Introduction to Licences 4 Work


Licences 4 Work (L4W) is an organisation focused on promoting organisational and
individual potential through training and Traineeships.
Licences 4 Work (L4W) is a specialty branch of Just Careers Training, an RTO that
specialises in training both in and outside of the workplace in a variety of areas including;

Certificates in Retail up to Management


Certificates in Business from Administration to Management, including Sales and
Customer Contact
Certificates in Warehousing
Certificates in Community Pharmacy
Statement of Attainment for the unit TLILIC2001A Licence to operate a forklift truck
Statement of Attainment for the unit HLTFA301C

This Handbook provides you with useful information in relation to courses held by Just
Careers Training trading as Licences 4 Work.

RTO Information
Terminology
In this handbook,
RTO means a training organisation that is registered with the relevant state and/or national
training authorities;
Participant/Client means all clients of our training services, including participants in short
courses and trainees undertaking longer-term courses.
Registration
Just Careers Training Pty Ltd is a Registered Training Organisation (RTO 91413). Just
Careers Training Pty Ltd also trades as Licences 4 Work.
Just Careers Training is a nationally recognised training organisation providing training,
assessment and qualifications services for its clients, staff and members of the public.
Just Careers Training also trades as Licences4Work for all training and assessment relating to
licencing needs.
Just Careers Training welcomes you and encourages you to familiarise yourself with the
contents of this handbook, which contains important information about our training services
and the commitments we make to you as a client.
The services we provide to participants follow the policies and procedures developed to meet
the National Training Framework and national standards of the Australian Quality Training
Framework (AQTF).
About Vocational Education & Training (VET)
VET aims to provide people with the skills and knowledge they require to:

Enter the workforce for the first time;


Re-enter the workforce after an absence;
Train or re-train for a new job ;
Upgrade their skills; or
Progress into further study including further vet or university courses.

Nationally Recognised Training


Licences 4 Work is approved by WorkCover NSW and ASQA (Australian Skills Quality
Authority) to provide training for the unit:
TLILIC2001A Licence to operate a forklift truck
According to the rules and regulations this unit of competency is not a forklift licence,
however is required to complete the requirements for a forklift licence.
When you attend and successfully complete your course through Licences 4 work then you
will be legally allowed to operate a forklift and a simple fee at the Post Office will result in
your National High Risk Work Licence photo card for Forklift. For further information about

Just Careers Training operating as Licences 4 Work is also approved to deliver, assess and
issue Statements of Attainment (and Statements of Training) for the unit:
CPCCOHS1001A Work safely in the construction industry
This is also known as General Induction Training and results in what is commonly known as
a "White Card". When you attend and successfully complete your course through Licences 4
work then you will be sent the 'White Card" from WorkCover NSW. For further information

Other Training
Just Careers Training trading as Licences 4 Work is also approved by RMS (formally RTA) to
provide training services for the traffic control card known as the "Blue Card". This allows the holder
of such a card to work as a traffic controller (stop/slow bat). In order to attain a Blue Card, you will
need to hold a valid white Card (general Induction training).

Marketing
Just Careers Training abides by strong ethical standards in relation to marketing our services.
We market vocational education and training products with integrity, accuracy and
professionalism, avoiding vague and ambiguous statements. In the provision of information,
no false or misleading comparisons will be drawn with any other provider or course.
Just Careers Training will not state or imply that courses other than those on the Scope of
Registration are recognised by State Training Authorities.
Workplace Health &Safety Policy
The Health and Safety Policy of Just Careers Training aims to protect participants and others
at our workplace or training venues from work-caused injury and ill health and complies with
all relevant safety legislation.

Training in the workplace


When delivering training and assessment in the workplace the employer is responsible for
safety issues and has to abide by workplace safety responsibilities.
Just Careers Training requires that a review of the workplace is conducted and may make
recommendations to employers on additional requirements you may need while undertaking
your training and assessment. We would then ask the employer to sign off on a statement
agreeing to keep the workplace safe for participants and our trainer/assessor(s).

