For the information and guidance of all concerned, enclosed is a copy
of Memorandum Circular No. 13 Series 2OL4 frorfr Honorable Herbert M.
Bautista, City Mayor, Quezon City on the subject: GRANT OF YEAR-END
BONUS AND CASH GIFT FOR CY 2014 dated October 16,2Ot4, which is
self-explanatory.

This memorandum takes effect immediately.


Wide dissemination and immediate compliance of this Memorandum
is desired.

l',0 PURPOSE

This Circular is issued to prescribe the guidelines on the grant of the CY 2,014 Year-End
Bonus and Cash Gift.
2.0 GENERAL GUIDELINES

Elective and appointive regular plantilla employees of the QC Govemment under


permanent/temporary/co-terminus status who are still in the service as of October 30, 2014
shall be entitled to payment of Year-End Bonus and Cash Gift, as follows:
2,1 Those who have received the Mid-Year Bonus and 50% Cash Gift and have
rendered four (a) months of service from January 2 to October 30,2014 including
leaves of absence with pay shall be paid the balance of their Year-End Bonus
equivalent to one-half (%) month of their basic pay and 507o (P2,500.00) of their;
Cash Gift;
2.2 Those who have not availed of the Mid-Year Bonus in May for lack of service
requirement but have received 50% of their Cash gift and who rendered a total ori

shall be entitled to the Year-End Bonus equivalent to one (l) month basic pay andi

2.3 Those who have availed of the Mid-year Bonus and 50o/o Cash Gift but have
rendered less than four (4) months of service from July 1 to October 30, 2014 shall
be entitled solely to Cash Gift pro-rated as follows:

2.4 Those who have reseived their Mid-Year Bonus and s0% Cash Gift with a total or
an aggregate of four (4) months of service, including leaves of absence with pa!,

The basic pay immediately prior to retirement/separation shall be the basis for
the remaining half or balance of the Year-End Bonus.

2.5 The Year-End Bonus and Cash Gift for personnel hired on part-time service shall
be in direct proportion to the number of hours of part-time service rendered within
the year;

2.6 The Year-End Bonus and Cash Gift of personnel who transfened from the QC
Government to another shall be granted by the new agency. If he/she was granted
one-half of the Year-End Bonus and Cash Gift in May, only the remaining balance
thereofshall be granted by the new agency.
3.0 Exctuded from the payment of the Year-End Bonus and Cash Gift are the following:
3.1 Those hired without employer-employee relationships and paid from non-PS
appropriation;

3,2 Those who are not part of the organic manpower of the QC Government such
detailed persorurel from National Government Agencies;

3.3 Personnel found guilty and meted penalty during the period July 1 to October 30,
2014. If the penalty meted out is only'a reprimand, such penalty shall not
disqualif,thepersonnelconcernedtoreceivetheYear-EndBonusandCashoift.

4.0 FUNDS
The funds needed for the payment of the benefits appropriated for the purpose in the
Executive Budget for CY 2014 shall be released/made available by the City Budget
Offrcer.

5.0 RESPONSIBILITIES OF DEPARTMENT/OFFICE HEADS

For

purposes

of payroll preparation by the City Personnel Offrce, the

Department/Office Heads concerned shall submit to the City Person4el Office on or


before November 5,2014 the names of their respective employees who are covered by
Itefis 2 and 3 of this Circular with a certification as to the conectness of the,
informatior/date given.
