indirectly, have lent their helping hand in this venture.
SYNOPSIS
This project aims at developing an algorithm to implement the single transferable voting
system. Using this voting method, we can achieve proportional representation through ranked
voting in multi-seat constituencies. Under STV, each voter has a single vote that is at first
allocated to their most preferred candidate and, as the count proceeds and candidates are
either elected or eliminated, is transferred to other candidates according to the voter's stated
preferences, in proportion to any surplus or discarded votes. The system provides
approximately proportional representation, enables votes to be cast for individual candidates
rather than for parties, and minimizes wasted votes by transferring them to other
candidates.
While STV has been implemented sporadically over the past few decades, it is gaining
popularity now, because of its level of voter satisfaction. A few countries, including India
have dabbled with STV, with India implementing STV in its upper house elections. But STV
has more potential and is yet to be implemented in state or other national elections in India.
Because of on and off usage, STV has been implemented using various counting methods. In
this project, we have to come up with a user friendly application and an optimal algorithm
that implements STV efficiently.
