Biting the Bullet
Two big international events which the country is
hosting this month necessitate an immediate solution
to the laglag-bala racket at the NAIA.
These are the Asia Pacific Economic Cooperation
(APEC) Economic Leaders' Meeting from 1819
November 2015 in Manila; and the Pacific Asia Travel
Association (PATA) New Frontiers Forum on Nov. 2527 in Albay.
The bullet-planting scam which has become a
national source of shame needs not just a deeper
investigation, as suggested by Liberal Party
candidate Mar Roxas in his recent Bicol visit but a
total shake-up in the NAIA operations.

We need not repeat the obvious. This
scheme is
nothing new in the NAIA culture which has become
synonymous with bribery and extortion activities,
albeit, in either discreet or embarrassing ways.
We are saying the bullet planting is rooted in
the Pinoys creativity at designing schemes to earn
money the easiest way.
Those who are doing this therefore are clearly
dyed-in-the-wool shady characters.
Ergo, the Pnoy administration should not just
make a teka-teka or well dig into that, assurance
about it.
It either should take the advice of the police chief
in the Charles Bronson movie, Death Wish, to scare
off, the vigilante Paul Kersey which Bronson plays;
or quote Dirty Harrys question to a rogue cop: Do I
feel lucky?
Were saying the Aquino administration should
bite the bullet in the bullet planting brouhaha at
NAIA.

Raising the Ante

Whoever is ripping the tarps of UNA candidates


Arnie Fuentebella and Peachy Alfelor-Moraleda is
not helping raise the level of political campaign in
the province.
We do not think that it is the people of the
incumbent in the Capitol behind this for otherwise,
they are doing a disservice to their boss who was
picked way back by a glossy magazine where he
was featured as one of Men who Matter.
We are certain Gov. Migz Villafuerte wants to
matter and continue to matter for the people of
Camarines Sur; and this he will show by leading
by example to ensure that the elections will be one
that will be fought on platforms and principles and
not personalities.
We do not think that he will direct his men to go
on a tarp-ripping operation, just like what happened
to that tarp at Palestina which clearly was directed
at his administration.
We nevertheless, along the principles of
transparency and accountability, demand that the
good governor should answer what was printed on
that tarp.
On the other hand, if this tarp-tearing is the
handiwork of a third invisible party, then it will be
everybodys job to ensure that the coming election
will, as hoped for by the regional COMELEC chief,
be relatively peaceful.

FLIGHTS: Over 350 flight schedules
both domestic and international have
been cancelled from Nov.15 to 20 due
to the upcoming Asia Pacific Economic
Cooperation Leaders Summit. Up to 21
global leaders are expected to attend.
Much earlier, the DOTC had already
advised the Philippine flag carriers about
the periodic runway restrictions to be
imposed for the duration of the summit.
The insufficiency of our runways has

The flight cancellations are called for to
prevent further congestion that is already
being experienced at the NAIA. The
problem is exacerbated by unpredictable
weather conditions that also cause flight
delays. There had been experiences
of airplanes running out of fuel in the air
while waiting for the signal to land. Some
of the flights are being diverted to Clark
Airport which causes inconveniences
to passengers, especially those with
connecting flights.
ROAD TRAFFIC:
Traffic rerouting
schemes will also be implemented along
major MManila roads. Express/VIP lanes
will be made accessible only to APEC
vehicles. Malacanang is now encouraging
MM residents to go out of town. In our
desire to please the delegates, we want
Filipinos to sacrifice. Why dont we just
show our visitors the fact that we are a
poor country, with lots of problems? Our

Many who have booked flights as early
as July when the President announced
that Nov. 18 and 19 would be non-working
holidays are also having problems. Their
flight cancellations leave no alternative
because their planes wont be flying to
their destinations. How can people fly out
of MM when their pre-booked flights have
been cancelled? Does this show lack of
planning on the part of our government
or plain braggadocio? Ano ba ito - Haay,

