1.0 INTRODUCTION

Collective security is being one of the fundamental elements in defending the nation as well
as maintaining the international peace and security of nations. In general, collective security
can be defined as a type of coalition building strategy that aims to defend the security of each
other and defend each other from external threat or an attack launch by foreigner. There is a
principle applied which is an attack against one, is an attack against all. However,
collective security can be said are more effective for a nations to encounter the threat than the
nation act alone. For example, one of the organizations that familiar nowadays with collective
security is United Nations organization. Acknowledgement of United Nations as body
organization that responsible to ensure the maintenance of international security and peace
was started when League of Nations fails to encounter the certain problem during World War
1 that led to its failure. In addition, United Nations organization is the example for collective
security body that encourage international cooperation and deterrence on the balance of
power that will lead to competition and conflict.

2.0 COLLECTIVE SECURITY IN UNITED NATION CHARTER

The charter regarding on collective security in the UN charter has been signed on 7 October
2002, states that every member of the treaty should acting in strict compliance with their
obligations under the UN Charter, resolutions of the UN Security Council, being guided by
the universally recognized principles of international law and they also striving of favourable
and stable conditions of states by ensuring their safety, sovereignty and territorial integrity.
According to Article 1 UN charter, members of treaty of Collective Security Treaty
Organization (CSTO) are referred as organization. However in Article 3 of Un charter state
that the goal and principle of CSTO which is to strengthening the peace, international and
regional security, stability, protection of independence on a collective basis, territorial
integrity and sovereignty of the Member States, in achievement of which the Member States
prefer political means. Besides that, all the provision state in the UN charter based on
Collective Security are given brief prescription on what should they achieve and how to
obtain that objective. As mention in Article 7, The Member States shall take joint measures to
achieve the purposes of the Organization to form thereunder the efficient system of collective
security providing collective protection in case of menace to safety, stability, territorial
integrity and sovereignty and exercise of the right to collective defence, including creation of
coalition (collective) forces of the Organization, regional (united) groups of armies (forces),
peacekeeping forces, united systems and the bodies governing them, military infrastructure.
The Member States shall also interact in the spheres of military and technical (military and
economic) cooperation, supplying of armed forces, law enforcement agencies and special
services with necessary arms, military, special equipment and special means, as well as in the
spheres of training of military cadres and experts for the national armed forces, special
services and law enforcement agencies1.

3.0 COLLECTIVE SECURITY IN UNITED NATION ORGANISATIONS.


UN collective security is based on two fundamental criteria which is in order to ensure the
prompt and effective action by United Nations, the member of United Nations confer to
Security Council to serve the primary responsibility for maintenance of international peace
and security which stated in Article 24 UN charter. Secondly, all members of United Stated
should in order to contribute to the maintenance of international security and peace, they
should give commitment in special agreement or agreement, armed forces, assistance and
facilities that include the right of passage and that is necessary for maintaining the
international peace and security which stated in Article 43 of UN charter.
United Nations collective security action can be seen through economic sanction imposed
United Nations to Iraq in 1990 which the act was give greater impact towards civilian people
than the Iraqi government. In this matter, The UN General Assembly urged to lift up the
economic sanctions imposed to the Iraq country because its more give an impact on human
suffering than Iraqi government itself, this is to restore security and internal peace. Economic
sanction imposed by international community has given the stronger impact to the target
country than unilateral embargo to the respective sanction.
Nevertheless, multilateral action cannot beyond the principle of proportionality and respect of
human right which are stated in UN collective security system. However, UN collective
security system also in collaboration to combat an international crime, one of its are
terrorisms. The effort to maintain international peace and security on the other hands and the
principle of proportionality are must move along in order to restore the international peace
and security. The most important organ in UN organization is Security Council that being the
legitimate authority, in the matter of collective security by adopting the necessary measure to
against terror and any kind of terror that could violate the international peace and security.

The collective security system in UN is expected to be more efficient, robust, and credible to
address external threat that may violate the international peace and security. The effectiveness
is depends not only the legitimation of decisions but also common perceptions of their
legitimacy.

4.0 CONCLUSION
In conclusion, United Nation collective security are vital important nowadays to deter the
threat and maintaining the international peace and security. The role plays by every members
are also contributing to the success of the collective security, contributing can be in term of
armed forces, assistance and facilities in supporting the collective security of UN. However
it is very important that to ensure every decision made by higher authority must not against
the human right and the principle state in the UN which is principle of proportionality.
Besides having a legitimate decision and perceptions, UN collective system should be much
effective, robust and credible to deter any kind of threat that may harm the nations as well as
violate the international peace and security.
