amaican novelist Marlon James has won the prestigious Man Booker Prize for Fiction for "A Brief
History of Seven Killings," his fictional retelling of
the 1976 attempted murder of Bob Marley.
James, 44, who now lives in Minneapolis and
teaches at Macalester College, is the first Jamaican author to win the prize in the British award's 47 years. It's
also the first for his publisher, Oneworld Publications.

Mount Vernon needs a strong leader!

he City of Mount Vernon is indeed a very interesting and colorful place.


With a population of just
over 68,300, the city has an
enormous diverse population for its size and is often
considered a poster child
for cities within the county
for having such a large magnitude of diversity for a city
of its size.

In just four square miles,


the city includes over 98 different nationalities whose ethnic
backgrounds include people
from Brazil, the Caribbean,
Gambia, Germany, Italy, Mexico, India, the Middle East, Portugal and Puerto Rico.
However, the majority -- or
60 percent of the population -is Black or African Americans
who continues to struggle to
make ends meet and is among
the poorest in the entire state of
New York.
Mount Vernon is the poorest community per capita
($20,827.00) in Westchester
County ($36,726.00), with almost 16 percent of its population living below the poverty

level, according to recent U.S.


Census Bureau data. In some
census tracts, poverty rates are
as high as 33 percent.
The city also has the highest unemployment rate in
Westchester County for adults
(4.6 percent vs. 2.8 percent),
youths and minority youths.
The median income for 2005
was $45,908.00 vs. $49,480 for
the state.
The challenges of poverty,
high crime rate and an acute
need for upkeep and improvement of the citys deteriorating
infrastructure have not been adequately addressed over the
past 20 years.
Ongoing concerns also include the citys streets, sidewalks, bridges, water and sewer
systems. Several studies have
revealed that Mount Vernon has
a significant need for new housing and community development assistance.
Mount Vernons motto is
"A City That Believes." But do
the people still believe the city
can make a turnaround in the
face of poor leadership, a bleak
future for its youths and a broken school system?

The citys problems can be
solved and managed with very
strong and committed political
leaders in City Hall.
In a city where Democrats
outnumber Republicans by a
wide margin, the Nov. 3 mayoral elections will see another
Democrat elected mayor and all
five members of the City Council.
Demonstrating youthful
exuberance and already questioning the establishment,
Richard Thomas candidacy for

mayor of Mount Vernon should


be considered. His plans and
ideas for the city appear workable.
However, it will not be an
easy task to develop and grow
the city with so many negative
forces and jealous people who
are more about their personal
and political egos than the overall good of the city.
The incumbent mayor,
Ernest Davis, and State Senator
Ruth H. Thompson, with a
combined 40 years in politics
and both over 70 years old,
have also put forward some
good ideas.
However, we have a firm
belief in term limits and regard
most career politicians as stumbling blocks to growth and development. As such, we do not
support their candidacies.
The next mayor of Mount
Vernon must focus on building
relationships and communicate
more with the people to share a
vision of building a city that is
great to raise their family and
open to do business.
Mount Vernon needs a
strong leader! That leader, we
believe, is Richard Thomas.

Those Jamaicans
incarcerated in Britain

Dear Editor:

am ignorant, to say the


least, to the laws governing deportation by one
country (say Britain and refusal of deportee by parent
country say Jamaica).

With that said, if the Jamaicans incarcerated in Britain


were sent back to Jamaica. Can
we refuse them? Are we obligated to take them? If the latter
is true, who bears the cost?
Britain or Jamaica?
Again, if the latter is true
then the prison deal looks good
in the face of not having anything better. I have no doubt
that Britain will hand Jamaica
a camouflaged deal, on the
other hand, can we refuse it and
contain these prisoners with
current correctional resources?
It is inevitable that we will
have prisons but it is time in

our history that we begin to


work on a solution alongside
that of prison facilities. I believe Jamaicans are among the
smartest folks in the Caribbean
and the world over.
We need to start looking at
ways in which we can stall the
crime rate, i.e no crime; no
prisoners; less need for prisons.
Easier said than done.
I agree, but the longer we
fail to start working on the
problem from that end, (i.e offset thoughts of crime through
education and employment)
then the more we start to fail
exponentially on the other end.

