Project Background:

Mangalore Refinery & Petrochemicals Limited (MRPL) a subsidiary of ONGC, is


expanding the refining capacity to 15 million tpa in phases.
In Phase I, capacity will be raised to 12 million tpa through minor revamps and in
Phase II to 15 million tpa, by installing an additional fluid catalytic converter.
In 2004-05, MRPL targeted to produce 9.9537 million tonne of petroleum products
by refining 10.7 million tns of crude sourced mainly from Mumbai High. It plans to
export 1.9537 million tns of products (mainly naphtha, petrol, aviation fuel and
diesel)
Polypropylene unit integrated with the Refinery - Phase III Project at an estimated
capex of Rs.1803.78 Crore. Engineers India Limited (EIL) has been engaged to

implement the project under Open Book Execution (OBE) methodology. Novelene
Technology, Germany have been selected as licensor for the project.
Single Point Mooring (SPM) facility in the sea of Mangalore Port area with an
objective to receive crude oil in Very Large Crude Carrier (VLCC) tankers.
Engineers India Ltd (EIL) is appointed as OBE/LSTK Contractor for this SPM
project.
Progress:
April 2004: A detail feasibility report (DFR) for the expansion was commissioned.
The DFR for expansion involved putting up additional units like FCC, coker and
Indalin (naphtha to LPG plant).
January 2006: The Phase I (12 mln tpa) was completed.
Engineers India completed the detailed feasibility study for the upgradation of
refinery to 15 million tpa and simultaneously improving the value addition and
refining margin by setting up fluid catalytic conversion unit, delayed coker unit and
utilities/ offsite facilities.
The company was also setting up a petrochemical complex and lube oil base stock
(LOBS) refinery of 2.5 lakh tpa.
The implementation of the ISOM project for the upgradation of facilities to produce
motor spirit (petrol) of Euro III/IV quality progressed as per schedule.
March 2006: On 03 March 2006, ONGC approved Rs.8,000 crore for the project.
May 2006: On 3 May 2006, EoIs were invited for integrated upgradation and
expansion project for the refinery.
June 2006: ONGC put on hold its plan to increase its stake in MRPL to 88.6 per
cent following Hindustan Petroleum Corpn Ltd's refusal to sell its 16.97 per cent
stake to ONGC.
On 2 June 2006, Engineers India was appointed as project management consultant
for the project.
On 23 June 2006, Prime Minister Dr. Manmohan Singh was expected to lay the
foundation stone for petrochemical complex of the project.
A special purpose vehicle (SPV) of ONGC would be executed the petrochemical
complex. ONGC would hold 46 per cent stake in the SPV, while MRPL would have 3
per cent and balance would be with financial institutions and banks.
The foundation stone laying ceremony was deferred due to heavy rain in Mangalore.

On 27 June 2006, bids were invited for misc. electrical works related to lighting
protection of the entire refinery complex including coastal terminal/Sarapady,
APMC yard and rectification of earthing defects in plant and non-plant area at
refinery.
July 2006: Korean and Japanese trading and investment companies envisaged
interest to become equity partners with ONGC for the petrochemical complex.
November 2006: Mangalore Refinery & Petrochemicals was awaiting the technoeconomic viability report being prepared by international consultants for the
project.
January 2007: On 3 January 2007, pre-qualification bids were invited for CDU
and VDU unit - EPCC package of Phase-III refinery of the project.
On 26 January 2007, Expressions of Interest (EoI)s were invited from domestic
agencies for site grading, construction of roads, storm water drains and compound
wall for proposed project.
On 31 January 2007, bids were invited for co-generation captive power plant
package of Phase-III refinery project in Mangalore.
February 2007: On 27 February 2007, bids were invited for site grading,
construction of roads, storm water drains and compound wall for Phase-III refinery
project of Mangalore refinery and Petrochemicals Ltd. at Mangalore in Dakshina
Kannada district of Karnataka.
On 27 February 2007, bids were invited for design, engineering, procurement,
construction, testing, calibration, certification and handing over of cone roof ATF
tank 3500 KL and SKO/HSD tank 1700 KL capacity 1 No. each and associated
works at Mangalore.
June 2007: Five global engineering and power equipment construction majors
were in the race to bag the contract are Foster Wheeler, ABB Lumus, UOP, Axens
and Shaw Stone Webster. The bids for awarding the contract was likely to open in
August 2007.
August 2007: On 16 August 2007, EoIs were invited for pre-qualification of project
management contractor.
September 2007: On 19 September 2007, bids were invited for mounded LPG
storage system package for Phase-III refinery project at Mangalore.
January 2008: The expansion project was scheduled for completion by 2010.
On 09 January 2007, bids were invited for site grading, construction of roads,
storm water drains and compound wall for Phase-III.

