SECTION I - SPECIFICATION FOR INSTRUMENTATION TELEMETRY FOR

RESERVOIRS, BOOSTER STATION AND SUCTION TANK

1.0

PROVISION OF INFORMATION
The works shall include engineering design, supply, installation, testing and
commissioning of the Telemetry/SCADA System.
JKR views the subject of this Specifications as the enhancement to the existing
Telemetry System.
Therefore the proposed Master Station, Sub-Master Station and Remote Dial-In System
must be able to read all the proposed new RTUs.
The Specialist to be engaged by the tenderer should possess experience in implementing
of at least one major Telemetry/SCADA System on water application. The tender should
have a proper setup and trained technical and backup support team.

2.0

OVERVIEW
This tender includes modification of existing Telemetry/SCADA Software in the Master
Station at Daerah Besut, Terengganu, Remote Terminal Unit (RTU), the Associated
Communication Equipment, including Instruments. Power System with battery back-up,
Lightning Protection System and Earthing System.
The details of Remote Terminal Unit (RTU) locations and functions are listed in the
Appendixes. The location of the proposed RTUs are shown on the plan attached.
Tenderers are assumed to have visited the sites prior to the submission of tenders.

3.0

SCOPE OF WORKS

3.1

The scope of works are as follows which shall include supply, installation and
commissioning of :-

Reconfigure Existing Master Station, Sub-Master Station


Remote Dial-In System (RDIS)
Modification of Telemetry/SCADA Software
Communication of Software Drivers
Communication Equipment
Remote Terminal Unit (RTU)

Where specified, the tenderer shall provide and install instrumentations to control and

All wiring for the above shall be included in the tender price.

Where specified, tenderer shall provide :

All necessary excavations, chambers to facilitate the installation flow and pressure
measuring instruments

All necessary Communication Equipment for Sub-Master/Master station and RTUs

All necessary Uninterrupted Power System for Sub-Master Station

GENERAL REQUIREMENTS
IMPORTANT : Tenderer intend to participate should possess experience in at least a
major Telemetry/SCADA System on Water Application. All parts in the proposed
Telemetry/SCADA System. Sub-Master Station, Remote Terminal Unit (RTU),
Instrumentation, Communication Equipment and Power System shall be of proven track
record operating in local environment, adequate support and spares, non-proprietary and
easily purchased off-the-shelve.

4.1

All outdoor enclosures to meet IP65 standard.

4.2

Enclosures design shall facilitate easy removals of equipment for service or repair, and
be sized to allow for expansion. The finishing must be epoxy paint.

4.3

Materials used for housing shall be able to withstand corrosive gases such as chlorine as
well as sulfuric acid fumes.

4.4

Sensors where submersible should have enclosure rating of IP68.

4.5

Converter/transmitter where enclosure rating is not IP65 should be properly housed in


an IP65 enclosure or better.

4.6

All output from the instrument shall be a direct current between 4 and 20mA and shall
be linearly proportional to the measured quantity within the required range.

4.7

Only a single model type of instrument be provided for all sizes of pipes for flowmeter
and pressure transmitter and reservoir for level transmitter.

4.8

All equipments shall be designed for stable, continuous operation 24 hours a day, 7
days a week, and are capable of operating in an ambient temperature range of 10 o to 70o
and humidity range of 10o to 90o RH (non condensation).

4.9

All equipment shall be designed to work with 24 volts direct current supply.

4.10

The equipment shall allow for easy adjustment of setting calibration.

4.11

Detailed drawings and manuals together with schematic wiring diagrams and
interconnection diagrams, truly representing the as-built conditions for each items of
equipment supplied shall be submitted within four (4) weeks from the date of
commencement. The Contractors shall supply three (3) copies of the drawings and
manuals to the Superintending Engineer.

4.12

The Contractor shall provide training facilities to four (4) JKR personnel to cover
maintenance of the equipment supplied. The Contractor shall propose the location and
duration of the training course.

5.0

CALIBRATION AND COMMISSIONING


After installation of the Associated Instruments and Equipments and RTU each
analog/digital input/output modules shall be calibrated, first at the RTU and then at the
Sub-Master Station (SMS). After calibration, the entire system shall be operates
continuously for 7 days to ensure all instruments remain in calibration.

6.0

INSTRUMENTATIONS
Please refer to Appendix (A) for measurement range and quantity.

6.1

LEVEL MEASUREMENT
a)

Equipment Design
The equipment should provide continuous level measurement. Ultrasonic
measuring principle is required.
-

The Pulse-Echo-measuring system enables level measurement for


liquids. The pulses are emitted to the water surface.

The sensor housing shall be PVDF

The measurement Range shall be 0-9 meter

The temperature sensor shall be integrated in transducer for automatic


compensation of the temperature influence on the running period. The
measurement data and temperature information to 300 meter minimum
length if required.

