Moorabool Shire Councils youth department


are anticipating a big 2016 following the recent
success of YouthFest in Bacchus Marsh.
Organised by members of the Youth Action
Group (YAG) and the Off-Tap FReeZA
committee, the event was held on November
21 and attended by more than 550 people.
Highlights of the day included skate, scooter
and BMX competitions, a skate demonstration
by a professional team of skaters, a street
art demonstration, workshops, live bands, a
petting zoo and inflatables.
Moorabool Shire Mayor Allan Comrie said
the skate park came alive on the day.
There were about 350 people at the
competition events alone, so it was very
popular. The participants were very talented,
demonstrating amazing tricks and skills, he
said.
On a high from the event, the Youth Action
Group, FreeZa and Councils youth services
have already begun planning for the new year,
with activities planned at Bacchus Marsh pool
and a myriad of events planned for National
Youth Week in April.
Youth Services will also soon have its own
website up and running, which will provide
young people with the opportunity to see
whats going on in the community.
Mr Comrie encouraged anyone aged between
12 and 25 who wanted to get involved to
contact Council.
The Youth Action Group and the FReeZA
group are always looking for new members.

said.

Hat trick for

With the opportunity to
win three straight Ballan
Bowling Club mens singles
championships, Brad Coffey
wasnt going to take his eyes
off the prize.
It took plenty of determination in a tense battle with fellow Division Three skipper
Dave OHanlon, to clinch
the 2015 championship title
with the final score of 25-20.

A signature performance
from Coffey saw him rally
from behind early in the
contest to capture his sixth
championship in seven
years.
I did what ever it took
to win, but an amount of
huge credit should be given
to Dave OHanlon who really had me on the ropes as I
trailed by nine-shots to zero
in the first few ends. Coffey
said.

I felt really in my element


today with most of my
drives connecting when I
needed to and it got me over
the finishing line.
The achievement gives Coffey the second most title
reigns in Ballan Bowling
Club history, a record he
now shares with life member Dave Myers.
Its very humbling to realise Im now level on championships with Dave Myers

who is a superb bowler in his


own regard. I know that Dr
L. Fitzpatrick holds the most
titles at the club with seven
so, I guess Im on pace to tie
him next.
Coffey will now represent
Ballan at the Ballarat District Bowls Division Mens
Singles Champion of Champions on the 28th of December, the same event he was
crowned as runner-up during the 2014-2015 season.

Off to the land


of Disney

Disneyland next year as she takes part in
an elite performance program organised by
Callisthenics Victoria.
The 16-year-old Bacchus Marsh resident
was selected alongside 40 other participants
who will travel to Disneyland in Los Angeles
(USA) on a nine-day trip.
The elite performance program will take
place in early July 2016, with the team
performing on Hollywood Boulevard, taking
part in a Disney Arts performing workshop
and dancing down Disneys main street.
Shanai said she was really, ridiculously
excited.
Im kind of nervous too because I am
always nervous before I perform, but I think
it is going to be a good experience, she said.
Shanai auditioned in front of Callisthenics
Victoria prior to being chosen, where she
was judged on her performance, facial
expressions and basic leaps and turns.
I was a little bit surprised as I didnt think I
had the same flexibility as some of the others
that were there, but they obviously saw
something else in me.
Throughout next year the elite team will
also perform at high profile arts, culture and
sporting events throughout Victoria.
A group of committee volunteers will
accompany the group in America, including
an independent travel manager, a calisthenics
tour manager and support crew.
Shanai, who has been a member of Pentland

Callisthenics College for the past 11 years,


said she was most looking forward to
performing in another country.
I think that being able to share our sport
with someone else overseas is a really good
opportunity, she said.
My favourite thing about callisthenics is
probably the team work. We work together
and it is really nice to have that sort of
community and family outside of school.

student is helping to spread
the Christmas cheer this
season.
Axle Haley has spruced up
an old scooter, which he has
now donated to a local op
shop in the hope of bringing joy to another childs
Christmas.
Axles project included
taking the scooter apart,
cleaning it, spray-painting
it bright red and putting it
back together. He also added
new grips and tassels.
The scooter was donated by
Darley playgroup coordinator, Helena Wilkie.
Axle had assisted Ms Wilkie during playgroup sessions
and said he had enjoyed his
time working with young
children.
I like fixing up bikes and
when Helena donated the
scooter to the school for me
to fix up I was glad to do it,
he said.

