1.0 Introduction
The overall objective of the project is to upgrade the existing Field
Instrumentation of the TAWKE CPF wellhead and the provision of full
SCADA system.
2.0 Project Scope
The intent of this specification is to define the minimum requirements and
give recommendation for the instrument upgrade of the whole TAWKE
CPF wellheads.
The works shall involve all that is necessary and incidental to the
successful change out of all instruments and commissioning of the
SCADA system as part of the work scope.
2.1. General Requirement
This specification is general and all instruments/systems included may not
be required for the package in question. Only the portion related to the
instruments/systems included in the scope of supply of Contractor for a
particular package.
The detailed scope of work, specific job requirements, exclusions,
deviations, additions etc. if any, will be indicated in the material requisition,
equipment or plant specifications and addendum to this specification.
This specification provides only the qualitative specifications of commonly
used instruments. Instruments not covered in this specification shall be
submitted by the bidder for approval.
Contractor shall be fully responsible for design, material selection, sizing
and selection of the proper instruments for their system. The compliance
to this specification does not absolve the vendor of the responsibility
towards contractual obligations with regards to completeness, proper
selection, satisfactory operation and easy maintenance of the unit.
All equipment supplied shall be of field proven quality both with respect to
design and materials. Prototype instruments or instruments of an
experimental nature shall not be offered or supplied.
3.0

Pressure Measurement
Pressure transmitters shall be built on an application proven sensor
technology capable of providing accurate and stable pressure
measurement with internal temperature and static pressure compensation.
In addition to compliance with the following detailed specifications,
transmitters shall be of industrial quality offering integration, maintenance
and operational savings based on advanced features such as:

Pressure Transmitter (Gauge / Differential)

4.1. Static Pressure Compensation & Display/Output


Differential pressure transmitters shall be internally corrected for static
pressure shifts with the static pressure value available for transmission
via HART protocol and available on the device local display.
4.1.1. Modular Design
Transmitters shall be of a modular design supporting the replacement of
electronics modules (communications/protocol cards, terminal boards, &
displays) in the field without the need to remove power in all electrical
environments (general purpose, increased safety and intrinsically safe)
except flame proof where agency codes do not permit the housings to be
opened. To enable maintenance and operational savings, transmitter
modularity must support simple field replacements without device removal
or process shutdown.
4.1.2. Advanced Display
Displays capable of multiple views, custom engineering units, trending and
bar graph views and supportive of advanced applications such as
transmitter messaging and maintenance mode indications shall be
optionally available and easily added in the field after installation without
process interruption.
4.1.3. Intuitive MMI Configuration
The combination of display technology and external interface buttons must
support the ability to easily configure devices in the field without the use of
a handheld field communicator.
In addition configuration shall also be accomplished via:

Handheld field device capable of communicating both HART and


DE protocols.
Device management software able to utilize either DTM or
DD/EDDL configuration files.

4.1.4. Polarity Insensitivity


To avoid unnecessary field rework on start-up, transmitters shall not only
be protected from, but also insensitive to reverse polarity connections.
Reverse wiring shall not affect the performance of the transmitters
eliminating post installation re-work.
4.1.5. Total Performance
Transmitters shall be capable of total performance specifications of up to .
12% of span when running at elevated process conditions with transmitter
turndown at 5:1, temperature deviations up to 50oC and static pressures
(differential pressure units) of up to 1000 psig.

5.1.1. Sensor Technology:


The transmitter sensor technology shall be piezo-resistive sensor
technology capable of providing embedded temperature and static
pressure (differential pressure models) compensation to correct for errors
due to process temperature and static pressure variations.
5.1.2. Sensor Materials (Wetted & Non-Wetted):
Sensor fill fluid shall be standard Silicone DC 200 oil.
All non-wetted materials shall be a minimum of 316SS.

Where applicable vent/drains shall be available on the end or the face of
the process heads with material to match the process heads except
carbon steel will be 316SS. The vent/drain may be selected as either
standard or center vents (for directing process venting and or draining via
separately applied tubing).

6.5. Advanced Features:


The transmitter electronics shall support the following maintenance and
operational advanced features.
6.5.1. Transmitter Messaging:
Standard HART Protocol transmitters shall support the ability to locally
display on the advanced display 32 character messages sent from HART
7 compatible Hosts.
Maintenance Mode Indication: When used in conjunction with a
Honeywell Experion control system HART and Foundation Fieldbus
transmitters shall provide the ability to indicate on their local advanced
display when the device and associated loop parameters are in a mode
safe for maintenance.
Tamper Alerts: In addition to standard software and/or hardware write
protection the transmitter shall also provide, via HART protocol
transmission, alerts regarding changes or attempted changes to the
transmitter configuration and or write protect status.

