Sealed bids will be received until the hour of 2:00 P.M., local time on Tuesday,
December 1, 2015 in the Purchasing Department, Suite 4400, Jefferson Parish
General Government Building, located at 200 Derbigny Street, Gretna,
Louisiana, 70053, and publicly opened upon completion of administrative tasks
for the following:
EAST BANK WASTEWATER TREATMENT PLANT RENOVATION AND
REHABILITATION OF THE OPERATIONS BUILDING, PHASE 2
JEFFERSON PARISH DEPARTMENT OF PUBLIC WORKS PROJECT NO.
D5121
This project will be Sales Tax Free in accordance with LSA-R.S. 47:301(8) (c).
All bids must be in accordance with the contract documents on file with the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders
must show the Bid Proposal Number on the outside of their bid envelope and on
the bid proposal. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid
bond acceptable to the owner in the amount equal to five percent (5%) of the
total amount bid, including all alternatives, and payable without condition to
the owner. If submitting a bid online, vendors must submit an electronic bid
bond through the respective online clearinghouse bond management system(s)
as indicated in the electronic bid Solicitation on Central Auction House. No
scanned paper copies of any bid bond will be accepted as part of the electronic bid
submission. As required by state and federal funding regulations of the Federal
government and State of Louisiana and bonding and insurance requirements.
The drawings and specifications are on file and open for inspection in the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete
set of Contract Documents may be secured from Shread-Kuyrkendall and
Associates, Inc., 13000 Justice Avenue, Suite 16, Baton Rouge, Louisiana 70816,
(Phone # 225-296-1335, FAX 225-296-1338) by licensed contractors upon
receipt of $300.00 per set. Deposit on the first set of documents furnished bona
fide prime bidders will be fully refunded upon return of documents in good
condition no later than ten (10) days after receipts of bids.
The successful bidder will be required to furnish a performance bond
guaranteeing faithful performance of the contract. Companies providing the
bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219
as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject
bids for just cause, pursuant to the law.
A Pre-Bid Conference will be held at 9:00 a.m. on Tuesday, November 17, 2015
at the Jefferson Parish East Bank Waste Water Treatment Plant Administration
Building, located at #2 Humane Way, Harahan, LA. 70123. All interested
parties are invited to attend.

IMPROVEMENTS TO SEWAGE LIFT STATION M-12-1A
(PATRIOT AND AVENUE B)
SEWER CAPITAL IMPROVEMENT PROJECT NO. D2528
Construction of a new sewer lift station that includes, but is not limited to:
Removal of existing sewer lift station, construction of new wet well and valve
pit, pumps, piping, valves, controls, fencing and gate, concrete slab, aggregate
driveway, and miscellaneous utility and sitework.
All bids must be in accordance with the contract documents on file with the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders

Public Notice is hereby given by the Federal Emergency Management Agency
(FEMA) per 44 Code of Federal Regulations (CFR) Part 9 (Floodplain
Management and Protection of Wetlands), and FEMAs implementing regulation
for Executive Order 11988, Floodplain Management, of its intent to provide
FEMA funding for the proposed Parish of Jefferson Boat Launch Ramp Project
in Gretna, Louisiana.
The proposed Boat Launch Ramp Project will be constructed on the west
bank of the Mississippi River, located at Mile Marker 97.1 Gretna, Louisiana
70053 (Latitude: 29.918501, Longitude: -90.066562), across the river from the
Port of New Orleans on the east bank. The project will be built on the river
batture, between the Gretna Ferry Landing and the Gretna Amphitheater.
The boat launch will connect to an existing road through flood gate and will
extend from the elevated ferry parking deck down across the batture into the
Mississippi River. To be effective, the boat launch ramp will be placed near the
existing Gretna Ferry Landing, which has an office that can be used as a Unified
Command Post and a dock that can support fueling operations for long duration
incidents.
This notice serves as the Notice for Final Public Review of a Proposed Activity
in the 100-Year Floodplain. This notice is provided pursuant to 44 CFR Part
9.12, (Floodplain Management and Protection of Wetlands), and FEMAs
implementing regulation for Executive Order 11988, Floodplain Management,
concerning FEMAs funding assistance for activities within and/or affect a
floodplain. Parish of Jefferson has reevaluated the alternatives to building in the
floodplain and has determined that it has no practicable alternative. The Boat
Launch Ramp Project shall comply with state and local floodplain protection
procedures.
In accordance with 44 Code of Federal Regulations Part (CFR) Parts 9.6 and 9.8,
an Early Public Notice was issued in The New Orleans Advocate newspaper on
October 14, 2015 in conjunction with the availability of a Tiered Site-Specific
Environmental Assessment (SEA) that assess the potential human and natural
consequences associated with the proposed bridge projects. The public had 15
days to review and provided comment on the EA. No comments were received.
This constitutes final notice and FEMA is accepting comments for the proposed
project. The comment period will end 15 days from the initial notice publication
date of November 4, 2015. Written comments can be mailed, emailed, or faxed
to the contact below.

