Background
The government of Indonesia has established the Indonesian Tsunami Early Warning System. The system has
been operating since 2008, and proven to be reliable in issuing numerous tsunami warnings since then. The
stakeholders involved in this tsunami early warning system in Indonesia mainly, but not limited to, the Agency
for Meteorology, Climatology and Geophysics (BMKG), The National Agency for Disaster Management
(BNPB), and the Ministry of Communication and Information. However, one of the issue that still need to be
resolved at the national level is the clear definition of role and responsibility of these different stakeholders as
part of the warning chain. In addition of these roles and responsibilities also need to agree on the procedures
and mechanism for receiving, taking decision and dissemination of information and warning messages.
UNESCO Office Jakarta has secured funding from Indonesian Funds in Trust (IFIT) for a project entitled:
Building Model Disaster Resilient Cities in Indonesia: Tsunami Hazard. The project will support the work plans
of the Indian Ocean Tsunami Information Centre of UNESCO IOC under the Disaster Risk Reduction and
Tsunami Information Unit (DRRTIU) in UNESCO Office, Jakarta. One of the activities of this project is
strengthening the tsunami warning chain covering warning chain at local level, at the media, as well as at the
national level.
In strengthening the warning chain at the national level, UNESCO office Jakarta will provide support to the
Agency for Meteorology, Climatology and Geophysics (BMKG), The National Agency for Disaster Management
(BNPB) in developing a national draft for tsunami early warning chain. With this in mind UNESCO Office
Jakarta would like to seek individual consultant to support the work in developing the draft SOP.

Description of Responsibilities:
Under the overall authority of the Director and Representatives of UNESCO Jakarta Office and direct
supervision of the National Program Officer for Disaster Risk Reduction and Tsunami Information Unit
(DRRTIU) UNESCO Office, the consultant shall provide expertise coordinating, facilitating and drafting the
national standard operating procedure for Indonesian tsunami early warning. In particular, the consultant shall:
(i) Liaise, coordinate and work with the Agency for Meteorology, Climatology and Geophysics (BMKG), the
National Agency for Disaster Management (BNPB), and the Ministry of Communication and Information in
developing the draft of national standard operating procedures for Indonesian tsunami early warning
(ii) Liaise, consult with, and report to the National Program Officer for Disaster Risk Reduction and Tsunami
Information Unit (DRRTIU) UNESCO Office Jakarta on all meetings, focus group discussions in relation to
the development of the draft of the National SOP
(iii) Prepare concepts, materials as well as facilitate meetings, focus group discussions in relation to the
development of the draft of the National SOP
(iv) Develop work plan for and work with the contractor that will be assigned by UNESCO to organize
meetings, focus group discussion and workshop for the development of the national SOP on tsunami
early warning.
(v) Develop and write the draft of the national standard operating procedures for Indonesian tsunami early
warning.
(vi) Submit technical report of the approach and methodology in developing the draft national SOP

Timetable and Methodology:


The consultancy will start as soon as possible and will consist of 40 working days / month in 3 months
duration. The final output and report of this consultancy work should be no later than 30 December 2015.
The consultant will be working home based and will communicate by email or by telephone, as well we
meeting with DRRTIU at least once every week in UNESCO Office Jakarta.
The consultant should be based in Indonesia and will coordinate and work with the Agency for Meteorology,
Climatology and Geophysics (BMKG), The National Agency for Disaster Management (BNPB), and the
Ministry of Communication and Information.
Deliverables:
The consultant will provide a final report summarizing:
a) Final draft of national standard operating procedures for Indonesian tsunami early warning (in
Bahasa and English Languages)
b) Technical report on overall approach, methodology and proc ess of the development of the
national standard operating procedures for Indonesian tsunami early warning (in English
Languages)
Competencies and Qualifications:

Qualifications: advanced university degree or equivalent in field relevant to the terms of reference,
eg, risk management, disaster management/disaster risk reduction, infrastructure management,
construction, engineering, and policy development
Experience: At least 8 years of professional experience in developing policy and project
document, tsunami early warning and mitigation system, policy research, analysis, and baseline
surveys, conducting training and facilitation based on participatory approach, risk assessment,
developing guidelines, organizational strategy and policy on DRR.
Communication and networking skills: Demonstrated high quality interpersonal skills in
communication and facilitating meeting and workshops, and proven ability to prepare high quality
reports.
Language: High level command of English and Indonesian Language, both technical writing and
verbal, is essential. All meetings with national stakeholders will be conducted in Bahasa Indonesia.