Forklift Training &/or Assessment in the workplace


Where training and/or assessment is undertaken for the unit of competency TLILIC2001A
then a Facility and Forklift Check must be undertaken and training/assessment cannot
proceed if there are identifiable hazards that pose a risk to participants or trainers.
If you are undertaking training and/or assessment in the workplace then you will have been
issued (or your supervisor may have) with a Facility and Forklift Check Form to complete.
Daily forklift truck checks are also essential and must be completed on each day that the
forklift truck is used for training and/or assessment. These checks should be documented

using the appropriate form and submitted to the trainer/assessor when requested. Daily
checks also form part of the skills and knowledge for the course and will serve as useful
evidence of your competency.

Forklift Training &/or Assessment in the our training facility


Forklift training and or assessment in our facility will always be undertaken in a controlled
environment that has the appropriate risk management processes applied to ensure safety.
These risk management processes include (but are not limited to);

Daily checks of the facility to identify hazards and minimise risks


Daily checks of the forklift truck
Site Hazard (and other related hazard) Identification and Control and Risk
Management
Carefully designed session plans
Qualified and experienced trainers and assessors
Only approved WorkCover assessors conducting assessment

WH&S Responsibility
Trainers and all persons directing the work of others will share responsibility for the safety of
all persons in their charge. They will actively take steps to identify hazards, which could
cause harm to persons in their area of control or operation and take prompt action to remove
or control, or alternatively report them to another person who has the authority and capability
to do so.
Just Careers Training management and trainers may delegate safety duties or activities to
others, but responsibility remains with them.
Participants must take care of their own health and safety and that of their fellow workers to
the extent of their capability. This means they must follow all safety rules, procedures and
instructions of Just Careers Training staff, workplace supervisors or any other management
personnel involved during your day to day training activities.

Prevention of Bullying
Bullying is the repeated less favourable treatment of a person by another or others. Bullying
is persistent unwelcome behaviour, mostly using unwarranted or invalid criticism, fault
finding, exclusion or isolation.
Just Careers Training is committed to providing a positive working and training environment
free from intimidation, ridicule and harassment.
Every manager, supervisor and employee has a responsibility to maintain a working
environment free from negative and bullying behaviour.
Just Careers Training will investigate all complaints of bullying and will take remedial action
where necessary.
If you have any concerns about any Occupational Health and Safety matter please talk with
your trainer, the RTO administration staff or the RTO manager.

Code of Practice
Just Careers Training has policies and management practices which maintain high
professional standards in the marketing and delivery of vocational education and training
services and which safeguard the interests and welfare of participants.
Just Careers Training maintains a learning environment that is conducive to the success of
participants. Just Careers Training has the capacity to deliver the courses on the Scope of
Registration, and other advertised courses and will ensure that the facilities, methods and
materials used in the provision of training will be appropriate to the outcomes to be achieved.
Just Careers Training will maintain systems for:

Recording and archiving participants enrolments;


Attendance;
Completion;
Assessment outcomes;
Recognition of Prior Learning (RPL/RCC);
Grievances
Qualifications and Statements of Attainments issued
Management and Monitoring of progress, participation and satisfaction

RTO Compliance
As part of our obligations as an RTO, Just Careers Training will:

Maintain adequate and appropriate insurance, including public liability


Advise State and Federal Training Authorities in writing of any change to the
information contained in the application for registration
Allow the State and Federal Training Authorities or their agents access to training
records, delivery locations and staff for the purpose of auditing performance or
verifying compliance with the conditions of registration
Supply State and Federal Training Authorities with delivery details for each course
and unit in the Scope of Registration, including trainee information in accordance
with AVETMISS requirements
Supply WorkCover NSW with the required details of participants of our course in line
with requirements set out by WorkCover NSW
Resolve any grievances conveyed by participants

In the event of Just Careers Training ceasing operations, all records of participant results will
be sent to the State Training Authorities for archiving.
Just Careers Training has a dedicated compliance Officer that regularly reviews our policies,
procedures and systems to ensure that they meet the high standards of the training authorities.

