1. The Government of Nepal (GoN) has received credit/grant from the International Development Association (IDA)
toward the cost of Nepal Health Sector Programme II (NHSP II) and intends to apply part of the proceeds of
this grant/credit to payments under the Contract for IFB No. DUDBC/ILAM/NCB/Works/05-071/072.
2. Department of Urban Development and Building Construction (DUDBC), Division Office, Ilam invites sealed
bids from eligible and qualified bidders for the construction of the following work under National Competitive Bidding
procedures.

3. A bidder may bid for one or more contracts where bids are called concurrently for multiple contracts as
further defined in the Bidding Document. Bidders bidding for more than one contract will so indicate in
their letter of bid, together with the statement regarding discount/cross discount if any. Bidders shall quote
for the complete quantities in each bid, and partial bids will be rejected. Evaluation shall be done for each
contract, with the final awards being decided based on the contract combination that is of least cost to the
purchaser. Subject to this, in case a bidder is deemed lowest responsive in more than one contract, it must
meet the aggregate qualification requirements for the contracts in question to be eligible for award of
these contracts.
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the
World Banks Guidelines: Procurement under IBRD loans and IDA credits and grants and is open to all
bidders from Eligible Source Countries as defined in the Guidelines
5. Interested eligible Bidders may obtain further information and inspect the Bidding Documents at the
office of Department of Urban Development and Building Construction, Divisional Office, Ilam
6. A complete set of Bidding Documents in English may be purchased from the address below by interested
bidders on the submission of a written application, on or before 17:00 Hrs 2072.04.31 B.S (16th August
2015 A.D.) along with the copy of company/firm registration, business registration certificate, Vat and
PAN registration, certificate and tax clearance of fiscal year 2070/071 and upon payment of a nonrefundable fee Payment shall be in the form of cash deposit certificate in revenue account no 14227
office code no. 03/347/01 office account no ka.1-1-006 of Nepal Bank Ltd Ilam, bank code no.11001
If So requested , the Bidding Documents can also be sent by post / couriers services, upon payment of

additional non refundable fee of NRs 1,000.00. However, the employer will not be responsible for delay
or non delivery of the documents so sent.
7. Any bidders who choose to bid through electronic media (e-bidding) should submit scanned copies of
Bank Guarantee or voucher of cash deposit on Account name/number District Treasury Controller Office
Ilam 040040020000301at Nepal Bank Ltd Ilam and revenue voucher of cash deposit in the name of
Department of Urban Development & Building Construction Division office Ilam with particular
contract No. Specified for the cost of bidding document at revenue account no. Ka 1-1-006 of Nepal
bank Ltd Ilam bank code no 11001 along with other bid documents with sign & seal in PDF format in
website www.edudbc.gov.np. The name of depositor in voucher of cash deposit for the cost of bidding
documents should be the name of the bidder/bidders (in case if J.V.) itself. If the name of the bidder and
the name of the depositor in the voucher differ or the voucher is in the form of fax transfer, the bid shall
be considered as non-responsive. The bidder shall submit the original completed bid (hardcopy) within 7
days of bid opening date, not complying shall be considered incomplete bid and also constitute ground for
the forfeiture of the bid security.
8. Sealed Bids must be submitted to the address below on or before 12:00 noon 2072/04/32 B.S. (17th
August 2015 A.D.). All bids must be accompanied by a Bid Security as specified in notice with validity
period for 30 days beyond the validity period of the bid. Late bids will be rejected. Bids will be opened in
the presence of Bidders' representatives who choose to attend in person at the address below immediately
after the submission deadline at 13:00 hours 2072/04/32 B.S. (17th August 2015 A.D.)
9. If the bidder, except in e-bidding, wish to modify or withdraw their bids the bidder should submit
sealed application 24 hours prior to the last date and time of the bid submission. The bid bond will be
forfeited if the bidder wish to modify or withdraw the bid after the aforementioned period.
10. Total Bid price shall be mentioned either in Bill Of Quantity or Letter Of Bid, otherwise Bid shall
be Considered non Responsive.
11. In case, the last date of purchase, submission or opening of Bid happens to be a holiday, the next working
day will be deemed as the due date but the time will be the same as stipulated.
12. Pre-bid meeting will be held at DUDBC Division office Ilam 14.00 hours date:2072/04/22. (7th August
2015 A.D.).
13. Information or data submitted by the bidder which is either incomplete or unclear or not substantiated by
supporting documents shall not be considered for evaluation.
14. Other related rules and regulations are as per public procurement Act-2063 (1st amendment 2071)
and public procurement regulation -2064
15. Bidders are advised to visit site and assess the actual site conditions before submitting their bid.
16. The Employer reserves the right to accept or reject any bid, and to annul the process and reject all bids at
any time prior to contract award.