7.2. Total Performance


Total performance of the devices shall include temperature and static
pressure (DP units) compensation and shall be up to the following values
with transmitter turndown set for 5:1, temperature shifts up to 50 oF (28oC)
and static pressure shifts up to 1000 psig. Devices shall contain internal
sensing capability for both temperature and static pressure compensation.
Manufacturer shall provide a PC based software program capable of
calculating the transmitter total performance specifications at customer
selected ranges, temperatures and static pressures.

7.2.1. Response Time


Response Time shall include any transmitter dead time as well as the time
of one time constant (Td + Tc) for response to a full scale step change as
follows. Separately the transmitter electronics update rate shall be
50/second or 20ms.

General:
Transmitters shall be built on robust technology capable of providing
accurate and stable temperature measurement with internal ambient/cold
junction temperature compensation. In addition to compliance with the
following detailed specifications, transmitters shall be of industrial quality
offering integration, maintenance and operational savings based on
advanced features such as:

8.1.2. Modular Design:


Transmitters shall be of a modular design supporting the replacement of
electronics modules (communications/protocol cards, terminal boards, &
displays) in the field without the need to remove power in all electrical
environments (general purpose, increased safety and intrinsically safe)
except flame proof where agency codes do not permit the housings to be
opened. To enable maintenance and operational savings, transmitter
modularity must support simple field replacements without device removal
or process shutdown.
8.1.3. Advanced Displays:
Displays capable of multiple views, custom engineering units, trending and
bar graph views and supportive of advanced applications such as
transmitter messaging and maintenance mode indications shall be
optionally available and easily added in the field after installation without
process interruption.
It shall be possible to program the display tagline freely with any
information like tag number, process location etc.
8.1.4. Intuitive MMI/Configuration:
The combination of display technology and external interface buttons must
support the ability to easily configure devices in the field without the use of
a handheld field communicator.
In addition configuration shall also be accomplished via:
Handheld field device capable of communicating both HART and
DE protocols.
Device management software able to utilize either DTM or
DD/EDDL configuration files.
8.1.5. Polarity Insensitivity:
To avoid unnecessary field rework on start-up, transmitters shall not only
be protected from, but also insensitive to reverse polarity connections.
Reverse loop wiring shall not affect the performance of the transmitters
eliminating post installation re-work.
8.1.6. Total Performance:
Transmitters shall be capable of total performance specifications of up to .
05% of span when running at 200 C process conditions with RTD Input
type at an ambient temperature of 30oC.

8.3. Advanced Features:


The transmitter electronics shall support the following maintenance and
operational advanced features.
8.3.1. Transmitter Messaging:
Standard HART Protocol transmitters shall support the ability to locally
display on the advanced display 32 character messages sent from HART
7 compatible Hosts.
8.3.2. Maintenance Mode Indication:
When used in conjunction with a Honeywell Experion control system
HART and Foundation Fieldbus transmitters shall provide the ability to
indicate on their local advanced display when the device and associated
loop parameters are in a mode safe for maintenance.
8.3.3. Maintenance Mode Indication:
When used in conjunction with a HART and Foundation Fieldbus
transmitters shall provide the ability to indicate on their local advanced
display when the device and associated loop parameters are in a mode
safe for maintenance.
8.3.4. Tamper Alerts:
In addition to standard software and/or hardware write protection the
transmitter shall also provide, via HART protocol transmission, alerts
regarding changes or attempted changes to the transmitter configuration
and or write protect status.
8.3.5. Sensor Break detection:
It shall be possible to detect sensor open condition till the terminal level in
the transmitter to minimize the time to fix the sensor open issues in the
field.
8.3.6. Sensor Resistance Display:
It shall be possible to display the value of sensor resistance in the local
display in order to avoid potential field trip to check the sensor resistance
during reading mismatch or sensor health check-up.

