PUBLIC TRANSPORT BENEFITS FROM
NEW MANUREWA INTERCHANGE
GETTING AROUND MANUKAU AND INTO
AUCKLAND CENTRAL BY PUBLIC TRANSPORT
HAS BECOME MUCH EASIER WITH THE OPENING
OF THE MANUREWA INTERCHANGE.
The new interchange opened on 16 July.
The train station is now just behind
Southmall shopping centre and buses pull
up next to the station. With a 150-space
park ‘n’ ride and drop-off spaces in the
same location, the new interchange
makes it easy for people all over
Manurewa to use public transport.
New and improved bus services
have also been introduced to coincide
with the interchange opening. Weymouth,
Wattle Downs, Clendon and Manurewa
East all have better services and a new
route between Botany town centre,
Manukau city centre and the Manurewa
Interchange.
Manukau City Council Senior
Transport Planner Steve Dudley says
the new interchange allows a smooth
transfer between bus and train or car
and train.
“It’s going to be much easier to use
public transport and we’re hoping to get
a lot more people onto buses and trains.
It’s a really important step forward for
Manukau’s public transport.
GROWTH FORECAST
DRIVES LONG-TERM PLAN
A city investment of $1.4 billion is needed
during the next 10 years for Manukau city to
meet the demands of growth.
The number of households in Manukau
are expected to increase by 37 per cent
by 2016, in both urban and rural areas
including Flat Bush and Beachlands. As a
result, $690 million is earmarked for roads
and $380 million for community facilities.
Development contributions will help fund a
lot of this growth.
Manukau’s new town of Flat Bush
will be the major centre of growth with
a projected population of 40,000. This
requires signifi cant investment in roading,
stormwater, parks and facilities such as a
library, swimming pool and arts and cultural
centre between now and 2016.
In 2008/09, $2 million will be spent on a
new arts centre at Mangere, while in Otara

For example, someone in Wattle
Downs could catch the 456 bus to the
interchange, transfer to a train and be
at the bottom of Queen Street, Auckland
City in about an hour. This is probably
similar to a car trip at peak time —
and certainly more predictable.
A return rail fare would cost $11.60 if
a ten-ride pass was purchased, compared
to at least $12 a day parking in the
central city. This means public transport
would cost the same as parking, with a
signifi cant amount of money saved on
fuel and other running costs.

Klavenes, who was commissioned by
Manukau City Council to design banners
to hang on light poles.

refurbishment. To assist sporting clubs in
the Papatoetoe area, a new multi-use sports
facility is planned, which council will fund to
$1.5 million.
NEW RATES REBATE
SCHEME
You could be entitled to a rates rebate.
From 1 July 2006, changes to the Central
Government Rates Rebate Scheme came
into effect.
The maximum rebate goes up from
$200 to $500. The income threshold
increases from $7400 to $20,000.
Allowances for dependents rise from $156
to $500 per dependent. This means that if
you earn more than $20,000, you might
still be eligible for a rates rebate.

TEN-YEAR PLAN
MORE THAN
RATES
When Manukau City Council released its
Long Term Council Community Plan, much
of the debate centred on the form of rating
as opposed to the services and facilities to
be undertaken over the next 10 years.
The decision to opt for Annual Value
for Manukau’s rating system dominated
newspaper editorial space and prompted
public meetings, with ratepayers concerned
about the effects of the move.
While the level of rates, and the rating
system is extremely important, what the
rates are funding is vital to the city’s
development, Chief Executive Leigh
Auton says.
“For example, transport — a huge
issue for Auckland regionally — takes a
large chunk of our planned spending.
The Auckland Manukau Eastern Transport
Initiative alone is $42.7 million for property
purchase, with the Whitford arterial road
upgrade another $30.2 million and the
Manukau rail link $14.8 million.”
The 10-year plan also provides for
redevelopment of Manukau’s Housing for
the Elderly — a project which will see the
majority of the units upgraded, and in some
cases renewed, by 2012.
Manukau Mayor Sir Barry Curtis says
the decisions contained in the 10-year
plan were the result of trying to strike
the balance between managing the
pressures from growth on current funding
and future investment.
“Our planning is community driven,
which has resulted in the adoption of
Annual Value plus a $300 Uniform
Annual General Charge. This decision
is a major step forward towards meeting
the challenges of providing for our
rapid growth.
“Of course, it is not only the large
projects that have an impact on the city’s
ratepayers. It is also initiatives such as the
adoption of pay and display trials on Davies
Avenue and the Half Moon Bay boat ramp,
and the introduction of mobile bins for
recycling which impact people on a day-to-
day basis and we don’t want to lose sight of
this,” he says.
Other decisions in the 10-year plan
include:
• A Network Growth Charge of $1575
a year for each new water/wastewater
connection
• Additional kerb and channel budget for
Beachlands/Maraetai
• Manukau Building Consultants to
become a Council Controlled
Trading Organisation
• Deferment of Leisure Services becoming
a Council Controlled Organisation for
four months so that issues identifi ed
in submissions can be addressed and
reported back to Council.

