RFP RESPONSE

SSP Architectural Group has not filed for bankruptcy nor undergone any organization proceedings within the
last ten (10) years.
Listing of all engagements where architectural services were provided for the construction of a new school
and/or administration facility in the past five (5) years.
PROJECT UNDERSTANDING
SSP understands that the scope of this project
is to design a replacement structure for the
existing Lodi Board of Education administrative
offices, currently housed in the Lincoln School
building. This proposed new structure shall
replace the existing 19,000 square foot Lincoln
School and house approximately 24 occupants
across the districts central offices, including the
Superintendents office, Business office, Child Study
Team, District Supervisors, and District IT staff.
Planning for a replacement structure requires not
only attention to design and feasibility, but also
a careful examination of phasing, staging, and
timeliness. SSP Architectural Group is ready to
undertake the assignment of this contract, and
carry out the required tasks, in a timely and
efficient fashion. Your Principal in Charge, Scott
Mihalick, will be directly involved in overseeing
the project from conception to completion.
Starting with the projects initial programming,
through concept development, bid document
assembly, construction administration, and
ultimately project closeout, Mr. Mihalick and
his team will remain your dedicated partners,
always available to discuss any questions or
concerns that may arise throughout the process.
It should be noted that design solutions have
purposefully not been incorporated within this
proposal. At SSP, we feel that our longstanding
history of satisfied clients can better tell the
story of our design excellence, instead of
attempting to provide a design solution without
having the critical input of the end users.

