hazards,conflictsinlanduseetc.Acuteproblemsofdrinkingwater,disposalofindustrial
wasteonlandandwaterhavebecomehazardoustohumanwellbeinginruralareasof
manyStates.Inrecentyears,conflictsbetweenfarmersandproposedindustrialprojects
havebeenreportedfromvariousStates.Thelanduse/landcoverpatternhasalsobeen
significantlychangingoveraperiodoftimeandlandsuitableforonepurposeisbeingused
forotherpurposes.Theprimeagriculturallandproducingthreecropsarebeingusedfor
industrialpurposeswhereaslargestretchesofwastelandsnotfarofffromtheproposed
sitecontinuetoremainunproductiveforbothpurposesofindustryaswellasagriculture.
Landuseplanningis,therefore,essentialallthemoreforthecountrytomeetthe
requirementsofsocioeconomicdevelopmentbysafeguardingtheenvironmentandfood
security.Landuseplanningisalsoessentialinphysicalenvironmentalmanagementaswell
asbiodiversityconversation.
2. SomeStateshavedonegoodworkinthisfield.OneexampleofGujaratmayexplainthe
benefitsofthelanduseplanning.InGujarat,allthecadastralmapshavebeendigitalized
andaround600GISlayersof20Departmenthavebeenplaceoverthesedigitizedmaps.
Basedontheselayersonly,StateGovernmentcouldlocatethelandforNANOplantof
TATAsandgivethempossessionwithin72hours.Theyardsticksfortheselectionofthe
areawerethatthelandshouldbegovernmentwastelanditshouldbeneartheHighway
andavailabilityofpoweretc.Therefore,weneedaproper,integratedlandusepolicyforthe
countrywhichmaycoverusageoflandforvariouspurposessuchasagriculture,industry,
commerce,forests,housinginfrastructure,urbanareasettlements,mining,etc.By
addressingallusesoflandinanintegratedmanner,itispossibletominimizeconflicts,to
makethemostefficienttradeoffsandtolinksocialandeconomicdevelopmentwith
environmentalprotectionandenhancement.
3. Today,wehavemoderntechnologyofremotesensingwhichincludesbothaerialaswellas
satellitebasedsystemswhichallowsustocollectphysicaldatarathereasily,withspeedand
onrepetitivebasis,andtogetherwithGIShelpsustoanalyzethedataspatially,offering
possibilitiesofgeneratingvariousoptionsofmodelling,therebyoptimizingthewhole
planningprocess.Theseinformationsystemsalsoofferinterpretationofphysical(spatial)
datawithothersocioeconomicdata,andtherebyprovideanimportantlinkageinthetotal
planningprocessandmakingitmoreeffectiveandmeaningful.
4. So,inanutshellproperandscientificplansforthelanduseareessential.TheDepartment
