ESTABLISHMENT
TheAssociationofSoutheastAsianNations,orASEAN,wasestablishedon8August1967inBangkok,Thailand,withthesigningoftheASEANDeclaration(BangkokDeclaration)bytheFoundingFathersof
ASEAN,namelyIndonesia,Malaysia,Philippines,SingaporeandThailand.
BruneiDarussalamthenjoinedon7January1984,VietNamon28July1995,LaoPDRandMyanmaron23July1997,andCambodiaon30April1999,makingupwhatistodaythetenMemberStatesof
ASEAN.
AIMSANDPURPOSES
AssetoutintheASEANDeclaration,theaimsandpurposesofASEANare:
1. Toacceleratetheeconomicgrowth,socialprogressandculturaldevelopmentintheregionthroughjointendeavoursinthespiritofequalityandpartnershipinordertostrengthenthefoundationfora
prosperousandpeacefulcommunityofSoutheastAsianNations
2. TopromoteregionalpeaceandstabilitythroughabidingrespectforjusticeandtheruleoflawintherelationshipamongcountriesoftheregionandadherencetotheprinciplesoftheUnitedNations

3. Topromoteactivecollaborationandmutualassistanceonmattersofcommoninterestintheeconomic,social,cultural,technical,scientificandadministrativefields
4. Toprovideassistancetoeachotherintheformoftrainingandresearchfacilitiesintheeducational,professional,technicalandadministrativespheres
5. To collaborate more effectively for the greater utilisation of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the
improvementoftheirtransportationandcommunicationsfacilitiesandtheraisingofthelivingstandardsoftheirpeoples
6. TopromoteSoutheastAsianstudiesand
7. Tomaintaincloseandbeneficialcooperationwithexistinginternationalandregionalorganisationswithsimilaraimsandpurposes,andexploreallavenuesforevenclosercooperationamongthemselves.
FUNDAMENTALPRINCIPLES
Intheirrelationswithoneanother,theASEANMemberStateshaveadoptedthefollowingfundamentalprinciples,ascontainedintheTreatyofAmityandCooperationinSoutheastAsia(TAC)of1976:
1. Mutualrespectfortheindependence,sovereignty,equality,territorialintegrity,andnationalidentityofallnations
2. TherightofeveryStatetoleaditsnationalexistencefreefromexternalinterference,subversionorcoercion
3. Noninterferenceintheinternalaffairsofoneanother
4. Settlementofdifferencesordisputesbypeacefulmanner
5. Renunciationofthethreatoruseofforceand
6. Effectivecooperationamongthemselves.
ASEANCOMMUNITY
TheASEANVision2020,adoptedbytheASEANLeadersonthe30thAnniversaryofASEAN,agreedonasharedvisionofASEANasaconcertofSoutheastAsiannations,outwardlooking,livinginpeace,
stabilityandprosperity,bondedtogetherinpartnershipindynamicdevelopmentandinacommunityofcaringsocieties.
Atthe9thASEANSummitin2003,theASEANLeadersresolvedthatanASEANCommunityshallbeestablished.
At the 12th ASEAN Summit in January 2007, the Leaders affirmed their strong commitment to accelerate the establishment of an ASEAN Community by 2015 and signed the Cebu Declaration on the
AccelerationoftheEstablishmentofanASEANCommunityby2015.
TheASEANCommunityiscomprisedofthreepillars,namelytheASEANPoliticalSecurityCommunity,ASEANEconomicCommunityandASEANSocioCulturalCommunity. Each pillar has its own
Blueprint,and,togetherwiththeInitiativeforASEANIntegration(IAI)StrategicFrameworkandIAIWorkPlanPhaseII(20092015),theyformtheRoadmapforanASEANCommunity20092015.

ASEANCHARTER
TheASEANCharterservesasafirmfoundationinachievingtheASEANCommunitybyprovidinglegalstatusandinstitutionalframeworkforASEAN.ItalsocodifiesASEANnorms,rulesandvaluessets
cleartargetsforASEANandpresentsaccountabilityandcompliance.
TheASEANCharterenteredintoforceon15December2008.AgatheringoftheASEANForeignMinisterswasheldattheASEANSecretariatinJakartatomarkthisveryhistoricoccasionforASEAN.
WiththeentryintoforceoftheASEANCharter,ASEANwillhenceforthoperateunderanewlegalframeworkandestablishanumberofneworganstoboostitscommunitybuildingprocess.
Ineffect,theASEANCharterhasbecomealegallybindingagreementamongthe10ASEANMemberStates.
