HIGHER EDUCATION STUDENTS LOANS BOARD (HESLB)

EMPLOYMENT OPPORTUNITY FOR THE YEAR 2015/2016


The Higher Education Students` Loans Board (HESLB); was established under the Act
No. 09 of 2004 (as amended) and started operations in July, 2005. The main
functions of the HESLB, among others, include the following:(i)

To issue Loans, Grants and Scholarships to Eligible and Needy Tanzanian


Higher Education Students;

(ii)

To keep Records of beneficiaries of those funds and amounts issued to


them;

(iii)

To collect Repayments for all Loans issued to Students since 1994 so as to


Re-lend the collected funds to other Eligible and Needy Tanzanian Students;

(iv)

To Maintain collaboration and Networking with Key-Stakeholders including


Higher Education Institutions (HEIs), Employers and Loans Beneficiaries;

(v)

To advise the Government on matters relating to issuance of Loans, Grants,


Scholarships and Recovery of Loans;

The Board now invites applications from qualified Tanzanians to fill the vacant
position listed below:

HUMAN RESOURCES OFFICER GRADE II ( HESLB SCALE 4.0) - 2 POSTS

Qualifications:
Holder of First Degree/Advanced Diploma in Human Resource
Management with at least a Lower Second Class;
Excellent Communication Skills in both English and Kiswahili;
Must be Computer literate.

Duties and Responsibilities

To Maintain accurate Staff Records;

To prepare Annual Employees establishment and Emolument


estimates;

To prepare Leave Roster and Recommend Annual leaves for


Staff;

To deal with staff claims;

To carry out survey on Human Resource requirements;

To Prepare and Maintain employees Salaries and Terminal


Benefits information;

To deal with Staff Recruitments;

To deal with Human Resource Development and Training;

To deal with Staff promotions and disciplinary matters;

To deal with staff transfers;

To compile Training Needs Assessment (TNA);

To compile Annual Training Programme;

To perform other functions be assigned by his/her Supervisor.

ADMINISTRATIVE OFFICER GRADE II ( HESLB SCALE 4.0) - 1 POST

Qualifications:

(i)

Holder of First Degree/Advanced Diploma in Public/Business


Administration, Industrial Relations and Sociology with at least a lower
second class;

(ii)

Excellent Communication skills in both English and Kiswahili;

Duties and Responsibilities

To supervise office, cleanliness and estate management matters;


To make follow up, recommend and initiate payment of utilities for
Board premises;
To deal with regular maintenance of the Boards assets;
To maintain appropriate records of fleet operations, equipment and
other properties of the Board;
To Supervise and monitor the work of operational staff;
To ensure implementation of
regulations, staff circulars and
Administrative policies at the Board;
To ensure safe custody of office records and office security in general;
To deal with safety matters, theft, accidents, workmans compensations,
breakages, office supplies;
To ensure good security to staff , visitors and their properties;
To prepare administrative matters implementation reports;
To make follow up of travel arrangements and transport;
To manage the registry and office records;
To perform other duty assigned by the Assistant Human Resources and
Administration.

LOANS OFFICER GRADE II ( HESLB SCALE 4.0) - 4 POSTS

Qualifications:

(i)

Holder of First Degree/Advanced Diploma in Finance, Accountancy,


Economics, Business Administration or Banking with at least a lower
second class;

(ii)

Excellent communication skills in both English and Kiswahili

(iii)

Must be computer literate.

Duties and Responsibilities:


To Scrutinize and register all loans application submitted to the Board;
To carry out data entry into computers;
To carry out document preparation for scanning of the same;
To check admission lists from the relevant authorities and sieve out
applicants meeting loan eligibility criteria;
To check examination results from relevant authority and higher
education institutions and ensure only eligible beneficiaries are allocated
loans;
To prepare various reports related to loan allocation and disbursements;
To file all scanned documents and keep them in the safe custody;
To register all loans disbursement requests submitted to the Board;
To scrutinize and verify loan disbursement requests;
To prepare and maintain register of students granted loans;
To balance computer data records against the physical documents;
To perform any other duty assigned by his/her supervisor.

ACCOUNTANTS GRADE II ( HESLB SCALE 4.0) - 3 POSTS

Holder of First Degree/Advanced Diploma in Accountancy from


Higher Education Institutions of Accountancy recognized by NBAA
with at least a lower second class;
Excellent communication skills in both English and Kiswahili
Must be Computer literate.

Duties and Responsibilities:


To prepare monthly Bank Reconciliation Statement;
To prepare Journal vouchers;
To recognize Interest income in the books of accounts;
To prepare payment vouchers for students loans and normal
expenditure;

To maintain schedule of Institutions Returns status reports


To make all payments, deposit cash/cheque in all Bank accounts;
To deliver instructions to the Bank;
To collect cheque Books from the bank(s);
To collect mails /statements from Banks;
To make cash withdrawals for normal expenditure;
To prepare receipts for revenue collection;
To dispatch Students Loan cheques to Higher Education Institutions or
to the Bank;
To collect funds transmission reports for students' loans transfers from
Bank ;
To keep in safe custody under lock and key all accountable documents;
To prepare cheques issued and dispatches register;
To maintain and update accountable documents register;
To maintain Register for cancelled cheques;
To maintains Fixed Assets Register and calculation of depreciation;
To prepare and maintain schedules of staff debtors;
To prepare schedule of statutory payment;
To make payment of salaries and other remunerations;
To check correctness of procurement documents for the goods supplied
to the Board;
To maintain deposit Registers;
To perform any other function as may be directed by his/her Manage of
Finance and Accounts.

LOANS OFFICER (RECOVERY) GRADE II ( HESLB SCALE 4.0) - 3 POSTS

5.1

Qualifications:
(i)

Holder of First Degree/Advanced Diploma in Finance,


Accountancy, Economics, Business Administration or Banking;

(ii)

Excellent communication skills in both English and Kiswahili

(iii)

Must be Computer literate.

5.2

Duties and Responsibilities:

To identify or track loan defaulters since 1994 for the


purpose of recovering the loans;
To scrutinize loan contracts or agreements entered into
between students and the Government since 1994;
To prepare a Register or Record of identified loan to be
recovered;
To calculate and establishes the amount of loan to be
recovered from each loan defaulters;
To prepare a Register or Record of identified loan
beneficiaries;
To initiate formulation of appropriate mechanisms for
recovery of such loans;
To perform such other functions as may be directed by
his/her Supervisor.

Remuneration:
Competitive and attractive Remuneration package will be offered to the
Right Candidate as per HESLB Salary Structure.

6.2

intended to assist the Board in sorting out the applications.

Deadline for Applications:


Closing date will be 30th September, 2015 at 17.00hrs. For
applications being submitted through Post Office, only those stamped by
the Post Office between the dates of this Advertisement and the closing
date will be opened for consideration.

Non-Shortlisted Applicants:
Only short-listed Applicants will be contacted.

Age Limit:
Applicants for the advertised posts should be below 45 years old at next
Birth day as the posts entail for Pensionable Schemes.

For previous employees:


Applicants who have already worked with the Board on temporary basis
and who could not be absorbed by the Board for inadequate
performance or qualifications should not apply for these posts.