Sharon Sperling said with
Christmas fast approaching,
Axle thought it was important to donate the scooter to
the local community.
Axle was engaged in this
task and had to make a list
of materials he would need,
work out a budget for the

items and then undertake


the cleaning, servicing and
painting of the scooter, she
said.
Darley Primary School
encourages all students to
be engaged in whatever activities they are doing. The
staff are dedicated to their
students and are creative

in ways to help all students


learn.
The scooter, with its shiny
new look, was donated to
the Silver Lining Op Shop in
Darley on Thursday, December 10.

Boom, crash, opera!


The Moorabool Light Orchestra is set to show off
their Christmas spirit this
weekend.
The musical group will
perform their annual Christmas concert alongside guest
artist and baritone Roger
Lemke.
Mr Lemke has appeared in
leading baritone roles with
all major opera companies
throughout Australia and
New Zealand and is noted
for his performances of
Marcello in the famous
Baz Lurmann production for
the Australian opera.

Other roles include Figaro


in The Barber of Seville and
The Marriage of Figaro and
Renato in A Masked Ball.
Mr Lemke has also performed at Carols by Candlelight in Sydney and
Melbourne, is a regular
performer with the Australian Pops Orchestra and has
made music theatre appearances in Cats, Les Miserables and The Wiggles
Movie.

Moorabool Light Orchestra
in The Sounds of Christmas

A service station will be


built in Gell St Bacchus
Marsh following a VCAT
decision.
Moorabool Shire Councillors voted earlier this year to
refuse a permit application
by Coles Express to build a
24/7 service station on two
currently vacant lots at 20-22
Gell St.
It includes four undercover
fuel pumps accommodating
up to eight vehicles at a time
and an ancillary cashiers office and shop; vehicles will
circulate through the site in
one direction, with access to
the site via a proposed crossover from Bennett Street
and egress via a proposed
crossover to Gell Street.
The matter was first heard
by VCAT Member Rundell
on Monday 9 and Tuesday
10 November, 2015, with
the decision to overturn the
council refusal given on 24
November.
The decision noted that

public notification was undertaken twice and in response nine objections (two
from the same person) and
two petitions comprising
118 and 1607 signatures were
received by the responsible
authority.
I note that the parties did
not say the proposal would
have a significant social effect, or that the two petitions
are evidence of such an effect, Member Rundell said.
I accept that the two petitions are evidence of a general unease in the community
with this proposal, particularly the passage of large fuel
trucks in the local streets.
While I have considered
their concerns, I give the petitions little weight as I have
no submissions or evidence
that lead me to conclude
the service station would
prevent or restrict peoples
access to shopping or the
nearby community facilities,
indeed it is likely to enhance
peoples access to fuel and
daily convenience goods.

Healthy turnout
for DjHS AGM

presented its Annual Report
at the organisations first
Annual General Meeting
since a maternity care crisis
was exposed at the Bacchus
Marsh hospital.
The December meeting was
held in the Supper Room of
the Bacchus Marsh Hall
the first time it has been held
outside Djerriwarrh Health
Services and was attended by around 50 staff and
personnel, including CEO
Andrew Freeman and Administrator John Ballard, as
well as Deputy Secretary of
the Victorian Department of
Health and Human Services,
Frances Diver.
Presenting the report, Dr
Ballard said that it was a difficult meeting in the context.
The Bacchus Marsh hospital
came under fire earlier this
year when it was revealed
that an investigation found
that the deaths of seven babies had been avoidable.
There has been significant
changes since 30 June 2015,
Dr Ballard told the meeting.
He said that a community
newsletter will be distributed in each residents let-

terbox, and that the organisation has implemented six


of the 11 recommendations
stemming from the investigation into the deaths.
There has been an increase
in accountability and transparency which is vital to
the DjHS future. The staff
are passionate about DjHS
and they have had a hard
time. I recognise the 250 plus
volunteers and their hard
work.
The annual report was
prepared by the previous
board, which was sensationally sacked by the state
government on the same
day that the investigation
was exposed months after
the actual investigation had
begun.
Ms Diver told the meeting
that the department is committed not only to maintaining maternity services at the
hospital, but also to growing
them, adding that the state
government has no plans
to close the Bacchus Marsh
hospital.

would have been expected. It
should be clear, we did have
a problem and we are being
open and transparent and
put the training and education in place. Lets be honest

and clear with ourselves,


we did have a problem, Ms
Diver said in response to a
question from the crowd.
After any death at the
hospital, is there a report
prepared? asked Helen
Tatchell from the Moorabool
News.
Ms Diver answered with
the simple answer is no;
depends on if it is an avoidable death.

