Professional Experience:

Charli Lucier is the owner and founder of C&S Diversified Solutions, Inc. (C&S), a mission oriented
small business focused on information technology, systems engineering, acquisition and budgetary
formulation, providing professional and administrative services and solutions. Ms. Lucier is armed
with over five years of college majoring in Accounting and Business Management.

Since founding C&S in 2004, Ms. Lucier has led the company through periods of working with the
DOD FAA, TSA, NOAA and JPDO in providing acquisition management from developing
requirements, development of the ERP system for NAVSEA, providing Earned Value Management
and OMB 300 assistance to providing CFO packages for Executive approval.

Ms. Lucier is a member of a worldwide organization, the International Rotary, a nonprofit


organization, Falls Church, Virginia chapter and served as the Rotary President (2007-2008).

Background
Ms. Lucier brings more than 25 years of acquisition and program management experience leading
integrated product teams for the Federal Aviation Administration (FAA) and DOD. She played a key
role in restructuring the Free Flight CTAS and URET programs to meet budget constraints. Ms. Lucier
played an integral part in the success of critical programs within the Navy and FAA ranging in value
from $300 million dollars to $3 Billion dollars. Led procurement activities consisting of customers
and contractors, keeping contract awards on time and within budget. Provided quantitative and
qualitative analysis to Contracting Officer’s and Contracting Officer’s Technical Representative. She
assisted the FAA in establishing a (One-Pass) process for the FAA En Route domain to work jointly
with single source contractors with decreased procurement time and saved both the FAA and the
contractor time and money. She has managed a customer service staff of 50 including analyst and
project engineers; and, coordinated Acquisition initiatives across program within the FAA and outside
contractors. Ms. Lucier has provided guidance and made recommendations to senior management on
acquisition strategy and development and prepared executive budget, CFO packages, OMB reports and
Earned Value Management reports.

Ms. Lucier assisted in developing Mission Need Statement, planning development, testing and
deployment activities and assisted in developing and writing the Operational Requirements
Documents, preparing Acquisition Documentation and participating in proposal evaluations for Space
and Naval Warfare (SPAWAR).

Facilitated contractual meeting between the FAA and customers to reach joint decisions.
As a member of the planning committee for the FAA Free Flight Program she developed the JRC
Package for the Free Flight Program Office to receive approval to move forward with the program. I
provided research and analysis into budgetary and resource planning and scheduling. I prepared
Acquisition Strategy Plans, Program Management Plans, provided budgetary and resource planning.

January 2009 – February 2010 – Consultant to Concept Solutions, LLC, to support the Joint
Planning and Development Office - (Funding expired)
Provide support to JPDO NCO Director as a consultant to Concept Solutions Inc., provide. Prepared
and submitted Position Descriptions to fill six Air Force Positions to support the Net Centric
Operations Division of the JPDO. Tracked the PDs to make sure they were moving through the HR
department at SAF/XC. I prepared Program Management briefings for the JPDO/NCO Director.
Attended and participated in Strategy Planning sessions and technical meetings. Prepared funding
documents (POMs and UFR’s). Recommended funding and marketing strategies to ensure obtain
funding for the NCO project.

October 2008 – December 2009 – subcontractor to Applied Technologies Corp. to support the Joint
Planning and Development Office - (Funding expired)
Provide support to JPDO Program Manager to develop contractual documents such as IGCE, CFO
packages, contractual documents, Statements of Work. Monitor and track financial invoices for the
Program Office. Attended meetings with upper management to ensure AMS requirements were met.

September 2008 – November 2008 – Consultant to Precision Infrastructure, Inc. (PII)


At the request of the Program Manager, provided support to ATO-P SE2020 Program supporting the
Program Manger and Contracting Officer. Provide acquisition and lifecycle support, perform
qualitative and quantative analysis for Market Survey. Also, assisted PII in developing their cost
proposal for submission to the FAA prior to contract award.

June 2008 – Aug 2008 – Consultant to Grant Thornton supporting Air Traffic Control Optimized

Provide support to ATCOTS Program Manger and Contracting Officer. Provide acquisition and
lifecycle support, perform qualitative and quantative analysis and perform cost analysis and report
findings.

