OFFICIAL CONSTITUTION OF THE

RHODY ROTISSERIE LEAGUE


PREAMBLE
We, the people of this League, in order to create the illusion of sportsmanship,
do this day promise to develop the perfect spin, pretend to be good sports,
drive injustice to new highs and kiss tranquility good-bye. We also promise
to overvalue our players, complain about under performers and injuries and
the number of players lost to the National League. For the privilege and joy
of Baseball, we do ordain and establish this Constitution for RHODY Rotisserie
League Baseball.
I. OBJECTIVE
To assemble a lineup of 23 American League baseball players whose cumulative
statistics during the regular season, compiled and measured by the methods
described in these rules, exceed those of all other teams.
II. TEAM REQUIREMENTS
There are a maximum of 12 (no less than 8) teams in a duly constituted Rotisserie
League composed of American League players.
III. ACTIVE ROSTER COMPOSITION
A teams active roster consists of five outfielders, two catchers, one second
baseman, one shortstop, one middle infielder (either second baseman or shortstop),
one first baseman, one third baseman, one corner man (either first baseman
or third baseman), one Designated Hitter (any batter is eligible for this position),
and nine pitchers.
An additional position player (UT) can be added after September first
IV. AUCTION DRAFT DAY
A Major League Player Auction is conducted on the first weekend after Opening
Day of the baseball season. All teams must be represented (no phone participation).
We can move Draft Day no more than one week to accommodate a team owner as
long as that accommodation does not cause a hardship for another team owner.
In the event a team owner cannot attend the draft they can:

Have a friend or family member sit in

Allow another owner to draft for them

Forfeit all draft rights and select their team from the free agent list after
the draft
Each team must acquire 23 players at a total cost not to exceed 260 units.
A team need not spend the maximum. The League by general agreement determines
the order in which teams may nominate players for acquisition. The team bidding
first opens with a minimum salary bid of one unit for any eligible player,
and the bidding proceeds at minimum increments of one unit until only one bidder
is left. That team acquires the player for that amount and announces the roster
position the player will fill. The process is repeated, with successive team
owners introducing players to be bid on, until every team has a squad of 23
players, by requisite position.

Players eligible at more than one position may be shifted during the course
of the draft.

No team may make a bid for a player without having sufficient units remaining.

No team may bid for a player who qualifies only at a position that the team
has already filled.

Players who commence the season on a major league team's disabled list are
eligible to be drafted. This player must be on the teams 40 man roster. If
selected, they may be replaced upon completion of the auction draft.
A Minor League Player Draft is conducted immediately before the major league
auction, in which each RHODY League team may acquire no more than two players;
(a) who are not on any American League Team's active roster and; (b) who still
have official rookie status, as defined by Rhody League baseball.

A player shall be considered a rookie unless, during a previous season or


seasons, he has exceeded 130 at-bats or 50 innings pitched in the major leagues.

Selection takes place in two rounds of a simple draft (not an auction).

The selection order in each of the two rounds is determined by the order
in which the team finished in the previous season. Ties are broken by a coin-toss
on the day of the auction. The highest ranking team finishing out of the money
will have the first pick in the minor league draft.

The salary upon activation of each Minor League player drafted is 5 units.

Team Rosters and Minor League players are FROZEN immediately after the last
player is drafted, and until transactions are allowed.

V. STANDINGS
The following criteria are used to determine team performance:

Composite Batting Average

Total Home Runs

Total Runs Batted In

Total Stolen Bases

Composite Earned Run Average

Total Wins

Total Saves

Composite Ratio(Walks plus Hits divided by Innings Pitched)

Teams are ranked from first to last in each of the eight categories and given
points for each place from a maximum 12 points to 1. The team with the most
total points wins.
***THE MINIMUM INNINGS PITCHED REQUIREMENT: A team that fails to reach a total
of 1000 innings cannot be ranked ahead of any team that does pitch 1000 innings
in either earned run average or ratio. The offending team will receive zero
points in that category. This will have no affect on the point count for other
teams in that category or total points.
THE MINIMUM AT-BAT REQUIREMENT: A team that fails to reach 4500 at-bats cannot
be ranked ahead of any team that does have 4500 at-bats in batting average.
The offending team will receive zero points in that category. The offending
team will receive zero points in that category. This will have no affect on
the point count for other teams in that category or total points.