April 2008: On 7 April 2008, bids were invited for basic design, residual design,
detailed engineering, procurement, supply, construction and commissioning of
hydrogen generation unit (EPCC-6 Package).
May 2008: On 11 May 2008, pre-qualification bids were invited for diesel hydro
treating unit (EPCC-04 package) of Phase-III refinery project in Mangalore in the
state of Karnataka.
June 2008:On 10 June 2008, bids were invited for design, engineering,
procurement construction of cone root storage tanks 2x925 KL and associated
works at Mangalore refinery on LSTK basis in Dakshina Kannada district.
Environment clearances for the Phase-III refinery project was likely to be expected
shorly.
August 2008: Land acquisition was almost completed.
The Phase III of Mangalore Refinery & Petrochemicals' (MRPL) refinery expansion in
Dakshina Kannada district was expected to be commissioned by the end-2011.
All the agreements were signed with the licensors after obtaining approvals from
the Department of Industrial Policy & Promotions, Union Ministry of Commerce &
Industries.
Work on engineering packages was progressing as per the schedule.
Tendering process for critical units, which includes 3 million tpa crude and
vacuum distillation unit, hydrogen unit, captive power plant, crude storage tanks
was under progress and the contract for the LPG bullets was awarded.

revamp project-CDU/VDU-1 and Gas Oil Hydrode-sulphurisation Unit at
Mangalore refinery in Dakshina Kannada district of Karnataka.
December 2008: On 02 December 2008, bids were invited for crude oil storage
tanks for Phase-III Refinery project at Mangalore in Karnataka.
12 December 2008: The completion of Mangalore refinery Phase III was delayed by
15 months from earlier scheduled June 2010 to October 2011 due to delay in land
acquisition and steep increase in steel and cement prices.

22 January 2009: Financial feasibility report for the project was prepared by Axis
Bank.
The project will be funded through 2:1 debt-equity ratio. The equity portion will be
financed using MRPL's internal accruals and debt would be raised from the market.
About 88% of the plant and equipment will be sourced indigenously and the
balance will be imported.
February 2009: On 04 February 2009, bids were invited for the following works:

Piling and RCC works in piperack for PFCC unit of Phase-III refinery project

18 March 2008: Jacobs Engineering Group Inc bagged order from Mangalore
Refinery Petrochemicals (MRPL) to provide engineering, procurement and
construction management consultancy services.
On 21 March 2009, bids were invited for residual process design and detailed
engineering project management management, procurement, supply, fabrication,
expediting and inspection, third party inspection, transportation, storage,
construction, installation, testing, pre-commissioning, commissioning, performance
guarantee test runs and handing over the plant to owner on single point
responsibility basis for revamp project of cured/vacuum distillation Unit-1 at

July 2009: Larsen & Toubro received order worth Rs.211 crore from Engineers
India for fluidized catalytic cracking (FCC) unit to be jointly executed by L&T's
Heavy Engineering Division and E&C Division. The order includes supply and
erection of reactor, regenerator and orifice chamber with structural, refractory lined
piping works including painting, insulation and refractory works for FCC unit for
the phase III. Completion was scheduled in 24 months.
On 14 July 2009, Engineers India invited bids for single piece vessel-Part-A and
single piece columns and vessel-Part-B for sulphur block of MRPL Phase-III refinery
project.
On 15 July 2009, bids were invited for the following works:

Providing project management consultancy services along with architectural


and structural design service for the construction of 118 flats inside MRPL
township.