Information for participants


Responsibilities of participants
As a participant you will be required to take responsibility for:

Reading all relevant course and training information


Advising your trainer if you have previous skills and knowledge and seeking
recognition of this prior learning

Monitoring your progress by self assessing your skills and knowledge against the
competency standards in your qualification
Attending all training sessions as required
Meeting with your Trainer/Course Coordinator to review progress
Indicating whether you are ready for assessment at the scheduled times or seek
alternative assessment dates
Working closely with your Course Coordinator and other participants to present
training and assessment session role-plays as evidence where required.
Handing in all assessment tasks as per requirements unless otherwise discussed with
trainer/Course Coordinator
Ensuring all work is your own
Retaining evidence of your working notes and assessments and any other documents
in your portfolio of evidence and presenting this for assessment
Discussing any concerns regarding the training course, session activities and your
ability to learn with your Trainer/Course Coordinator
Advising the Trainer/Course Coordinator if you require any special adaptive
equipment or support for the training course
Participating in course evaluation and providing feedback
Adhering to our Expected Behaviour Policy

Responsibilities of Just Careers Training to participants


Just Careers Training will:

Provide you with a safe and healthy learning environment


Provide you with a training and assessment schedule
Provide you with the appropriate unit of competency details included on your plan
Treat you with respect
Follow all legislation affecting the learning environment
Follow by all legislation especially in regards to the courses resulting in National
High Risk Work (Forklift Licence LF).
Provide opportunities to practice the skills and knowledge required
Deliver and record training and assessment outcomes
Provide you with access to your file records if requested
Set up work tasks to provide training and coaching to help achieve the competency
standards in your training plan
Provide training materials and recommend other resources for further learning
opportunities
Prepare you for assessment when you are ready and encourage self assessment.
Advise you where, when and how assessment will occur and what to bring
Assess your skills and knowledge through observation and questioning using
assessment tools developed for the purpose
If required, provide further assessment on documents presented in an evidence
portfolio
Give feedback to you on your progress
Provide results and review the assessment process after assessment
Remind you of the appeals process and options for further assessments if you are
unhappy with the results

Access and Equity


Just Careers Training actively supports and encourages people of all abilities to participate in
training programs.
Just Careers Training ensures access and equity principles and practices are applied when
dealing with:

Participants
The Community
Employers
Employees
Fee-for-Service Participants
Other Clients

Participants will not be denied access to services where they are deemed eligible for such a
service and where the organisation has the appropriate resources to provide high quality
services. Participants will be individually interviewed and assessed on their eligibility for the
service being provided. The selection process will comply with equal opportunity legislation.
Just Careers Training is an Equal Opportunity Organisation
As an Equal Opportunity organisation, Just Careers Training and its staff will treat every
participant fairly and without discrimination in the training environment and the workplace.
Training services will be offered to people regardless of cultural differences, including
Aboriginal or Torres Strait Islanders and people from culturally and linguistically diverse
backgrounds. Staff will be professional and supportive at all times in their approaches to
participants.
Anti-Discrimination
Just Careers Training is committed to complying with State and Federal anti-discrimination
laws. Training services will be made available to all clients (and potential clients) regardless
of race, gender, religion, age, marital status, physical or intellectual impairment, or sexual
orientation. Support mechanisms are available for employers and clients.
Prevention of Sexual Harassment
In accordance with legislation and our commitment to providing a safe learning environment,
harassment, bullying and intimidation will not be accepted in the workplace, or in the training
environment.
If you have any concerns please speak with your trainer, our RTO administration staff or
RTO Manager.
Literacy, Numeracy and Special Needs
Just Careers Training is committed to assisting participants with differing abilities to succeed.
Participants individual needs will be assessed prior to training. Requirements such as
alternative formats, adaptive technology and adjustments for other disabilities will be
identified and provided where practicable.
Should you require any special assistance such as literacy or numeracy help, disability access
or other physical or learning needs, please inform your trainer, the RTO manager or
administration staff.

