CIP STATEMENT ON THE NATIONAL


MEMORIAL TO VICTIMS OF COMMUNISM

March 2, 2015 (Ottawa) - The Canadian Institute of Planners (CIP) proposes that the site selected
in Ottawa for the proposed National Memorial to Victims of Communism be reconsidered.
CIP feels that the proposed location on the Capital Plateau, along Confederation Boulevard
adjacent to the Supreme Court of Canada, should be reserved for the construction of a judicial
building such as the Federal Court of Canada.
The addition of a complementary building to the Supreme Court of Canada, and the Library and
Archives Canada building would complete a triad of buildings of national significance. This would
be in keeping with every plan that has been prepared by the National Capital Commission on
behalf of all Canadians for Confederation Boulevard, the Parliamentary Precinct and Judicial
Precinct, including the 1950 Plan for the National Capital that was created by renowned French
urban planner consultant Jacques Grber.
CIP proposes that the federal government work with the National Capital Commission and its
municipal government partners to identify a more appropriate location elsewhere in the National
Capital Region for the proposed memorial.
