REQUEST FOR PROPOSAL

SHUAIBAH-IWPP

SECTION 1: TENDER GENERAL CONDITIONS


1. TENDERER TO INFORM HIMSELF
a. The TENDERER shall make or cause to be made on his behalf local enquiries and shall
obtain for himself on his own responsibility all information including regulations for entry
and travel within the region of the Site which may be necessary for making an offer and
entering into contract and shall examine the Tender Documents in order to ascertain the
matters as to which he will be deemed to have satisfied.
b. No claims for additional costs shall be entertained and allowed by the Employer on the
grounds of ignorance of the conditions under which the Solution will be executed.
c.

The TENDERER is responsible for checking the Tender Documents issued to him and if he
finds any discrepancies, he shall, before submitting his Tender, inform the Employer of
such discrepancies or describe their meaning in the Tender Submission. Any ambiguity
arising thereafter during the anticipated tender negotiations shall be clarified then between
the parties.

2. ELIGIBILITY AND QUALIFICATION REQUIREMENTS


a. The TENDERER must be prepared to submit a complete and comprehensive tender for
the Solution. The TENDERER is also required to submit documentary evidence
establishing his eligibility.
b. The TENDERER shall have proven experience and technical capability to undertake the
services and other requirements as specified in the tender document. In this respect, the
TENDERER shall submit documentary evidence relating to successful completion of at
least one such service of similar magnitude and nature in the last 5 years.
c.

The TENDERER must prove that he has adequate administrative and technical personnel
to complete the solution in accordance with the Technical Requirement (Section 2) and the
Timeline (Section 3).

d. The TENDERER is required to furnish evidence, a list of projects of similar nature and
magnitude undertaken by the TENDERER shall be submitted.
e. The TENDERER is also required to submit information regarding any current litigation in
which the TENDERER is involved.
f.

Non-compliance with any of the above requirements will result in the tender being rejected.

3. COST OF TENDERING
The TENDERER shall bear all costs associated with the preparation and the submission of his
Tender and the Employer will in no case be responsible or liable for these costs regardless of
the conduct or outcome of the tendering process.
4. TENDER VALIDITY

a. The Tender shall remain valid for at least two (2) Gregorian calendar months from the
closing date for the submission of Tender as stipulated and the TENDERER may not
withdraw his Tender during this period.
b. In exceptional circumstances, prior to the expiry of the original Tender validity period, the
Employer may request for an extension in the period of validity. Such request and the
response thereto shall be made by email, facsimile or telex to be confirmed in writing by
letter.
5. LANGUAGE OF TENDER
a. The Tender prepared by the TENDERER and all correspondence items and documents
relating to the Tender shall be in English Language. Supporting documents and printed
literature furnished with the Tender shall also be in English.
b. In cases where the supporting documents and printed literature are in languages other
than English and are accompanied by translations in English, then for the purpose of
interpretation and evaluation of the Tender, the English translations shall prevail.
6. PRICING OF TENDER
a. The TENDERER is required to submit the firm prices in Saudi Riyal (net price) with details
breakdown.
b. The Tender Price shall include all taxes, duties and other charges imposed under the laws
and regulations of the country or countries of origin including Saudi Arabia. Any
subsequent increase in taxes at the country or countries of origin shall not be the subject of
price increase under the Contract
c.

The Contract Price shall not be subject to cost escalation nor for adjustment relating to any
impacts if either of the currencies established in the Contract are re-pegged or otherwise
vary in relation to each other.

d. Payment shall not be made as long as the solution has not been delivered completely.
TENDERER to propose payment milestones. Any request or requirement for advance
payment must be reciprocates with bank guarantee of equal amount. Payment term is 30
days upon receipt date of invoice by Employer.
e. The Employer reserves the right to adjust arithmetic errors in the Tender.