Providing project management consultancy services along with architectural


and structural design service for setting up of CISF township near MRPL
plant.

Engineers India also invited bids for waste water treatment plant package for

August 2009: On 04 August 2009, Engineers India invited bids for heat exchanger

Technip KT India, was awarded contract for fired heaters for CDU.
September 2009: On 17 September 2009, Engineers India invited bids for piling
works for polypropylene plant of Phase-III refinery project at Mangalore.
On 24 September 2009, Jacobs Engineering India invited bids for carrying out
piping and equipment installation works of CDU/VDU, CFC LPG treating and ATF
treating units project at Mangalore refinery.
Punj Lloyd bagged an EPC contract worth Rs.550 crore from Mangalore Refinery &
Petrochemicals for coke drum structure package of delayed coker unit of the
project.
On 25 September 2009, Engineers India invited bids for offsite buildings for PhaseIII refinery project of Mangalore refinery in Dakshina Kannada district.

On 30 September 2009, Engineers India invited bids for RCC works including
pavement and U/G piping for polypropylene unit of Phase-III refinery project at
Mangalore.
October 2009: On 06 October 2009, Engineers India invited for cooling tower and
cooling water treatment plant for Phase-III refinery project at Mangalore in
Dakshina Kannada district.
Toyo Engineering India has bagged the EPC-LSTK for setting up BoP of Delayed
Coker Unit. The scope of work includes residual process design, detailed
engineering, procurement, supply, construction, installation, testing &
commissioning and performance guarantee test run. The Basic Engineering
Process Design Package of DCU and LPG treating Unit will be prepared by M/s
Lummus, USA and M/s EIL respectively.
On 07 October 2009, bids were invited for coke handling system package (EPCC-11)
for Phase-III refinery project at Mangalore in Dakshina Kannada district of
Karnataka.
On 14 October 2009, Engineers India invited bids for composite works for HCU-I
revamp project at Mangalore refinery in Dakshina Kannada district.

pressure vessel-CS (26-50 MM), pressure vessel-CS (upto 25 MM) for Mangalore
refinery project Phase-III.

On 05 January 2010, the project received in principal approvals from State High
Level Clearance Committee (SHLCC).
On 05 January 2010, IVRCL Infrastructure and Projects bagged an order for the
construction of offsite buildings for Phase-III refinery project of Mangalore refinery.
On 10 January 2010, BHEL invited bids for construction of 2 nos. of 120 m RCC
chimney, civil, structural, electrical, C&I and allied works at Phase-III refinery
project for MRPL captive power plant Mangalore.
On 21 January 2010, bids were invited for mechanical works for offsite for Phase-III

February 2010: On 10 February 2010, Engineers India invited bids for mechanical
works for Sulphur block of Phase-III refinery project Mangalore.
March 2010: GEI bagged an order from Toyo Engineering India for crude
distillation unit/vacuum distillation unit and balance of played of Delayed coker
unit of the project.
On 04 March 2010, Engineers India invited bids for transportation of ODC for
PFCC unit of Phase-III refinery project of MRPL at Mangalore.
On 10 March 2010, Engineers India invited bids for electrical and instrumentation

April 2010: Punj Lloyd secured two contracts worth Rs 235 crore for a process unit
and for providing off-site facilities at the Mangalore Refinery.
April 2010: On 15 April 2010, Jacobs Engineering India invited bids for carrying
out instrument installation works of CDU.VDU, CFC LPG treating and ATF treating
units project at Mangalore refinery.
On 19 April 2010, Jacobs Engineering India invited bids for carrying out electrical

June 2010: On 02 June 2010, Engineers India invited bids for construction of
retaining walls for polypropylene unit of phase-III refinery project at Mangalore

27 July 2010: Around 46 per cent of the project work was completed on Phase III
expansion-cum-upgradation project with completion scheduled for October 2011.