Ballard why the board was
dissolved if it had no knowledge of the incidents because
they were not reported to the
board, to which Dr Ballard
replied that it was a question for the minister.
Accountability and responsibility rests with the
board, Dr Ballard said.
Ms Diver also told the meeting, in response to a question from the crowd, that
no other major investigation
into a health service is currently taking place within
the state.
A new foetal monitoring
system is due to be in place at
the hospital from Monday 14
December, with staff training then taking place across
the following four days.

Morris has slammed the state governments decision not to provide free Wi-Fi
on trains on the Ballarat line.

Mr Morris says that in the 2014/15 Budget the Coalition Government committed
$40 million to improve black spots and
introduce free Wi-Fi for V/Line passengers but that now the Andrews Government has cut $22 million from the
project and completely scrapped the free
Wi-Fi component.

RSL has marked the start of the
Avenue of Honour water main
replacement.
Western Water General Manager of Customer and Community Relations, Graham Holt
said he felt a get-together with
the local RSL branch was an
important part of getting the
project underway.
The informal meeting was

in the project understands its
importance to the community,
he said.
In a morning tea held on December 7, a representative from
the RSL provided an insight
into why the Avenue was so
significant to Bacchus Marsh
and the wider community.
Mr Holt said the new water
main would be larger, to cater
for the needs of more than 70

customers, including some of


Bacchus Marshs popular food
producers.
The project, which will see the
water main replaced within
the roadway, will result in
some traffic lane closures. It is
expected to take around four
months.
We are sorry for the inconvenience, but are asking local
residents to bear with us while
we complete this important
project, Mr Holt said.

This is yet another blow for local rail


users, Mr Morris said.
Labor is at war with Ballarat line commuters and things just keep getting
worse.

He said that the scrapping of the free


Wi-fi follows the disastrous implementation of the new timetable that saw
massive delays and overcrowding for
passengers on the line.
Mr Morris questioned why Labor
couldnt deliver free Wi-Fi on trains
when the technology is already being
used successfully all over the world.
This is not new technology, however
Labor have thrown their hands up in the
air and said its all too hard.

will do with the $22 million they have
cut from this vital project for regional
Victoria.
Member for Buninyong Geoff Howard

said that commuters will be able to access Wi-Fi by paying for it through their
own carriers but no response was provided as to where the original additional
$22 million funding will be spent.
Under the former Liberal governments proposal, the vast majority of
Moorabool train commuters were set
to miss out on Wi-Fi connectivity, with
the Liberals excluding Sprinter trains
to Bacchus Marsh from the project, Mr
Howard said.

I have long been concerned about poor


mobile coverage in this region, particularly in many of our small towns and areas of high bushfire risk. The Andrews
Government has invested $21 million on
a successful joint bid in partnership with
Telstra to the Commonwealth Governments Mobile Blackspot Program. With
additional Commonwealth support secured, this partnership will result in the
construction of 110 new mobile phone
towers in regional Victoria.

This comes as a welcome relief for


communities such as Blackwood who
will soon see improved mobile coverage
where there was almost none previously.
Train travellers will also see improvements thanks to the Andrews Governments $18 million Regional Rail Connectivity Project which will see mobile
blackspots fixed along Victorias five
busiest regional rail corridors - providing a full range of (user-pays) voice and
data services for all V/Line passengers
on the Ballarat line.