7. DETAILS OF TECHNICAL OFFER


a. The TENDERER shall provide sufficient details of any information of the various items of
services as specified in the Section 2: Technical Requirement.

b. The information shall include but not limited to detail technical solution, scope of coverage

for Phases involved, 2 level timeline to achieve the deliverables desired by the
Requirement and other technical information to support the tender.
8. PROCESS TO BE CONFIDENTIAL
a. The TENDERER (whether or not he submits a Tender) shall treat the details of the Tender
Documents as private and confidential.
b. No information pertaining to the examination, clarification, evaluation, comparison and
award of the Tender will be disclosed to the TENDERER or to any other persons not
officially connected with the Tender adjudication process.
c.

To assist in the examination, evaluation and comparison of the Tenders, the Employer may
ask the TENDERER for detailed clarification of the Tender. The request for clarification and
the response thereto shall be by email, letter or by facsimile or telex. The Employer may
require the TENDERER to attend meeting(s) to clarify and negotiate his Tender.

d. Both parties upon award of the project shall sign separate agreement or letter of
undertaking.
9. SUBMISSION OF TENDER
The Tender Documents and any accompanying documents, shall be addressed and delivered

Proposals shall be submitted by 12 noon on 7 July 2012 in sealed envelope.


Failure to comply with the submitting procedure outlined above, may cause the Tender to be
rejected.
10. DETERMINATION OF RESPONSIVENESS
a. Prior to the detailed evaluation of the Tender, the Employer will determine whether the
Tender is substantially responsive to the requirements of the Tender Documents.

b. If the Tender is substantially not responsive to the requirements of the Tender Documents
it may be rejected by the Employer.
11. EVALUATION OF TENDERS
a. The Employer will evaluate the Tender when determined to be substantially responsive to
the requirements of the Tender Documents along with legitimate alternatives, if any.
b. The Employer will assess the Tender pricing to verify that there is no significant imbalance
and that the rates and prices are reasonable in comparison to other pertinent estimation
data.
12 EMPLOYER'S RIGHT TO ACCEPT OR REJECT THE TENDER
The Employer reserves the right to accept the Tender or to annul the tendering process
and reject the Tender at any time prior to the Award of Contract without incurring any
liability to the TENDERER.
13 NOTIFICATION OF AWARD AND COMMENCEMENT OF THE SERVICES
a. The Employer will notify the successful TENDERER by letter or by email or Facsimile to be
confirmed in writing by letter, that his Tender has been accepted and the basis on which
the Tender has been accepted.
b. The date when the Contract comes into effect shall be the date of full acceptance of the
Letter of Acceptance or otherwise as stated in the Letter of Acceptance.
c.

Commencement of Solution execution will be initiated by the date of the Order to


Commence the Services and the Time for Completion shall stem from this date.

SECTION 2: TECHNICAL REQUIREMENTS


Background:
In the Turbine Hall, there are three Steam Turbine-Generator units. The hall is ventilated by forced
air supply through the walls by Air Handling Units and has natural exhaust through the roof. To
make it comfortable to work on the turbine floor specially during summer, additional wall mounted
supply fans are proposed to improve the ventilation and heat transfer of the turbine hall.

Scope of Work:
1. The objective of the works is to improve the ventilation of Turbine Hall and Stores Building
by installing 22 Nos., 48 inch. diameter wall mounted air supply fans at Turbine Hall and 6
Nos., 24 inch diameter exhaust fans at stores building.
2. The concept and detail scope of work of the required modification works to accomplish the
objectives are as per Attachment -1 & 2.
3. The tenderer shall be responsible to carry out feasibility study of the proposal and to collect
all required drawings & data on the concept design by visiting Shuaibah-IWPP site at a
mutually agreed date and time.
4. Accommodation is not available at Shuaibah. Contractor has to arrange his own
accommodation for his workmen.
5. Contractor to arrange site office with all facilities like phone, fax, printer etc. on his own.
6. Contractor to depute a full time supervisor for the works and shall be responsible for
obtaining personnel and vehicle gate passes, permit to work etc.
7. The tenderer shall provide the time line for the completion of the proposed installation.