CREDIT: Consumer loans extended
by Philippine banks jumped by 19.3% in
the first semester of 2015 on the back
of the strong demand for auto and real
estate loans. BSP data showed consumer
loans extended by universal, commercial
and thrift banks amounted to P959.2B
up to end-June, which is P155.13B
higher compared to P802.05B last year.
The amount is 2.83% or P26.4B higher

compared to P932.78B booked in end


March 2015.
The BSP reported that auto loans
reached P259.36B in end-June,
P52.32B more compared to P207.04B
in same period last year. Residential
realty loans surged 17.34% to P409.2B
in end-June from P348.7B last year
amid tightening of credit standards
imposed by banks. Residential realty,
however was P2.27B lower compared
to P411.4B booked in March this year.
BSP Loan Officers Survey showed
banks imposed tighter credit standards
for the 13th straight quarter.
INCOME TAX:
The Philippines
has the highest corporate income tax
rates among the ASEAN six. Our high
corporate income tax rate puts us in a
slippery slope. With the advent of the
ASEAN Economic Community next
year, businesses, large and small, can
invest freely across ASEAN states
without capital controls. Other things
considered, why will investors choose
to set up shop in the Philippines when
our own government takes the largest
chunk of their income?
As of now, Phl gets the least foreign
direct investments (FDIs) in the ASEAN

Indonesias $25.6B. This year, our FDIs
are down by 40%. It goes to show that

OCD claimed it was not able to release
the funds due to failure of claimants to

no longer submit precisely because of the
calamity typhoon that struck them in the
armed conflict that plagued them.
Anak Pawis Rep. Fernando Hicap
said in a statement: The rage of typhoon
victims is indescribable over the Aquino
government criminal negligence, many
have lost their farms and other hardships
but we are to discover that donations
supposed to help them are headed;
the Aquino government should be held
responsible for this mercilessness.
Is this the righteous path on Daang
Matuwid of the administration? It
obviously appears as a heartless and
uncompassionate path.

The flattering description of a Bicolano


as Oragon-smart, feeling superior,
unafraid of nothing, not even death, deeply
honest- has found much credence in the
choice of four native-born Bicolanos and
one Bicolano by marriage for the vice
presidency.
A victory in the May, 20l6 polls by
anyone of them will place a Bicolano within
a shouting distance from Malacanang. If
ever this happens, we may have the first
Bicolano vice president and who knows a
President years from now.
That is a dizzying but not too impossible
dream to come true.
The five are Leni Robredo of Camarines
Sur, Chiz Escudero and Gregorio Honasan
of Sorsogon, Antonio Trillanes and Alan
Peter Cayetano of Albay. Cayetanos wife
is from Tiwi, Albay.
The entry of Bongbong Marcos with
his vaunted Solid North, the Ilocos
Region, does not dim the chances of the
five descendants of the Bicol epic hero,

His camp has the delusion that a
hopelessly divided Bicol Region will hand
over the vice presidency on a silver platter
to Bongbong. That is easier said than

resources and the organization to send
Bongbong to the canvass, down and

PBC CALL: Filipino businessmen are urging the Aquino
administration to lower both personal income rates and corporate
income tax rates stressing that this will be a positive signal to the

in government revenues. The PCCI said lowering the income tax
rates will empower both individual taxpayers and corporations
to spend, thereby creating economic activities that will lead to

the regular 30% Income Tax, corporations are also paying other
taxes on their products. With the I/T reduction, Philippine-based
companies will become competitive even as other ASEAN
countries are also poised to lower their I/T rates (Indonesias
I/T rate down to 18% next year from 25 %).
POLITICS: My VP candidate is still lagging behind her more
popular adversaries. But I predict that in due time once the
voting public come to meet her (as I did at the Kamay ni Hesus
Shrine) they will realize that in her simplicity, there is that good
faith and sincere desire for honest service to our people. All
those who are inspired by her should multiply their votes by
convincing their friends and associates to go for Leni Robredo.
We will never lose with her simple smiles!
Thats why I am happy that Sen. Serge Osmena has thrown
his personal support (Simple Adviser daw lang) for Congw. Leni.
The veteran politician has varied influences that can bolster
support for our candidate.
The wait-and see developments for a Rudy Duterte
presidential inclusion seem going the way of the Mayor. He has
long spoken his piece and his supporters should respect his
decision. With him out of the derby, VP Binay and LP-anointed
Mar should benefit therefrom!