POOL SAFETY: KNOW YOUR OBLIGATIONS


Moorabool Shire Council is reminding property owners that every private swimming pool or
spa capable of containing a depth of water exceeding 300mm requires a building permit prior
to its installation.
The building permit will specify that a childproof safety fence and gate must be built and approved
before the swimming pool or spa can be used. The importance of adequate and compliant
fencing around home pools and spas cannot be underestimated.
Drowning is the most common cause of preventable death for children under 5 years of age in
Victoria. Pool fencing signicantly reduces the risk of drowning with research showing that the
risk of drowning in a fenced pool is about one quarter of that of drowning in an unfenced pool.
Our children need to be protected from such accidental drowning.
Safety Fence Tips
Maintain gates and fences regularly to ensure they comply with the Building Regulations.
Fit correct safety measures to gates, doors and windows.
Make sure no tree branches, pool pumps or pot plants etc are near the safety fence and be
sure that anything able to be climbed is not placed in a position where children could climb
to gain access to the pool or spa.
A safety fence is required if you have an inatable pool lled with water which is deeper than
300mm.
Position any chairs, boxes, pool pumps etc so that they cannot be used to climb the fence to
access the pool or spa.
Pool and Spa Regulations
It is law that swimming pools or spas on private residential properties in Victoria are provided
with safety fences to restrict access to the pool or spa.
Swimming pools that require safety fences: in-ground pools, above ground pools, hot tubs,
Jacuzzis and spas.
Any pool or spa fence, gate or door must be maintained in good working order.
All gates and doors providing access to a pool or spa must have self-closing and self-latching
devices and open away from the pool even pools and spas built before laws were introduced in
1991 to make fencing compulsory.
It is an offence to prop open any gate or door providing access to a pool or spa.
A building permit must be obtained prior to the installation of all pools and spas with a depth
greater than 300mm and for the safety barrier.
FINES
The Building Act 1993 contains penalties for pool owners who install a pool
or spa and fail to carry out work in accordance with the Act.

Council Clips

Council has refused an application for a fifth extension
of time on a building permit
for Grant St, Bacchus Marsh.
Councillors voted without
debate to approve a recommendation that the request
for another extension of time
be refused though West
Ward Councillor Tom Sullivan left the room, having declared a conflict of interest.
The permit is to redevelop
an existing shop/building to
provide a total of eight office
suites with shared reception
at the front of the building with access from Grant
Street, as well as a covered
veranda, landscaping and
car parking.
The permit also included
display signage and subdivision of the land.
A report prepared by council officers and presented at
the December meeting stated that the permit was being
warehoused and that no
substantial works had commenced since the permit to
build was first granted eight
years and six months ago.
The site at 28 Grant St, opposite the Bacchus Marsh
hospital, has only undergone demolition of ancillary
buildings and the construction of sewer works to date,
with the fourth extension
having expired in May this
year.
Council officers used the
Kantor test to establish
whether or not a fifth extension of time should be
granted.
Using the Kantor test it

east, the Lerderderg River to
the south and west, and the
Lerderderg State Park to the
north otherwise known as
Camerons Road.
The planning panel changes
to the amendment included
altering the zoning of a western portion of the land, as
well as creating land parcels
outside which building cannot occur to minimise risks
of bushfire and to protect
extractive industry.
The land will be re-zoned
from farming to rural living,
with final approval for the
change now being sought
from the Planning Minister.
Councillors voted unanimously to adopt the amendment, however East Ward
Councillor Dave Edwards
left the room having declared a conflict of interest.

More funding to help manage historical sites on public


land is needed, according to
a Moorabool Shire Council
Submission.
The submission will be
made in response to the
Victorian
Environmental
Assessment Council, which
advises the Minister for
Environment and Climate
Change on how to best protect and manage public land
and which is currently investigating historical places
on public land.
The submission outlines
Moorabool councils support
of promoting understanding of the challenges for local government to continue
to manage crown land on
behalf of the State with a
capped income stream that
does not consider the extent
of the cost of managing assets on crown land.
Council should submit
in general support of the
proposals on the proviso
that funding and support
be offered to all public land
managers, including Local
Government, read a report
prepared on the submission.
A copy of the submission
should be forwarded to
the MAV and the Minister
for Local Government to
seek their advocacy for the
support in study and management funding to local
government.
Councillors voted at the December meeting to make the
submission.

groundwater information in
the area thanks to an interactive new website.
The Groundwater Hub of
Southern Victoria allows
visitors to access easy-tounderstand
information
about the ways groundwater
is used and managed across
southern Victoria, whilst
discovering local groundwater through interactive
maps.
Monash University Professor John Thwaites, who
launched the hub, said
groundwater was a valuable resource with hidden
potential.