Pitchers offensive stats are not counted

Points for position players called in to pitch are not counted

Tie breaker: In the event of a total points tie between two teams those
teams will be ranked by a head to head matchup in all eight categories.
VI. SOCIALS
The League Social Committee will be responsible for putting together a Calendar

of Social Events prior to the start of the season.


Draft day is the only event you are required to attend. By tradition, the
following social events will be honored:

All-Star night

Trade deadline social

End of year banquet

The social committee will calendar a date each month for any proposed meeting
or event. Any team may request or host a social using any of the pre-selected
dates.
VII. PRIZE MONEY
All fees shall be promptly collected by the league treasurer. The prize pool
shall be divided among the first five teams in the final standings, after league
expenses are met, as follow:

1st place 45%

2nd place 25%

3rd place 15%

4th place 10%

5th place 5%

League expenses include the stat service fee, facility rental when needed and
all food and beverage served at all socials including draft day, awards banquet
and socials hosted by any member providing receipts.
VIII. STATS
Statistics and standings are no longer compiled on a weekly basis. All stats
and standings are compiled daily by our internet stat service.
IX. PLAYER SALARIES
The salary of a player is determined by the time and means of his acquisition
and
does not change unless the player is signed to a guaranteed long-term contract

or is released to the free agent pool.

The salary of a player acquired in the major league draft is his auction
price.

The salary of a player called up from the free agent pool during the season
is 10 units.

The salary of a player activated from a team's minor league system is 5 units.

The salary of a player claimed on waivers is 10 units.

The salary of a player called up during September Roster Expansion as an


extra (24th player) is 25 units if he is drawn from the free agent pool, 5
units if he is drawn from your minor league system.(the fee is $10)
X. POSITION ELIGIBILITY
A player may be assigned to any position at which he appeared in 20 or more
games in the preceding season. If a player did not appear in 20 games at a
single position, he may be drafted only at the position at which he appeared
most frequently, or at a position agreed upon by the majority of league owners.
The 20 games/most games measure is used only to determine the position(s)
at which a player may be drafted. Once the season is under way (but after
Auction Draft Day), a player becomes eligible for assignment to any position
at which he has appeared at least once. Any position player qualifies as UT.
XI. FEES
The Rhody Rotisserie League has a schedule of fees covering all player personnel
moves. All fees are payable into the prize pool and are subsequently distributed
to the top five teams in the final standings.

Basic: The total cost for acquisition of a 23-man roster on Auction Draft
Day is $125 (there is a $15 surcharge for teams with co-managers)

Treasurer receives a $50.00 credit

Web-Master receives a $50.00 credit

Commissioner receives a $50 credit

Trades: $5 per trade (no matter how many players are involved).

CALL-UP FROM FREE AGENT POOL: $5 for each player called up from the free
agent pool.

RESERVE a PLAYER: $5 for each player placed on a teams reserve list.

ACTIVATE a PLAYER: $5 for each player activated from the reserve list or
a teams minor league roster.

WAIVERS: $10 for each waiver.

FAAB: The cost of a FAAB player is equal to the winning bid in real dollars.
SEPTEMBER ROSTER EXPANSION: $10 for adding this additional player.

LONG TERM CONTRACT: $5 for each contract year issued (Max 3 years).

RETAIN: $5 for each player retained in a minor league system.

XII. TRADES
From the completion of the auction draft until the trade deadline, teams are
free to make trades of any kind without limit, except as stipulated below,
so long as the active roster of both teams involved in a trade reflect the
required position distribution upon completion of the transaction. Trades
made from the day after the season ends until rosters are frozen on the Friday
prior to Opening Day are not bound by the position distribution requirement.
The trade deadline is the second Sunday after the Major League Baseball trade
deadline.