DRAFT RURAL
GROWTH STRATEGY
GROWTH IS ONE OF THE BIGGEST ISSUES FACING THE AUCKLAND REGION, AND FOR
MANUKAU THE PRESSURE TO ACCOMMODATE MORE PEOPLE AND MORE HOUSES IS
PARTICULARLY EVIDENT IN RURAL AREAS.

Manukau is one of the fastest growing cities
in New Zealand, and with approximately
two-thirds of the city being rural, it is
an area that is under constant pressure
from development.
Over the past year, the council has
developed a draft Rural Growth Strategy —
a 20-year-plus plan to manage growth in
land that borders our coastline, and rural
areas such as Whitford, Clevedon, Brookby
and Ness Valley and the Hunua Ranges.
The council is now asking for public
feedback on the strategy.
Council’s Manager of City Design and
Planning Brigitte De Ronde says: “Think
20 years from now and let us know how
much, where, when and what form of growth
and development you think is right for
Manukau’s rural areas. What is appropriate
development to ensure that the special
qualities of the rural area, including food
production, farming and more than 96
kilometres of coastline, are protected?”
The draft Rural Growth Strategy is one of
three documents that will contribute to the
Manukau Growth Strategy. This document,
the draft Business Location Strategy and
the draft Urban Growth Strategy will all be
aligned by 2007.
Public feedback is sought by Friday 1
September. Copies of the draft Rural Growth
Strategy and feedback forms are available
from local libraries and customer centres.

The draft strategy is not a regulatory
document, but all those who provide
feedback will have a chance to present
their views in person.

FOR THE LOVE OF ART
It started as a dream to create a space for local artists and musicians to showcase their
works, but by early 2005 Otara’s fi rst Art Gallery, Artnet, closed after a few years of
operating on the passion of volunteer labour.
In May this year, the Gallery was reborn with a new name — Fresh Gallery Otara —
thanks to a partnership between Manukau City Council and the Otara community,
including the Otara Business Development Trust.
Its fi rst exhibition is fi ttingly titled Launch and features the works of artists born and
raised in Otara.
“I don’t think you’ll fi nd these amazing art works anywhere else,” says council Arts
Marketing Coordinator Naomi Singer.
Already works are selling well, including those by Year 12 high school students from Sir
Edmund Hillary Collegiate: Dwayne Walsh, Maria Jones
and Sam Togiaua.
Another work featured is South Auckland,
a fi nalist in the 2005 Vodafone Digital Art Awards,
by Jacob Sua.
Inspired by the traditional tatau (Samoan
tattoo), palm trees and ceremonial headdress,
Jacob says his work is a digital tribute to his
Samoan culture “as it evolves in a techno-driven
society.”
Curator and artist Ema Tavola, who also
serves as council’s Pacifi c Arts Coordinator,
says the gallery is providing important
social commentary as a unique space in
Manukau, in New Zealand and beyond.
She says contemporary Pacifi c art is
a developing artistic genre in New
Zealand, and Fresh Gallery Otara
will be a vibrant and thriving source
for Pacifi c arts.
The next exhibition at Fresh
Gallery is entitled (Re)Locating Home
which is currently touring Fiji. It consists of
works from six contemporary Pacifi c artists
based in Manukau whose work ranges from
photography, painting and T-shirts to video
installation. It will exhibit at the end of July.
SAY NO TO FAMILY VIOLENCE
MANUKAU CITY COUNCIL
HAS INITIATED ONE OF THE
FIRST COLLABORATIVE
PROJECTS IN THE FIGHT
AGAINST FAMILY VIOLENCE BY
JOINING FORCES WITH OTHER
ORGANISATIONS WORKING
WITH FAMILIES.
Aimed at raising public awareness by
changing attitudes, the campaign is
called The Family Violence Awareness
Collaborative Campaign. It hopes to
encourage a zero-tolerance among
communities in Manukau.
Council Safer Communities Project
Co-ordinator Chislane Theodore says the
project came about because a lot of people
are running campaigns “but they’re doing it
in silos.”
“This is very much a collaborative project
owned by all the organisations involved,”
she says. “And we’re working alongside
the community.”

