For
Short-listing of a National Individual Consultant: Procurement Specialist (PS)

The Government of the Peoples Republic of Bangladesh has received a credit for
Haor Infrastructure and Livelihood Improvement Project (HILIP)) from the
International Fund for Agricultural Development (IFAD) and the Spanish Food
Security Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant No-I-C847-BD & Trust Loan No-E-3-BD) and intends to apply part of the proceeds of this
credit to cover eligible payments under the contract for the provision of consultancy
services for the project by the following National Individual Consultant.
In view of above, the Project intends to engage the same consultant. The service,
experience, resource and delivery capacity expected for the position are outlined as
follows:-

Master Level Degree in any Discipline;


He/ She should preferably have overall 8 years working experience at senior
management level with at least 3 years working experience in public procurement
of goods, works and services for GOB/Donor funded projects/programs
Comprehensive knowledge of countrys public procurement rules and regulations
(PPA-2006/ PPR-2008) is a must
Strong Computer and Communications skills (Oral, written and presentational)
Familiar with e-GP system of the country
Develop and put into operation the existing procurement system and procedures;

Ensure that all procurement of goods, works and services are in compliance with
the provisions of the Financing Agreement and IFAD procurement guidelines
including GOB;

Ensure administrative management of service providers and other procurement


contracts;

Ensure proper use and conservation of program assets; Prepare APP/ AWPB in
collaboration with the PD or DPD and PPIS, HILIP and submit the same for approval
by the IFAD and IMPSC along with necessary documents;

Prepare regular procurement progress reports;

Coordinate procurement of goods, works and services at the central level and
assist/supervise decentralized procurement as appropriate;

Ensure preparation and advertisement of Terms of References (TORs) and tender


and contract documents for specific procurement according to GOB and Donorfunded procedures;

Participate in relevant tender/ proposal evaluation committee meetings at the


Lead Agency and assist with the preparation of committee reports;

Review and advise on tender evaluation reports prepared by the HILIP district
offices and other implementing agencies and make necessary follow-up;

Maintain high quality procurement files and contract registers for review by
supervision missions and auditors;

Prepare regular financial and procurement progress reports; Preparation,


modification and updating of APP/AWPB with due consultation with the PD or DPD
and PPIS;

Update the procurement information on a regular basis for PDs review and
action;

Prepare draft tender/contract documents for all contracts (Goods, Works and
Services);

Carry out periodic market survey;

Prepare complaint handling mechanism and address complaint as per PPR-2008


and IFAD guidelines;

Prepare TORs, request for expression of interest (EOI); short/long list of


consultants, RFPs etc;

Identify the sources of supply, assist in evaluating the eligibility and qualifications
in order to prepare the list of suppliers/contractors and keep PD abreast on these;

Establish Contract Register for goods, works and services and submit a copy to
the Country Program Officer (CPO) of IFAD in every month;

The incumbent will undertake other duties as deemed necessary by the Project
Director or his authorized representative

The Project Director now invites eligible applicants to indicate their interest in
providing the services. Interested applicants are invited to provide information
indicating that they are qualified and competent to perform the services with a
complete CV having one copy of recent passport size photograph and other details
as required as per the application forms of RFA document provided by the
undersigned.
Only one consultant will be selected using the Time-Based Selection method in
accordance with the PPR-2008 issued by the GOB. It is expected that the services
may be commenced on December-2015.
Interested applicants may obtain further information and collect the request for
application (RFA) documents by applying to the address mentioned above during
office hours up to 28/10/2015.
Expressions of interest shall be submitted by the applicants on or before 29/10/2015
by 3.00 PM in sealed envelope delivered to the undersigned and be clearly marked

short listed applicants will be invited for interview.