The equipment shall be capable of measuring levels with guaranteed


accuracy of 2 percent of the actual value over the full span.

Both of the transducer and transmitter shall be protected by lightning


protection unit. (LPU).

Current output shall be 4 to 20 mA DC.

Power supply operating voltage shall be 24 VDC.

The equipment shall be suitable for use at ambient temperature between


+10oC to +70 deg. C.

The transmitter shall be housed inside a wall mounting IP65 steel


enclosure.

7.0

REMOTE TERMINAL UNIT (RTU)

7.1

The Remote Terminal Unit (RTU) installed shall be modular and can be easily expended
upon request. The components shall be non-proprietary and easily purchased off-theshelve. The RTU shall require simple procedure for testing and fault tracing with

continuous self-calibration. The communication protocol shall be ASCII format


command.
The RTU shall possess store and forward feature in case of communication failure.
Tenderer should configure an adequate memory size to cater for the requirement and
future expansion.
Please refer to Appendix (A) for I/O points required.
7.2

GENERAL REQUIREMENT
-

High reliability components are to used in outstation construction.

Proven track record in local environment and under similar application.

RTU components shall be modular and with expansion capability upon


request by JKR.

Simple procedure for testing and fault tracing with continuous selfcalibration.

ASCII format Command/Response Protocol.

Analog input/output modules shall be programmable to engineering unit.

Continuous self-calibration; no adjustment of any kind.

Low power consumption electronic components are preferred.

Power supply shall be +10V to +30V dc unregulated.

RTU CAPABILITIES
Remote Terminal Unit (RTU) shall be categorized into different capability types
depending upon requirements of individual installation. Each type shall provide a
mixture of the following instrumentation interface facilities:a)

Analog Input signal

8.0

TELEMETRY/SCADA SYSTEM

8.1

INTRODUCTION
The existing Sub-Master Station located at SATU Daerah Office in Besut Terengganu.
The Telemetry/SCADA system shall be monitor the followings :-

water level, inlet flowrate and flow totalizer, outlet flowrate and flow totalizer,
from the Remote Terminal Unit.

The tenderer shall proposed the mode of communications with all necessary
communication equipment between the Remote Terminal unit, and the Sub-Master
Station.
8.2

SUB-MASTER STATION
The Sub-Master Station (SMS) shall poll the Remote Terminal Units (RTU)
automatically. Once the communication is established the RTU shall transmit the
relevant data back to the Sub-Master Station (SMS).

Existing Sub-Master Station shall be upgrade/enhanced to accomodate


proposed new telemetry system.

TELEMETRY/SCADA SOFTWARE
a)

Overview
The existing Telemetry/SCADA Software shall be upgraded/enhanced and
installed into existing computer system at Sub-Master Station. And the proposed
Telemetry/SCADA Software shall be currently being used by the local
authorities for the same application, which is in Water Work Department. The
software shall be specially customize to suit the requirements of JKR.

System Access/Security Protection


The users of the Telemetry/SCADA system will vary in their job responsibilities
to recognize the problems associated with sharing data resources. System
Access/Security Protection is provided in 3 levels.
i)

Level 1 (display only)


Level 1 allows selection of display only and exhibits constraints on the
way data is manipulated. This will prevent accidental destruction of data
and corruption of system operation.

Level 2 (Operation)
A privileged user with level 2 access to the system may overcome the
above constraint. Level 2 access privilege would typically be given to
users having a degree of application training and considerable experience
in system operation.

iii)

Level 3 (System Engineer)


The top access level privilege will be given to designated system
engineer. Level 3 access privilege permits inspection and modification of
all data held in the protected memory, system configuration disk, and the
system operational database. Control and data acquisition procedure can
also be modified.
System log-in procedure involving the entry of user is also required. That
is,

A personal identification number (PIN)

Real time Data Acquisition


Real time data and status polled from the RTUs are used in mimic display, and
trending module. Since the polling cycle time is set for every hour the polled
data and status are also stored in the historical database. The real time
information would also include RTU number (identify), time, date type of data
and status.

e)

High Resolution Color Interactive Mimic Displays


The Mimic Display features would display the RTU and its configuration such
as level height, flow rate, flow totaliser, pressure head and power system status,
last polled time, last polled date, high alarm, low alarm, and overflow alarm.
Static schematic diagram in pictorial form for each of the RTU, such as reservoir
and the pipe connections, and dynamically updated real-time data shall be
displayed on the monitor screen.

f)

Alarm/Event Logging
In the event when an alarm is detected the screen will continue flashing to
indicate an abnormal condition has occurred at the RTU such as level height,
flow rate, flow totaliser, pressure head and power system status, high alarm, low
alarm, and overflow alarm. Different color codes will indicate type of alarms
and whether the alarm has been acknowledged.

