1. Critical Guidelines
1.1

1.1 Heavy passenger flow refers to the one that takes place in one or more stations within a certain
period and with a sustainable development trend, resulting in an obvious shortage of the station
capacity or the traffic capacity of a train.
1.2
1.2 Principles and classification of heavy passenger flow

According to the predictability, the heavy passenger flow of a station is divided into the predicable
heavy passenger flow and the heavy passenger flow under emergency circumstances. The predicable
heavy passenger flow is further divided into the heavy passenger flow on holidays, the heavy
passenger flow during large-scale activities and the heavy passenger flow under inclement weather
condition.

1.2.1 The heavy passenger flow on holidays refers to the sharp rise of passenger flow at each station
along the line due to activities of Ethiopians and visitors on national holidays.
1.2.2

1.2.2 The heavy passenger flow during large-scale activities refers to the sharp rise of passenger flow
at the light-rail station within a short period after the large-scale activities (including those carried out on
holidays) along the light-rail line.
1.2.3

1.2.3 The heavy passenger flow under inclement weather condition refers to the rise of passenger flow
at each station due to many passengers flushing to the light-rail station for departure or shelter from
rain.
1.2.4

1.2.4 The heavy passenger under emergency circumstances refers to the surge (including the
unpredictable rise of passenger flow during the holiday rush) of passengers in the station or train,
causing a congestion.

1.2.5 The heavy passenger flow upon light-rail failure refers to the heavy passenger flow at the station
in congestion resulting from light-rail failure.
1.3
1.3 Principles and requirements for response to heavy passenger flow
1.3.1

1.3.1 The principles of concentration, unified command, accurate alarm, quick response, and
arrangement in order shall be applied and all departments shall be mobilized for close liaison and
enhanced efficiency and effect of response to the heavy passenger flow.
1.3.2

1.3.2 The on-duty driver shall be responsible for collection and report of information about passenger
flow at the train station. The traffic dispatcher at the Operational Control Center shall be responsible for
collection and transfer of information about passenger flow of the whole line. The Operational Control
Center shall be responsible for traffic control of the whole line, ensuring that information about
passenger flow is timely reported and transferred.
1.3.3
1.3.3 The Operational Control Center shall decide whether the station affected by the heavy passenger
flow can be passed without stop.

1.4 Collection, prediction and release of information about heavy passenger flow

1 Collection of predicable heavy passenger flow

The information about large-scale activities carried out by relevant department of Addis Ababa
Municipal Government on holidays shall be collected by the Public Relations Department.

The information about large-scale activities in the vicinity of all stations along the light-rail line shall
be collected by the Public Relations Department and the Depot Division together.

2 Prediction and release of predicable heavy passenger flow

The Public Relations Department shall predict according to probable passenger flow due to large-scale
activities carried out along the light-rail line on national holidays of Ethiopia, strengthen the
communication with the Municipal Government and transmit data to relevant departments such as the
Operational Control Center and the Security Department in advance. The Security Department shall
pay attention to acquisition of passenger flow data on holidays and prepare staffing and supplies, etc.
1.4.2
1.4.2 Surveillance and release of information about heavy passenger flow

1 Surveillance and transfer of information about heavy passenger flow

The light-rail driver and the Operational Control Center shall strengthen surveillance and report
reception, ensuring timely report, release (adjustment) and response of heavy passenger flow.

CCTV

Under circumstances of heavy passenger flow, the data and state shall be supervised by CCTV.
The train driver shall take the initiative to report the sharp rise of passenger flow at the station.

CCTV

The traffic dispatcher shall convey the information about passenger flow to relevant department
according to the impact on train operation and traffic control. The Operational Control Center shall
monitor and control passenger flow along the whole line through CCTV and shall timely release
information about emergency response on site.

2 Release of information about emergency response to heavy passenger flow

The Operational Control Center shall be responsible for release and cancellation of information about
heavy passenger flow, timely releasing the information about emergency response to various
departments by making a phone call or texting in time as per the impact upon the traffic control of the
whole line.

2 Action Guidelines for Each Position


2.1
2.1 Guidelines for each position to perform response of different levels

Dispatch reserved trains to receive passengers along


the line as per the practical situation.

After congestion alleviation at station with crowed


platform, timely call off passenger flow easing

case of getting over stations, and make route
adjustment, etc.

Timely notify the driver of train adjustment information.

Timely collect and transfer information about heavy


passenger flow to relevant department and person in
charge.

The driver of the reserved train shall be ready for


driving.

Drivers of each train passing a station with heavy


passenger flow shall control the driving speed for the
purpose of safety.

Timely report the increase/decrease of passenger flow


to the traffic dispatcher.

Perform publicity activities, pacify passengers and give


instructions to passengers to take the next train.

clamped by the train.

Upon reception of the notification from the traffic


dispatcher, arrange disciplines (such as signal, power
transformation, OCS) closely related to traffic control to
strengthen their duties.