Where is the Funding


to rehabilitate prisoners

ou raise important questions concerning the


U.K.-Jamaica prison deal.
A component of this deal,

been funding to rehabilitate
and reintegrate these prisoners
into a productive civilian life

he City announced Monday it will pay
for every 11th grader to take the SAT, It
is a rite of passage for many teenagers; wake
up early on a Saturday, travel to an often-unfamiliar high school and pay $55 to take the
nearly four-hour SAT.
However, a large percentage of students
do not take the high-stakes exam, which is
used in college admissions.
"A lot of kids will say, 'Oh, why am I
going to bother?' not realizing they're affecting the rest of their future, in many cases,"
Schools Chancellor Carmen Faria said.

Therefore, the city has decided to pay for the


test - and offer it during the school day to
11th graders, starting in 2017. Statistics show
students whose parents did not attend college
are less likely to take the test, reducing the
chance that they will go to college. Having
everyone take the SAT is part of Mayor de
Blasio's agenda to attack inequality.
"Making it not simple as possible but as
convenient as possible, so that no one gets
left out of the process," Faria said.
As of now, just 56 percent of 11th
graders take the SAT. Having everyone take

moves beyond the world of crime and takes
us deep into a recent history we know far
too little about.
It moves at a terrific pace and will
come to be seen as a classic of our times,"
said Michael Woods, chairman of the judging committee.
James didn't expect to wow the critics,
but that's what he did with his 686-page epic
novel.
It's like a Tarantino remake of 'The
Harder They Come' but with a soundtrack
by Bob Marley and a script by Oliver Stone
and William Faulkner, with maybe a little
creative boost from some primo ganja,"
wrote Michiko Kakutani in The New York
Times.
"It's epic in every sense of that word:
sweeping, mythic, over-the-top, colossal
and dizzyingly complex. It's also raw,
dense, violent, scalding, darkly comic, exhilarating and exhausting -- a testament to
Mr. James's vaulting ambition and prodigious talent."
James' other works includes two novels, "John Crow's Devil" (2005) and "The
Book of Night Women" (2009).
Last year, the prize was opened to any
novel published in Britain and written in
English. In previous years, winners had to
come from Britain, Ireland, Zimbabwe and
Commonwealth nations.

Band Leader Accused of Duct-Taping Student's Mouth

charged with dropping the newborn girl
from the 7th floor window shortly after the
childs birth, then attempting to clean up the
evidence, telling her boyfriend that she was

When the tape was taken off, police


say the kid's face was swollen and he had
cuts on his lips. The Department of Education says Hughes was an after-school volunteer and not a department employee.

Hughes was arraigned and charged


with assault, endangering the welfare of a
child and possession of a weapon.

CARICOM mission to
observe Haiti elections

PORT-AU-PRINCE, Haiti:
he Caribbean Community (CARICOM)
will mount an election observation mission in Haiti for the first round of the presidential elections and the second round of the
legislative elections, which will take place
on Sunday.
The fielding of this mission comes at
the request of the government of Haiti and
follows the presence of CARICOM election
observation missions in St Kitts and Nevis,
Guyana, Suriname and Trinidad and Tobago.
Fifty-three presidential candidates will
be vying for the support of the 5.8 million
registered voters. The second round of the
legislative elections will be a run-off for
seats for the Lower House and the Senate in
Haitis 119 constituencies. The first round
on 9 August 2015 saw some 2,000 candidates from over 100 political parties vying
for these seats.

The CARICOM election observation


mission will be led by Dr Steve Surujbally,
the chairman of the Guyana Elections Commission. It will comprise 11 members, including election officials from CARICOM
member states and experienced election observers, along with two representatives of
the CARICOM Secretariat who will also
provide administrative and logistical support.
The team was scheduled to being arriving in Haiti on 21 October and will depart
on the 27 and 28 October.
In view of the vote counting process
which requires sending the tally sheets from
all the constituencies to a Tabulation Centre
in Port-au-Prince, the results of the elections
will not be available immediately.