All events performed by the Sub-Master Station to RTUs are stored and printed
on both the logging file and the logging printer respectively. The message shall
consist of date, time origin point and event type.

Recommended remedy action. The recommendation is to
be provided by uses at the system generation stage. This can be
easily modified in the light of experience.

Historical Trending
The sampling time for the historical data is set on hourly. Thus, the user can
view, the performance of an analog point or accumulator from the monitor and
the current screen can be printed on a hard copy.

Report Generation
Various reports shall be produced for the RTU. Analog Points and Alarms on
demand. The reports are as follows:-

Export file Generation


In order for the user to utilize or process the data further, the user can export
selected records to other application format file. The file can then be used in a
spreadsheet program such as LOTUS 1-2-3 for further analysis.

j)

Historical Archive
This is a housekeeping module. Whereby the user can maintain the database
without loosing the precious historical data. Normally the system would allow
the database to store up to six months data. The user will have to backup the
oldest month data in a data storage (diskette) before deletion.

9.0

COMMUNICATION EQUIPMENT
Communication between RTU and Sub-Master Station is through proposed
Communication Equipment to link Station and RTU c/w Dial up Modem, LPU (Datel
Dial up line) via lease Telekom lines and their peripherals.

10.0

REMOTE DIAL-IN SYSTEM


The Remote Dial-in System Telemetry SCADA/Communication Software shall be
provided by the tenderer, this software can be loaded into any PCs for the JKR officers
to check on proposed RTUs status, to read any analog or digital point from remotely or
in the case of emergency.

11.0

POWER SYSTEM]
Tenderers are required to design and install solar panel system for RTUs that cannot be
supplied with TNB power supply. The system should be giving 24V supply to the RTU
and sufficient current to meet individual RTU requirements. The RTU power
requirements are made up of all instrumentation connected to the RTU, RTU
components and ATUR 450 Mobile phone or better required for the communication
between RTU and SMS. The system should be provided with a battery backup having
minimum of 3 days. The nos. of hours of sunlight per day to be assumed in the design
shall be 4 hours. Reasonable charging time for the batteries shall be proposed and to be
submitted.

SOLAR SYSTEM
The solar panels shall be s followings :i)

12.0

Solar Module cells should be of Monocrystalline construction for


efficient conversion of both direct and diffused light.
Cells should be chemically coated to reduce reflection.
Double redundant contacts on each cell should be used for greater
reliability.
Circuit should be laminated between layers of EVA (ethylene vinyl
acetate) for moisture resistance, UV stability and electrical isolation.
Tough, multi-layered polymer and aluminium for backsheet should be
used to ensure resistance to abrasion, tears and humidity.
A module-mounted junction box (conductor) with gasket lid for safety
and environmental protection should be used for module-to-module
connections.
Modules should be a minimum of electrically 15% efficient.
A ten (10) year should include a wired-in bypass diode to reduce
potential loss of power.

BATTER BACK-UP SYSTEM


All Out Station must complete with Battery-up System. This covers the supply, delivery
and testing of the rechargeable maintenance free lead-acid batteries to back-up RTUs
and Instrumentations. This also covers the supply, delivery and testing of battery
chargers and housing.
The Contractor is to comply strictly with the requirement that in sizing batteries, only
60% of manufacturers rating are to be taken as the provided capacity. This aspect will
allow for deterioration that will occur due to heat and humidity of the tropical weather.
Shall used 24 volts battery packs which directly power the RTU, including
communication equipment and connected instruments. Each battery pack shall provide
power for not less than twenty four (24) hours in the events that main power is not
available.

12.1

Maintenance free batteries are offered.


Maintenance free batteries are offered.
The batteries shall have a minimum life span or usability of 3 years under normal usage.
The batteries shall be capable of service under the conditions prevailing at the sites. At
some sites, the batteries (in their housings) will be placed outdoors and thus be exposed
to the heat and humidity of the tropics.

Batteries must be rugged and be capable of withstanding occasional rough handling.


They must be capable of surviving occasional overdischarge or short term overcharging.
The batteries must be efficient in both float and cyclic services and must have high
energy to weight as well as energy to volume ratios.
12.2

BATTERY CHARGER
Battery chargers shall be provided to recharge packs specified above. The chargers shall
be capable of float and cyclic charge and be capable of charging a flat battery up to
100% charged state in 20 hours, using manufactures rating.
Charger design must take into account that the charger shall be continuously on 24
hours a day 7 days a week, in typically hot enclosure with temperatures reaching 60 o
Celsius. Lightning protection shall be provided at the AC end.

13.0

SIGNAL AND POWER CABLE

13.1

TYPE OF SIGNAL/POWER CABLE


The signal/power cable shall be of 4-core and 6-core, 1.5 mm thickness,
PVC/SWA/PVC type, suitable for use as connecting cable for instrumentation system
RTU.

