Governor: Drivers licenses are being issued concurrent with INS document expiration dates in two offices statewide with an
additional ten offices coming online 12/10. The remaining 150 offices will begin issuing said licenses 12/18. As part of the
Task Force plan submitted to FDLE, those driver license applicants who present foreign national documents for identification
purposes will receive a non-photo paper driver license at the office. Highway Safety Dept. will then verify the identity
documents within 30 days, central issue a digitized photo driver license and mail same from Tallahassee. This process is on
the same time schedule as above. Should you need more detail as to which offices come online on specific dates please
advise.Fred.

Per our Driver License Strategic Plan filed with the Florida Department of
Law Enforcement, one of our tasks to aid in the state's efforts to
strengthen domestic security is to begin limiting the duration of driver
licenses to the duration of pertinent Immigration and Naturalization Service
documents.
The computer software modifications we began in mid-November to accomplish
this procedural change have just been completed. The first test of this
rollout began yesterday at our Pembroke Pines driver license office and all
went well. We will phase-in all other driver license offices over the next
two weeks and anticipate completing the rollout by December 15, 2001.

you for writing. We have changed the procedure to make the visa expiration
date be the same as the drivers license date. I will check to see why the
motor vehicle offices are not complying with the change. Thank you for
bringing this to my attention.

Dear Jeb, I am concerned about the practice of issuing drivers licenses


to
people with Visas that are about to expire. Yesterday I was in the
Drivers
License Bureau and observed many people with Visa's that expire this month
yet still given a Florida License that is good for four years. About 30
percent of the people coming into this office were from other countries.
If
the Visas are expiring within a week or two, why is Florida issuing a
license
to drive? Thank you for your attention to this concern.