A regular meeting of the Jefferson Parish Personnel Board will be held
on Tuesday, November 17, 2015 at 2:00 P.M., in Room 204, Joseph S. Yenni
Bldg., 1221 Elmwood Park Blvd., Jefferson, Louisiana. Prior to the regular
business agenda, the Personnel Board will conduct a Public Hearing to consider

GRAND ISLE
Wednesday, October 21, 2015
Meeting opened at noon by President Bob Sevin at the Grand Isle Multiplex
Building located on Louisiana Highway 1. Commissioners present were
Bob Sevin, Ambrose Besson, Perry Chighizola, and Juanita B Cheramie.
Commissioner Terrill Pizani was absent.
A motion was made by Commissioner Chighizola, seconded by Commissioner
Besson and unanimously agreed to approve the meeting of September 9, 2015
as read.
A motion was made by Commissioner Besson, seconded by Commissioner
Chighizola and unanimously agreed to introduce the following resolution:
Resolution
A resolution amending the operating
budget ending June 30, 2016.
Now, therefore be it resolved by the commissioners of the port commission that:
REVENUE $1,018,050.00
EXPENDTURES $968,661.00
This resolution is considered adopted this 21st of October, 2015.
A motion was made by Commissioner Besson, seconded by Commissioner
Chighizola and unanimously agreed to accept the financial report and pay port
operating invoices.
President Sevin read the following statement: Notice is hereby given that at its
meeting to be held on Wednesday, December 9, 2015 at 12:00 noon at the Grand
Isle Multiplex Building, 3101 Louisiana Highway 1, Grand Isle, Louisiana, the
Board of Commissioners of the Grand Isle Port Commission, plans to consider
adopting a resolution ordering and calling an election to be held in the Grand Isle
Port Commission to authorize the renewal of an ad valorem tax.
President Sevin stated that he is continuing to work with FEMA on the repairs
and will have a conference call in November. The work at the Commercial Dock
is almost complete. Volute will be get back with the port on the price to complete
30 ft. on the west slip.
Commissioner Chighizola wants more camera quotes for the Commercial Dock.
Commissioner Cheramie stated that she has accepted bids to cut the grass at
the Commercial Dock. Mike Thompson bid $350 per cut and $25 to use weed
killer as needed and T and M bid $350 per cut. T and M gave certain times that
the grass will be cut and provided proof of insurance. More information will be
gathered before we will award grass cutting out.
A motion was made by Commissioner Chighizola, seconded by Commissioner
Besson and unanimously agreed to approve to have Mr. Raleigh Lasseigne to
clean up the debris in the canals not to exceed $500.00 and to mark anything that
is too large for him to remove.
Commissioner Chighizola stated that no engineering firm should submit any
project on behalf of the port until the commissioners get time to review and
approve of the project. President Sevin stated that PEEC is applying for Capital
Outlay for dredging the bar channel and Shaw Coastal will apply for bulk
heading and road work on the Ludwig Property.
Commissioner Cheramie questioned the mobile homes on the Commercial Dock
Property. One mobile home is located behind the Dry Shrimp Shed belongs to
Mr. Collins and is on his property that he leases. The other mobile home belongs
to Mr. John Bowman. It was mentioned that his lease has expired. A motion was
made by Commissioner Cheramie, seconded by Commissioner Chighizola and
unanimously agreed to request Mr. John Bowman vacate the port property by
the 31st day of October, 2015.
President Sevin stated that the Commissioner Besson can clean up the area
behind the mobile home that is being removed. The new port website is ready to
launch and the trifold is being handed out.
A motion was made by Commissioner Besson, seconded by Commissioner
Cheramie and unanimously agreed to adjourn the meeting at 1:33 p.m.
