As we embarked this year on the implementation of VISTA2025, Chester Countys economic development strategy, we were fortunate to be
able to build on a strong economic base.
The economic health of Chester County is strong and vibrant in all areas commerce,
culture and community. Consider this:

In April 2015, i2n and the Innovative Technology Action Group (ITAG) hosted Marc Andonian,
Vice President and Executive Partner of the Gartner Executive Program and Stephen Morrow,
Special Agent with the United States Secret Service assigned to
the Electronic/Financial Crimes Squad in Philadelphia, as keynote speakers for Tech360.
More than 100 conference participants attended sessions
focused on cyber security, big data, leadership development, and innovation, each led by
leaders from the regions top companies
that exemplify best practices in leveraging current and emerging technologies in todays
business climate. An Innovation Expo highlighted products and services by innovative
companies from the region as part of a networking opportunity.

CCEDCs technology programs, i2n and ITAG, have been catalysts for creating an
environment rich in innovation and technology in the region. i2n supports emerging growth
businesses throughout their entire life cycle by leveraging the assets of our academic
institutions and our partners to create a network of physical and virtual resources which will
grow the culture of innovation in Chester County and the region.
Last year, 90 emerging growth companies benefitted from resources provided by i2n and
its partners such as: guidance on funding resources state, local, federal, venture capital,
angel funding, and grants; training and workforce development assistance; real estate
and facilities support; legal counsel; accounting support; risk assessment and insurance
information; access to graduate students and interns from local universities; mentoring and
networking possibilities; and opportunities for companies, partners,
educational institutions, and service providers to engage in business development,
technology commercialization, research and other strategic and programmatic initiatives
that foster collaboration
and entrepreneurship.

DID YOU KNOW that when the Ideas x Innovation


Network (i2n) was formed in 2012, it consolidated
the Chester County and Delaware County Keystone
Innovation Zones and neither county boasted any
innovation centers, accelerators, or co-working spaces?
Today, the two counties have 8 physical and virtual
network resources for startups, including i2n.

The focus on technology and innovation extends beyond emerging growth companies.
ITAG brings organizations that use technology together to learn, share and cultivate new
ideas to form new commerce opportunities for the region. ITAG collaborates with more
than 70 technology-related companies and organizations in Southeastern PA on business
resources, pipeline development and workforce training with annual events such as Girls
Exploring Tomorrows Technology, a one-day event for middle and high school girls and
their parents that features successful women in technology, Techies Day, a day onsite
career experience for students, and Tech360, a full-day event focused on tech education,
leadership development, innovation and networking, and others.

Jester Family Chiropractic


Spouses and fellow doctors, Deron and Jennifer Jester started their own practice,
Jester Family Chiropractic in 2004. Due to space constraints at their West Chester
location, their offerings were limited to basic chiropractic services. The Jesters
wanted to grow their business to be able to add services and products to help their
patients, including massage therapy, weight loss counseling, yoga classes, functional
exercise training, and stress relief therapies, in addition to adding an expanded retail
component to sell various health and wellness products.
Their plan also included hiring additional staff to support
the business expansion.
Working with Seedcopa, Jester Family Chiropractic was able to secure a Small
Business Administration 504 loan which only required a 10% outlay of funds and
offered a long-term, fixed-rate loan, thereby allowing the Jesters to retain more
working capital. Since completion, the practice nearly doubled in size, from 1,300
sf to more than 2,300 sf and they have already hired four additional employees
to support their expanded offerings and plan to hire two to four more within the
next two years. As a small family-owned business, we are grateful to Seedcopa
in helping us make our dreams a reality, said Dr. Jennifer Jester. Since we did
this expansion, not only have we successfully implemented all of the services
highlighted above but weve also seen approximately 30% growth in the business
from 2013 to 2014, and we are on track to repeat that again this year!

Koening Story
West Chester based Koenig Engineering, Inc. designs, assembles and services the
turning and starting systems for turbines and other rotating equipment used in
cooling.
With the assembly portion of their operations located 75
miles away, personnel was traveling at least six times per
week between the main and auxiliary sites. The travel
expenses alone averaged $3,000 per month.

out to CCEDC and Seedcopa to explore financing options. Utilizing a Pennsylvania
Small Business Credit Initiative (PSBCI) loan, Koenig was able to retain more of
its operating funds within the company, finance renovations to the building and
purchase equipment that allowed them to bring the assembly operations in house.

operations under one roof at a considerable savings of operating costs for our

CCEDCs AgConnect Partnership is a vibrant network of farmers, business owners,
and service providers that connects farmers to business resources, training,

China Partnership
Led by Commissioner Terence Farrell, CCEDC participated in a nine-day
Sino-American Regional Business Development and Cultural Exchange Summit.
The Summit produced three immediate outcomes: Chinese investors are considering investments in county projects;
our educational community through The Lincoln University has entered into an exchange program; and members
of our mushroom industry have new opportunities to serve as consultants to improve emerging mushroom markets in
Yongchuan and Banan.
We believe that our growing relationship with China can provide a competitive edge for our regions companies. Success
will take time, effort, and a strong commitment by both entities. This is a long-term initiative that is expected to result in
a lasting benefit for county residents and businesses.

