ASSIGNMENT
You are a Project a Manager on a site where work for 3K.M
Long Tunnel has been undertaken. The site is remote and
takes about 2 days to travel to the nearest town.
Supervisors, technicians and skilled workers are engaged
in a dangerous / hazardous work. Absenteeism due to
sickness, quarrels and drinking are adding to less output
of work and chances of accident on site are increasing.
Management has urged to do something so that time
target can be achieved. Discuss how will you tackle the
problem and increase the output of the work.

Introduction of the Main problem:


Remote projects have their unique problems that are caused
mainly by the remoteness of the project itself thus the loose
control over communications and management. This is due to
number of reasons such as lack of management skills, human
resources and infrastructure. The main reason for this to
happen is the lack of sources of entertainment. This lack of
sources of entertainment leads to frustration amongst the
employees of the project. One of the main problems discussed
could also be the infrastructure i.e. no proper housing and
sanitation facilities, health care facilities and easy availability
of liquor.
Main problems associated:
a) Absenteeism due to sickness: This is generally caused due to
the hygiene problems associated and lack of infrastructure
such as bad housekeeping and bad food facility a site,
unhygienic construction of toilets, drainage etc. Lack of
presence of medicine and hospitals nearby the site also
creates absenteeism.
b) Absenteeism due to quarrels: This is caused by lack of
motivation and non productive team spirit amongst the staff.

c) Accidents at the site: This is caused when the remote sites


dont recruit safety officers on the site. Lack of safety officers
creates lack of training amongst the staff. Lack of training
includes the usage of the site shoes, helmet, hand gloves,
jackets and safety belts etc.
d) Drinking of alcohol: Easy availability of alcohol at the site
may ask the tired and unmotivated staff to consume alcohol.
Reasons of various problems:
Mistakes in construction woks.
Lack of manpower
Bad infrastructure
Un-hygienic surroundings
Lack of medication
Unavailability of materials
Shortage in site equipments
Lack of discipline at site
Availability of alcohol
No safety officers on the site
Delay in project timetable
Inadequate equipment used
Personnel safety issues
Lack of social gathering for creating good environment among
staff and workers.
Need and their fulfilment on the site:
Mistakes in construction works:
As the construction is a remote one the common mistakes
that usually occur is starting the work without a fixed budget.
If such is the case as usually it is unclear how much money
you want to spend on the project.
Overlooking important paperwork although there were
exceptions. Its best to be certain about whether or not your
construction project requires building consent. Forgetting this
particular aspect can do huge damage.
Not using quality materials where necessary.

Lack of manpower:
Prepare a proper schedule of the project and assign resources
to each task i.e. each activity, assigning resources means
identify manpower required for each task and what is the
availability of manpower and how much work has been done
till date and how much work is to be done. Identify type of
manpower required i.e. skilled or unskilled.
If manpower is in adequate try to get more manpower or try
to use the available manpower fully so that maximum amount
of work to complete and try to complete and try to complete
the urgent work such that it does not affect our project
duration, reschedule the project and update schedule to head
office and inform them weekly work progress so that they can
help you to overcome the manpower problem.
Try to motivate the available manpower by giving extra
benefits if they complete the project in time.
If manpower is very less than required then immediately
inform head office so that they can send some more
manpower so that the project can run smoothly.
Understand the project in all respects and get all details of the
project i.e.
-Site condition
-Contract conditions
-Technical specifications
-Construction techniques
-Time frame
-Scope
-quality
After understanding the factors stated above, following
principles shall be applied.
Care and skill should be exercised in the selection of the
employers.
Introduction to the job should be friendly, skilful and
adequate.

Each employee should be made to feel that his efforts are


really appreciated.
Bad infrastructure:
Poor governance in public construction is a considerable
development issue. Construction is a major sector,
responsible for the development of infrastructure capital that
is central to growth and improved quality of life and it ranks
as the most corrupt industry in global surveys. So proper care
should be taken in creating a good infrastructure as it affects
growth of the country.
Un-hygienic surroundings and temporary accommodation:
Before starting of the project management has to well plan
because this project is long durations so manpower involved
will be more. It is the one of the preliminary need for the
employees and workers.
Lack of medication:
Management should send a medical team to site and they
should stay there till completion of the project. They should be
supplied necessary equipments and medical kits so that they
can manage any hazardous situation i.e; any sudden
accidents they can handle the situation. Any epidemic
occurred they can overcome that situation. By this work will
be smoothly progressed and number of workers absenteeism
will be reduced. Worker who is sick will be taken care by
medical team he will be recovered quickly and he can start
doing the work so that the manpower problem is solved.
Lack of healthy food:
Place is completely isolated from town so management should
take step forward by giving healthy food to staff and worker
with low cost.
Lack of discipline at site:
Management should setup some rules and regulation
regarding work such as:
1. Presenting at work site in good manner.

2. Drinking alcohol or eating of unhealthy material at site


during work is prohibited.
3. Discussion on any sensitive issue like religion etc. Is not
allowed in group.
Availability of alcohol:
Good security system should be adopted to find out places
where selling of alcoholic products is being done and with the
approval of management strong action shall be taken to stop
such activity.
Absenteeism and turnover:
The department of energy study indicated that the
absenteeism and turnover are a relatively minor concern to
workmen. Still, they can have a major impact on total project
productivity. High rates of absenteeism are a concern,
however, to individuals who had to carry extra workloads to
compensate for missing crew members. The low job
satisfaction resulted in a high absence from work and high
turnover. Thus absenteeism and turnover can be viewed as
effects of motivational activities as de-motivation concerns.
The cost of motivational programs is often justified by the
reduced absenteeism and turnover.
Unavailability of material on the site:
Remote constructions general face the problems of lack of
materials on the site. That is general caused due to the
transportation problem. Such construction site should have an
inventory list in advance and a storage facility so that the
materials can be used in time prior to the construction of the
structural element of the structure.
Shortage in site equipment:
This is caused when there is a decentralised system of
receiving the materials on the site. Decentralised system of
acquiring materials makes it hard to find the materials as the
site is in a remote area and the supplier is far away from the
construction site. Even in such cases buying the materials in

advance is quiet not possible as the material is not quiet


available with the supplier.
No safety officers on the site:
Safety engineers are a part of construction project. They are
responsible for safe flow of work on the site without causing
any accidents. It is really important to hire safety officers for a
construction site. Some of the responsibilities of safety
engineer are.
1. Execute safety programs for locations and minimize
company safety losses.
2. Develop a culture to anticipate and prevent health
hazardous conditions.
3. Drive behaviours preventing illnesses in work place by
engaging management commitment.
4. Interpret legal requirements and standards by monitoring
R&D projects.
5. Deploy Automation and Controls Solutions Health, Safety
and Environmental Management Systems program.
6. Investigate incidents, determine root cause and develop
corrective actions.
7. Manage reports and present summaries to management
with suggested solutions.
8. Support HSE inspections, audits and self-assessments.
9. Execute environmental management processes such as
chemicals and waste management and pollution prevention.
10. Handle industrial hygiene, equipment protection, machine
guarding and other health and safety programs.
11. Handle safety assessments and deploy corrective
measures to minimize hazard risk profile.
12. Report to Metals Recycling Business Health and Safety
Director with dotted line to operations.
13. Administer MRB safety policies and develop uniform safety
practices as per long term company safety goals.

14. Offer quality product safely and effectively and decrease


errors and accidents and increase profits.
15. Achieve health and safety management excellence.
Delay in project time table:
The duration of contract performance has a direct effect on
the profitability of construction projects from the perspective
of all stakeholders. For project owners, lost profits or benefits stem from
being unable to make use of the project at the agreed date whilst to the
contractor extra cost will be incurred due to prolonged stay on site.
Inadequate equipment used:
Using old materials for construction and using materials
without getting them serviced causes accidents on the site.
Such usage of material should be avoided in order to obtain
the best quality of structural elements.

Suggested methods for hygienic and motivational factors:


Management has to well plan for the temporary shelters in such
a way that a number of workers will be involved in the project
and how many shelters are required and for different category of
employees will be working at site and different types of shelters
are required and for different category of employees will be
working at site and different types of shelters should be
constructed with different facility with all materials required for
construction and how much time required to construct it so that
all those things should be constructed before starting the
project, management should built temporary shelters for the
workers who will be working at site because the site is at remote
area workers cannot be able to stay at their home and come for
work. It is preliminary requirement for the workers so
management has to take extra precautions. A site office also be
built with all necessary requirements, drinking water should be
good because most of the diseases are spread through water. So
it is important step that has to be taken care by the
management.

Motivation of employees in construction project:


Motivation is the driving force within individuals that drive them
physiologically and psychologically to pursue one or more goals
to fulfil their needs or expectations. Motivators may be intrinsic
or extrinsic. An example of an intrinsic motivator is the selffulfilment of a worker as a result of a task well.
Motivation of a labour in construction project:
Construction labour can be motivated. This is important because
dwindling productivity is a major problem confronting today.
Productivity has decreased every year for the past decade, in
part because of increasing design complexity, more rigorous
federal and state regulations and socio-economic changes
affecting the workforce. Our research indicates that a highly
motivated workforce enhances productivity and project
effectiveness in construction. The work itself that is the building
of a structure for all to behold is a key motivator for all levels of
management and the work force.
Recommendations to management:
Management always do cost cutting by not providing basic need
to staff and workers, saving money with less safety equipment,
not providing food facility of transportation and accommodation.
Project manager shall rely to management due to above points
staff are leaving job or not doing their work with willingness and
more time and money are getting involved in interview of new
people and their training and before we make good system of
work, its getting back up due to issues which is very small in
compared to companies goals and targets.