PROJECT APPROACH

SUSTAINABLE

HIGH
PERFORMANCE
DESIGN
Using the criteria of the US Green
Building Councils LEED program,
SSP can recommend and integrate
into your designs the tenets of
sensible, sustainable design that
combine with building system
technologies to allow facilities
to operate at peak efficiency and
create an environment to maximize
student potential.
PROJECT APPROACH
INTERIOR DESIGN SERVICES
From initial selection of finishes to coordinating the
purchase and installation of furniture, SSP is also
capable of providing a full range of interior design
services in addition to our base scope of architectural
and engineering services encompassed in this proposal.
These interior design services include selection of
finishes and furniture - integrated with the space design,
operation and maintenance goals; research to select
furnishings according to price, function and availability;
presentation of finish and furniture options; coordination
of furniture purchase; and oversight of installation.
A NOTE ABOUT ENGINEERING SERVICES
Included in our scope of services is the engagement of
consulting engineers to design the mechanical, electrical,
plumbing, structural, and civil/site components of the
project. Due to the relatively small available site, the
integration of the demolition, new construction, and
site development activities must be closely coordinated
and reviewed with not only the Board of Education
Administration and your team of other independent
professionals (legal counsel, bond counsel, financial
services, asbestos/hazardous material consultants,
etc.) but also with the Borough, including such elements
as grading, stormwater management, parking lot
access and layout, fencing and site development, etc.
DESIGN AND CONSTRUCTION DOCUMENTATION
Once a project is ready for advancement, SSP Architectural
Group, together with our engineering partners, will
provide architectural and engineering design services to
develop initial design concepts, provide documentation
to NJDOE, advance the project through construction
documents, and prepare for public bidding. Services also
include close interaction with regulatory agencies to
assure compliance with local and state code requirements.
Sensitive sustainable design has always been a core element
of SSPs design philosophy. We believe that by its nature, a
sustainable approach means considering the whole life cycle of a
project which will therefore improve the functionality, quality, human
productivity and enjoyment and, in the long term, bring social and
economic benefits. Therefore, we take a pragmatic, flexible and
sustainable approach to maximize the potential of every space
and will integrate sustainable, green design into your project.
PROJECT APPROACH
QUALITY CONTROL
At SSP, quality control is more than a ne-time review at the end of
construction documents. It starts with the people with experience
working on the specified projects who know the issues to anticipate
and document - and an understanding of what is being drawn
beyond lines on paper. The culture of learning, mentoring
and exposure to actual field conditions is infused into the
project team. It continues with the strategic use of partners,
contractors, consultants, and regulatory representatives to
make sure the scope of the work is clearly communicated, code
compliant and constructible. Finally, a thorough independent review
is completed in-house to make sure the construction documents
include the approved scope of work and have minimal conflicts.
BIDDING AND CONTRACT AWARD
To provide a smooth bidding process for the Lodi Board of Education,
we craft our documents to address the unique conditions that exist in
the public sector, where SSP has extensive knowledge of the public
bidding regulations. During bidding, we will assist with advertising
for bid, conduct the pre-bid conferences, issue any addenda or
clarifications, respond to requests for information, assist with the bid
opening, analyze bids and make recommendations for contract award.
CONSTRUCTION ADMINISTRATION
During construction, our experienced Construction Administrators will extend their knowledge of the project
to the activities in the construction field, providing a vital link between the District and the construction
work on site. An architects involvement providing necessary professional administration during the
construction process results in buildings that meet the projects design intent, meet code requirements that
were specified in the documents, meet the project schedule and support the projects overall success.
Our team members know that keeping a project on time and on budget through the construction process
requires good communication, clear procedures, and responsiveness. SSPs construction administration services
begin with a pre- construction meeting where expectations and responsibilities are clearly defined. SSP
recognizes that a key factor in a successful construction project is proactively addressing issues
BEFORE they become RFIs or change orders. In addition to conducting regular project meetings, our
staff is dedicated to the efficient processing of shop drawings, promptly addressing issues that may arise
in the field, and processing RFIs rapidly to ensure that our projects remain on schedule and within budget.
Ultimately our goals during the construction phase are to oversee the work so that surprises to the Board of
Education are minimized, the contractors work proceeds efficiently, and the contractors remain on task
to meet their completion and milestone dates. Due to the rapid responses required during new construction
projects, the Lodi Board of Education Administration will have cell phone numbers of your SSP team members,
such that all phone calls, emails, or other outreaches will be responded to within 24 hours or less.
PROJECT CLOSEOUT
The SSP Team will provide post-construction follow-up for projects including punch list and closeout
services, assistance with troubleshooting start-up, and an 11-month walk through and
check. This
inspection ensures warranty items perform in accordance with contract documents and to ensure
that all systems function as designed, and that the Board of Education is satisfied with our efforts.
Team Structure
and Experience
SSP firm principal Scott Mihalick is a talented project manager, with an unerring
focus on clients budget, schedule, and facility goals. He is experienced in
facilitating all project phases, with a particular expertise in the nuances of New
Jersey public school projects. His work on numerous pre-referendum, Long Range
Facilities Planning, and design projects have allowed him to lead the development
of multiple in-house quality assurance processes to benefit project outcomes and
realize client goals. Mr. Mihalicks approach to his projects is hands-on, with an
emphasis on clear communication, and day-to-day involvement. He is well-known
for his track record of satisfied clients and his ability to manage and prioritize
project changes and obstacles to maintain budget and schedule goals.

Neptune Township Board of Education: Districtwide Renovations, Additions, New Facility and New Design/Build Facility
As one of New Jerseys Abbott Districts, designated for 100% funding under the Educational Facilities Financing Act, the
Neptune Township Board of Education undertook a comprehensive program of renovations and additions throughout its six
elementary and middle schools, as well as the addition of a pre-K - 5th grade new facility. Ms. Perantoni spearheaded the
effort of planning and design throughout the District, a key component of which was developing the Districts educational
specifications, with an eye towards creating parity among all schools and the integration of cutting edge LEED sustainable
design technologies. One facility, the Summerfield Elementary School, gained particular attention as the States first design/
build educational project, and marked a pioneering effort in terms of developing educational performance specifications
for future design by a design/build team. an expansion plan for this iconic community focal point. The study sought to create
options for maintaining the historic, iconic status of the Ridge Street School, while simultaneously addressing the facilitys
functionality, systems, and code deficiencies.