LEVEL INSTRUMENTS

Radar gauge technical requirements


The level radar gauge shall meet following requirements:
Accuracy: Instrument shall have accuracy at least of 0.5mm and a total
installed accuracy of 1mm over the full range.
The radar level gauge accuracy shall not be influenced by any product
characteristics (heavy turbulence or foam or contamination).
The radar level gauge shall use the full reflected signal for determining the
product level.
Transmitted microwave power: < 1mW EIRP.
Shall be provided with overfill Protection Output: Hi-Hi Alarm Output.
The radar level gauge shall be able to perform continuous self-calibration.
The radar gauge antenna shall have a measurement range of at least 40
meters.
Radar level gauge process connection should be flanged. Size of flanges
should be chosen by radar instrument vendor based on antenna type.
Flange sizes shall be 300# minimum.
Antennas type (parabolic, horn, planar etc. for radar level gauges should
be decided by vendor based on type of Tank, Process conditions and
should be vendors responsibility
Selection of Antennas type of material, shall take into account presence of
any vapors in the tank.
A stilling well will be provided by the tank supplier for radar type level
gauges in applications such as floating roof tanks, etc., based on vendors
recommendations.
The radar level gauge MTBF shall exceed 20 years.
The radar level gauge shall have self-diagnostic facility to check the status
of the gauge.

12.2.1. SIL rating


As standard all models with HART protocol shall be SIL capable in
accordance with IEC 61508 for single use in Safety Integrity Level 2 (SIL
2) applications. The development and software process shall also be
certified in accordance with SIL 3 requirements allowing the use of dual
redundant transmitters in SIL 3 applications. All certifications should be in
accordance with TUV NORD.

12.3. Warranty
Standard warranty associated with the transmitters shall be 1 year with the
ability when required to obtain multi-year warranty coverage of up to 15
years

Quality Assurance
Manufacturer shall conform to all ISO 9001:2008. Conformance shall be
by an accredited third party. Conformance shall include the design,
engineering and integrated supply chain components within the
manufacturers organization.
Manufacturers shall make available upon request their Corporate Quality
Policy and supporting certifications to the above requirements.
Manufacturers shall comply with all electrical safety approvals as outlined
in the document. Compliance shall include the agency requirements for
documentation and where applicable scheduled audits.

14.0

ADDITIONAL REQUIREMENT
For absolute and gauge pressure transmitters, the transmitter body shall
have a static pressure rating of 150% of the sensor upper range limit
(URL) at the operating temperature as specified on the data sheet.
Transmitter shall have minimum accuracy of 0.05% of the span.
Two wire 4-20mA with HART protocol superimposed and shall be user
selectable for linear or square root output.
Zero and span values can be set within the range. Span must be greater
than or equal to the minimum span.
Field signal indicator shall be provided with the transmitter as specified on
the data sheet. The field signal indicator shall be an LCD meter 4 ~ 20 mA
configured with linear response
Fill fluid shall be silicone oil as a minimum. If operating temperature is
higher than that of the silicone oil, the appropriate seal fluid shall be
recommended by the vendor to ensure proper operation of the transmitter.

The measuring elements for the absolute and gauge pressure transmitters
shall be capable of withstanding the static pressure on either side of the
measuring element without causing any damage.
Vendor to provide quotation for Laptop and Handheld Calibrator for use in
calibration.

CERTIFICATION
Transmitters shall be factory calibrated and only be verified by installation
contractors. Vendor is required to provide the calibration certificates.
It is the Vendor's responsibility to ensure that all materials used in
manufacture (including that by sub-vendors) comply with the requirements
of the relevant specifications and that all documentation and specified
certificates are made available as requested.

The vendor shall be capable of providing supporting services as detailed


in the following sections.

17.1. Training
The vendor shall provide standard training on all aspects of the SCADA,
either at vendor's premises, on-site or via a distance-learning program. In
addition, on-line training, embedded in the documentation, shall be
available.

17.2. Configuration Services


The vendor shall be able to supply all necessary configuration services if
required including controller configuration, database configuration, etc.

17.3. Installation Services


The vendor shall be able to provide installation services for the SCADA
including validation services if necessary.

17.4. Hardware Maintenance


The vendor shall be able to provide hardware maintenance and spare
parts support if required.
18.0

Environmental and Hazardous Area Protection


All field instruments shall be mounted above ground and shall have
environmental protection in accordance with IEC 60529, IP 66 minimum.
The finish shall be to the manufacturers standard suitable for the
environmental conditions.
Notwithstanding the hazard classification assigned to the area in which an
instrument is located (which is generally Zone 2) all instruments shall be:
