This is a formal complaint that Guy and Carrie Neighbors (Owners of the Yellow House used Appliance Business)
over the course of the last two years have been denied basic civil and Constitutional rights, and basic protections
have been violated under the color of the law, By the City of Lawrence Kansas, Governmental bodies, The City of
Lawrence Police Department, and The United State Justice department, during a two year long alleged Fencing
investigation that was racially motivated. Several press releases stating the
“Yellow House Business” was the Largest and most Sophisticate Fencing Operation ever in the History of
Lawrence and No Fencing charges have been filed.
Therefore we would like to respectfully question why no investigations have been commenced into the many
Formal complaints regarding repeated violations of these basic Constitutional rights.
The documented violation of these rights began in Dec. 2005 when a search warrant was obtained by law
enforcement officers from three separate agencies based on altered video evidence, entrapment, false written
statements, and false police reports.
This search resulted in the seizure of thousands of dollars worth of merchandise, a high end gun collection,
personal, business, and merchandise laptop and desktop computers, camera's, expensive jewelry, ipods, and
business records. Eight months later it was documented that various seized items were officially missing from the
evidence room and some evidence was returned to us and officer Bialek admitted the item had never been logged
into the evidence custodian at the time of the seizure; in violation of the chain of evidence rule.
Numerous formal complaints have been turned in regarding this matter.
One year later in Dec. 2006 Guy and Carrie Neighbors were arrested and charged by the Postal service, IRS and
Lawrence Police dept. as unlawful users with firearms, stemming from a small amount of Marijuana along with
unloaded hunting and collector guns locked in a gun safe inside the home found during the 2005 search warrant.
The ongoing investigation has resulted in a malicious prosecution that includes an arrest in December 2006 in
which the defendants Guy and Carrie Neighbors were arrested and held in custody by the U.S. Postal service and
IRS for 8 hours without food,( while other people in the cell next to us were fed twice) on Gun and drug charges
stemming from the 2005 search warrant and the prosecutor Terra D Morehead informed our attorney we were
treated this way because we needed to be shown who was boss . Then denied the right to a speedy trial in which
the charges were dropped just seven days outside of the 187 day limit.

The Justice Dept's prosecution team has continued to maliciously pursue prosecution and slander the character of
the defendants with false statements to the media, with clear knowledge of the documented outrageous conduct of
law enforcement and continued Constitutional rights violations of the defendants. Including a second arrest and
unwarranted search carried out by the Postal Service, IRS, and LPD in June 2007, on the same previously
dismissed Gun and drug charges from the 2005 search warrant, resubmitting the charges without any failed drug
tests, or new violation occurrences on the part of the defendants during the past two years.

Documented violations against Guy and Carrie Neighbors submitted as formal complaints include:

Search warrants obtained with false information.

Unwarranted searches.
Deprivation of food while in custody.
Violation of due process to a speedy trial.
Violation of due process for the return of seized property and business records.
Multiple violations in the Chain of Evidence Rules.
Harassment.
Officers offering money to people in attempted sting operations.
Department procedure and policy violations.
Defamation of Character.
Search warrant in violation of LPD policy.
Stalking.
Documentation of Police intimidating people by posing as FBI agents.
Continued police Surveillance without a court order.
Entrapment.
Racial profiling.
Discrimination.
Malicious prosecution.
False arrest.
Interference with the defendant’s ability to do business.
Interference with licensing and Internet trading abilities.
Altered video evidence submitted to the courts .

Documented Formal complaints regarding the ongoing violations of Guy and Carrie Neighbors basic civil and
constitutional rights have been submitted without the commencement of an investigation into the allegations to the

3. This video shows a friend of a Lawrence police Detective the state was going to use as a wittiness against the
yellow house business owners telling how the detective covered up for him and used her influence to help him get
away with breaking the law.
This guy states the Detective stopped him one night and he had been drinking and had drugs in the car and she let
him go, and keep the drugs.
He also states the Detective took care of a major reckless driving ticket that would have cost him a ton of money,
she made it go away and he did not know how she done that but she did.

4. This video shows a informant working for Lawrence police officer Mike Mcatee talking with the yellow house
owners and this informant is busted cause the business owners know he is a snitch. see the link:

warrant and now 8 of officers Mcatee cases are on hold because he is under investigation by the FED's. see the

6. This video shows a informant working officer Bialek coming into the yellow house business.
this guy was responsible for officer Scott Peck getting fired and these officers are still using him, WOW the new
rules in the police procedure manual clearly states the officers are not allowed to use convicted felons as
informants.

This is the New video just uploaded today.

It show two young guys stating how Officer Mcatee and his partner seized beer and later they saw the cops
drinking the beer still in uniform.

Another customer stated she saw Lawrence police officers parked in the parking lot on 6th st. next to the funeral
home smoking pot, WOW could this be true ?

We do not know if the people in these videos are telling the truth how ever the videos show a pattern and maybe
someone should investigate the Police Dept and make the officers take drug test like other people who have jobs
working with the public.