The Fort Lee Board of Education, located in Northern New Jersey proximate
to the George Washington Bridge, serves over 3,600 students in grades
Pre-K through 12. SSP is currently working with the District to develop and
implement a phased plan of capital improvements, additions and renovations
via two (2) bond referendum projects.
A densely populated and diverse community, Fort Lee has a long history of
crowded facilities challenged by limited area for expansion. Key to SSPs
planning and design is a pragmatic approach to accommodating the K-12
student body in the best possible school facilities with parity among schools
throughout their educational experience.
Current plans define significant renovations and additions to meet the
Districts challenges while incorporating State grant funding to reduce local
costs.

The Fort Lee School District, located in Northern New Jersey serves over

community, Fort Lee has a long history of crowded facilities challenged by
limited area for expansion. SSP has worked with the BOE to plan, design and
implement a phased plan of capital improvements, additions and renovations
district-wide. SSP determined that the key to the relief of space for the
District can be accomplished through space reallocation and additions. The
plan developed in 2013 included the construction of an addition to the Lewis
Cole Middle School.
A critical element to the Lewis Cole Middle School addition is the integration
of a new Media Center within it. Sized at approximately 2,500 s.f., the new
Media Center advances the Districts provision of vital library and media
services to its student population to 21st Century Standards. The Media
Center enjoys a centralized location for student and staff use as well as an
enhanced technology offering. The Media Center is located in an opened
area adjacent to corridors, which allows for an expansive feel and allows
for multiple access and a variety of usage. Moreover, the Center takes
advantage of an adjoining courtyard, allowing for of spaces for quiet study
and recreation.

In addition to designing educational facilities, SSP has been called upon by many school districts to assist
in designing and overseeing the space planning, relocation and renovation of several district administrative
office spaces. SSP has extensive experience meeting the unique demands of a school district requires of their
office space, community space, and support space.
PEQUANNOCK BOARD OF EDUCATION
The Pequannock Board of Education entered into an agreement with the township to convert the second floor
of a township owned building into office space to house the central administrative offices. SSP provided
layout options and construction documents for the conversion, with the renovation work completed in-house
by Board of Education and township staff. This relocation allowed for the former office space at the High
School to be converted to much-needed classroom space.
HOLMDEL BOARD OF EDUCATION
Facing declining enrollment at one of their elementary schools, the Board of Education commissioned SSP to
renovate four classrooms into office space. The work, which was performed by a combination of contractors
and in-house staff, allowed for the full district administration to eliminate their monthly lease payment for
office space, while simultaneously moving the administration back into a school building. The end result was
a fully functional office suite, including expanded meeting and conference space, all with a separate exterior
entrance to avoid increasing public traffic through the schools main office.
KENILWORTH BOARD OF EDUCATION
The central administration offices, long housed at the districts elementary school, were relocated to a new
space via renovation of a former wood shop. This shop area, which had long been unused for educational
purposes, was converted into office space, allowing for the former Superintendents offices and support
spaces to be converted into a combination of educational space and guidance offices.
BEDMINSTER BOARD OF EDUCATION
SSP provided several schematic options for reconfiguring the schools central offices, consisting of the
Superintendents and Business Administrators offices, as well as their support staff. Ultimately SSP was able
to develop a plan that was implemented without requiring construction, instead focusing on a change in the
space allocation and interior layout of furniture.
RIVER DELL REGIONAL SCHOOL DISTRICT BOARD OF EDUCATION
Facing an increasing enrollment at the High School requiring a significant addition to be constructed,
the central offices were relocated out of the High School and into space at the Middle School which had
formerly been leased to an outside agency. This reclamation of space allowed the High School to expand its
program offerings and convert the former office space into a technology education hub, and provided new
administrative offices with a dedicated separate entrance at the Middle School site. A full renovation project
was undertaken to convert four classrooms into a series of office and meeting rooms, with work phased to
precede the High Schools expansion project.
FORT LEE BOARD OF EDUCATION
Enrollment at each of the schools in Fort Lee has been steadily increasing, necessitating several new construction
projects. In addition, it was determined that the Board of Education offices needed to be relocated offsite, allowing for renovation of the former office space into a pre-kindergarten center. SSP worked with
the Board of Education to move into a leased office, renovating the former office space into much-needed
classrooms.
ROXBURY BOARD OF EDUCATION
The Roxbury Board of Education offices had historically been housed in a small off-campus building. SSP
assisted the Board with the conversion of one of the districts former and unused small schoolhouses into office
space, housing the districts central offices and support staff. A full renovation was undertaken, converting
the six-classroom building into office and conference space.