Across the globe, about


30 percent of fresh water is
underground, compared to
less than one percent flowing in rivers and streams.
Less than one percent of usable groundwater is taken in
southern Victoria, he said.
Groundwater contributes
about $275 million to Victorias economy every year. Its
used for a wide range of purposes and many ecosystems
also rely on it to stay healthy
and survive including rivers,
streams, wetlands, plants
and caves.

Bacchus Marsh has grown a lot over the last few years,
and has become more diverse with people from different
nationalities moving here. I talked to people who now call
The Marsh home.
John Comerford hails from Kilkenny in Ireland.

1. Why did you come to Australia?


Growing up, every kid in Ireland watched Home and Away and dreamed of
coming here. Its almost a rite of passage for young Irish people to finish
University and come to Australia for a year. I came here in 2005 backpacking
with my brother. Searching for the sunshine and pretty girls wed seen on TV. I
met and married one of those pretty girls and my brother went home!
2. What brought you to Bacchus Marsh?
My wifes family are here, we wanted to be closer to them. We bought Vance
Dickies old house. Renovating that will keep me here for the next 50 years!
3. What do you like most about the town?
When we bought our house we hit the jackpot with our neighbours. You couldnt
find better people. Theyre like my surrogate family now. Im also from the
country back home, so I like that the Marsh is still a little bit country.
4. What do you miss about Ireland?
The Craic! Its a kind of fun only Irish people can create. I miss the Irish humour
and the way people speak. I dont miss the constant rain and the long cold
winters.
5. Are you planning on become an Australian Citizen?
Yes. Anything to get through Passport Control quicker!

The Christmas story shows


the equality that God has
towards all people. After the
baby was born in the manger, part of the Eastern sky
was alight, from the glow of
Angels from Heaven. Shepherds, who were beginning
another boring night keeping their sheep safe, suddenly saw a sight that is usually
reserved for folks in Heaven.
The Son of God has left
Heaven and been birthed on
earth, what good news for
all mankind. This Heavenly
choir was enough to cause
the shepherds to hasten to
Bethlehem, where Jesus
first visitors stood trembling
in their humble robes.
About the same time, another astrological event arrested the attention of wise
and noble Magi, from the
East. Being convinced that a
King from Heaven had been
born; the wise men mounted
their camels and followed
what they believed to be a
unique star. They finally arrived many months after the
birth of Jesus, and they were

led to the new home, where


Mary and Joseph now lived
with their infant son.
The Magi bowed before the
child, and offered him gifts
of gold, frankincense and
myrrh.
Their
gifts
symbolise
Christs identity and mission: gold for a king, incense
for God, and myrrh, used to
anoint the dead.
Mary and Joseph raised
their child as a Jewish boy,
memorising scripture and
Hebrew law. Both parents
knew from the conception,
that Jesus was a gift from
Heaven, who had come at
His Heavenly fathers bidding, to grow into manhood,
serve for 3 years as an itinerant preacher, healer and miracle worker. He would then
be required to lay down His
life on behalf of mankind.
At the end of those 3 years,
Jesus had great popularity, as seen on Palm Sunday,
when Jesus entered triumphantly into Jerusalem, riding on the back of a donkey.

At this time Jesus could


have drawn from the public
support to start an earthly
Kingdom. He passed this
test, knowing that He had a
greater purpose to fulfil.
Throughout all of the fun
and frivolity of Santa Clause,
Christmas trees, feasting

and gifts given in shiny


paper, the real meaning of
Christmas is quite clear. The
babe in the manger was also
the hand that created the
world. Humility rules over
pride, and the purpose of
making a way for every person to be able to go to their
eternal reward.

July and decided it would be
a good idea. The Club has always raised money for relief

time to start donating actual
physical items to those who
need it, he said.
Christmas is always a hard
time for struggling families
and this way we can help
those in our community. We
received quite a few toys, we
filled two boxes and two big
bags.
After donating the toys to
the local hospital, Mr Buckland said a social worker
would distribute them to
kids in need.
This is the first time weve
started the collection but it
will definitely be something
we will continue doing.

