Florida Third-Party Voter Registration Organization (3PVRO) Kit

This kit contains:

1. Form DS-DE 119. This is the two-page form you can use to register yourself as a 3PVRO. In
order to collect Voter Registration Applications from people wishing to register to vote, you must be
registered as a 3PVRO and use your 3PVRO ID#. (Anyone may hand out Voter Registration
Applications without being registered as a 3PVRO.) To fill out the form, you can use your own name as
the name of the 3PVRO. You may wish to add FTB for Feel the Bern, so for example the name of
your 3PVRO would be Jane Doe FTB. Use your own name and home address for the registered
agent, and choose All counties. You may list yourself as the officer. You can leave item 6 blank. People
who volunteer with your 3PVRO do not need to be listed as employee registration agents. Sign the form
and scan and email it to 3PVRO@dos.myflorida.com or fax to 850-245-6291. The Division of Elections
should email you back within a day or two with your 3PVRO ID #, allowing you to begin registering
voters.
2. Third-Party Voter Registration Organization Summary. This four-page document from the
Florida Division of Elections answers frequently asked questions about 3PVROs.
3. Rule 1S-2.042, Fla. Administrative Code. This is the statute that governs 3PVROs insofar as it
supersedes Section 97.0575 of the Florida Statutes.
4. Florida Voter Registration Application. You may print/copy Voter Registration Applications
yourself, on one double-sided sheet. You may also obtain them from your county Supervisor of
Elections or the Florida Division of Elections. Your county Supervisor of Elections may also provide
you with business reply envelopes you can use to send in the Voter Registration Applications. When
assisting a person who is filling out the form, remember that while only rows 1-7 and 12 are mandatory,
if they want to register as a Democrat they must check the appropriate box.
5. 3PVRO Voter Registration Rules. If you allow other people to register voters using your
3PVRO ID #, you may wish to give them this list of rules to follow.
6. 3PVRO Voter Registration Volunteers. If you allow other people to register voters using your
3PVRO ID #, you may wish to use this form to get their contact information and have them sign saying
that they agree to follow the rules. You can also use this form to keep track of who has checked out a
clipboard from you.
7. Voter/Volunteer Information Sheet. You can use this form to collect the contact information of
the people who you register to vote. You can then pass that information along to the campaign using the
online form located at: https://go.berniesanders.com/page/s/new-voter-tracking-system.
8. Register to vote here! sign. You may want to tape this to the back of your clipboard to let
passers-by know they can register to vote with you.
