Opening of the Meeting and Welcome

The meeting was called to order by Videla at 08:35 AM and all in attendance were welcomed
to the meeting.
The following voting members offered apologies for not being able to attend the meeting: AlManaseer, Bazant, Daye, Mueller and Novak.

Announcements

Next meeting will be on Monday 6th November, 2006 in Denver, Colorado. The chair enquired
about which day meetings should be held and the consensus was to remain meeting on
Monday.
Changes in membership: The chair informed that:

Domingo Carreira was appointed secretary of ACI 209 Committee.

ACI sent official notification to Jeff Brooks and Nam Shiu informing them that their
membership was changed to Associate Members, effective December 1, 2005.

ACI sent official notification of membership change from Associate to Consulting

Member to Sandeep Baweja, Aicangel Berrios and Sharon Huo, because Associate
members have to be ACI members; this action became effective on March 6, 2006.
In all these cases, the chairman previously sent e-mails to the members asking their opinions
about the possible changes in their membership status. However, no reply was received from
anyone affected.
Finally, the chair informed of the appointment of two new Associate members: Bryan G.
Cortnik and Keiichi Imamoto.
The committee roster was circulated. Hani Nassif informed his new fax number: (732) 4458268. No other changes were made.
Other announcements: The chair announced that the committee has now 19 voting members.

Approval of Minutes from Spring 2005 Meeting in New York, NY and Fall 2005
Meeting in Kansas City, MO.

Videla asked for review and approval of the minutes. McDonald moved to approve the
minutes of the New York City meeting and Gardner seconded. All members present voted in
favor of approving the New York City meeting minutes. Gardner moved to approve the
minutes of the Kansas City meeting and Nassif seconded. All members present voted in favor
of approving the Kansas City meeting minutes.

Current action updates. Status of reports:

The chair informed that the editorial subcommittee of ACI 209.2R-XX Modeling and
Calculation of Shrinkage and Creep in Hardened Concrete finished its work and the
revised report was submitted for TAC review on February 24, 2006. It is expected that
TAC will review the document during its summer meeting. McDonald pointed out the
importance of a committee member participation in the TAC meeting. Carreira
volunteered to represent ACI 209 at the TAC meeting (July 2006, St.Andrews by the Sea,
New Brunswick, Canada).

Dilger presented a complete review of the original draft of the document ACI 209.3R-XX
Time Dependent Effects in Concrete Structures (former Chapter 6) from 8:45 AM to
9:57 AM. After the presentation, there was an opportunity for questions. Dilger pointed
out that reading Chiorino's revised document one gets the impression that linear
viscoelasticity provides exact solutions. He emphasized that this is not true, because the
assumptions on which it is based are simplifications of the actual behavior of the concrete.
That is: drying creep does not satisfy the linearity assumption; the creep curves are not
affine (they are actually almost parallel for young concrete), and creep recovery is less
than creep, particularly for older concrete. For these reasons, the actual value of the
redistribution function lies between the simple value and that by Chiorino.

Chiorino presented the background of his draft proposal for the revision to the document
developed by Dilger "Time Dependent Effects in Concrete Structures," dated February 25,

2006, from 10:00 AM to 10:25 AM. He recognized the work done by Dilger in the past
two years, on which he based his proposals and the contributions by Sassone.
Chiorino explained that his proposed revision is consistent with Dilgers document and
the ACI 209 subcommittee guidelines discussed at the New York meeting. It adopts a
different format considering the fact that this report will be a stand-alone document
including additional subjects such as a section on fundamental principles. The global
structural effects of creep and shrinkage on the structure are treated first, followed by the
analysis of the sections. Chiorino partially considered the Eurocode 2, Part 2 in selecting
the basic guidelines and methods for structural analysis. Also, he considered part of the
format of Chapter 5 of ACI 209R.92, in the sense that the methods for the analysis are
described first, and then their application to specific problems is discussed.
After a discussion of Dilger and Chiorino presentations, the committee members agreed
that the final document should include the definition of structures according to their
sensibility to creep and shrinkage effects recommending methods of analysis for each
structure category from simple to sophisticated methods of analysis. The effect of the
different creep and shrinkage prediction models should be considered in the analysis.
Chiorino called the attention of the committee of the unique opportunity for ACI 209 to
develop a state-of-the-art document on the Time Dependent Effects in Concrete
Structures.
Also, it was agreed to reduce the length of the main body of the report by sending detailed
explanations and examples to appendixes.

New Business future action

McDonald suggested that document ACI 209.1R-05 Report on Factors Affecting Shrinkage
and Creep of Hardened Concrete should be up-dated.
Gardner proposed a session during the Fall 2007 Convention in Puerto Rico. It was agreed
that a topic of great interest would be Structural Effects due to Creep and Shrinkage. It was
determined that an open call for papers was needed to ensure that all interested parties had a
chance to participate. Gardner volunteered to chair the session and Chiorino agreed to cochair. A SP should be available by the time of the session. Gardner would follow up with the
submission requests to ACI and the publishing rules and call for papers.
The survey on new work areas showed that one of the subjects requiring to be addressed by
ACI 209 is on Test Methods for Creep and Shrinkage. Nassif volunteered to chair a
subcommittee.

Nakin Suksawang presented the paper by Nassif, H., and Suksawang, N., "Creep and
Shrinkage Behavior of High Strength Concrete" from 11:05 AM to 11:35 AM.
Dilger presented the paper by Dilger, W., Chen, K., and Wang, C.M., "Creep and Creep
Recovery of Old HPC" from 11:35 AM to 12:00 PM.

Chiorino presented the paper by Chiorino, M. and Sassone, M., Stress Redistributions in
Concrete Structures after Changes in the Statical Scheme: A Comparison between Theoretical
and Approximate Solutions, from 12:00 PM to 12:35 PM.
Videla thanked Suksawang, Dilger and Chiorino for their presentations.
Following the discussion of Chiorinos presentation, the members of the committee
recognized the importance of developing a report on Calibration and up-dating of creep and
shrinkage prediction models due to their impact on long-term structural effects.