Australia set to exceed Kyoto protocol emissions


More on Paris from the
sidelines. It seems that a coalition of relatively wealthy
countries, with the blessing
of the U.N. meeting chairs,
voted to exclude nongovernmental observers from
the room where it is all happening in Paris. That means
anyone who is not an official negotiatorincluding
journalistsis shut out and
watching the talks on closedcircuit monitors within the
conference centre.
I also read recently that as
the Paris meeting is taking
place there is also another
one in Geneva in which
secret talks are being conducted around the Trade in
Services Agreement (TiSA).
Potential clauses of TiSA
will penalise nation states
for subsidising renewable

In terms of our Australian government if you want
some details on its blocking
moves around any meaningful agreement might

reading but the indifference,
if not malice, of our government is clearly shown. Especially interesting might
be reading about our Environment Minister, Greg
Hunt who proclaimed that
Australia would overshoot
its 2013-2020 Kyoto protocol
emissions reductions target
by 28 million tonnes. It is
worth a read as to how he arrives at this figure. From last
week - We are not naturally
disposed, nor educated by our
parents, to think of our fellow
humans as calm liars.

Sadly, Australias enthusiasm for dodgy accounting rules doesnt end there.
While other countries have
been pushing for a 1.5 degree Celsius global warming
goal because they want to
see ambitious action to tackle climate change, Australia
has been using it as a negotiating chip. The Australian
Government agreed to support the stronger goal on the
condition that favourable
accounting rules are kept
particularly regarding emissions from land use emissions, such as deforestation.
So, I hear you ask, if we
cannot trust or rely on our
federal government, who
can we rely on? Well, last Friday, 1000 mayors and local
leaders from cities including
Paris, Las Vegas, Vancouver
and Stockholm announced
that they would go 100%

renewable. There have also


been a number of big announcements from business.
One of the largest ones was
Google announcing they
would triple their purchases
of renewable energy by 2025,
with the goal of powering
their operations with 100%
clean energy.
Then we can rely on, generally, our scientific community. Former NASA Goddard Institute Director Dr.
James E. Hansen, Dr. David
Suzuki, Nobel Laureate in
economics Professor Kenneth Arrow, Professor Hans
Joachim Schellnhuber, and
Ian Dunlop have joined 52
scientists, economists and
other experts in calling for
a moratorium on new coal
mines ahead of the Paris Climate Summit.
They said, We, the undersigned, urge you to support

a global moratorium on the


construction of new coal
mines and coal mine expansions a moratorium called
for by the President of Kiribati, and Pacific Island nations. The scientific evidence
is clear: to prevent severe
and potentially catastrophic
damage to human health,
economic development and
global stability, the world
must as soon as possible
start using less coal. Consistent with the rapidly shrinking carbon budget, the vast
majority of coal reserves are
unburnable and must stay in
the ground. In short, there
is no space for new coal. Yet
while the world negotiates
a deal to reduce emissions,
countries with large coal
reserves are planning large
expansions of coal production. These plans, if successful, would lock-in new coal
emissions and are incompat-

ible with tackling the threat


of climate change. A moratorium on new coal mines
would be an immediate and
concrete step towards decarbonizing the world economy. A world that is tackling
climate change needs fewer
mines, not more.
And yet, in light of this very
serious request, Dr Richard
Denniss from the Australia
Institute, who is present at
the talks, says. The word
coal will not be mentioned in
the final text of the COP. Im
told it wouldnt be polite. It
might upset some countries
and companies. He goes on
to say, I know for a fact that
Europeans, from right across
the political spectrum, are
shocked to learn about Australias plans to double our
coal exports. And they want
to help stop it.

Loud cries, but no tears

crier has tested his skills
against the worlds best.
Gavin Barker participated
in the World Invitational
Town Criers Tournament,
which saw him compete
against 19 criers from
around the world.
Held at Central Otrago in
New Zealand, each participant was required to deliver
three competition cries over
the course of a week.
With judges seated 60-metres away, the criers were
judged on their accuracy,
clarity, deportment, cry content and sustained volume.
Gavin said although he
didnt place in the top three
criers, the competition was a
great learning experience.
It was really good, I had
the opportunity of seeing
cries from 18 different people so you can take a little bit
from everyone, he said.
Each cry has its own title,
so theres the home cry
which means we tell everyone about our home shires,
the gold sponsor cry which
is about those who sponsored the tournament and
the third cry was themed

which was just on the theme


of gold.
Gavin, who has been the
Moorabool Shire crier since
around 1996, said he attended competitions in the hope
of winning however that
wasnt his main goal.
I mainly go to meet up
with old friends, make a
whole stack of new friends,
have a good time and hopefully do the Moorabool Shire

proud, he said.
I love competing, whether
its in Creswick or Brisbane
or overseas, the chance to
dress up and compete I enjoy wholeheartedly.
Gavin will now go on to
compete in the Australasian
Guild Championships and
the Australian Championships, with a date to be
confirmed.