Youth Programming
Helping students learn about and aspire to careers in tomorrows prominent fields is
an integral aspect of nurturing a talented and viable workforce. Through its Industry Partnership programs (IPs), CCEDC
impacted 3,380 students this past year. CCEDC partners with schools, colleges, universities, and companies to deliver
employer-led student outreach for growing the pipeline of graduates that will keep intellectual talent employed here in
Southeastern Pennsylvania.

Career Exploration Showcases in manufacturing, health care, smart energy, technology, and agriculture take the classroom
on the road. This year, 19 different employers showcased career opportunities for 585 students. More than 1,900 additional
students participated
in career fairs providing awareness and information on high priority occupations.
A broad scope of science, technology, engineering, and mathematics (STEM) career opportunities were addressed at the
15th Annual Girls Exploring Tomorrows Technology (GETT) conference this year. Attended by 531 middle and high school
students as well as 184 parents and educators, the events experiential workshops were led by successful women in
STEM-related industries.
In addition, nearly 300 students from 17 schools had the opportunity to learn about technology careers and opportunities in
Chester County and the surrounding region during the annual Techies Day that was held on-site at 14 different participating
companies.

Downingtown Library
On April 17, 2015, the Downingtown Library had a ribbon cutting
and grand opening celebrating their new location at 122 Wallace
Avenue in the center of Downingtown adjacent to Kerr Park. The
renovation of the former Downingtown School Administration
Building, locally called the Micken Building was a joint project
by the Borough of Downingtown, the Downingtown Library, and
CCIDA. The new 9,000 square-foot library sits on 2.5 acres and is
located next to a very popular playground. The Commonwealth
of PA provided financial assistance in the form of a $550,000
Redevelopment Assistance Capital Program (RACP) grant for the
construction work. With the open design, this new Downingtown
Library allows more patrons, children and adults alike, to enjoy its services at the same time and continues to benefit not only
the Borough of Downingtown but also surrounding communities.

The National Liberty project is focused on the renovation and redevelopment of 20 Moores Road, the former National Liberty
Insurance campus which is located just two miles from the new Pennsylvania Turnpike slip ramp at Route 29 adjacent to
Routes 202 and 401 in East Whiteland Township. Utilizing a Redevelopment Assistance Capital Program (RACP) grant, E. Kahn
Development Corporation in partnership with J. Loew & Associates plan to develop the 65-acre site that will include more than
320,000 square feet for St. Gobains new national headquarters. Accessory structures include a power house, training center,
and a 5,735 square-foot guest house. This $80 million investment project is scheduled for delivery in October, 2015.

In 2015, French Creek Acquisition LP. and CCEDC entered into a cooperation agreement to work together on the remediation
of a
20-acre portion of the former Phoenix Steel Property, in
Phoenixville. This brownfield located just north of Bridge Street in
Phoenixville has been vacant since the 1980s.
A $1,000,000 Industrial Sites Reuse Program (ISRP) grant from
the Commonwealth of Pennsylvania will help pay for the required
environmental remediation of this former industrial site. Upon
completion of the remediation, the developer will finish the
vertical construction of this residential project called French
Creek Apartments. This residential community is projected to
consist of 349 apartments with more than 9 acres of usable green
space. The community will complement the historical context of
the former steel property as well as the adjacent new development going on in the Borough of Phoenixville.

Energizing the Energy Industry


With 400 annual job openings in energy and green building in Chester County, the Smart Energy
Initiative (SEI) continues to play a critical role in supporting the workforce of this high growth industry.
Utilizing funding from the Department of Labor and Industry, SEI trained 85 regional workers to advance
their careers and fill these jobs. Thanks in part to their new credentials, trainees are earning an average
of $3,850 in additional wages, and more than half have been promoted since completing the training.
Certifications are more than just professional development opportunities; credentialed staff allows
companies in the energy industry to access new markets by qualifying their clients and projects for
state and federal utility incentive programs, thus opening doors to new opportunities.
At SEIs 2015 Annual Energy Briefing, speaker Christine Simeone from University of Pennsylvanias Kleinman Center for Energy Policy highlighted market drivers,
policy impacts, and business opportunities for the energy industry in the upcoming year. She is pictured at right with SEI vice chair Paul Spiegel and programming
chair Steve Krug.

CCEDC actively supports turning generational differences into organizational


assets. In a special event workshop designed for human resource professionals
and business owners, the Hire One Initiative identified generational information
and how to maximize it in the workplace.

The Chester County Health Care Partnership, whose mission is to advocate for the
advancement of the health care industry through training, outreach, and resource
sharing, brings together more than 60 organizations. The partnership sponsored a
conference this year on Best Practices Across the Continuum of Care.