August 2010: The Phase III expansion-cum-upgradation project hit a road block
due to a land dispute with a local farmer in Mangalore in Karnataka resulting in a
loss of Rs 600 crore.

On 17 January 2011, Engineers India invited bids for transportation of ODC for
polypropylene unit of Phase-III refinery project, Mangalore in Dakshina Kannada
district of Karnataka.
February 2011: On 07 February 2011, bids were invited for surface preparation by
grit blasting by auto blast M/c, supply and application of primer paints on piping
materials, pipe supports etc. for offsite piping work of Phase-III expansion work at
MRPL Mangalore in Dakshina Kannada district of Karnataka.
On 28 February 2011, bids were invited for fabrication, erection of above ground
piping and allied works for new mechanical works for offsite for Phae-III refinery
project.

Worth Rs 52.50 crore for carrying out site grading works (additional Part-C)
for off-site of Phase-III Refinery Project.

Worth Rs 26.14 crore contract for RCC works, including pavement of U/G
piping for Polypropylene Unit of the refinery.

On 05 March 2011, Engineers India Ltd. invited bids for building works (additional)
for offsite for Phase-II refinery project of M/S Mangalore refinery and
petrochemicals Ltd. Mangalore.
An amount of around Rs 5100.00 crore was incurred so far for the project.
March 2011: Jaihind Projects bagged two orders from Mangalore Refinery and
Petrochemicals (MRPL):

April 2011: On 09 April 2011, bids were invited for mechanical works for
polypropylene unit of phase-III refinery project at Mangalore in Dakshina Kannada
district of Karnataka.
On 15 April 2011. bids were invited for the following works:

Boiler water treatment program for hydrogen plant, Phase-1 and 2 at


Mangalore refinery in Dakshina Kannada district of Karnataka.
Boiler water treatment program for CPP as per technical specification and as
per tender at Mangalore refinery in Dakshina Kannada district of Karnataka.

On 20 April 2011, bids were invited for composite works for SPM and associated
facilities project at Mangalore in Dakshina Kannada district of Karnataka.
May 2011: 15 May 2011: EIL have already completed ordering of major long lead
equipments like Booster Pumps with Diesel Engine, SPM, Bare Pipe, Valves, Pipe
Fittings etc and ordering for the balance items is in progress. The Civil and
Structural Work Contract, Sub Sea Pipeline and SPM Installation Contract are
placed. Civil and Structural Work for the Booster Pump Station was in progress in
NMPT Limits. The Progress of the Project as on 15.05.2011 was 15.7 per cent.
June 2011: The project was likely to be delayed due to land issue.
10 June 2011, bids were invited for material handling services for Mangalore
refinery in Dakshina Kannada district of Karnataka.
15 June 2011: The Project achieved a overall progress of 84.4 per cent (Actual) as
against schedule target of 92.7 per cent.
The captive power plant being executed by BHEL has acheived overall progress of
81.3 per cent against schedule of 96.6 per cent (BHEL indicated 6 months delay in
completion.)

