MISSION STATEMENT

VISION STATEMENT
The City of Alhambra shall be the premier family-oriented and economically prosperous
community in the San Gabriel Valley.

Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for
addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker
Request Card and submit it to the City Clerk.
When called upon by the Mayor, please step to the podium and give your name, address and organization or other
party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.
All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the
Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a
member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except
through the Mayor.
Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become
boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.
Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.
The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining
order and decorum at the Council meeting.
Persons Authorized to be Within Rail:
No person, except City officials, their representatives, and newspaper
reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

READING OF ORDINANCE TITLES


Government Code Section 36934 requires that all ordinances be read in full prior to City Council
taking action on the ordinance. By listing the ordinance title on the Council agenda, Council may
determine that the title has been read.
Recommended Action:
By motion, determine that the titles to all ordinances which appear
on this public agenda have been read, and waive further reading.

PRESENTATION
1.

ALMANSOR PARK PARKING STRUCTURE CONCEPT F2M15-16


Almansor Park is one of Alhambras most heavily utilized parks. It hosts activities such
as Little League, AYSO and contains a walking/jogging trail, a gymnasium, basketball
courts and tennis courts. With all of these activities available at the park, hundreds of
people visit Almansor Park daily.
Staff will present for City Council consideration and comment, a concept that proposes
to expand the parking infrastructure at Almansor Park, located at 800 South Almansor
Street, with the construction of a parking structure. The goal is to develop and maintain
accessible and convenient parking that reduces traffic throughout the park and the
surrounding community, and places visitors of the park in a safe environment as
efficiently as possible.
Recommended Action:
City Council receive and order filed this informational
report and provide comment as appropriate.

CLOSED SESSION & CITY ATTORNEY ANNOUNCEMENT re SAME - F2M15-14


The City Council will move into a closed session pursuant to applicable law, including the Brown
Act (Government Code Sec. 54950, et seq.) for the purposes of conferring with the Citys Real
Property Negotiator, and/or conferring with the City Attorney on potential and/or existing
litigation, and/or discussing matters covered under Government Code Section 54957
(Personnel), and/or conferring with the Citys Labor Negotiators as follows; provided, however,

prior to so moving into closed session, the City Attorney shall make any announcements
required by the Brown Act pertaining to such closed session matters:

APPEAL OF PLANNING COMMISSION DECISION GRANTING A CONDITIONAL


USE PERMIT FOR THE SALE OF PACKAGED BEER AND WINE AT BIG T MINI
MART LOCATED AT 240 W. MAIN STREET #B F2M15-57, N2M15-141
This is the time and place set by Notice No. N2M15-141 for the Alhambra City Council
to hold a public hearing to consider an Appeal of a Planning Commission decision
approving the application by Big T Mini Mart for a Conditional Use Permit to allow the
sale of packaged beer and wine in an existing convenience store located in the Central
Business District zone.
On October 5, 2015, the Planning Commission conducted a public hearing to consider
an application for a CUP for the sale of packaged beer and wine at Big T Mini Mart
located at 240 W. Main Street, #B. The Planning Commission voted unanimously to
direct staff to return at the next meeting with a Resolution approving the Conditional Use
Permit. On October 19, 2015, the Planning Commission approved by a 6 to 2 vote a
resolution to approve Conditional Use Permit (CUP) CU-15-9 for the sale of packaged
beer and wine at Big T Mini Mart. On October 23, 2015, the Alhambra Unified School
District filed an appeal of the Planning Commissions decision, citing concerns with the

proximity of the market to Alhambra High School and the concern with students having
access to alcohol.
Recommended Action:
After receiving public input, the Mayor should close the
public appeal hearing and direct staff, by motion, to return with either a resolution
granting the appeal (and denying the project), or denying the appeal (and upholding the
Planning Commissions approval of the CUP) for Councils consideration at the
November 23, 2015 Council Meeting.

CONSIDERATION OF ADOPTION OF AN ORDINANCE AMENDING TITLE VII


ANIMALS OF THE ALHAMBRA MUNICIPAL CODE AND ADOPTING BY
REFERENCE TITLE 10 OF THE LOS ANGELES COUNTY CODE, ANIMALS,
EXCEPT WHERE PROVIDED, PERTAINING TO ANIMAL CONTROL REGULATIONS
AND STANDARDS FOR THE CITY OF ALHAMBRA F2M15-49, N2M15-135,
O2M15-4677
This is the time and place set by Notice No. N2M15-135 for the Alhambra City Council
to hold a public hearing to consider adoption of an Ordinance amending Chapter 7.04
and Repealing Chapters 7.06, 7.08, 7.12, 7.16, 7.18, 7.20 and 7.24 of Title VII Animals
of the Alhambra Municipal Code and adopting by reference Title 10 of the Los Angeles
County Code, Animals, except where provided, pertaining to Animal Control
Regulations and Standards for the City of Alhambra. The City of Alhambra contracts with
the County of Los Angeles to provide animal control services within the City of
Alhambra. The agreement with the County of Los Angeles requires that the City of
Alhambra adopt by reference the provisions contained in Title 10 of the Los Angeles
County Code pertaining to the regulations and standards for animal control. California
Government Code sections 50022.1, et seq., authorize cities to adopt county codes by
reference either in whole or part. The adoption of Title 10 of the Los Angeles County
Code is necessary in order to maintain appropriate animal control provisions in the City
of Alhambra in accordance with the existing agreement with the County of Los Angeles.
Recommended Action:
After receiving public input, the Mayor should close the
public hearing and the City Council should direct the City Attorney to introduce and give
second reading by title only, waiving further reading, to the following ordinance entitled:
Ordinance No. O2M15-4677: An Ordinance of the City Council of the
City of Alhambra, California, amending Chapter 7.04 and repealing
Chapters 7.06, 7.08, 7.12, 7.16, 7.18, 7.20 And 7.24 of Title VII Animals
of the Alhambra Municipal Code and adopting by reference Title 10 of The
Los Angeles County Code, Animals, except where provided, pertaining
to Animal Control Regulations and Standards for the City of Alhambra
after which the Council, by motion, may adopt Ordinance No. O2M15-4677.

