UNIT I: INTRODUCTION
*BACKGROUND OF STUDY
The flood in Mandaluyong had been an ever continuing problem for the
community. The area had often been cited not passable whenever a storm is to pass
the country.
Engr. Delos Reyes, one of the project head in the Mandaluyong Flood
Control of DPWH, stated in his progress report that the reason as to why the
volume of water going in the Boni Avenue is unusually bulk, is because of the
domestic wastes from the different household uses of water - which is why the
water coming to and from the area is emitting unpleasant odors. Besides this, the
water is more or less clogged because of the closing of the different parts of San
Francisco to avoid the breakage of the box culverts and retaining walls where
the water could easily pass through.
For now, the existing canals and drainages in San Francisco is having a hard
time with draining all of the flood because of its minimal size compared to the bulk
volume of the water in disposal, given that all of water volume is to end up in
Pasig River. However, the declogging in the existing canals going to Pasig River is
made to be simultaneous in order to assist with the discharge of the water.

*OBJECTIVES OF THE STUDY


OBJECTIVES OF THE STUDY
After the huge flood events brought about so many typhoons, respectively, that
caused severe damage in Mandaluyong and surrounding areas, It is provided that we
take a step to make a solution to flooding in the said area.
A flood risk assessment study for the entire Mandaluyong city and surrounding
basin area was undertaken from August 2015 to October 2015, to prepare a
comprehensive flood risk management plan for the same and to determine a set of
priority structural measures, which will still undergo individual feasibility studies and
detailed design prior to implementation, including nonstructural measures that will
provide sustainable flood management up to a designated safety level and serve as the
roadmap/vision of the government until 2035 (20 years from now).

PROFILE OF THE STUDY AREA

The study area covers the entire Mandaluyong City with a total area of 21.26
km2 or 8.21 sq mi, which is comprised of 27 barangays: 14 in District I and 13 in District
II. The study area has an estimated total population of 278,474, accounting for about
2.8% of the total population of the National Capital Region which is 9,932,560. With an
average household size of 4.6, it has a household population of 275,110 which may also
be considered as the nighttime population of the city.

Guiding principles for master plan development:


1. Adopt the principles of integrated water resources management and river basin
approach
2. Develop a safe society with resiliency to floods through:

Structural measures for the river basins and waterways


Structural measures for the Mandaluyong river, and
Improvement of the urban drainage system

3. Improvement of the Flood Information and Warning System (FIWS)


4. Establish an integrated and consistent flood risk management (FRM) institutional
system
5. Strengthen community-based flood risk managementland use and solid waste
6. Utilization of runoff waters as water resources, etc.
Three major flooding occurrences:
1. Huge volume of water coming from Mandaluyong
2. Drainage capacity constraints in core area of Metro Manila
3. Low-lying communities around Mandaluyong

FLOOD RATE OF THE STUDY AREA

Mandaluyong is surrounded with the three bodies of water, with the addition of
San Juan River. The southern part of Mandaluyong is mostly prone to flash floods, as
evident in this report.
On the other hand, commuters would observe that Mandaluyong is a city full of
peaks and valleys. Before the urban development, the city was once a rolling
topography full of hills.
As such, property developers has favored the higher levels of the city for their
projects. Ortigas Center, which is the second most important business district after
Makati, is relatively passable during bad weather. Apart from the fact that its location is
accessible for some of the countrys biggest brands, Ortigas houses all the basic
amenities a family would need at a moments notice. Megamall, Robinsons and The
Podium are just some of the few malls located in Ortigas.

*CONCEPTUAL FRAMEWORK

*SIGNIFICANCE OF THE STUDY


This study will be a significant endeavor in promoting the solutions to
the flood problem in Mandaluyong. This study will also be beneficial to
the students and instructors in water management when they employ
effective learning in their classroom setting particularly in different
concepts related to flood control. . By understanding the needs of the
students and benefits of quality education, these instructors and students
be assured of a competitive advantage. Moreover, this research will
provide recommendations on how to control flooding around the metro.
This study will be helpful to the engineering industry and civil engineers
in training and informing them in the area of flood control, objectives,
and strategies. It will also serve as a future reference for researchers on
the subject of hydrology, water and waste water management, and
corporate companies. And importantly, this research identifies several of
the most significant constraints affecting the ability to implement flood
control projects and proposes methods and strategies to address the
challenges. As with most problems and especially with flooding,
stakeholder involvement is essential. The intent of this study is to
provide guidance in the process of implementing such methods and
strategies to address these problems.

*SCOPE AND DELIMINATION


The study further dwells into the state of the flood control regarding the
Mandaluyong River. It ranges around the areas where the drainage system of
Mandaluyong passes through. It also covers the progress of the ongoing project,
which will have a targeted date of finish in May 2016.
It also accommodates the parts wherein the flood is prone to happen, since
most of the areas in Mandaluyong have a lower elevation even lower that of the
Pasig River shore line. There are, however, certain areas in higher elevations
identified as flood prone which point to the fact that other factors may have caused
flooding.
Other water bodies which have the Pasig River as the main outlet, like the
Laguna Lake and Marikina River, is not covered by this study.

* DEFINITION OF TERMS

Culverts - is a structure that allows water to flow under a road,


railroad, trail, or similar obstruction.