Cabinet especially Mar Roxas complain about this hoarding of
funds! This is for our our information and study.
On the next day, Nov. 3, 2015, the headlines of the Daily
Tribune is s follows: COA report: P1 billion in QRF lay idle. More
disaster funds underspent.
This did not come from any politician or the opposition. It is a
report of the Commission on Audit.
Aside from the P385 million donations for calamity victims, the
government had withheld, the Commission on Audit also found
nearly P1 billion in dormant Quick Response Fund in state.
The Daily Tribune reported: In its 2014 annual report on the
Office of the Civil Defense (OCD) , COA noted that at least P1
billion has been slashed by the agency despite the devastation
brought by natural disasters that killed and rendered homeless
millions of Filipinos.
The Quick Response Fund which accumulated to a huge
amount of P923,153,721.00 as of December 2014 was not utilized
as envisioned and became idle, thus, depriving the intended
beneficiaries of the benefits therefrom.
If you watched and listened to many but not all of the LPs and
their allies talk about Daang Matuwid, it is as if they are clean,
very good but these COA reports speaks of conscienceless, lack
of concern and compassion for the poor victims of typhoons and
calamities and of criminal negligence. The P1 billion disaster
fund deposited as trust fund at DBP earned interest and deprived
the victims of any help at the time they needed it most and even
today. The timing is important because many died of hunger and
sickness. Can you call that the Right Path?

The Philippines Ninoy Aquino International Airport was named
one of the Ten Worst Airport in the World at the time when Mar
Roxas was the Secretary of the Department of Communication
and Transportation. Now, it is no longer in the top ten list. It has
another name: The airport where there is the Tanim Bala scam
(planted bullet in the passengerrs luggage for extortion. Our
overseas Filipino workers, foreign and local travelers are now
afraid that their luggage be planted with bullets. They even wrap
their luggages with plastic material and with messages. This has
now caught a worldwide attention and I hope the Presidents men
who are in the saddle will be able to solve this embarrassing
controversy as soon as possible. This will scare foreign tourists
and investors and even our Overseas Filipino Workers who help
our economy a lot needless to say, our tourism industry will be
badly affected.

DAR, LGU team up for Tinambac water supply project


LEGAZPI CITY -- The
Department of Agrarian
Reform (DAR) Bicol and
the local government unit
(LGU) of Tinambac, Camarines Sur II recently joined
hands in the launching of the
community-managed potable water, sanitation and
hygiene (CPWASH) project
in the said municipality to
provide disease-free water
system to agrarian reform
beneficiaries (ARBs) and
local communities in the
said municipality.
Provincial agrarian reform
program officer I (PARPO I)
Gay L. Labad said DAR has
conceptualized CPWASH to
be done by installing lowcost water supply technology
and sanitation systems that
primarily address the requirements of safe, clean and potable water for the ARBs and
other residents in the agrarian
reform communities.
We are pushing this
project especially in remote

areas where people lack potable drinking water, Labad said as she commended
the Tinambac LGU for their
willingness to help the DAR
in this project.
Labad said DAR provided
the WATSAN Technology
while LGUs , Pag-asa Farmers and Farmworkers Association (PFFA) provided the
construction materials and
necessary labor requirements
as their project counterparts.
The project amounting to
P230,000 will include construction of 23 water and sanitation (WATSAN) facilities
including iron removal filter
(IRF), biogas digester, rain
water collector and bio-sand
filters.
This is the fifth municipality in Camarines Sur II
area where CPWASH will
be implemented after Canaman, Sagay, Caramoan, and
Garchitorena. Labad said.

after careful deliberation
and tedious evaluation by

Albay bested Tuguegarao City, Cagayan, the lone
competitor for the bid to host
the annual national games set
next year.
The final choice was made
based on voting results by the
Palarong Pambansa Board