Manukau’s Arts in the City catalogue is a

The guide showcases an array of courses
available for everyone — from preschoolers
through to the more mature amongst us —

Change is in the air with construction of the
Manukau motorway extension and work on
the Manukau rail link beginning this month.
“This project will make a major difference
and transform the Manukau city centre,”
Manukau Mayor Sir Barry Curtis says.
A sod turning ceremony marked the start
of the project. It was attended by the Prime
Minister Helen Clark, Sir Barry, Minister of
Transport Annette King and Transit New
Zealand Chief Executive Rick van Barneveld.
Iwi representatives of Puukaki Te Aakitai
blessed the project.
Sir Barry says the new motorway will
relieve congestion for those travelling to the
airport, Wiri industrial area, Manukau city
centre and beyond.
“The traffi c will be taken off Wiri
Station Rd and land freed up for more
businesses, apartments, shops and
entertainment,” he says.
“This is a long-awaited project and a lot
of effort has gone into getting to the point
we’re at today.”
Sir Barry says he is extremely gratifi ed
the Government has made the Manukau rail
link a priority in its rail upgrade.
Prime Minister Helen Clark says the
$210 million Manukau motorway extension
is an example of the Government’s
commitment to New Zealand’s largest ever
land transport programme.
“This, along with investments in public
transport, will provide a world-class
transport network, which is critical for
New Zealand’s economic transformation.”
The Manukau rail link will be a 1.8km
connection between the existing main trunk
line at Wiri and a station at Manukau city
centre. Enabling earthworks will be done
at the same time as the new motorway
which will run parallel to it.
Manukau City Council has committed
$40 million to the project, which also
includes stormwater upgrades and local
roading improvements.
The 4.5 kilometre, four-lane motorway
extension will connect with State Highway
20 at its existing end at the Puhinui
interchange, to State Highway 1 next to
TelstraClear Events Centre.

Preparatory work will also be included
for a rail link to the Manukau city centre
from the main North Island rail line.
There will be fi ve motorway crossings
over local roads, streams and the main
North Island rail line.
The new motorway link will comprise two
lanes in each direction, with provision for
a third lane to be added to each side in the
future, giving six lanes in total.
Within this span of motorway, two
interchanges at Nesdale Ave and Lambie
Drive will be included, as well as motorway-
to-motorway connections to SH20 and SH1
at Manukau city.
It will include advanced environmental
features, such as water quality ponds
to collect run-off materials from the
motorway, extensive landscaping and urban
design elements.
Construction will begin in July and will
continue until December 2010.

HIP HOP DANCE
More than 100 secondary students spent
their school holidays dancing their way
through a master hip hop class with New
York dance professionals.
The master teachers, part of the New
York Break! Dance hip hop crew, have
performed with Madonna, Eminem, Janet
Jackson, Black Eyed Peas, 50 Cent, Puff
Daddy and Will Smith.
The specially arranged master class
attracted local schools as well as those as
far away as Waihi College, Rutherford,
St Cuthberts and St Pauls.
With dance terms like ‘locking’ and
‘popping’ — and crew names like Urban
Action Figure and Aquaboogy — the class
was also a lesson in the world of hip hop.
The Break! crew performed energetic
urban funk and street moves all the way
from the streets of New York.
Break!’s Percussionist Shawn Kelly,
who has performed with multiple Grammy
award winner Alicia Keys, says performing
at Manukau’s TelstraClear Pacifi c Events

POSTCODE
By now Manukau residents should have
seen New Zealand Post mailers advising
them of their correct postal address and
new postcode.
In recent years getting mail to the
right destination has become more of a
challenge for posties, especially in rapidly
growing cities like Manukau where dozens
of new dwellings, subdivisions and streets
are being created. The New Zealand
Post response has been to create new
postcodes which, when combined with a
street number and street name, create a
unique postal delivery address.
New Zealand Post is not expecting
people to adopt new mailing
habits overnight so
they’ll still
accept and deliver mail that doesn’t have,
or continues to use, an old postcode, but
it’s in everyone’s best interests to start
using their new code as soon as possible.
During the next few years more
businesses and organisations — such as
power companies, internet shopping sites,
insurance companies and household billers
— will ask for the code to be stipulated.

REMINDER

PARENTING THE KIWI WAY
One of the challenges facing parents
who move to New Zealand from other
countries is fi nding the support they
need. In recognition of this, Highland
Park Community House is running an
eight-week parenting programme to help

POOL SAFETY STANDARDS
Now is the time to have your say on draft
standards aimed at preventing children
from drowning in residential pools, spas
and hot tubs.
Public submissions are wanted to help
develop a standard that will provide clear
guidance for the design and construction
of safety barriers to pools, and specify
requirements for surrounding fences,
gates, retaining walls and doors.
Manukau City Council Senior Building
Advisor Ian Godfrey is chairing a committee
of experts developing the standard to
address the lack of clarity and other
outstanding issues in the Fencing of
Swimming Pools Act 1987. The Act does not
give clear guidelines around compliance
issues or how a pool beside a home can use
modern safety designs.
Most drownings of one to four year
olds in New Zealand occur in residential
swimming pools. This country has the
highest rate of youth drowning among
OECD countries.