Trades do not affect the salaries or contract status of players.

Trades may not include cash, players to be named later, or future consideration.

Minor League draft picks may be traded for players during the off season

It is understood that all trades are made for the benefit of both teams and
that each participant in a trade does so with only his or her teams best interest.
Any trade that seems to benefit only one team shall be questioned by the
League commissioner. A lopsided trade is not against any Rhody Rotisserie
Rules. We do not regulate how a member values players. We do insist that
all trades are based on how a member values players and not friendships.
XIII. THE RESERVE LIST
A team may replace any player on its 23-man roster who is:

Placed on the official disabled list

Released

Traded to the National League

Sent to the minors

A team has 1 week from the time the player is NOT active on a Major League
roster to replace that inactive player. If that player is not replaced within
that 1 week, then he must stay on that teams active roster and cannot be replaced
or waived. He becomes a dead spot until he returns to the Major League roster.
To replace such a player, a team can choose to release him outright or reserve
him. Reserving a player protects a team's rights to that player.
A team may not drop or reserve a player without adding a player leaving an
"empty" roster spot.(added 2014)
There is no limit to the number if players a team may have on its reserve
list.

Any player released or reserved must be replaced immediately.

A suspended player cannot be reserved.

A suspended player can remain as a dead spot on a roster.

No more than one reserved player can be tied to an active player


Players taken from the free agent pool as replacement players for reserve
players are linked to that reserve player. A player on the reserve list may
not be traded unless the replacement player linked to him is also traded.
The active player linked to the reserve player may be traded; however, the
new player is then linked to the reserved player.
When a reserved player returns to active major league duty, he must be reinstated
ONE WEEK after his activation or be sent to the free agent pool.
Should a member fail to activate the reserve player or send him to the free
agent pool any member may claim that player by notifying the commissioner on
a first come first serve basis.
When a reserved player is reinstated to the active roster the player called
up to replace him must be released IMMEDIATELY to the free agent pool unless
the replacement player or the original player can be shifted to another natural
opening on the roster for which he qualifies. If the replacement player has
himself been replaced, then his replacement becomes linked to the original

player on the reserve list.


A player reinstated from the reserve list may not displace any active player
other than his original replacement (or his successor).
XIV. MINOR LEAGUE
Minor League players do not have to be activated when they are promoted to
a Major League roster. They may be activated at the team owners discretion.
Once activated by his Rotisserie team owner that player can never again be
considered a minor league player.

If a minor league player is activated by his team owner, the player displaced
from the roster to make room for him must be released to the free agent pool
unless the minor league player can be activated into a natural opening.

Once activated a minor league player may not be returned to ML status.

A minor league player not activated during the season may be kept with ML
status in subsequent seasons.

At no time may a team have more than five players with ML status.

A minor league player may be traded during authorized trading periods (subject
to prevailing rules governing transactions).
XV. WAIVERS

Releasing a player to free up a roster spot for any reason is a waiver

A team may elect to drop any player and replace that player with a player
from the free agent pool

A team may not use a waiver move to create an opening for a reserve player

All waiver openings must be filled by a replacement play at the same time
it is created

Waivers are unlimited

A player claimed within 7 days by the team that waived him is reclaimed at
the salary and contract status on the day he was waived
XVI. FAAB (Free Agent Acquisition and Buy-out)

FAAB players are any player activated onto an American League roster after

the draft and who:

Was not on an American league roster

Not in the MLB Minor League system

Was a paid top-tier professional ballplayer for any organization in any country

(Signing a contract with an American League team and being assigned to a minor
league team does not disqualify a player under this category.

Any FAAB player whose bid exceeds $24 must be retained for that number of
units the following season or pay an amount equal to that bid to release the
player.

Bidding on FAAB players can begin as soon as the player is traded or signed
to an American League team.