Some training courses demand an average to high level of literacy and numeracy to
successfully complete. Please discuss any concerns about the levels required for specific
training programs and work projects.
Participant Records and Privacy
In accordance with relevant State and Commonwealth legislation, Just Careers Training is
committed to protecting your privacy and your personal information.
It is necessary for Just Careers Training to collect personal information about you with your
consent. We keep enrolment forms, training schedules and records of your assessment on file
stored confidentially. State and Federal government agencies and Just Careers Training will
use the information gathered for statistical and reporting purposes.
It may also be used to claim State and/or Commonwealth Government funding for your
training. Except where required by law we will not disclose your personal details in any way
other than the purposes stated without your consent.
If at any stage your personal details change throughout the course of your training, please
inform your trainer so that your details can be amended.
You have the right to access the personal information recorded at any time and provide any
necessary corrections. Please contact your trainer, the RTO manager or administration staff to
arrange access to your personal information.
Selection of participants
Recruitment of participants will be conducted at all times in an ethical and responsible
manner and be consistent with the requirements of the training package or qualification rules.
Just Careers Training will ensure that application and selection processes are transparent and
appropriate and comply with access and equity principles.
Information provided to participants
Just Careers Training will provide clear, accurate, relevant and up-to-date information to
participants prior to course commencement. This will include, but not be limited to:

Code of Practice
Scope of Registration
Certification to be issued to the trainee on completion or partial completion of the
course
Competencies to be achieved during the training
Assessment procedures
Arrangement for Recognition of Prior Learning (RPL/RCC)
Grievance/appeal procedure
Facilities and equipment
Trainee support services
Application process and selection criteria
Fees, charges and costs involved in undertaking training
Fee refund policy
Participant Support Services

Individual Training Plan for Trainees


Each participant involved in a Traineeship will have an Individual Training Plan developed
upon enrolment. This plan will list the units to be achieved as well as assessment tasks and

dates for completion. This plan will be continually reviewed during the training program so
you can re-negotiate any aspects of the plan. Participants taking part in courses for forklift
and first aid will be provided with a schedule detailing the planned training and assessment
on request.
Recognition of Prior Learning (RPL)
RPL refers to the acknowledgment of the full range of an individuals skills and knowledge.
It includes competencies gained through formal study, work experience and other life
experience. Just Careers Training aims to ensure that an individuals prior learning is
recognised, irrespective of where or how the learning has taken place.
To apply you will be required to complete an application form and supply further
documentation, which may include evidence such as:

A certified copy of your qualification/s


Verification from your current manager indicating your current involvement in
relevant subjects on official letterhead
Documented evidence of your current work including samples as requested.

Please talk with your trainer, the RTO manager or administration staff if you have any
questions about RPL or to make an application.
Course Delivery
Just Careers Training ensures that training and assessment occurs in accordance with the
requirements of the course and State and Federal training guidelines.
All training is provided in fully equipped training facilities. Delivery methods and activities
may include:

Individual or group activities


Additional projects or study which can be completed at your own pace
Completion of reports and documents
Practical projects in the workplace (if you are working)
Participation in work placements with relevant tasks (if you are not working and it is a
requirement of a course)

Our trainers select a range of delivery methods to provide the best learning experience and
outcomes for participants.
Just Careers Training complies with health and safety and other laws relevant to the operation
of our training premises, and we ensure that training facilities have adequate heating, cooling,
lighting and ventilation.
Just Careers Training ensures that training facilities, equipment and other resource materials
are adequate for the courses being delivered and are maintained in good order.
If you have any concerns about the delivery of your course or the training facilities please
discuss with your trainer, our RTO administration staff or RTO manager.

Qualified and Professional Staff


All trainers have:

Demonstrated achievement of at least Certificate IV in Training & Assessment


Competency Standards or their equivalent;
Demonstrated competencies at least to the level of those being delivered;
Industry experience that is relevant to the training that they are involved in delivering;
and
Current Working with Children Check or equivalent where required.