UN General Assembly renews call


to end US embargo against Cuba

n a near unanimous vote, the 193-member
United Nations General Assembly on
Tuesday adopted a resolution renewing its
call for an end to the economic, commercial
and financial embargo imposed by the
United States against Cuba, while also acknowledging the restoration, after nearly 50
years, of diplomatic relations between the
two countries.
By a vote of 191 in favour to two
against (Israel and the United States), the Assembly welcomed the resumption of diplomatic relations between the US and Cuba,
announced last July, and the willingness of

US President Barack Obama to work towards the lifting of the economic, financial
and trade embargo against Cuba.
Having taken up the text for the past 24
years, the Assembly reiterated its call to all
STATES to refrain from promulgating and
applying laws and measures not conforming
with their obligations under the UN Charter
and international law, which reaffirm freedom of trade and navigation.
The Assembly once again urges states
that have and continue to apply such laws
and measures to take the necessary steps to
repeal or invalidate them as soon as possible, the text added.

Hospital infections killed

amaican Health Minister Dr Fenton Ferguson confirmed in Parliament October 27
that the number of baby deaths related to the
current bacterial infection crisis has risen to
19.
In a statement to the House of Representatives, Dr Ferguson said that 483 babies
have been admitted to hospitals special care
nurseries since the crisis started in June.
He said that 45 or 9.3 per cent have had
their illnesses attributed to sepsis cases and
total deaths have risen to 19, which is 42.2
per cent of the total.
He said that most of the babies who died
as a result of Klebsiella and Serratia bacterial
infections were less than seven months old,
and weighed less than two pounds.
The Ministry of Health last week called
on health authorities outside of Jamaica for
help in the wake of the outbreak of bacterial
infections at the University Hospital of the
West Indies (UHWI) in Kingston and the
Cornwall Regional Hospital (CRH) in Montego Bay.
Opposition Leader Andrew Holness
maintained that the health budget cut in
2012/13 contributed to a breakdown in the
ministrys sanitation standards and led to the
deaths.
Questions were also asked by Dr Horace
Chang, himself a medical doctor; Audley
Shaw, the Opposition spokesman on finance
and planning; Rudyard Spencer, who served
as health minister in the former Jamaica
Labour Party Government; and Portland
Western MP Daryl Vaz, who both asked
questions and tabled several others.
In response, Ferguson, a dentist, admitted that there are challenges in the health sector.

There are misery index issues that still
impact the sector, and I admit to that. There
are some challenges in the sector, and I admit
to that. But let us not begin to beat the system
down for our people to lose confidence in a
system that is better than many other beyond
the Caribbean, the minister insisted.
Ferguson denied allegations that the
ministry was aware of the outbreak at the
UHWI from June. He said that the chief medical officer in his ministry, Dr Marion Bullock Ducasse, was only made aware of the
development on September 7, and he was not
informed until October 16 when he queried
reports about the deaths.
There is a process, and once it gets to a
certain stage there is a protocol that elevates
the matter to the Ministry of Health, and that
was not done, Dr Ferguson admitted in response to questions from Dr Chang.

Simultaneous Representation of Multiple Clients

Q. May a lawyer simultaneously represent multiple clients


with conflicting interests?

A. Rule 1.7 of the New York Rules of Professional Conduct


("Rules"), 22 N.Y.C.R.R 1200.7, governs the answer to this
question.
Rule 1.7(a) provides in pertinent part that except as permitted by Rule 1.7(b) (discussed below), a lawyer shall not
represent a client if a reasonable lawyer would conclude that
. . . the representation will involve the lawyer in representing
differing interests. Rule 1.7(a)(1).
Even when two or more clients have differing interests, the affected clients may be able to waive the conflict
and consent to the attorneys simultaneous representation.

Michel Platini was a "gentleman's agreement". "It was a contract I had with Platini, a
gentleman's agreement," said the 79-year-old
in an interview with Swiss media RROTV. "It

was implemented. I can't give any more details,


the issue is being discussed in two investigations."
Asked directly if the contract had been
made within the rules, Blatter added: "Yes, certainly, it was within the rules."
Blatter and Platini, 60, have both been
suspended for 90 days by FIFA's ethics committee as Swiss authorities conduct a criminal
investigation into corruption allegations at the
scandal-tainted world football governing body.
Blatter defiantly backed his right to discuss the ongoing controversy and investigation.
"I don't have the right to go to a football stadium, but I do have the right to talk to whoever
I want," he added.
"I am not sidelined, I am only suspended."
Blatter, who has been in charge of FIFA since
1998, still intends to be present when the FIFA
congress meets on February 26 to elect a new
president.

