PURPOSE
The purpose of this procedure is to provide a guideline to perform a Time
Study of field craft activities and summarize the study into a useful format to
understand the study findings in an effort to identify possible causes of
delays and to allow corrective actions to be taken to increase job
performance efficiency.
SCOPE
This procedure applies to the Brock Group and each of its subsidiaries
(Brock or The Company).
The procedure can be used on any
maintenance or capital work site where productivity gains are being sought.
DEFINITIONS
Time Study - a work measurement technique consisting of field observation
and time measurement, generally using a stopwatch or other timing device,
to record the actual elapsed time for performance of a task, adjusted for any
observed variance from normal effort or pace, breaks and delays, such as
safety meetings, waiting on permits, etc.
Work Sampling a large number of observations made of workers over an
extended period of time. For statistical accuracy, the observations must be
taken at random times during the period of study, and the period must be
representative of the types of activities performed by the subjects.
Model Work Day An ideal work day involving one crew performing one job.
Time is allocated for one permit, one lunch break and two rest breaks (15
min). The model work day assumes that there are no delays. The Model Work
Day is simply a means of providing a standard basis for comparison, and
should not be construed as an ideal goal.
RESPONSIBILITIES
The Auditor is responsible for documenting the activities of an assigned crew
for the full day for the number of days the study will cover. The Auditor is
also responsible for transferring the field collected data into the Time Study
spreadsheet and assuring its accuracy.
The Site Manager is responsible for creating an environment within the work
force that supports the efforts of the Auditor.

The Job Foremen is responsible for providing access to the Auditor to all
activities performed by the crew.
REQUIREMENTS
The individual responsible for auditing work activities shall have the following
qualifications:

A working knowledge of this procedure


Knowledge of the craft being audited
A working time measuring tool, such as a stop watch or clock. Use of
smart phones or other electronic devices are not acceptable.

PROCEDURE
1. Record Crew Activities
1.1 Follow one crew in a day, from the beginning of the work day to the
end of the work day
1.2 Record all activities of crew members
1.2.1 Record the start and end times of each activity
1.2.2 Record the number of crew members that are performing the
activities and the total time required for each task

Follow one crew throughout the day, however the number of


crew members may change. If extra crew members are
added or subtracted, note that number in the tracking sheet.

1.2.3 Describe the activity


1.2.4 Record the Activity Category, utilizing the following categories

1.2.5 Record the type of Delay, if the Activity is creating a delay in


completion of assigned work

2. Input Field Recorded Activities into Time Study Spreadsheet


2.1 Utilize the Time Study Template spreadsheet
2.1.1 Save the file under a file name appropriate for the time study
being conducted to assure ease of identifying the study and
retrieving the file
2.1.2 On the Time Totals tab, enter the plant name and location, along
with the start and end dates of the Time Study
2.1.3 Change out the Graphs for appropriate 8 hour or 10 hour work
days.

The template should come with graphs for an 8 hour day. If


the crew was working an 8 hour work day, no action is
needed

If the crew was working a 10 hour day, Hide the 3 tabs with
the graphs for the Model 8 hour days listed in paragraph 3.1
and Unhide the tabs with the same 3 graphs for 10 hour days

2.2 Go to the Day (1) tab to record the first days activities
2.2.1 Enter the date and auditor
2.2.2 Enter all start and stop times, number of crew members,
descriptions, activity categories and delay types, if appropriate

Sheet tab

2.2.3 Should additional

Unhide all columns on the page

Insert the number of rows needed above the row that


contains the sums of minutes. Make sure there is one empty
row that contains formulas in columns C, E, H, J and K.

Copy the empty row with formulas into all of the inserted
rows.

Hide columns C, E, H and J.

e.

Continue entering data into the added rows.

2.3 Go to the appropriate Day tab, up to 10 days, and record the date,
auditor and those days activities
2.4 Go to the Summary tab and summarize the crew activity for the day.
2.4.1 Edit the columns headings as appropriate for the crew (Scaffold,
Insulation, Paint, Fireproofing, etc.).
2.4.2 Enter summary data for the day
3. Print and Distribute Graphs
3.1 Graphs will be generated depicting the findings of the Time Study as
data is input into the Day tabs

Study administrator with the CPM group