Bidding ends on the first Sunday at 7PM(no bids accepted after this deadline)

All bids are to be sent to the Rhody webmaster in an e-mail on the Rhody

Web master will not open any bids until after 7pm on the designated Sunday
(if the Rhody webmaster is placing a bid, he will send his bid directly to
the commissioner before the 7pm deadline. The commissioner is also not allowed
to open that bid until after 7pm on the designated Sunday)

No bid shall exceed $60

The minimum bid is $5

Team with highest bid wins.

Tie breaker: Team lowest in the standings that Sunday

FAAB player is automatically placed on reserve

Winning team must activate FAAB player in one week or player is sent to the
free agent pool( FAAB money is forfeited)
(Please note that all bids are in real dollars that your team will be responsible
to pay. The player units will be equal to the dollars spent should you retain
that player for the following year)
XVII. SEPTEMBER ROSTER EXPANSION

Any team may expand its roster for the pennant drive by calling up an additional
player after September 1 from:

The free agent pool

That teams reserve list

That teams minor league player on a major league roster

The salary assigned to a September call-up from the free agent pool is 25 units.
The salary of a September call-up from a team's reserve list or minor league
system is the salary established at the time he was previously acquired.
XVIII. THE OPTION YEAR AND
GUARANTEED LONG-TERM CONTRACTS
A player who has been with a Rhody team at the same salary during two consecutive
seasons and whose service has been uninterrupted can sign that player to a
long-term contract for 1,2 or 3 years at. If a player is signed to a long-term
contract, that player's salary in each year covered by the new contract (which
commences with the option year) shall be the sum of his current salary plus
5 units for each additional year beyond the option year. A player may be signed
to a maximum of three years counting the option year. No player may be retained
beyond three years without a long term contract. The trade of a player in no
way affects his contract status.
Option-year and long-term contracts are entirely transferable, both in rights
and obligations. A team may sign a player to only one long-term contract,
at the end of which he becomes a free agent.
Long term contracts can only be purchased on draft day immediately after the
conclusion of the draft.
XIX. ROSTER PROTECTION
Each team must retain, from one season to the next, a minimum of 7 players
and no more than 12 of the players on its 23 or 24 man roster.(September expansion
players may be retained)
ML players are not counted as part of the 7-12; however, you may retain as
many as five ML players in addition to the 7-12 players
The names of the players being retained must be recorded with the commissioner
on or before roster declaration day.

The cumulative salaries of players protected prior to Draft Day are deducted
from a teams 260 unit limit, and the balance is available for acquisition
of the remaining players needed to complete the teams 23-man roster.
The salaries of ML players retained are not calculated in draft day units.
XX.GOVERNANCE
RHODY ROTISSERIE LEAGUE is governed by a committee of the Whole consisting
of all team owners. The league will appoint a commissioner who may keep that
title as long as he or she would like baring a no confidence vote from the
whole. A volunteer to administer the web-site and transactions will be appointed
and referred to as the Web-Master. A volunteer will act as treasurer and remain
in that capacity as long as he/she is willing, baring a no-confidence vote
by the whole. The Commissioner, Web-master and Treasurer will also act as
the Executive Committee to settle all grievances. The Executive committee
will interpret playing rules under this constitution after listening to all
sides of the issue. All decisions, rulings, and interpretations by the Executive
Committee during the season are final for that season only. The Executive Committee
does not vote on any issues. Each member of the committee expresses their
understanding of the issue. Only the Commissioner can make the final ruling.
If the commissioner endorses the committees ruling the motion stands for the
remainder of the season. It is assumed that the committee would have a full
understanding of any grievance during the season that could affect fair completion
or sportsmanship. The commissioner will post his decision on the bulletin board.
There are no in-season rule changes or votes by the committee of the whole.
Any issues may be re-addressed in the off season by the committee of the Whole.
Off season rule changes are determined by the majority vote of the committee
of the Whole.