13.2

LENGTH OF CABLE
The provisional quantity on the total of cable given in the schedule of price (SECTION
C) shall be tendering purpose only. Successful tendered shall ascertain the actual length
of each cable required for each site before ordering. Actual length of each cable
installed shall be measured on site and payment shall be made according tot he rate in
the contract.

13.3

CABLE TRENCH
Actual length of trenching should be measured on site and payment should be made
according to the rate in the contract. Cable trench should not be less than 0.5m deep.
Trenched should be kept as straight as possible. The bottom of the trenches should be
form and of smooth contour and any other objects likely to damage the cable sheathing
should be removed.
The trench excavation and filling in shall be so executed that all roads, walls, sewers,
pipes, cables, structures etc. shall be reasonably secured against risk of subsidence
damage. Where change of level is necessary, the bottom of the trench shall rise or fall
gradually.

13.4

CABLE DUCT

At road crossings, sewerage pipe crossing, water pipe crossings, drain, paved or
concrete areas cable shall be protected by galvanized steel pipe extended 600mm
beyond on both sides. Unless undersized, the galvanized steel pipe shall be 25mm in
diameter per cable.
13.5

CABLE LAID DIRECT ON GROUND


Before cable is laid, the trench shall be thoroughly and any debris and sharp objects
shall be removed. The bottom of the trench shall be covered with a layer of 75mmof
clean sand. The cables shall then laid on this bedding in an orderly manner without over
lapping and crossing the cables, carefully spread over the trench. A layer of bricks
should be laid on top of the sand to protect the cable.

13.6

CABLE RUN ON WALLS


Cable run on walls for indoor shall be mounted on perforated hot dipped galvanized
sheet steel cable trays and conduit for outdoor.

13.7

CABLE MARKER
Cable marker shall be provided by the Tenderer at every change in direction of
underground cable routes and at every 25m of the straight run.

14.0

LIGHTNING PROTECTION UNIT


Complete lightning protection system shall be provided at both the transmitting end
receiving end of the system. Protection for all power, signal, pulse output and
communication. Similarly for complete protection systems shall also be provided at the
AC main supply prior to the RTU and instrumentation system. Earthing system shall not
be greater than 5 Ohm earth resistance.

The SRF shall provide protection against line transients and overvoltages
on AC power lines.

The SRF shall be of the in-line type, i.e. connected in series with the
power supply line, preferably installed before power supply unit.

The SRF shall be :i)


rated to withstand 13 kA.
ii)
have a clamping voltage of not exceeding 1.6 times of normal
operating voltage.
iii)
have a response time of not more than 10 nsec.
iv)
a series LC (Inductor Capacitor Filtering) network filtering. RF
(radio frequency) filtering is not acceptable.
v)
common and differential protection.
vi)
Of self-resettable type.
vii)
Rates for 220-240 Vac, 50 Hz, single pahse, 10 Amphs.

Transient Barriers
-

The Transient Barrier (TB) shall be connected on signaling lines at both


ends of the instrumentation system to protect against line transients and
overvoltages.

The TB shall be capable of withstanding continuos overvolatges of up to


10% without any damaged or deterioration of its characteristics.

Common mode end differential mode protection should be provided.

The TB shall be :i)


rated to withstand 10 KA, 8/20 micro second wave form.
ii)
having clamping voltage of not more than 36 volts at normal
operation of 24 volts.
iii)
have a response time of not more than 100 picoseconds.
iv)
continuous current operation rated for uoto 1 Amp DC for DC
powered line and 100 mA for signal line.
v)
maximum let through voltage should not exceed 80 volt.
vi)
solid state switch should be provided for protections against
prolog current.

CALIBRATION OF EQUIPMENT
a)

The Contractor shall arrange for calibration test of each equipment installed, and
provide certified records, in triplicate, of the results.

After each equipment has been calibrated, the Contractor shall prove to the
satisfaction of the Superintending Engineer that the accuracy matches or exceeds
the specified value. For pipe flows, additional volumetric tests shall be carried
out at the discretion of the Superintending officer to confirm emulation
accuracy.
ACCEPTANCE AND GUARANTEE OF EQUIPMENT

a)

Upon satisfactory completion of each installation of the work, the contractor


shall forward to JKR to copies of Certificate of Completion of work.

b)

The contractor shall be responsible fot he preparation of suitable test forms to be


used in proving of the equipments the form shall be submitted to JKR within
two weeks of the installation.

c)

All equipment shall be guarantee for a period of one year after date of
completion against any defects. The defective equipment shall be repair or
replace free of charge during this period.

TRAINING
The Contractor shall provide training facilities to four JKR personnel. The training shall
cover calibration of equipment and routine maintenance of the said instruments and
system. The Tenderer shall propose the location, syllabus and duration of the training
course. All expenses relating to this training, including traveling costs, shall be borne by
the Contractor.
