has emphasized not only on toilet construction but also ensuring it is used
by the members of the households through appropriate programme strategy and
support. The programme has supported partner organizations to mobilize households
to use their already built toilet. About 16.6 percent of the households who never used
toilets were mobilized to use toilets under the programme. This is a clear programmatic
impact on the attitude and behaviour.

f. Operation and Management of toilets


Most of the households cleans toilet regularly. However, the most popular cleaning
agent is acid which kills the microbes and subsequently slows/stops the process of
decomposition. The organizations should also focus on capacitating the beneficiaries on
appropriate cleaning method and aspects as part of their awareness generation
programme. About 95
percent of the households
are satisfied with their
toilet.
g. Construction Cost of

one of their economic assets/capital for covering the construction cost. Only 19 percent
of the households have received incentive for the construction of toilet through SBM
(Government of India sanitation support) programme.
h. Health Insurance
Insurance acts as wealth protector and protects individual/household from the double
burden due to emergencies/accidents/mishaps in family. The study findings reveal that
only 11.4 percent of the households have taken insurance in cases where the
organizations have made health insurance compulsory while taking loan.
i. Good Hygiene Practices
Awareness generation programme supported by RDO-FINISH has certainly helped to
induce hand washing practices among the beneficiaries as the percentages are
comparatively higher than the all India figure.
Output Based Payment to increase density:
Increasing sanitation density has been at the center of RDO-FINISH Programme goals.
Taking a saturation approach, we concentrate on achieving 100% sanitation density in
small pockets and then making nearby villages also achieve the same. Our approach

encourages community to take ownership in making their areas ODF free. RDO-FINISH
encourages partners for increasing sanitation density with Output Based Aid
@ INR 200 per sanitation system which is given to partners once villages cross 75%
sanitation density and under the project 1000+ villages have achieved this figure.
During 2014-15, INR 7,145,000 has been given to partners as OBA Aid. This is an
increase from 2013-2014 when the total pay outs reached INR 1,901,000 (refer to Table
2 for details).

Livelihood for 5,000 people, primarily women, established
The quantitative target of this result was adjusted along with the toned down scale of
RDO-FINISH target from 1,000,000 to 500,000 safe sanitation systems. This means that
the livelihood generation needs to be downscaled similarly to livelihood for 5,000
people, primarily women, established.
So far focus has been on

Rural Sanitary Mart (RSM) RSM / vendors working for RDO-FINISH employed for
manufacturing bricks, slabs and precast structures. Machine operators 10 Nos each at
INR 10,000 15,000 per month. Support staff 40 Nos each at INR 5,000 per month.
Contractual staff 30 Nos each at INR 250 per day, about 50% of these are women.

Also vendors engage villagers in local transportation, loading, unloading and driving
jobs etc. his has not been quantified.
PROGRAMS/ACTIVTIES SUPPORTED BY RDO-FINISH
Innovations for Accelerating Sanitation in Selected Gram Panchayats of Dungarpur
District, Rajasthan with UNICEF (FY 2013-2015)
With an aim for accelerating sanitation density in Dungarpur district, Rajasthan UNICEF
has appointed RDO - FINISH as implementing partner to construct 20,000 sanitation
systems.

The project which is spread 40 Gram Panchayats (GP) in selected blocks covering 40
Government schools and approx 200 villages. The target of adding 20,000 sanitation
systems is done in partnership with UNICEF and District Sanitation Mission (DSM),
Dungarpur.
Other expected outcomes are;
To enable at least 40 SHGs to have the knowledge and capacity for promoting toilet
constructing, financing and usage.
To develop community level surveillance system in at least 80% GPs to monitor and
sustain change towards ODF.
To make at least 200 trained masons available to the community
To construct 20,000 toilets -8000 in first year and 12000 in second year.
To provide complete WASH package in 40 schools.

The World Toilet Day was


celebrated as a festival at the
Rural Development Organisation
Trust Hall at Gramya Bhavan,
Aruvankadu on 19.11.2014. About
3000 women from Self Help
Groups and Joint Liability Groups
facilitated by RDO Trust were the
audience for this event. The Chief
Guests for the programme were

M.P,
and
Shri.C.Gopalakrishnan, M.P who in
their special address mentioned
the
various
programmes
implemented by the State

Government to contribute to a cleaner and safer environment. Mr.Arjunan, expressed that he


was willing to allocate funds from MPLADS for the benefit of improving the entire sanitation
infrastructure in schools. The programme commenced with the cultural events performed by
the school children of Government Girls High School, Manjoor, Government Higher Secondary
School, Edakkadu, Government Higher Secondary School, Nanjanad, Government Higher
Secondary School, Kannerimanthanai.