CSO readies for clean, peaceful polls


LEGAZPI CITY -- Civil
society organizations in the
Bicol Region are now preparing for possible pre-election
scenarios to ensure that the
coming May 2016 polls will
be clean and peaceful.
The church-based Parish
Pastoral Council for Responsible Voting (PPCRV) across
the region, for one, has been
enjoining volunteers to sign up
and get involved in advocating for an honest, orderly and
peaceful election in next year's
presidential and local electoral
process.
In Albay, the the Diocese of
Legazpi, through the Diocesan
Commission on Social Concerns and Social Action Center, has officially launched the
PPCRV Election Operation as
it began to map out plans and
strategies to check pre-election
activities initiated by political
candidates.
The PPCRV, the churchbased election watchdog, has
started to closely coordinate
with the Commission on Elections, the Armed Forces of the
Philippines (AFP) and the Philippine National Police (PNP)
concerning election-related issues.
The issues include the campaign against political rivalries,
political armed groups (PAGs),
loose firearms, harassment,
permit to campaign demanded
by communist insurgents and
vote-buying.
Albay Bishop Joel Baylon
of the Diocese of Legazpi urged
authorities and the PPCRV to

beef up the presence of law enforcers in areas believed to be


election hot spots.
Baylon also asked the PPCRV to launch a voters' education drive aimed at helping
voters from the countryside to
choose good political leaders.
The PPCRV will be organized in every province, city
and town in the region.
The Comelec and the PNP,
in past election events, had
identified the provinces of
Masbate, Camarines Sur and
Camarines Norte as election
areas of concern due to intense
political rivalries and the presence of PAGS and New People's Army (NPA) rebels.
Masbate had been consistently been tagged as an election hot spot in previous elections because of the intense
political rivalries among clans
there, including election-related violence that claimed the
lives of hundreds of people.

Economics degree at the University of the Philippines, she
saw to it that she would spend
her vacation in Naga City during her semestral breaks.

the University of Nueva Caceres (UNC) in Naga City and
passed the bar examinations in

Comparing herself with other Bicolano candidates for the

she was employed at the governments Public Attorneys
Office (PAO) in Camarines Sur
and later joined the Sentro ng
Alternatibong Lingap Panlegal
(Saligan), a non-government

services to members of the

their rivals. In the previous national and local elections, there
were at least six PAGs listed
operating in Masbate, of which
only two are active -- the Arizobal and Villaruel groups -with 38 members.

Masbate was created after reports that local politicians here
exercise too much influence
over the police and sometimes
the police are being dictated
upon in the conduct of their
operations.
The TF Masbate was formed
during the previous election to
oversee the security operations
in the province, tagged by the
military and the police as a
hot spot due to intense political rivalries, presence of PAGs
and communist rebels.
During the 2012 national
and local elections, the Task
Force was able to seize hundreds of loose firearms and
encourage political candidates to surrender at least
200 high-powered firearms.

her candidacy as recent poll
surveys indicate that her rating
has improved from 3-percentage point to 15 percent.
Robredo lamented that she
has no logistics to spend for
television and print advertisements but she would rely much
on interpersonal campaign.

improvement of her rating in

The youth votes, said to comprise 35 per cent of the
countrys votes, can not be taken lightly. The youth are fiercely
independent and they will go for anybody who has captured their
imagination.
Escudero has topped poll surveys for vice president but
surveys do not guarantee poll victory. Besides, many things can
happen between now and May 2016 polls. VP Binay repeatedly
topped surveys but where is he now?
Escudero has a problem with his personal life. And he runs
as independent. No one has won the vice presidency as an
independent.Trillanes does not rate much in surveys despite his
image as a fearless graft fighter.So is Honasan who has lost
his luster, having been out of the limelight for sometime, So is
Cayetano, a well known lawyer but who does not seem to excite
peoples imagination.
But if they run for the Senate, all of them will have little trouble.
Bicolanos, because of their hardy character,their being Oragon,
always triumph in the end.

