Why do we have a Controlled Parking Zone


(CPZ)?
Edinburghs first CPZ was created in 1974 to allow
residents, businesses and shops to fairly share the
limited on-street parking in central Edinburgh.
City centre residents were finding it difficult to park
close to their homes, as commuters and shoppers took
many of the spaces.

Am I eligible for a residents permit?


You are eligible for a permit if:
your main residence is at a postal address in the
Controlled Parking Zone (see the map in this leaflet)
plus
you have a proof of residence such as a drivers
license or Council tax bill
plus
you are the registered owner of a vehicle or the
owner has completed and signed a declaration that
you are the vehicle user
or
if you arent the registered owner, you must be
named as the main user on the vehicle insurance
documents
Only one permit can be issued per resident.

What do I need to include in my permit


application?
A completed application form and copies of your
drivers license, vehicle registration document, and
Council tax book or bill. If you are not registered for
Council tax, enclose a copy of a legal lease, mortgage
agreement, child benefit book, or pension book, and
we will give you a three-month permit until your details
appear on the Council tax register.

Does my residents permit guarantee me a


parking place?
No, it doesnt guarantee you a parking place. It does,
however, give you priority over people without permits
during operating hours. Outside these hours, any
vehicle may park in a residents parking place.

How much does a residents permit cost?


To cover administrative and enforcement costs, there is
a charge for permits.
Current permit charges can be found on the Councils
website www.edinburgh.gov.uk/parking then go to the
Residents Permits section.

How do I use my residents permit properly?


Display your permit clearly.
Ensure your permit has not expired.
Use your permit only within the correct zone. Zone
numbers are on signs near residents parking
places.
Park your vehicle fully within the place markings
you may be issued with a parking ticket if your
vehicle is not fully within the place.
Ensure the place youre using hasnt been
suspended check for cones and signs on-street.
Parking permits are not valid in suspended places.
Any vehicle parked in a suspended place may be
issued with a parking ticket and impounded.

When are residents permits in effect?


The hours of operation are:
Zones 1-4, 8.30am to 6.30pm on Mondays to
Saturdays*

How do I recognise a permit place?
Residents parking places are identified by signs and
Permit Holders Only painted on the road.
In certain residential mews or other areas, both the sign
and the residents permit show a number identifying the
parking place. This indicates that parking is reserved for
residents of that mews area only.

May I ever park in public pay and display


parking places within my zone for free?
Yes, but only in public parking places within their zone
between 8.30am and 9.00am. Zone 1-4 permit holders
may also park free in pay & display places within their
zone between:
5.30pm and 6.30pm Monday to Friday; and between
1.30pm and 6.30pm Saturday.

How long are permits issued for?


Permits are issued for three, six or 12 months. If you are
not on the Council tax register, you will receive a threemonth permit. It is your responsibility to ensure your
permit is up-to-date.

What should I do if I move out of the zone or


sell my car?
You must return your permit to the Council. We will
refund full unused calendar months, less a 10%
administrative charge. If you have sold your car and
bought another, contact us to arrange for a replacement
permit. If you do not, you could be fined for fraudulent
use of a residents permit.

What will happen if I use a permit


fraudulently?
It is a criminal offence to make a false statement to
acquire a permit. The Council will withdraw a permit
if it appears any information provided is false. We will
also report any applicant suspected of making a false
statement to the police.

What if Im using a courtesy car while my


car is being serviced?
Call 0131 557 6941 for a short-term (under five days)
dispensation. For over five days, you need to have your
permit changed to show the registration of the courtesy
car. For this, call the Residents Permit Section at
0131 469 3203/3921.

What do I do if I lose my permit?


Contact us to receive a replacement. You will be asked
to complete a form explaining the circumstances and
sign a declaration that the information you provide is
true. An administration charge will apply.

What types of vehicles cannot get permits?


Trailers, vehicles capable of carrying more than 12
people and vehicles over 2.3 metres in height.

Why are parking areas sometimes


temporarily suspended?
Parking places and other areas may be temporarily
suspended for a number of reasons, including road
construction or special events such as parades,
concerts or sporting events. Unless emergency works
are involved, we will give at least 48 hours notice of a
suspension. Check for suspension notices when you
park.

EXEMPT PERMITS Blue badge holders


Blue Badge holders living within a CPZ may apply for a
free permit to park within residents parking places for
their zone only. Without this permit, Blue Badge holders
may not park in residents places. You must show the
same proof of residence as other residents.

Motorcycles
Motorcyclists living within a CPZ may apply for a free
permit to park within residents parking or shared use
places for their zone only.