Grenada to host CARIFTA 2016

US$100,000.00 $50,000.00 from our regional body PASO (Pan American Sports
Organisation) and weve ased Olympic
Solidarity to assist us with another
$50,000.00, said Bruno-Victor, who is
also the General Secretary of the GOC.
PASO has been providing financial
support to assist regional associations

only persons over the age of sixty will be eligible for the Medal Play format tournament.

Tirlok Malik was honored with the special Outstanding Achievement in the Multicultural Arts in Acting, Filmmaking, and
Immigrant Advocacy at the International
Film Festival Manhattan in New York held
on October 22, 2015. IFFM shows films,
which deal with social issues.
The festival has the most diverse selection of world class films and a focus on social
issues and advocacy as part of the programming and goals. Malik who is an Indian
American and a New Yorker has made many
films starting from Lonely In America,
Khushiyaan,
On Golden Years and many more. They
all deal with the effects of migration in America. Lonely In America was shown in 74
countries, 37 film festivals, and HBO. The
film deals with the issue it is easier to accept
the American Dream than assimilate to
American culture. Migration brings conflicts no matter where you come from. But
the emotions are universal, says Malik.
There was another award given to Tirlok Malik at the festival by winning the best
film award for the film On Golden Years. On
Golden Years is about a retirement of American Dream. Luis Pedron, co-founder of the
festival, said, The film On Golden Years
deals with social issues of retirement that millions of first generation immigrants face in

CITY HALL The Black, Latino & Asian Caucus of


the New York City Council (BLAC) recently held a
press conference encouraging Black & Latino families
to request gifted and talented testing for their pre-K
through second grade children.
The Department of Educations gifted and talented programs provide an extremely high quality, free
educational option to students who perform at a high
level on the gifted and talented exam. This school year,
students will be tested at their local public schools in
late January & early February. However, children will
only have this opportunity if parents take the first step
and request the test by the November 9th deadline.
Black & Latino participation in NYC DOEs
gifted and talented programs has declined from 27%
to 22% since 2012. Moreover, all of the four community school districts without local gifted and talented
programs are represented by BLAC members, further
reducing awareness. The BLAC links low participation in gifted and talented programs to lower levels of
participation and success on the extremely competitive
entrance exams to New York Citys specialized high
schools, such as Brooklyn Tech and Bronx Science.
The Caucus goal is to increase the number of children
of color seeking and gaining access to this public educational resource.
It is unacceptable that our citys children of
color are drastically underrepresented in gifted pro-

grams. Some Black & Latino parents dont know that


the program exists or what resources are available to
prepare their child for the G&T test. said Council
Member Andy King, Co-Chair of the Black, Latino &
Asian Caucus. We need to encourage the DOE and
teachers to refer all eligible students for possible participation in the program so that no child of color
misses out on this opportunity for higher educational
development. And, Im urging all parents in communities of color to have their child take the Gifted & Talented Exam.
Its a BLAC priority to ensure that the Communities of Color we represent have the same access to
educational opportunities as the affluent or white population. There is anecdotal, as well as statistical evidence that proves what we know to be our
realityhere in NYC, Communities of Color dont
have the same programs, resources and access to educational opportunities as the affluent or white population. All parents, irrespective of how much they make
or the color of their skin, should have access to and
the availability of the Citys DOE Gifted and Talented
programs in their own zip code area. Anything less just
perpetuates the educational gentrification of the NYC
school system. Today, we start by asking parents to
register their child to be tested for the DOE's Gifted &
Talented program by the November 9th deadline." --

in SAT participation and scores during
the 2014-15 school year, and the number of
students taking and passing Advanced Placement exams also increased.
City students SAT score gains substantially outpaced those nationwide, and increased in every section across all ethnic
groups. The number of students taking and
passing at least one Advanced Placement
exam also increased across all ethnic groups.
The gains reflect the Administrations ongoing commitment to increasing college access and planning opportunities for all
students, which is being renewed and vigorously expanded through the implementation of
College Access for All and AP for All. Both
initiatives were announced last month in the
Mayors plan for equity and excellence in education.