World Water Day 21.03.2015 Nilgiris

Under the auspices of FINISH and Rural Development Organisation (RDO), the World
Water Day was celebrated on a grand scale at Ooty on 21st March 2015.

Dr. O.K.S. Khola, Head, Indian Institute of Soil & Water Conservation (IISWC) presided
over the function. Dr. Khola , said that about a million people in the plains depends on
Nilgiris for drinking and irrigation and therefore requested the people of Nilgiris to take
responsibilities to supply them safe and clean water. Dr. S. Manivannan, Senior Scientist,
IISWC appreciated WA & RDO for involving school children in WASH Programmes.
Dr. K. K. Krishnamoorthi, Former DEAN of Tamil Nadu Agricultural University (TNAU)
and chairman of Krishnamoorthi International Agricultural Development Foundation
said that polluted water will lead to various water born deceases.

Awareness Building at Dungarpur in Rajasthan

RDO-FINISH is implementing a project for creating enabling environment for children


through equitable access and use of school WASH in Tribal Rajasthan (SWASHT-R). The
project aims to create an enabling environment on Water, sanitation & hygiene which
can be scaled up across the state. During the project 15,000 children have to be
educated and trained on WASH practices with regular practice. An effective monitoring
system will be enabled at Schools/Anganwadi level. The school led sanitation will also
help in generating at least demand of 3000 new toilets.

The program is being implemented in 150 schools in Dungarpur district of Rajasthan


with support from UNICEF. The 150 schools were selected after baseline validation of
more than 200 schools from the region. This program is designed to educate children on
best WASH practices and develop them as change agents of society. There are lots of
activities done under the program involving mothers, students, School Management
Committee, teachers etc so that the change derived is sustainable. All the schools will be
also equipped with separate mass hand washing facility which is being constructed
under the supervision of RDO-FINISH programme.

Awareness on Hand Washing among the School


Children

Till now in the project 4658 children in 30 schools and Anganwadies have access to and
regular use of Child Friendly WASH, with access to hygiene education and practices. An
effective monitoring system is demonstrated in 30 schools to evaluate the progress of
WASH-in-School (CFS). Mass hand washing units also have been created in around 40
schools where students regularly wash hands before and after mid day meals and after
use of toilets. Schools have been supplied with adequate hand wash materials. The
activities are monitored by Child Cabinet and School Management Committee. For
motivating children, Bal-Veer award is given to student found active for practicing and
promoting WASH practices. Several events like competition, role plays, rallies etc have

Construction of 20,000 Individual Households toilets in Barmer, Rajasthan in


partnership with Cairn India Ltd (2014-2016)
RDO-FINISH is implementing a project for construction of 20,000 toilets under Swachh
Bharat Mission with support from district administration and Cairn India Ltd in Barmer,
Rajasthan. The demand for toilets will be generated by bringing behavior change in the
community and educating people on safe sanitation needs. The project is very
challenging as Barmer is a desert area and construction of toilets needs lot of efforts.
However, the RDO-FINISH team is committed to overcome the challenges and increase
sanitation density in Barmer. CIL will be supporting the construction as CSR support
apart from the subsidy from Zila Parishad, Barmer.

NABARD RDO Sanitation Project


The National Bank for Agriculture and Rural Development (NABARD) entered an
agreement with Rural Development Organization (RDO) to provide to RDO, inter-alice
loan assistance of Rs. 50 lakhs for construction of 250 individual household toilets for
SHG women in 12 villages in Balacola Panchayat.
NABARD also granted Rs. 2,25,000 for capacity building.
The NABARD released the 1st installment of Rs. 25,00,000 during the FY 2013-14. The
second and final installment was released during the FY 2014-15.
All the 250 beneficiaries selected under the NABARD/RDO scheme have successfully
constructed individual House Hold toilets and all the family members stopped going
outside their homes for defecation. The NABARD/RDO Sanitation scheme created great
awareness in and around Balacola Panchayat. The project motivated 3800 families in
Kundha Taluk to build household toilets with loan assistance from Canara Bank, NDCC
Bank and Sanghamithra. A sum of Rs 7.60 crore was raised from the financial
institutions to construct 3800 toilets.
RDO conducted 14 trainings during FY 2014-15 to NABARD/RDO beneficiaries on
Personal Hygiene, Book Keeping, Swachh Bharat Mission, Family Budget, Small Savings
and Insurance etc.
The re-payment collected from the beneficiaries was remitted quarterly. As on 31-32015, a sum of Rs. 37,49,000/- is due to NABARD by RDO.
RDO wishes to express its thankfulness and appreciation to NABARD for its active
collaboration with RDO to implement Swachh Bharat Mission in the Nilgiris.