Just Careers Training ensures that the responsibility for the management and co-ordination of
training delivery, assessment (including RPL), staff selection and professional development is
clearly identified and undertaken by a person or persons with relevant qualifications and
experience.
Feedback
Just Careers Training is continuously working to improve the quality of our training services.
Feedback from participants is a fundamental part of improving our training services. An
Evaluation Form will be provided to you during or after your training and we hope that you
will take the opportunity to complete the form and return it to us.
As a Registered Training Organisation, Just Careers Training undergoes regular audits by
State and Federal Training Authorities. We welcome these audits as they contribute to the
ongoing improvement of our services and should you be contacted by a representative from
one of these training authorities, please provide genuine and comprehensive feedback on your
experience of our training services.
Please be assured that any comments you provide as part of this process are totally
confidential and are only used for the purposes of improving the quality of our service to
participants.
Certificates and Qualifications
Certificates awarded
On successful completion of your training program Just Careers Training will issue a
Certificate or Statement of Attainment or Statement of Attendance, whichever is relevant for
the course you are completing.
Further details on the manner in which the Certificate and results will be provided to you are
available from your trainer, our RTO administration staff or RTO manager.
Partial completion of full qualifications
If you are unable to achieve the full qualification or if you only enrolled for some of the units
of competency, you will be issued with a Statement of Attainment with a list of the units
achieved. Further units can be achieved at a later date through re-enrolment in a course and
the full qualification can be achieved in stages.

Information appearing on certificates


Certificates and Statements of Attainment will include the following:

Just Careers Trainings name and logo


The name of the person receiving the credential
The title and code of the accredited course and units
A unique certificate number
The date of issue
Signature of Just Careers Trainings authorised signatory
The Nationally Recognised Training logo

Where appropriate, units completed and/or national competencies achieved will be identified.
Provision of certificates and replacement certificates
Certificates and Statements of Attainments will be provided within one month of successful
completion of training. Replacement Certificates are available on request. A fee may apply.
Mutual recognition
Just Careers Training accepts and recognises the qualifications and Statements of Attainment
awarded by other Registered Training Organisations.
Complaints and Appeals Processes
Complaints
Just Careers Training has a Customer Complaints and Appeals Procedure to help resolve any
issues you may have in relation to your training with us. If you are not happy with any part of
the program you may have your situation reviewed through this procedure.
Complaints may be made if you are dissatisfied with an incident or situation. An Appeal may
be made if you disagree with a decision made in your case.
Just Careers Trainings Customer Complaints and Appeals Procedure aims to assist all
participants to resolve disputes and settle grievances, and receive a fair hearing.
If you believe you are not being fairly treated, your first approach should be discuss your
concerns with your trainer. Your trainer will note your concerns and assist you to resolve
them.
If you are unable to approach your trainer because the problem is between you and them or
because the problem is of a personal nature, we encourage you to speak with the RTO
manager.
If at any stage you wish to proceed with a formal complaint or appeal, or if you want to
obtain a copy of our Customer Complaints and Appeals Procedure, please ask your trainer,
our RTO administration staff or RTO manager.
Your concerns will be handled in the strictest confidence. Lodging a complaint or appeal will
not affect your ability to continue studying or obtain other services that you are eligible to
receive from us.

Your concerns will be handled in the strictest confidence. Lodging a complaint or appeal will
not affect your ability to continue studying or obtain other services that you are eligible to
receive from us.

Expected Behaviour Policy and Consequences


All staff and participants of our courses can expect and have the right to a safe and healthy training
environment.
We will not tolerate:

Any form of bullying, harassment, discrimination, intimidation and/or abuse (physical as well
as verbal) - you will be asked to leave the premises immediately.

We expect that:

All participants and trainers will treat each other with mutual respect
That our complaints and appeals policy and procedure (contained in this handbook) will be
used to deal with any disagreements, complaints and grievances

We will:

Investigate all incidents relating to the behaviour of participants and/or trainer and staff.
Contact the police where the law has or may have been broken
Suspend all participants and/or trainers if deemed necessary by the CEO pending
investigation
Dismiss any participant from our courses where required to maintain a safe and healthy
environment for our staff and participants. No refunds will be offered or made if participants
are cancelled from their courses due to behavioural issues or incidents
Record all incidents for investigation by internal staff and or the police or authorities
Provide a written notice if a participant has been cancelled from their course, explaining the
reasons and their options (if any).
In serious circumstances - Seek a court order to prevent participants that have been
aggressive or involved in the assault of another person(s) from approaching the training
centre