for the fire season heralded
the annual training for
Hover Exit crew, a specialist
firefighting group based in
Horsham.
The Hover Exit crew is a
State resource, located in the
Wimmera predominately for
deployment to small lightning strike fires in remote
areas that are inaccessible to
vehicles.
During the fire season,
the Department of Environment, Land, Water and
Planning (DELWP) has two
Hover Exit fire crews permanently based in Horsham
for operations in the west of

the state.
DELWP Wimmera District
Manager Russell Manning
said the skilled fire crew
is trained to drop from a
helicopter while it hovers around a metre above
ground.
The crews will also be
skilled in exiting above rock
in areas where ground vegetation or terrain, prevent a
helicopter from conducting
a full skid landing.
Hover Exit fire fighters
work in remote and inaccessible places, such as scrub or
rock in the Grampians and
heath areas of the mallee
national parks such as Little

Desert, Mr Manning said.


Fires in these areas are
largely caused by lightning. If not accessed and
suppressed
immediately
these fires can grow in size
quickly.
Mr Manning said even
with the aid of firebombing
aircraft, the ultimate control
of these fires relies upon
DELWP crews getting to
every fire to ensure all burning material is completely
extinguished.
Hover exit training is annual and crew members
must also undertake refresher training every three
to four weeks over summer.

The Mandate Myth


The recent revelations that
the scrapping of the EastWest Tunnel would cost the
Victorian Taxpayers $1.1
billion was hardly an earth
shattering discovery, or a
surprise. When Daniel Andrews made the statement
that the contract wasnt
worth the paper it was written on, I think we all knew
deep down that ripping up
some very expensive contracts would always come at
a cost.
I would even go so far as to
suggest that at some point
if the Andrews Government came to fruition, most
thought the East West tunnel would probably happen,
and the reasoning would be
put down to the previous
Government stitching them
up in contracts; putting an
unreasonable burden on the
good people of Victoria.
I have no doubt the former Premier Dennis the
menace Napthine, was
showing the same desperation at the contract signing
as Andrews did in ripping
them up; both claiming they
had a mandate, and neither
having much regard for the

ramifications.
The Auditor Generals report clearly shows that both
the past and present Premiers went lawyer shopping
to get their advice, and I suppose if you keep asking the
question for long enough,
you will eventually find
someone to say what you
want to hear.
Lawyers that contract to
Government make a lucrative living out of giving
advice on matters where
decisions are made for political purpose as opposed to
legal, and charge using the
all care and no responsibility clause well known to
your traditional ambulance
chaser!
Its the perfect client when
they pay not to take good
advice; then pay again when
the advice that is ignored
creates the case; even better
when the client can move the
costs to a third Party oblivious to the pending assault
on the publics purse.
All of this waste and recklessness is justified under
the word Mandate. But for
those of us that will work
our entire lives and never

earn what is lost to a moment brought about by a


cocktail mix of ambition and
stupidity, there are a number
of more suitable terms; none
of which could be printed by
this publication!
Lets put this flushing of
$1.1 billion down the political s-bend into some sort of
Perspective; this is serious
infrastructure money paid
by the sweat of the great
unwashed.
It could have bought a new
secondary school in each of
the 38 regional shires with
enough change to build
six primary schools, or a
Regional Hospital within
each of the eight peri-urban
Councils.
Claiming a mandate on this
type of reckless waste is like
comparing serial killing to
justifiable homicide; regardless whether you are diehard
Labor or Liberal. No one
with an ounce of credibility
would give a permission slip
for this type of irresponsible
behaviour.
Lets relive some of the
Daniel Andrews quotes pre
and post- election and you
decide for yourself whether