STRATEGIC PLAN UPDATE F2M14-53

On May 12, 2015, the City Council and Executive Staff met to review the current threeyear goals (2015-2017) and six-month objectives to implement the Citys strategic plan.
Approximately every six months, the City Council and Executive Staff meet to update the
objectives. During the strategic planning process, it was determined that staff will review
the progress of the goals and objectives and present to the City Council the status on a
monthly basis.
Recommended Action:
City Council receive and order filed this informational
report presented this evening.

CONSENT AGENDA (Item Nos. 5 - 11)


All items listed under the Consent Agenda are considered by the City Council to be routine and
will be enacted by one motion unless a citizen or Council member requests otherwise; in which
case, the item will be removed for separate consideration.
5.

RESOLUTION ADOPTING FEES FOR THE ISSUANCE OF A COLLECTION BOX


PERMIT F2M13-41, R2M15-24
Staff requests that the City Council approve a Resolution adopting fees for the issuance
of a collection box permit. At its meeting of October 12, 2015, the City Council adopted
Ordinance No. O2M15-4678 allowing for and regulating collection boxes in the City. The
Ordinance also provides for fees for the issuance of permit. Staff is proposing a fee of
$150 for the initial application and $75 for the renewal application. Both fees would be
subject to Consumer Price Index (CPI) adjustments.
Recommended Action:
City Council adopt Resolution No. R2M15-24 entitled: A

RESOLUTION ADOPTING FEES FOR SERVICES AND ACTIVITIES RELATING TO


THE ENFORCEMENT OF TITLE 7 OF THE ALHAMBRA MUNICIPAL CODE
PERTAINING TO ANIMAL CARE AND CONTROL F2M15-55, R2M15-26
Staff requests that the City Council approve a Resolution adopting fees for services and
activities relating to the enforcement of Title 7 of the Alhambra Municipal Code
pertaining to Animal Care and Control.
Recommended Action:

RESOLUTION APPROVING THE CITY OF ALHAMBRA SALARY SCHEDULES AND

Staff requests that the City Council approve a Resolution to establish the City of

8.

NIB: ALMANSOR GOLF COURSE DRIVING RANGE NETTING PROJECT F2M1556, N2M15-144
Staff requests that the City Council authorize the circulation of a Notice Inviting Bids for
replacing the protective netting on the Almansor Golf Course Driving Range. The netting
on the south side of the driving range is over 15 years old and is showing signs of
deterioration. Over the past couple months a couple of holes have opened in the netting
and have grown in size.
Recommended Action:
It is recommended that the City Council approve the
distribution of a Notice Inviting Bids to qualified contractors for the Almansor Golf Course
Driving Range Netting Project, with bids due no later than 10:30 a.m. on Thursday
December 10, 2015 and opened publicly at 11:00 a.m. the same day; and, direct staff to
undertake the steps necessary to finalize Councils action.

9.

AWARD CONTRACT: SEWER MAINLINE REPLACEMENT PROJECT ON ROSS


AVENUE BETWEEN EDGEWOOD AND CAMPBELL AVENUES F2M15-44, N2M1595, C2M15-59, M2M15-126
On August 13, 2015, the City Clerk opened eight bids for the Sewer Mainline
Replacement Project on Ross Avenue, Between Edgewood and Campbell Avenue.
Staff is recommending that the bid from MNR Construction Inc. be withdrawn at their
request, due to estimating errors on backfill requirements for the project. Further review
found that the bid submitted by GRECO Inc. was non-responsive for not including the
required DIR Compliance information. The next low bidder, Bali Construction Inc., was
submitted in the amount of $690,883.00, and staff has found their bid to be in full
compliance and conformance with the bid specifications and recommends the award of
contract.
Recommended Action:
City Council (1) accept the request of MNR Construction
Inc., to withdraw their bid; (2) reject the bid of GRECO Inc., as non-responsive for not
including the required DIR Compliance information; (3) award the contract to Bali
Construction Inc., as the lowest responsive bidder, subject to final language approval by
the City Manager and City Attorney, for the Sewer Mainline Replacement Project on
Ross Avenue between Edgewood Drive and Campbell Avenue, in the amount of
$690,883.00; and, direct staff to undertake the steps necessary to finalize Councils

Recommended Action:
City Council ratify the actions of the City Manager set forth
in that certain Personnel Actions document dated November 9, 2015 showing the
various appointments, classifications, salary changes, etc., since the last City Council
meeting, a copy of which is in the Office of the City Clerk as File No. F2M15-2.
