I wish to bring to your kind notice the anguish, agony and unrest prevailing in the
minds of our cadre due to stagnation and lack of promotional avenues for decades. This
point has already been brought to your kind notice.
You were also kind enough to
instruct the concerned to study the possibility of granting in-situ promotions to LOGs
who are continuing in the same post for decades without a single promotion. It is not
exaggerating
if
it
is
said
one
LDC.

Thiruvananthapuram has put in 32 years of service without a single promotion
(representation enclosed). This shows the real fate of administrative staff. This
demand to grant in-situ promotions to LDCs is under consideration for more than two years
and staff members are eagerly waiting for a positive response in the light of orders issued
for programme staff.
Sir, you are kindly aware that departmental examinations for promotion to the post
of UDC and Assistant / Head Clerk are long due. This is an opportunity to the meritorious!
outstanding staff to get promotion by competing in this exams. The enormous delay in
conductin,g these examinations defeating the very purpose. i request your kindself to
issue necessary
instructions
to the concerned
to conduct
the Departmental
Examinations
immediately without further delay.

St, apart from these 114 vacancies of Assistant

are lying vacant under Direct
Recruitment Quota in various AIR / DO offices across the country. A proposal to fill these
vacancies by OPG quota by giving one time exemption is also under consideration
for
some time part.
In this connection, it is requested to consider these demands at the earliest as there
will not be any financial implications
as all most of all who get promotion
have
reached the promotional
scale by virtue of seniority and by getting ACP / MAGP. It is
only an elevation to the next post without any monitory benefit.
It will not be out of place to mention here that Ministry of Law & Justice, Department
of Legal Affairs, vide its 00 No.29(9)/2014-Judl dated 7.8.2014 had requested all Ministries
and Departments by try to reduce Government litigation in courts so that valuable court time
is spent in resolving other pending cases.
Hence, it is once again requested to consider these issues positively and issue
necessary instructions to the concerned by which the morale of the cadre will be boosted
