posing as government work­
ers to get access to personal
financial information. The
BBB offers the following ad­
vice to help distinguish be­
tween bona fide Census
workers and con artists:
• U.S . Census workers
will have identification, a
handheld device and a con­
fidentiality notice. Caution:
never invite strangers into
your home.
• U.s. Census workers
will not ask for your Social
Security number or any in­
formation about bank or
credit card accounts .

will not ask you for money

credit offered as part of the eco­
nomic recovery effort. The
deadline is November 30 for
completing purchases to qualify
for this credit.
According to Bill Moak,
Presi dent/CEO of the Better
BusiDess Bureau (8B,8) seiViilg
Mississippi, 1.4 million first-
time home buyers nationwide
have already taken advantage of
this tax credit. "With both inter­
est rates and housing prices at
record lows, now is a great time
to buy a house. However, it is
important for first-timers don't
rush into buying a house just to
take advantage of the tax cred­
it."
The BBB offers the follow­
ing guidance regarding the tax
credit:
• Don't rush in. Taking
time to fmd the right house, in
the long run, is more important
than receiving the tax credit and
having a house that is not right
for you or not being very sell-
able in the future.
• Definition of a first-time
home buyer (under the tax cred­
it gUidelines): an individual
who hasn't owned a principal
residence in the previous 3
years; a vacation home is not
considered a principal resi­
dcnce; in order for a married
couple to qualify, both parties
have to meet the above require­
ment.
• Income requirements. To
receive the maximum credit, the
"modified adjusted" gross
income cannot exceed $75,000
for an individual or $150,000
for a couple. The credit is
reduced for singles earning up
to $95,000 and couples earning
up to $170,000.
• Prepare to stay a while.
Home buyers must remain in
the house for 3 years or forfeit
the credit; there are exceptions
for things such as death or
divorce.

• A statement that the contractor is responsible for
cleanup and removal of debris and materials, as well
as instructions regarding pets, children or areas where
materials may not be stored.
• A right-to-cancel clause declaring the time frame
in which you may cancel after the contract has been
signed, along with any penalties that you may apply
when canceling after work has begun .

fees and service charges that they

ly available at stores, newsstands,
and online. Some cards are meant
for one-time use and can be
thrown away when the minutes
are used up. Others can be
reeharged and have more min­
utes added by using a credit card.
According to the Federal Trade
Commission (FTC), prepaid
phone cards are a $4 billion per
year industry. However, a 2007
survey by the Hispanic Institute
found lhat pcepaid phone cards
delivered only (JO percent of the
llunutes promised and that fraud­
ulent phone card, were swindling
people nut of about $1 million
every day.

It is well known that elderly individuals tend to be
more likely to fall for scams. Even though elder
frauQ.ilften goes unreported, an estimated $40 billion

"The phrase, 'If it's too good to be true, it probably

nancial information.
Be cautious in disclosing your bank, credit card
and Social Security numbers.
• Do not speak at length with people who are unfa­
miliar to you.
Decline answering questions of a private nature
online, on the telephone or at your door.
• Do not sign any documents without reviewing
them carefully.
Have a trusted family member or friend review
any documents before signing them.
• Verify all claims.
Don't take the word of someone offering to do
work or provide a service. Check references and
contact the BBB to verify the reputation of business­
es unknown to you.
• Reach out for help before investing or spending
considerable amounts of money.
Check with trusted individuals (financial advisor,
family, friend) before making any significant trans­
fer for money or shares.
• Shred all bills, notices and personal mail before
throwing them away.
"Dumpster diving" is a lucrative activity for
fraudsters. Don't just throw paperwork away ..
shred it.
• Recognize predatory lending practices.
Senior financial abuse is often perpetrated by
mortgage brokers, appraisers and home contracts
looking for a quick buck.
• Avoid health insurance scams by identifying red
flags.
Beware of lucrative-sounding plans that are sold
as being great alternatives/supplements to Medi­
care. Don't purchase any medical equipment that is
not ordered! authorized by your physiCian.
• Bypass the "sucker list' altogether.
Resist the lure of winulng a lottery or sweepstakes
and don't sign up for "free' products or services.
• Just hang up.
Don't worry about being polite .. just don't have
conversations with unknown individuals asking for
personal information or offering great "deals.'

claiming to provide hundreds of
minutes for a few dollars.
However, phone cards may have
so many fees and service charges
that they deli verfarfewer min utes
than advertised. The Better
Business Bureau (BBlf)of
MisslsslpPI offers adVIce-on how
to get the most out of a prepaid
phone card while avoiding being
ripped off.
Prepaid phone cards are widely
available at stores, newsstands.
and online. Some cards are meant
forone-time use and can betbrown
away when the minutes are used
up. Others can be recharged and
have more minutes added by using
a credit card. According to the
FederalTradeCommission (FTC),
prepaid phone cards are a $4 billion
peryearindustry, However. a 2007
survey by the Hispanic Institute
found that prepaid phone cards
delivered only 60 percent of the
minutes promised and that
fraudulent phone cards were
•
swindling people out of about $1
million every day.
"Many people rely On prepaid
phone cards as an inexpensive and
easy way to stay in touch with
loved ones here and in other
countries," said Bill Moak,

equal though. and many are