seniors increased three points from 463 to 466,
while the average critical reading score increased four points from 440 to 444 and the
average writing score increased three points
from 436 to 439.
Nationwide, average scores on all three
components of the SAT fell. In the rest of New
York State, average scores fell in math and

portion of the exam. The number of City seniors taking the SAT also increased from 47,950
students to a record 48,678 students.
On Advanced Placement, the number of
students taking at least one exam rose 8.0%,
from 39,318 students to a record 42,481 students, and has increased 40.1% in the last five
years. Participation increases were largest for
Black and Hispanic students: specifically,
16.0% more Black students and 8.7% more
Hispanic students took at least one AP exam
in 2014-15 than in the previous year.

ttorney General Eric T. Schneiderman
announced on Oct 29, that his office has
reached a settlement with Thrift Land USA
of Yonkers, Inc. (Thrift Land), a for-profit
company which operates more than 1,100
clothing donation bins placed in shopping
center parking lots, gas stations and other locations throughout the New York metropolitan area.
The settlement resolves allegations that
Thrift Land used a charitable veneer to trick
and mislead the public into believing that the
clothing it collected would benefit the charity
whose name and logo appeared on its bins.
However, Thrift Land sold the clothing at a
huge profit and the charities named on the
bins Big Brothers Big Sisters of Rockland
County and I Love Our Youth, Inc.received
only a small, monthly fee for the use of their
name and logo.
The Attorney General also reached settlements with Big Brothers Big Sisters of
Rockland County and I Love Our Youth, Inc.
for entering into agreements with Thrift Land
that enabled the company to use their name
and logo to deceive the public.
Duping members of the public into
thinking that they are making a charitable donation, when in fact they are enriching a forprofit corporation, is both deceptive and
illegal, said Attorney General Schneiderman. When a for-profit company masquerades as a charity, my office will hold it and
its owners accountable.

The settlement with Thrift Land and its


principal Carl Vella requires the company to
rebrand its bins so they do not state or imply
that clothing deposited in the bins will benefit
any charity or serve any charitable purpose.
Thrift Land will also permanently attach
a prominent disclosure label on all of its bins
clearly stating that none of the clothing deposited in its bins, or the proceeds from the
sale of such items, will benefit a charity. As
part of the settlement, Thrift Land has also
paid $50,000 in penalties and costs, and made
a payment of $650,000 to two not-for-profit
organizations, the New York Community
Trust and the Westchester Community Foundation, so that the charitable intent of the people who placed clothing in its bins will be
fulfilled.
Donation bins shall prominently disclose the name and telephone number of the
charitable organization for which donations
are being solicited. Donation bins shall
prominently disclose whether the clothing
that is donated is sold for a profit by Thrift
Land, and the percentage of the sale proceeds
that is paid to the charitable organization.

years. "Thomas" has a 5-year-old
daughter, and I don't know how much

Its report said 50g of processed meat a
day - less than two slices of bacon - increased the chance of developing colorectal
cancer by 18%.
Meanwhile, it said red meats were
"probably carcinogenic" but there was limited evidence.
The WHO did stress that meat also had
health benefits. Cancer Research UK said
this was a reason to cut down rather than
give up red and processed meats. And added
that an occasional bacon sandwich would do
little harm.
What is processed meat?
Processed meat has been modified to either
extend its shelf life or change the taste and
the main methods are smoking, curing, or
adding salt or preservatives.
Simply putting beef through a mincer
does not mean the resulting mince is
"processed" unless it is modified further.
Processed meat includes bacon, sausages,
hot dogs, salami, corned beef, beef jerky and
ham as well as canned meat and meat-based
sauces.
It is the chemicals involved in the processing which could be increasing the risk of

How bad?
The WHO has come to the conclusion
on the advice of its International Agency for
Research on Cancer, which assesses the best

3% of all cancers ascribed to red or
processed meat
That is in contrast to one million deaths
from cancer caused by smoking and 600,000
attributed to alcohol each year.
Red meat does have nutritional value
too and is a major source of iron, zinc and
vitamin B12.
However, the WHO said there was limited evidence that 100g of red meat a day increased the risk of cancer by 17%.
An eight ounce steak is 225g.
The WHO said its findings were important for helping countries give balanced dietary advice.