Associates (PMA) supporting Traffic Management Advisor
Provided COTR support and prepare Screening Information Requests (SIRs), Task Orders and other
contractual documents, and perform Q&Q analysis on proposal submittals to award Task Orders for
the FAA Traffic Management Advisor (TMA) Program. Provided leadership in the areas of Program
Management, Contracts Management, Project Control support and coordinated Acquisition initiatives
across programs within the FAA and outside contractors. Prepared executive budget and Earned Value
Management reports. Developed long term and short term goals and life cycle program, budget and
schedule strategies.

Performed cost analysis and report finding for COTR to pay invoices. Prepare material list in the LIS
database to track the life cycle and value of TMA equipment installed at the ARTCCs, TRACONs and

As the Northrop Grumman Task Area Lead (TAL), provided leadership in the areas of Program
Management, Contracts Management, Project Control support and managed a staff of 30 analyst and
project engineers. Coordinated Acquisition initiatives across programs within the FAA and outside
contractors. Prepared executive budget and Earned Value Management reports. Assisted in strategic
planning, development and deployment of CTAS and URET. Developed long term and short term
goals and life cycle program, budget and schedule strategies. Prepared and finalized Acquisition
strategy Papers, Investment Analysis Reports, Integrated Program Plans and Joint Resource Council
(JRC) documentation n order to obtain approval from Executive Acquisition decision makers.
Prepared and finalized numerous pre-award and post award documents which included Statement of
Work (SOW) CDRLS, Specifications, Section A-M,, Section L, Management Plans, Evaluation Plans
(EP) Operational Capability Examination (OCX), Technical and Cost Plans and reports and decision
briefings to provide recommendations to Source Selection Officials (SSO) for a down-select decision.

Participated on the System Engineering team to develop requirements and specifications for En Route

Provided direct Acquisition support and leadership to Program Manager, Deputy Program Manager,
COTAR and Contracting Officer of the Space and Naval Warfare Systems (SPAWAR). Team lead for
joint government/Contractor Team writing the Demonstration and Valuation (DEM/VAL) Phase
Request for Proposal for the Advanced Deployable System (ADS).

Directed the drafting and finalization of all contractual documentations which included Acquisition
Strategy (AS) and Procurement Request (PR) forms Commercial business Daily (CBD) announcement,

Humanitarian/Volunteer
In September 2001, after the 911 attack, Ms. Lucier coordinated food for the Arlington Sheriff’s
Department to feed the rescue workers at the Pentagon for one month. This consisted of soliciting
restaurants to feed approximately 300 people at least twice a day. During this time, Ms. Lucier was an
employed at TRW as a Senior Acquisition Manager 5.

Ms. Lucier is a member of a worldwide organization, the International Rotary, a nonprofit


organization, Falls Church, Virginia chapter and served as the Rotary President (2007-2008). The
International Rotary has 33,000 plus club members around the world, working in poor countries: to
feed the hungry, provide clean potable water and sanitation, provide training and education on health
and sanitation practices, working with the local communities, on agriculture, educating them in micro-
business enterprise, and provide training on sustainability and capacity building, and provide hope to
those in to lift the people from poverty.

She has participated in numerous humanitarian activities such as bringing clean water to various
countries, engineers without borders, local charities such as Home Stretch, Christmas in April. Ms.
Lucier personally supported a project through Rotary to help the disaster victims after Hurricane
Katrina; she also participated in a fund raiser to rebuild a clinic in Louisiana. Ms. Lucier was
instrumental in raising funds for a Jamaican community to start a literacy program.

In response to these global, humanitarian needs, Ms. Lucier is working with Mercy House to stop the
exploitation of children and get them out of slavery and prostitution. Her passion to make sure
children are safe in the world drives her to find ways such as hosting fundraisers through C&S to fund
shelter and necessities for children to be safe.

Ms. Lucier has begun an effort with a group of like-minded woman to assist in the rebuilding of an
orphanage in Haiti. Again, this is another effort to make sure children are safe and have the necessities