Catanduanes hopes to regain


crab capital title

LEGAZPI CITY The


island-province of Catanduanes is using the foreignfunded Philippine Rural Development Project (PRDP) as
a stepping stone towards becoming once more the Crab
Capital of the Philippines.
We see from the PDRP an
opportunity to redevelop Catanduanes as the countrys top
producer of mud crabs and enable the province to win back
its Crab Capital title lost to the
Visayas several decades back,
provincial agriculturist Roberto
Ceballo said in a statement
reaching here Wednesday.
The Provincial Project Management and Implementation
Unit (PPMIU) of Catanduanes,
he said, is now working closely
with the Department of Agricultures (DA) PRDP Regional
Project Coordination Office
(RPCO) for Bicol in the preparation of the Provincial Commodity Investment Plan (PCIP)
on mud crabs (Scylla serrata).
The PCIP is a three-year
rolling consensus plan between
the DA and the provincial government that contains specific
infrastructure and enterprise
sub-projects and other inter-

ventions to boost the identified


provincial commodity based on
the value chain analysis (VCA)
conducted with stakeholders.
When completed at least
before the end of this year, Ceballo said, the PCIP will be submitted to the Project Support
Office (PSO) of the PDRP for
approval and funding support.
The PRDP is a foreignfunded project being implemented by DA as a platform for
a modern and climate-smart agriculture in the region and other
parts of the country.
Its national implementation carries a Php27.535-billion total fund, consisting of
Php20.553-billion loan from
the World Bank, Php3.579 billion as national government
counterpart, Php3.118 billion
equity of the local government
units and Php287-million grant
from the Global Environment
Facility (GEF).
It involves 80 provincial local government units (PLGUs)
and agri-fishery stakeholders
nationwide in an attempt to
realize the goals of improved
food security and increased incomes, climate resiliency and
enhanced environmental policies and governance.
In six years2013-2019,

the project aims to raise annual


real farm incomes of household
beneficiaries by five percent, increase the value of annual marketed output by seven percent
and ensure that 20 percent more
farmers and fishers benefit from
DA services
Ceballo said that as arrived
at during consultations with local industry stakeholders, developing the Catanduanes mud
crab industry will help raise
the income of crab gatherers,
stockers and fishpond owners
in the province.
The development of an integrated crab sanctuary, which
is being made part of the PCIP,
would also help promote the
provinces ecotourism prospects, said Ceballo, adding that
the island presently has a total
of 589 hectares mangrove ponds
that produce a substantial volume of crablets locally called
kuto-kuto, langaw-langaw and
thumbtacks.
Kuto-kuto refers to the
smallest size, as small as lice,
of crablet which becomes
langaw-langaw as it grows flysized, then thumbtacks when it
becomes as big as the head of
thumbtacks.
Since these varieties of
young mud crab species that
are abundant in the swampy
wild of Catanduanes are ideal
starters for grow-out growers
and aquaculture operators, local
fisherfolk have been indiscriminately poaching them and selling to traders that ship them out
to buyers in other parts of Bicol.
There is an increasing demand for crabs in both domestic and international markets,
especially during peak months
like December, that makes supply inadequate and market price
increases.
As reported in 2014, market
price at its peak ranged from
Php600 to Php750 per kilo for
500 gram crabsprices that
please much crab farmers and
wish they had more crabs to harvest for the season.
Hence, the PCIP on the mangrove crab aims to establish a
sustainable supply of crablets by
protecting the spawning ground,
protecting the mangrove areas
and other fishing grounds where
crablets grow, and introducing
new production technologies for
crab growing and fattening.
It also intends to improve
existing producers productive
capacity and competitiveness as
the province is even eyeing the
international market for its mud

crabs.
We are looking at the
five biggest crab-consuming
countriesChina, USA, Japan,
Korea and Thailand. Cornering just a portion of the international market, especially during
the winter season when these
countries experience considerable drop in the supply of crabs,
would be a big lift to our industry, Gov. Araceli Wong had earlier said.
All the province needs is the
participation of all stakeholders,
including the private sector, in
the provincial governments efforts to maximize the development of the industry towards the
production of more export quality products, she stressed.
The PDRP will be a big boost
once the PCIP for mud crab is
approved and funded, given that
the project involves the provision of key infrastructure, facilities, technology, and support
information using science-based
tools such as vulnerability and
suitability assessment, VCA,
geomapping and geotagging,
according to Ceballo.
So far, the Catanduanes mud
crab industry is enjoying the
support of the Bureau of Fisheries and Aquatic Resources,

The provincial government,
for its part, is maintaining the
Catanduanes Crab Center (CCC)
which serves as a source of crablets for grow-out and fattening

It carries out a special program for "queen" or "gravid"
crabs designed to ensure the
sustainability of the industry in
the province, which originally
owned the crab capital of the
Philippines title and lost to Ne-

gros about three decades ago.


