JOB ANNOUNCEMENT

Médecins sans Frontières – Switzerland (MSF-CH) is a private non-governmental organization, which provides
humanitarian assistance and medical aid where is most needed regardless of race, religion, politics or gender.
MSF-CH in Myanmar carries out medical programs in Thanintharyi Division.
We are looking for motivated and experienced candidates for the position of:

HUMAN RESSOURCES/ADMINISTRATIVE OFFICER


for MSF PROJECT IN THANINTHARYI DIVISION –
DAWEI AND MYEIK DISTRICTS
MAIN AREAS OF RESPONSIBILITIES

General responsibilities
The HR & Admin Officer supports an effective and progressive HR Management (HRM) organisation under the
direct supervision of the Field Coordinator. The HR Officer is responsible to promote qualitative aspects of HRM.
The HR Officer is in charge of all administrative issues for international staff and HRM for national staff. In this
capacity she/he works in close collaboration with the line manager developing methods to improve employment
policies, processes, practices and recommending changes to the line manager. She/he is responsible for the
operational side of the HRM framework and provides support to the coordination team preparing and delivering
reports with recommendations for change.

Administrative and legal framework


• Applies MSFCH policies and develops management procedures and tools.
• Studies and applies country legislation, follows procedures to resolve labour disputes.
• Ensures compliance with legal requirements, i.e. compensation policies.
• Participates to HRM structures and administrative matters with HR Coordinator.

Recruitment & Introduction of new staff


• Makes sure staffing is adequate in every department to respond to operational needs.
• Ensures and applies a qualitative recruitment process.

Human Resources Management (HRM)


• Ensures and applies a qualitative appraisal and development planning process.
• Contributes to ensure an appropriate training framework and supports case by case.
• Advises and follows-up people’s career with all concerned.
• Runs an appropriate conflict management process, assures communication to HR Coordinator.
• Proposes improvements in HRM as enhancement of responsibilities, mixture of teams and training.
• Assures fair and qualitative end of contract process respecting legal requirements.
Ensures regular information on HR situation and projects to coordination level

RECRUITMENT CRITERIA

Education Certificate or diploma in business-, hotel- or HR Management or similar education


Experience Experience in a similar position of at least 2 years in a private company or in NGO.

English: fluent (writing, reading, speaking and typing)


Languages
Myanmar: fluent (writing, reading, speaking and typing)
Karen and Dawei would be an asset
Personal qualities Mature, open-mind person with good organization, negotiation, problem solving and
communication skills, ability to listen, diplomatic, service and solution oriented. Flexibility, ability
to work in a multi-disciplinary and multi-cultural environment.
