Village of Fleischmanns
Special Meeting
July 8, 2015
The Village of Fleischmanns Board of Trustees held a Special Meeting on Wednesday,
July 8, 2015 at the Fleischmanns Movie Theatre located at 932 Main Street,
Fleischmanns, New York 12430 at 10:00 a.m. Present were: Mayor Donald E. Kearney,
Deputy Mayor Harriet L. Grossman, David Yates and Fred Woller. Benjamin Fenton was
absent.
Special note: Mayor Kearney appointed Fred Woller as Village Trustee to replace Lewis
Grocholl who unexpectedly and sadly passed away on July 5, 2015.
Mr. David C. Hultenius, PE, a licensed professional engineer in New York, PE. # 69386
submitted an inspection letter dated June 23, 2015 to Mr. Fred Beemer of the Mark
Project, Inc. on the Fleischmanns Theatre-Faade Inspection. The Village Trustees and
the Mark Project, Inc. reps met at the Fleischmanns Movie Theatre to discuss the
observations of Mr. Hultenius to determine a course of action.
Based on Mr. Hultenius inspection:
1. The steel lintel, consists of an assemblage of structural steel members including an
L4x3x3/16 angle bolted to a 10 deep channel. Immediately adjacent and parallel to the
lintel is a 10 deep channel. Immediately adjacent and parallel to the intel is a 10 deep
channel.
2. In light of the steel lintel being no longer structural sound, there are several
possible fixes that my be considered:
a) Alternative 1 Replace Lintel with New Steel Lintel Although this
alternative may seem the most obvious choice, it involves significant and
careful labor to remove all the brick immediately above the lintel while at the
same time providing temporary shoring of the remaining height of the brick.
After a new steel lintel is placed, the removed brick must be painstakingly re-set
in place. The costs associated with the effort and liability necessary to adequately
accomplish this alternative may be beyond the budget constraints.
b) Alternative 2 Provide new Steel Columns to Support Lintels - The existing
lintels span a distance ranging from 14-0 + to as much as 19 2: +. Adding
new 3x3 + tube steel columns to reduce the spans will greatly reduce the
demand on the existing lintels. However, adding new columns will undoubtedly
alter the existing aesthetics and involve constructing new concrete footings.
Architecturally, the new steel columns will need to be wrapped in some type of
framed (or masonry) covering. The new columns added within the locations of
the glazed storefronts will need to be incorporated into the new glazing.
c) Alternative 3 Add New Steel Beam directly Beneath Existing Lintels This
method involves adding a new 10 + deep steel beam directly beneath the existing
lintel and supported at both ends by new 3 x 3 + steel columns. Similar to
Alternative 2, the new columns may need to be boxed in, as well as providing
some sort of wrap around the new steel beam.
Motion made by Fred Woller to approve that since the lentil beams above the windows
have started to rot and delaminate and are not considered to be structurally sound any
more the Board agreed to go with Alternate 2 adding new 3x3 tube steel columns to
reduce the spans under the windows. This is referred to in the engineering report. The
Board also agreed to not remove all of the brick faade and instead patch the existing
brick faade and paint it with a special brick paint. The Mark project was going to
contact the contractor and have him resubmit the estimate removing the brick work and
adding the steel columns. Any left over money is to be applied to the other areas of the
building such as the electrical upgrades and repairs. Motion seconded by Harriet L.