Since the start of its operations way back in 2007, the
CCC, according to Wong, has
not only addressed the rampant
poaching and illegal transport of
crablets out of the island but also
standardized the operations of
the crab nursery and the culture
of crab larvae to crablet sizes for
local grow-out production.
She added that the provinces
mud crab industry is focusing on
the production of female crabs
that play an important role in
marketing, particularly in Asian
countries such as Japan, Taiwan,
Hong Kong and Singapore.

Albay, Yamanashi eye tourism, DRR ties

World famous Mt, Fuji in
Yamanashi prefecture in
Japan and Mt. Mayon in
Albay will soon be kin. Both
are active volcanoes and
enticingly beautiful and attractive tourist attractions,
even as they are similarly
furious and destructive
when they erupt.
Officials of Yamanashi
prefecture and Albay have
started discussions last week
on a sisterhood agreement
for their two top assets which
will benefit their development programs, particularly
tourism.
The provincial government of Albay said the
planned sisterhood between
two of the worlds most beautiful and stunning volcanoes
Mt Fuji and Mt. Mayon
is a major marketing coup
for the Philippines and the
Department of Tourism, and
there is no doubt Albay and
the whole Bicol region will
gain a major boost from this
tourism alliance.
Aside from tourism, the
sisterhood agreement also
explores partnership in disaster risk reduction and climate
change adaptation for which
Albay has been a global
model, as well as on education, agriculture, trade and
investments.

representatives
from Yamanashis Fuefiiki
City headed by Mayor Seiji
Kurishima met with Salceda
and other Albay provincial
officials Oct. 21 at the Diamond Hotel in Manila and
started talks on areas of partnership that could link up
their development programs.

Two-day mobile passport processing at CamSur PESO


The CamSur Employment Center of the provincial government of Camarines Sur, in collaboration
with the Department of
Foreign Affairs (DFA), Manila will conduct again the
Mobile Passport Service on
November 28 & 29, 2015
at the Capitol Convention
Center, Capitol Complex,
Cadlan, Pili, Camarines
Sur.
This is meant to address
the growing needs of provincial residents seeking to avail
swifter processing of their
passports.
CamSur PESO head,
Ms. Sha Torallo said that
on Saturday, Nov. 28, from
9:00AM-4:00PM, the activity scheduled is purely the
processing of passport applications which will continue
on Sunday, Nov. 29, from
9:00AM-12:00NN only.
She said this early her
office is now accepting re-

quired documents to avail of


the passport service as well as
in conducting the pre-registration of applicants in order
to determine the limited slots
for processing of passport applications.
For new applicants interested to apply, the required
documents for assessment
include an authenticated birth

certificate from the Philippine Statistic Authority but


if said document is blurred
specifically entries for necessary data, i.e., Name, Date of
Birth, and others, a certification from Civil Registrars
Office must be sought as reference; marriage certificate
for married women; original
and photocopy of school cre-

dentials (Form 137, Diploma, Transcript of Records);


everyone is also advised to
bring other documents which
can further support personal
identity. All interested are

Joint Resolution dismissing both criminal
and
administrative
charges filed against
the Naga City officials,
including other city
personnel was released
by the Office of the
Ombudsman recently,
upholding the citys legitimate claim on the
operation and management of the Naga City
Central Bus Terminal
(NCBT).

Vice Mayor Nelson Legacion, together with other city


officials joined the members of the media in a press
conference Friday to share
the good news that the case
filed against them my FPM
Corporation was dismissed
by the Ombudsman on the
ground that the NCBT, now
Bicol Central Station (BCS)
is owned by the city.
In its decision, the Ombudsman "finds no probable cause and/or substantial
evidence to hold the respondents criminally and administratively liable for the
offenses charged. The decision further ruled that "BCS
is owned by the City", hence
"cannot be precluded from its
management and operation".
Excerpts from the decision
noted further that the FPM
Corporation "cannot claim
any vested right to manage
or operate (BCS) perpetually
or to demand its renewal as
a matter of right." The Ombudsman added that "basic is
the rule that contracts can be
