EXECUTIVE SUMMARY
Samuel N. Lombardo and Ralph Mazzocchi wish to embark on a new project to develop
what is now known as Zellem Printing, a beautiful brick warehouse, located at 526 North
Charlotte Street. The project faces the successful Clipper Magazine Stadium, is flanked to
the West by Franklin & Marshall College, and the Lancaster Arts Hotel to the North. It is the
hope of Samuel Lombardo, owner and Chief Executive Officer of Pennsylvanias largest
independent insurance agency, The Benecon Group, to create a blend of mixed-use
commercial space and retail stores to the vibrant and growing James Street Development
District. The development plan will incorporate and compliment the historic nostalgia of
historic Lancaster City to the already established businesses that now line the streets of
James Street Development District.
The Northwest quadrant of Lancaster City has already begun a renaissance in growing
toward a distinct and unique attraction for all of Lancaster County and beyond. With the
success of the Clipper Stadium, the recent grand opening and debut of the Arts Hotel, the
proposed development for the Armstrong properties, and of course the current building of the
new F&M College Square Development along Harrisburg Pike, this proposal will hope to make
a valuable contribution to all major stakeholders.
The developers will evaluate several different options and alternative plans to find the
successful mix of retail storefronts, commercial use, and residential condominiums to
compliment the needs of the area and the Lancaster Community at large.
The proposed Marco Polo Restaurant will be featured as the flagship tenant and serve a
unique style of Italian and Asian Fusion foods while complimenting other established eateries
in the area. The preservation of historic ambiance and style will be central to this project.
The developers hope to help the James Street Development District grow into one of the
most attractive and popular dining destinations in Downtown Lancaster.

RESTAURANT OVERVIEW
The proposed restaurant space is approximately 2460 square feet. This does not include
the kitchen areas. The kitchen will extend an additional 800 square feet.
The Lancaster Restaurant scene has exploded in the past 10 years. The redevelopment of
Prince Street with its many boutiques, art galleries, the initiation of First Fridays, the
construction of Clipper Stadium, and Lancaster Arts Hotel have all contributed to the basic
revitalization efforts of the city. With this revitalization comes a new awareness and
acceptance to urban-type thinking, something that has been missing in Lancaster. People
are now treating Lancaster City with more entertainment purposes, where as before the
Lancaster public utilized the City to work in or just visited one destination per evening. There
were no connect-the-dots so to speak. With this change in Lancaster come the attitudes that
have been more urbanely accepted. This shift makes, in our vision for 526 East Charlotte
Street not only timely in regards to restaurant usage, but essential. We believe with the
right theme, marketing programs and culinary motif, we would not only compliment but help
entice and accelerate the mission of the James Street District.
In keeping with the diverse ethnicity of the Lancaster Community, a progressive culinary
style is proposed, Authentic Italian with Asian influences. The food will draw on regional
Italian styles, utilizing Asian ingredients. The concept is new, fresh, and lends itself to the
basic popularity of both Italian and Asian food. We are now considering the obvious name of
Marco Polo because of the historical and cultural references.
In todays marketplace the competition for the business dollars is not only fierce, but also
quite fickle. We hope to capitalize on three basic marketing tenants:
1. Make people feel comfortable, whether ordering just appetizers or a fivecourse dinner; whether wearing jeans or a business suit, we want people to
feel that they belong to the surroundings.
2. Provide the most innovative product and most well prepared product without
compromising quality.
3. While change is important, familiarity and accommodating your market-bse
like they are special on every visit, will help form a true sense of culinary
loyalty.
We believe that with our culinary experience and reputation, our concept will help elevate
the overall renaissance now taking place in Downtown Lancaster, and will compliment the
ideas outlined by Architect Jeff Wyatt for the remainder of 526 North Charlotte Street.

Samuel N. Lombardo began business in 1977 as the sole proprietor of S .N. Lombardo
Insurance Agency, selling property and causality insurance for Federal Kemper. By 1986, with
nine years of experience, he had $265,000 in annual gross commission income and a three
person administrative staff. The S. N. Lombardo Insurance Agency grew the business by
purchasing the R. U. Fasnacht Insurance Agency in Ephrata and merged them into one company.
In 1988 to diversify into other lines of business, a five-township insurance cooperative study
committee was formed. This study committee led to the formation of a new company - InterMunicipal Insurance Services (IMIS) in 1992. The business grew and in an effort to gain
additional capital and to broaden the managerial staff, a partner bought into the agency.
Benecon Insurance Group was later established and grew into Central Pennsylvanias
number one independent insurance agency. According to 2006 data, the Benecon Insurance
Group produced annual sales volume of over $324 million dollars. With four divisions, the
brokerage business services over 200 insurance brokers, 125 municipal clients, and over 100
clients with actuarial compliance.
With $12,500,00 in revenue, the Benecon Group was
recognized twice as a member of INC fastest growing 500 companies, and four times as Central
Pennsylvanias top fifty fastest growing companies.
Benecon believes that there are four values that have formed the foundation for its
success: Integrity Exceeding Customer and Employee Expectations Acting with a Sense of
Urgency Being Innovative Developing a Culture of Support. Benecon owes much to the
community because the health of the community is important to the employees, the customers
and its business.
Samuel Lombardo contributes time, energy, and financial aid to a host of
local charitable organizations and encourages and supports his employees to do the same.
Company policies accommodate both community involvement and charitable contributions.
Samuel Lombardo is active with the Schreiber Pediatric Center, Millersville University,
Lancaster Symphony Orchestra, Lancaster Conservancy, Penn Manor School District, and Saint
Phillips Catholic Church. He as chaired capital campaigns and social events, and has established
a charitable giving committee that concentrates on such areas as: healthcare and disease
prevention, educations and the arts, and economic development for communities in need.
Benecon encourages a wide array of civil community support and involvement.
