WHAT IS IN MODULE 1 OF THE USDO?
Module 1 of the USDO (Zone Districts and Permitted Uses) includes:
The purpose and intent of each of the new zoning districts that will be available in Albany;
The permitted, conditional, accessory, and temporary uses available in that district;
Any special conditions attached to available uses in some locations (for instance, limits on the size or
operation of that use); and
The definitions of each of the listed uses
Much of the information is organized in a Permitted Use Table like the one below.

PROJECT SUMMARY
ReZone Albany is a major new initiative to update and streamline the citys antiquated zoning code. This
two year effort funded largely by the New York State Energy Research and Development Authority
(NYSERDA) is designed to reduce make the city a better place to live, work, invest and play. The project
will create a new Unified Development Ordinance that:

Is simpler, more user-friendly, and highly illustrated


Is better aligned with the citys Albany 2030 planning priorities,
Promotes energy conservation and sustainable development,
Reduces burdens on small business owners,
Streamlines the citys procedures for reviewing and approving new development,
Protects established neighborhoods,

Although revisions were made to Albanys zoning code in 1993, a major rewrite has not been undertaken of
Albanys zoning code since 1968. The City has hired Clarion Associates, a nationally recognized planning and
land-use firm, to lead the undertaking. Clarion will be assisted by Dover Kohl Partners, a nationally
recognized expert in form-based coding, and by a team of specialized consultants with expertise in parking,
transportation, stormwater management, housing markets, graphics and visualization, and environmental
impact measurement and compliance.
ReZone Albany has already achieved several milestones. A Technical Report and Annotated Outline of a
new Unified Sustainable Development Ordinance has been prepared, focused workshops to craft formbased zoning regulations for the Warehouse District and portions of Central Avenue have been held, and a
Public Draft of Module 1 (Zone Districts and Permitted Uses) has been prepared. The remainder of the
Project Schedule is shown below.