the Honourable Premier was


simply misleading the public, or a pathological idiot!
In July 2012, the then Opposition Leader made comment on the East West Tunnel and said I dont believe
in conning people. I believe
in laying out a clear vision
and being committed to it.
In November 2013, Mr Andrews still in favour with
mounting pressure from
protestors said to rip up
contracts is to send a clear
message that we are closed
for business; I wont do that
to working families; he
reaffirmed his position by
saying only an irresponsible political leader would be
countenancing tearing those
contracts up.
Lets go to August 2014
when Andrews reasserted
his support for the project
a government that actually
values our States reputation
and good name doesnt rip
up contracts.
In less than a month, Andrews has a total reversal
of position when he states
We are not building this
project and then four days
before the election his now

infamous statement there


will be no compensation
paid, because these arrangements arent valid; theyre
not worth the paper theyre
written on, and on the same
day be very clear about
this; there will be no compensation paid.
In April this year the elected
Premier Andrews claimed
what we know is $339 million was paid to them; that
number may come down it
certainly wont go up. Well
Dan it didnt just go up, it
trebled!
None of this could be considered a mandate to anything; putting aside that a
primary vote of 38% isnt a
mandate in the most basic of
terminology; there are some
serious issues here from
both sides of politics.
The peoples purse is not
a political plaything. Mr
Napthines contract written
before the election was mischievous at best, using the
peoples money for any sort
of political manoeuvring is
contrary to any form or reasonable governance.
The Napthine skeletal closet
was anything but hanging

space; his management of


the Hallets Way funding
should have been grounds
for early retirement from any
position of responsibility.
As for the Premier; the
well-worn path of Napthine
should have been the road
less travelled. Misleading
people whether through ignorance or arrogance are not
traits for leadership. Whether its done for personal gain
or political persuasion it remains abhorrent.
The public doesnt expect
its leaders to be perfect, but
it does have a right to expect
them to be principled. Those
working families that you
patronised Mr Andrews,
worked bloody hard to provide that $1.1 billion; you
do not have a mandate, you
have a responsibility.
If a CEO or a Board member lost $1.1 billion in any
of the largest Companies in
this Country, they wouldnt
be asked for a please explain, they would already
be sacked. If Andrews had
an ounce of credibility he
would resign.

Dear Editor,
I wrote this letter at 3:40am
the other week and I had
been awake since 1:30am.
Why? Because I was listening to loud music and one
womans obsession with
profanities coming from a
party in Edols Street that
undoubtedly kept half of
Ballan awake on that Friday
night / Saturday morning.
After calling the Bacchus
Marsh police station three
times, I was advised that the

party goers were operating


within the provisions of the
law and that they were powerless to do anything about
the disturbance. This is what
I was told by the Sergeant:

1. Police are not allowed to


enter the premises making
the disturbance.
2. Police can only request
that the music is turned
down from the front door.
3. The police can issue a
penalty notice, which is up

to the discretion of the attending officers.


4. The police must leave the
premises if requested to do
so.

Having followed the correct procedure for reporting


noise violations, I felt very
let down by the system especially after the sergeant
with whom I was speaking
to hung up on me.
Having sent officers to the
premises three times, the

Sergeant thought they had


done enough to rectify the
situation. Despite the music
still bellowing down the
phone as I spoke to them on
the third call.
At one stage I was even
asked What do you want
us to do about it? Well, I
thought the answer would
be pretty obvious.
What is the point of having noise restrictions if the
authorities are powerless to
enforce them?

Im sending this letter to our


Member Geoff Howard also.
Im requesting that something be done to grant our
police officers more powers to deal with this kind of
noise violation. To deal with
people who have a clear lack
of respect for their neighbours. If you were lying in
bed awake that Saturday
morning also, I suggest you
do the same.

Ballan started off the day chasing 102 runs to win
on 1st innings but with some excellent batting
by Daniel Romeo, Mick Loughnane and Jack
McGregor, the boys at tea were 134 runs in front.
The boys decided to chase an outright win in 32
overs. Ballan kept it interesting obtaining wickets
steadily throughout the innings and needed two
wickets for the outright off the last over. Lachie
Snaith was successful in getting the wickets both
bowled with the last wicket falling on the last ball.
All the team contributed with some great bowling
and magnificent fielding and catching.

led at every opportunity in
the second half to halter any

Ballan Manager Scott McConnell said the struggle to
consistently win ends was
evident.
These guys play on the carpet here at Alfredton all the
time and it shows, but thats
by no means an excuse, McConnell said.

Queenslander Avonnover

For David Aiken it was a

guided Golden Reign to success at Addington (Christchurch) in 1995.