Polypropylene unit : The site work has been delayed due to PDF problems in this
area. This has resulted in shifting the location of the unit. Site grading work has
been carried out in the new location and is now ready for start of civil works. Fresh
clearance from MoEF as required due to shifting of PP unit from MSEZ to MRPL
Phase III Area was expected Shortly.
Polypropylene (PP) project has achieved a progress of 64.2 per cent (Actual) as
against target of 67.2 per cent (Scheduled) as of 15 June 2011. Proactive actions
have been taken to minimise delay from approved mechanical completion target of
April 2012 and commissioning by July 2012.
Cost Commitment made for Polypropylene Project was Rs.1,290.56 Crore and the
expenditure incurred was Rs.301.6 Crore as of 15 June 2011.
July 2011: On 30 July 2011, bids were invited for electrical and instrumentation
works for polypropyline Unit of Phase-III, Mangalore refinery in Dakshina Kannada
district of Karnataka.
August 2011: On 02 August 2011, bids were invited for pump-centrifugal
horizontal for crude oil strategic storage project at Mangalore & Padur in
Karnataka.
On 03 August 2011: Simplex Infrastructure bagged an order worth Rs 23.52 crore
from Engineering India for mechanical works for polypropylene unit of Phase-III.
Completion was scheduled for14 months.
17 August 2011: L&T Heavy Engineering completed manufacturing four critical
reactors in Sohar, Oman for the project.
September 2011: The IVRCL Group bagged an order from Mangalore Refinery and
Petrochemicals for Building works (Additional) for offsite for Phase III.
14 November 2011: Bids were invited for civil & structural works (Part-2) for
Phase-III Refinery Project of Mangalore Refinery and Petrochemicals Ltd. at
Mangalore in Karnataka.
14 December 2011: Around 50 per cent of the mechanical works of the
polypropylene unit of the Phase III was completed.
08 January 2012: Engineers India invited bids for miscellaneous civil & structural
works for Polypropylene Unit of Phase-III Refinery Project of M/s MRPL, Mangalore
in Karnataka.
15 January 2012: Around 91.50 per cent of the civil work was completed on the
project.
30 January 2012: RPP Infra Projects secured an order worth Rs 23 crore includes

civil and structural works at the Phase III with completion period of five month.

Around 94.70 per cent work on Phase III expansion of refinery was completed.
06 June 2012: The Karnataka Government sanctioned special incentive package
for Phase III expansion and up gradation of MRPL.
21 June 2012: Engineers India invited bids for VOC collection and treatment unit
for Phase-II Mangalore Refinery Project in Dakshina Kannada district of Karnataka.
05 July 2012: The project was delayed due to delay in completion of power unit by
BHEL.
Power unit was expected to be complete by end-July 2012 with completion rescheduled for the project by December 2012.

25 July 2012: The Single Point Mooring (SPM) system was likely to be commence

trial operations in August 2012 and fully operational by January 2013 as the
company was awaiting for the necessary approvals from ministry for
commissioning.
11 August 2012: The captive plant of the project was expected to be commission
by end-September 2012.
17 September 2012: Completion of the project was re-scheduled for March 2013.
18 September 2012: Bridge & Roof Co. (India) Ltd. bagged a contract worth Rs
1.25 crore for erection, installation and per-commissioning of wet gas compressor
for PFCC unit.
28 September 2012: Bids were invited for annual rate contract for civil
maintenance jobs in MRPL Phase-III refinery and non plant building areas at the
project.
29 September 2012: As told to ProjectsToday (PT), around 60 per cent civil and
structural works of Phase III was completed.
10 October 2012: Bids were invited for balance civil and structural works for the
project.
23 October 2012: Bids were invited for the construction of reinforced earth wall
and associated civil works for the project.
24 October 2012: Around 95 per cent work of captive power plant was completed
with completion scheduled for December 2012.
Heat recovery steam generator 1 was expected to be deliver by November 2012.
15 November 2012: Bids were invited for refinery lab and PP lab additions &
modifications for the project.
06 December 2012: Bids were invited for civil works for warehouse refurbishment
at the project.

evacuation for Phase-III of the project.
26 June 2013: Bids were invited for supply of sample conditioning system for poly
propylene unit of Phase-III Refinery project of M/s MRPL, Mangalore in Uttar
Kannda district of Karnataka.
26 July 2013: Engineers India invited bids for balance insulation work for PhaseIII of the project.
02 September 2013: The company has commissioned Single Point Mooring (SPM)
system handling upto Very Large Crude Carrier (VLCC) on 30 August 2013.
03 October 2013: The polypropylene unit of the project was nearing completion
and was expected to complete by February 2014.
30 October 2013: Around 99.27 per cent work on the Phase-III was completed.
Around 91.40 per cent work of the polypropylene was completed and expected to be
commissioned by March 2016.
Besides, the required facilities like the Gas Turbine 1 and 2, along with the Heat
Recovery Steam Generator, and one of the utility boilers of the co-generation power
plant awarded to BHEL have been made operational.
The DCU and the PFCCU was likely to be completed and feed cut will be taken by
the end-December 2013.
