Village of Fleischmanns

Board Meeting
July 13, 2015
The Village of Fleischmanns Board of Trustees held their regular Village Board meeting
on Monday, July 13, 2015 at the Skene Memorial Library. Present were: Mayor Donald
E. Kearney, Harriet L. Grossman, Ben Fenton, David Yates and Fred Woller.
Lewis Grocholl
A moment of silence was held in honor of former Village Board Trustee, friend, and
neighbor, Lewis Grocholl who passed away July 5, 2015.
Tennis Tournament/July 31, 2015
Brandon Belaski was present at the meeting representing Tennis Everyone & Mark
Birman. Brandon advised the Board & the public that the Tennis Tournament will be
held on July 31, 2015 hosted by Mark Birman and Sindy Becker. It will be held from
9:00 a.m. to Sunday 6:00 p.m. weather permitting. Gody Whites will be serving food at
the tournament. Mr. Birman would also like to know the status on the benches, the water
removal equipment, and the rollers.
Mayor Kearney advised that it would be a better idea to have the invoice from Gamma
for the tennis supplies to read sold to: the Village of Fleischmanns to avoid any issues
with FEMA reimbursement. Ben Fenton advised that if that can be changed, the Village
can buy the equipment tomorrow. Brandon will relay that message to Mr. Birman.
Fleischmanns Art Fair
John Granito informed the Village Board that an Art Fair was being planned to be held at
the Old Fire House Square; Halcott Road, Breezy Hill Road, and Main St. It will be an
outdoor event. It will be artists by invitation. It will be held on Saturday, Aug. 15th, 2015
and run from 11:00 a.m. till 6:00 p.m. The Tinderbox is also having their anniversary
sale and The Zoom Gallery will also be holding a Santos event. Everything will be held
on village sidewalks & there will not be any road closings.
Motion made by Donald E. Kearney to approve the holding of the 1st Annual Art Fair in
the Village of Fleischmanns as stated above. Motion seconded by Fred Woller. Donald

Delaware Operations
Purchase Orders
Motion made by Fred Woller to pay the following purchase orders for the month of July,
2015: HACH Company, ph buffers 3 pack of gallons, 1 at $78.07, colorless 7 buffer
gallon, 1 at $38.65, total cost of request $116.77, reason for purchase: pH meter uses
standard buffers for calibration; Slack Chemical, sodium thio-sulfate 10-50 lb bags, 500
lbs. @ $1.00/lb, total cost of request: $500.00, reason for purchase: chemicals used in the
treatment process; Slack Chemical, 60% magnesium hydroxide, 55 gal. drums, 220 gal.
@ $4.20/gal., total cost of request: $924.00, reason for purchase: treat plant flow for
alkalinity and pH, Slack Chemical, bulk coagulant (PAC), GAL., 300 GAL. @

WWTP/ MONTHY REPORT/JUNE 2015
At this time the WWTP is running through most of the month at an increased rate of flow
and discharges effluent flow from the facility every day of the week. Operators continue
to monitor the pump station and the collection system on a daily basis.

WATER DEPT. UPDATE


Jim Buchan addressed the issue of using fire hydrant water to fill a pool up on Breezy
Hill Road which he informed the owner would have to be paid for. Jim also spoke about
a leak & repair on Switzerland Avenue, etc.
Delaware Engineering/John Brust
John Brust advised that the Playground had been completed & they were waiting for the
last invoice from the contractor. As to the Snack Shack we have the results of the bidding
process. We have one general contractor & our opinion is that the cost is higher than
anticipated. John said the Village should get FEMAs approval of the costs. Should this
not work for us, Delaware Engineering will talk to more contractors.
Village Pool/Brad Finch
Mayor Kearney explained to the public that there were serious cracks in the wall on both
sides of the pool. The pool was filled half-way & the water went down about a foot &
in 3 days. One scenario recommended was on the outside of the pool by the cracks is to
build a concrete pilaster to support it & angle the wall for that so it no longer moves. The
two pilasters, part of the gutter and crown that has to be replaced should cost around
$5,000.00 to $6,000.00.

Village Pool/Operating Costs
Motion made by Harriet L. Grossman to open a special escrow account fund for
operating costs on the Village Pool. Motion seconded by Fred Woller. Harriet L.
Grossman-Aye. Fred Woller-Aye. Donald E. Kearney-Aye. Ben Fenton-Aye. David
Yates-Aye. All in favor. Motion so carried.
Ballot for Executive Committee of the Coalition of
Watershed Towns
Motion made by Harriet L. Grossman to appoint Mayor Diana Cope, Mayor, Village of
Margaretville, as a two year term regular member of the Coalition of Watershed Towns.
Motion seconded by David Yates. Harriet L. Grossman-Aye. David Yates-Aye. Donald
E. Kearney-Aye. Ben Fenton-Aye. Fred Woller-Abstained. Motion so carried.
Merwin/Easement
The following letter dated June 25, 2015 from Joanie Merwin of 120 Grocholl Road,
Fleischmanns, NY was received by email regarding Parking & Village Property:
My husband and I have been using the adjacent Village owned parcel located on Grocholl
Road for additional temporary parking since 2004. We have maintained the small parcel
by leveling the lot, mowing, snow removal, planting trees and maintaining the water
ditch.
At this time my husband and I would like to request an easement of in perpetuity in
exchange for maintenance and beautification of this parcel of land located on Grocholl
Road. Prior precedent has been established for an easement of in perpetuity by the
Village for Village land located east of the Village and Mark Birman several years ago. I
believe the arrangement was somewhat similar that he was to use the land for parking in
exchange for beautification and maintenance. Since prior precedent has been established,
my husband and I both request fair and equal opportunity since this door has been
opened.
Thank you for your time and attention to this matter.
Village Attorney, Carey Wagner, Esq. advised he would draw up a license agreement
which he said could contain restrictions.
Delaware County Youth Bureau
Motion made by Harriet L. Grossman to hire Martin Morales son Abraham for 160 hours
of work through the summer at the rate of $8.75 Hr. which will be reimbursed to the
Village by the County. Motion seconded by Fred Woller. Harriet L. Grossman-Aye.

Planning Board Appointment/Bud Sife
Motion made by Fred Woller to appoint Bud Sife to the Village of Fleischmanns Planning
Board for a term of two (2) years. Motion seconded by Ben Fenton. Fred Woller-Aye.

Public Input
Discussion was held as to construction work on the movie theatre, disincorporation, ball
field restoration, Part Time Account Clerk, CHIPS, etc.
Workshop
Mayor Kearney & the Village Board set a tentative date of Wed., Aug. 5th, 2015 for the
holding of a workshop on the proposed LL for amending water rates in the Village of
Fleischmanns.
Playground/Funding
Motion made by Fred Woller to pay $45,667.50, which is FEMAs reimbursement portion
of the Playground & the surfacing, from the Village General fund to Pettinelli &
Associates, Inc. Motion seconded by David Yates. Fred Woller-Aye. David Yates-Aye.
