Description of the Building: The UPOU ICC building is a two (2) storey building envisioned to serve as the
primary venue for international and national conferences on open and distance
e-learning using state of the art telecommunications and multimedia facilities. The
ICC is also intended to provide exhibition hall facilities, with a plaza for outdoor
events such as mini concerts and outdoor exhibits and other social events.

Interested consultants must have at least five years experience in construction management and must have
successfully undertaken and completed at least one similar project/contract within the past five years costing at least 50% of
the ABC. In addition, they must be registered with the Philippine Government Electronic Procurement System (PhilGEPS)
as legitimate service providers of the Government.
Interested consultants must submit their LOIs and eligibility documents on or before 12 January 2016 at the
address below. Applications for eligibility will be evaluated on a non-discretionary pass/fail criterion. The UPOU Bids and
Awards Committee (UPOU BAC) shall draw up a short list of eligible consultants from those who have submitted LOIs and
eligibility documents and who have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA
9184), otherwise known as the Government Procurement Reform Act, and its Implementing Rules and Regulations (IRR).
The short list shall consist of not more than five consultants who meet the criteria and minimum rating as follows:
(a) Experience of the consultant in construction management of similar projects/contracts (40%)
(b) Educational attainment and work experience in construction management of key personnel and staff (40%)
(c) Current workload relative to capacity (20%)
A consultant must get a score of at least 60% to be qualified for shortlisting but only consultants in the top five
ranking are to be included in the final short list.
The bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail
criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least 60% interest or outstanding capital stock belongings to citizens of the Philippines.

Bids shall be evaluated using the Quality-Cost Based Evaluation (QCBE) procedure where 60% shall be
allocated for the Technical Proposal and 40% for the Financial Proposal. The criteria and rating system for the evaluation of
bids is provided in the Instructions to Bidders.
The contract should be completed within Three Hundred Ninety (390) calendar days, the starting date being
seven calendar days from the issuance of the Notice to Proceed.
The issuance of eligibility documents will be on 29 December 2015, 8:00 AM to 5:00 PM. Eligibility documents
may be purchased by interested consultants upon payment of a non-refundable fee of Five Thousand Pesos only
(Php5,000.00).
The UPOU BAC reserves the right to reject any and all bids, annul the bidding process, or not award the contract
at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
