Creative Analytics for Government

In Smarter Communities
Social Services organizations anticipate

needs and ensure beneficiaries receive aid

when they need it.
Infrastructure such as bridges, tunnels, water
pipes, and public transportation tell

us
when they need maintenance.

Police and other public safety officials can

prevent crime before it happens

to ensure citizens remain safe.
Governments and educators train

workers for the future to ensure

To achieve a full and complete view of the citizen

We align information from many different data

sources to obtain a complete view of the citizen.
We look at each citizen as an individual and
deliver services to that citizen based on their
needs.
We can predict and target the needs of citizens
more accurately and then modify the services
delivered.
We can match programs and resources to meet
highest-priority citizen needs, ensuring that no
citizen is left behind.
We can position resources to focus on highpriority service areas to ensure that those citizens
most at risk are served.
We can lower the costs of delivering services
without compromising the efficient delivery of
citizen services.

To achieve a full and complete view of all programs, functions and

operations

We can gain a strategic view of all programs and

budgets at all levels of government.
We can align program goals and results with
program budgets for a true measure of
performance and results.
We can eliminate silo views of programs and
initiatives
We can achieve critical insights on programs,
leading to better decision making and the
improved outcomes.
We can see what future program needs may be
and adapt policies and programs for the changing
demands.
We can facilitate improved performance in
financial and operational governance.
We can reduce risk and comply with
intergovernmental reporting requirements.

By applying creative analytics across the government enterprise

Citizen services are delivered efficiently and at lower costs.

The future needs of citizens are anticipated and planned.
Programs and resources are matched to the highest-priority citizens.
Resources are focused on high-priority service areas.

Budgets are prepared and executed against program goals.

Taxes and other revenue is collected and fraud is reduced.
Top performers are retained and salaries and benefits competitive.
Outages in key public services are prevented and operational costs are lowered.

Crimes are pre-empted with more effective deployment of law enforcement resources
Cases are solved more quickly with information shared across agencies
Operations are costs are reduced by more effective deployment

The City of Minneapolis

Improves citizen services, doing more with less by knocking down interagency silos

95% improvement
in police investigation times,
reducing the process from four
hours to just minutes

Reduces conflicts
in city operations by coordinating
scheduled events, road
construction and more

Boosts satisfaction
among citizens by enabling more
responsive municipal services

The transformation: The City of Minneapolis needed to support

collaboration and coordination and provide the shared data they need to
do their jobs. A First-of-a-Kind central planning tool bridges the gaps
between police, regulatory services and public works departments by
combining their data. The solution provides analytical models and
geospatial mapping capabilities to support integrated planning, helping
the city predict the location and timing of criminal activity, traffic jams
and other disruptive events while forecasting the impact of special
events, construction, road closures and weather conditions.
This system is a teacher. The city is gaining all kinds of insights about
day-to-day operations and emergency situations that were never before
possiblesimply because the data is now available.

The Florida Department of Juvenile Justice

Uses predictive analytics to put delinquents on a path to prosperity

13 fewer arrests
per 1,000 juveniles for delinquency
in the first two years

26% decrease
in the number of juveniles referred
to secure facilities

15% lower rate

of referral to juvenile probation

The transformation: With limited time and money to spend on each

child, the Florida Department of Juvenile Justice (FDJJ) sought a way to
optimize each childs chances without slowing the process. The FDJJ is
using analytics to tap in to years of data about the relative success of
different interventions with different kinds of offenders. Decision makers
can now use the insight provided by predictive models and statistical
analysis to quickly and accurately determine the strategy that will work
best for each young person who enters the system.
With powerful predictive analytics technology, we can gain the deep
insight we need to increase the chance of a successful outcome for
each and every child.

The transformation: State and federal regulations mandate that Dallas

Area Rapid Transit (DART) meet fiscal reporting requirements with
detailed monthly, quarterly and annual reports that support agency
accountability. But DART struggled to derive useful insight from an
intricate web of reporting systems across the organization, especially
from its five transit-specific ERP systems. DART uses advanced
analytics to derive both real-time and predictive insights into the
financial impacts of key operational decisions. Using the solution, the
organization can foresee the operational and financial effects of route
and schedule changes, maintenance and operational schedules, and
capital and infrastructure investments.

Miami-Dade County
Uses analytics to give citizens greater access to information on public services

24/7 access
to analytics for key public services
such as courts, jails and the fire
department.

3 million citizens
have insight into the countys
finances, helping them keep track
of public spending.

Faster access
To information on a variety of
county services available

Solution components

The transformation: Miami-Dade County saw an opportunity to open

up government with a large-scale analytics platform that would allow
both internal users and citizens to access a wealth of public information
via the web. The county deployed IBM Analytics, allowing county
employees and citizens can access reports using a standard web
browser.
