Required Competencies and Qualifications


Minimum of a Bachelors Degree in Communications, Project Management,
Planning, Education, Development, or related field.
Excellent written and spoken communication skills; fluency in spoken and
written English.
Skills and knowledge in innovative uses of ICT solutions for information
management of quality education indicators (as defined by the child-friendly
schools initiative) that utilize SMS, Android, and/or online methods of data
collection, analysis, visualizations and dissemination.
Mastery of online and offline uses of ICT solutions for communications
especially website design/maintenance, social media networks, and print media.
Organized, detail-oriented multi-tasker who works well under pressure.
Effective presentation skills for local, national and international audiences.
Computer literate with advanced mastery of Microsoft Office for programme
administration and timely communications with all stakeholders.
Minimum of 3 years of professional work experience at national and/or
international levels in communications and/or information management.
Information Management Responsibilities
Scale and institutionalize KEPSHAs existing SMS/Android-based online
monitoring and evaluation dashboard for increased real-time data collection,
visualization, analysis and dissemination nationwide of child-friendly school
indicators.
Coordinate capacity building of KEPSHA and Ministry of Education, Science and
Technology members in using KEPSHAs online monitoring and evaluation
dashboard to enable decision-makers to make data-driven improvements in
quality education policy and practice.
Ensure all KEPSHA and MOEST members (26,000 head teachers and the
Directorate of Quality Assurance and Standards) are fully equipped with the
skills and knowledge to use and maintain KEPSHAs online monitoring and
evaluation dashboard for CFS.

Communications
Serve as the official KEPSHA liaison with KEPSHAs donors and the Ministry of
Education, Science and Technology about the use of KEPSHAs online
monitoring and evaluation dashboard to measure quality education nationwide.
Improve KEPSHAs online and offline presence (web, social media, print media)
to attract additional national and international external partnerships, visibility
and financial support.
Prepare all presentations and program documentation for implementation of the
CFS initiative for partner donor agencies.
Design, develop and oversee the content, photography and publication of
KEPSHAs Primary Head Magazine with a distribution list of 26,000 head
teachers.

Qualification and Experience


Applicants should:

Graduate qualification in the field of commerce, economics, accounting or related


areas.
Professional qualifications such as CPA, ACCA among others will be an added
advantage.
Minimum five (5) years working experience in a busy finance office.
Knowledge of public sector accounting including accounting for Associations
will be an added advantage.
Experience in donor reporting will be an added advantage.
Knowledge of accounting systems will be an added advantage.
Have experience in working with donors/development partners in grant
management
Intermediate to advance computer literacy including spreadsheets and
accounting software

Responsibilities
To Prepare proposal budgets for review with programme coordinator and
project implementation team.
Assist in annual budget preparation
Undertake financial accounting and reporting

Determining contracted financial requirements and ensuring compliance


Determining contract income budget, contract expenditure and allocation for
projects
Provision of audit information
Tracking of annual project expenditure against budgets
Process staff and consultants travel expenses claims and project advance
settlements
Raising invoices and follow up reimbursement