The Neptune Community School serves a total of 700 students from PreKindergarten through Fifth Grade, in roughly 149,500 s.f. of facility space.
Spaces designated for both community and student use include a safety and
security center, a full-size gym and assembly area, a wellness clinic equipped
for a wide variety of health programs, a parenting and tutoring center, an
outdoor amphitheater, and the renovation of an adjacent warehouse into an
early childhood center.
Like the schools exterior, interior spaces offer welcoming, safe, sophisticated,
learning areas that enhance the educational experience and make the building
itself a powerful teaching tool. Features include glass doors on mechanical
closets where students can study the schools LEED-Platinum certified, energy
saving systems in action, transparent raised flooring displaying the schools
cabling systems, and a rooftop garden designed with Liberty Science Center,
that offers 6,000 s.f. of greened space suitable for a variety of outdoor
experiments. Also Included within the design is a 30 kW photovoltaic solar
system. The specialized nature of this project has led to the development of
specialized curriculum for environmental studies, now in place at all District
schools.

The Pascack Valley Regional High School District has completed renovation
and upgrades of the Districts two high schools. As with many of New Jerseys
other school districts, Pascack Valley has experienced a surge in enrollment, and
anticipated continued growth of up to 100 students annually for the coming
decade.
SSP first reviewed the existing conditions of the districts educational facilities,
then developed a program to support Pascacks goals to deliver technologically
advanced and adaptable teaching environments, modernize all facility
infrastructure and increase traffic flow and parking areas.
Key to the upgrade was the design of the Districts Learning Clusters. These
included dedicated spaces for science, math and technology, library and media
center, student services, the arts, the humanities, and physical education.

SSP and the Chester Schools Board of Education have collaborated since
January of 2004 on the development of a master plan for the improvement
of the Districts two elementary schools and middle school. SSP developed
designs to address overcrowding and aging infrastructure in the neighboring
Dickerson and Bragg Elementary Schools as well as improvements to the
Black River Middle School. The overall construction value of the projects
total $22.7 million, and includes an additional 45,000 square feet and over
35,000 square feet of renovated space for added classrooms, that replace
substandard spaces and enable the District to enhance program delivery
through improvement of specialized spaces.
A key project within the referendum scope of work was a comprehensive
media center renovation at the Dickerson School. The 1,675 square foot
center now contains expanded stacks, computer/media and presentation
areas, and areas for study and class work.

To whom it may concern,
I am writing this letter to highly recommend SSP as your Architect of Record for
any future projects you may have in the future. They have done a terrific job with
numerous projects at Milford school including a Million dollar electrical and alarm
system project school wide to a new security entrance for the building. They have great
contacts on the state level and are able to manage approvals and obtain permits in a
timely manner. Feel free to visit our district and see our new gym floor which they
designed as well as all new windows and roof we were able to obtain via ROD grants.
Scott Mihalick and the entire SSP staff are great people and respond quickly to
any concerns that may arise. Milford Public School District highly recommends SSP.
Feel free to call me to further discuss the fine work this excellent firm has done at
our school.
