To register light trailers with ATM of 750kg or less

A key purpose of registering a trailer is to ensure that its design, construction and equipment meet safety
and environmental standards.
This pack is designed to assist you when registering a trailer in Victoria.
When registering, you do not need to bring your trailer to a VicRoads Customer Service Centre for inspection
if you ensure that it meets all requirements Vehicle Standards Bulletin 1 Building SmallTrailers (VSB1) available
at infrastructure.gov.au

Can you use this pack?

A light trailer is a caravan or trailer that has an Aggregate Trailer Mass (ATM)1 of 4.5 tonnes or less, but this pack can only
be used for the registration of certain light trailers with an ATM of 750kg or less.
You can use this pack to apply for registration of:
light box trailers (with ATM of 750kg or less)
light boat trailers (with ATM of 750kg or less)
other light trailers including caravans (with ATM of 750kg or less).
This pack must not be used to register trailers that fall outside these limits.
If a trailer is built specifically to carry a boat or is used in the course of trade (business purposes) it must be registered.
To be the registered operator of a light trailer you must be at least 17 years of age.

Do not use this pack

Do not use this pack if:

your trailer has an ATM of more than 750kg - you need to use the Vehicle registration form and make an appointment
to have the trailer inspected for registration at a VicRoads Customer Service Centre.
you are buying a used trailer that is currently registered - you need to use the Application for a transfer of registration form.

Trailers exempt from registration

Your trailer does not need to be registered if it meets all of the following requirements:
1. Weighs less (tare mass4) than 200 kilograms unladen
2. Is not wider than the towing vehicle as produced by the manufacturer
3. Is 3 metres or less in length, including the drawbar and any load
4. Is not built specifically to carry a boat
5. Is not used in the course of trade (business purposes).
Exempt trailers must display the same registration number as the towing vehicle, or you can purchase an exempt trailer
plate (see vicroads.vic.gov.au for details).
Exempt trailers can be registered upon request. In many other states, including New South Wales and South Australia, all
trailers must be registered. If you intend to tow your trailer interstate, it is recommended that you register it in Victoria
before you travel.

LIGHT TRAILER PACK

You must ensure your trailer complies with all requirements as per theVehicle Standards Bulletin 1 Building Small
Trailers (VSB1) available at infrastructure.gov.au
The following information may also assist you when registering your trailer.

1. Aggregate Trailer Mass (ATM)

Aggregate Trailer Mass (ATM) is the maximum loaded mass of the trailer (weight of the trailer plus the load capacity).
To determine the ATM of your trailer contact the manufacturer or a signatory to VicRoads Vehicle Assessment Signatory
Scheme (VASS). For VASS information visit vicroads.vic.gov.au or call 13 11 71.

2. Imported light trailers

All imported light trailers require Vehicle Import Approval (VIA). Visit infrastructure.gov.au for further information.

3. Pig trailer
A trailer with one axle group or single axle near the middle of its load-carrying surface and connects to the vehicle towing
it by a drawbar.

4. Tare mass
Tare mass means the unladen mass of the trailer when it is in ordinary running condition and not carrying
any load (eg goods).

5. Trailers manufactured before July 1991

Light trailers that were manufactured before July 1991 must comply with Vehicle Standards Information Sheet 9 available
at vicroads.vic.gov.au

6. Vehicle (trailer) plate

Vehicle Standards Bulletin 1 Building SmallTrailers (VSB1) specifies that a vehicle plate is required on a trailer. The plate
provides a clear indication that the trailer is suitable for road use. It also provides useful information about the
specifications of the trailer.
The plate must be durable, non-corrosive metal and must be affixed to the vehicle in a position where it may be readily
examined. It must be permanently affixed by pop rivets, hammer drive screws or welding. Affixing plates with adhesives
is not acceptable.
Information on the plate must be legible and embossed, indented, etched or engraved in letters and numbers not less
than 2.5 mm high.
The plate must show at least the following details:

manufacturers or importers name (whichever party takes responsibility for the certification statement)
date of manufacture (month/year, eg 02/08)
trailer model (if applicable)
Aggregate Trailer Mass (kg)
Vehicle Identification Number
tyre details (tyre and rim size, load rating and recommended tyre pressure) (optional)
certification statement (exactly as specified below):
for new trailers:

This trailer was manufactured to comply with the Motor Vehicle Standards Act 1989.

for imported used trailers:

This trailer is an imported used trailer. It has been modified and assessed as complying with the Motor Vehicle
Standards Act 1989.

7. Vehicle Identification Number (VIN)

Every trailer first registered from January 1989 onwards must have a unique 17 digit alphanumeric Vehicle Identification
Number (VIN) issued by VicRoads. This number must appear on the trailer identification plate (where fitted) but must also
be stamped on a substantial part of the trailer (usually on the drawbar).
Light trailers that were manufactured before 1989 will require a chassis number. If you are unable to locate this number on
your trailer, please contact VicRoads to have a chassis number allocated.

How do I register my light trailer?

A Certificate of Roadworthiness is not required, however
the trailer must be in a roadworthy condition for use on
the road.

Call VicRoads on 13 11 71 to make an appointment to

register your trailer at a VicRoads Customer Service Centre.
There is no appointment fee when using this pack to
register your trailer (when inspection is not required).

Step 4 What to bring to the appointment

If you are uncertain about whether your trailer meets all

of the requirements, you may call VicRoads on 13 11 71
to make an appointment to have your trailer inspected at
a VicRoads Customer Service Centre before registration
(please note VicRoads does not certify trailers).
You will need to pay an inspection fee.

At your appointment you must:

relevant supporting documents
Complete a Light trailer registration form including the
checklist on the back, declaring your trailer meets all
requirements in VSB1.
You need proof of ownership or management of the
trailer if you are not the previously registered operator.
You will need a bill of sale identifying the trailer by make,
model (if applicable) and VIN/chassis number showing
the names and addresses of the buyer and the seller that
is signed and dated by both parties.
If you constructed the trailer, you will need to supply
receipts for the purchase of materials and a statement
confirming that you constructed the trailer including
the date of completion of the trailer.
If the trailer was imported you will need to supply a copy
of the import approval document 2.

show your Victorian driver licence or learner
permit. If you do not have this, you must provide
evidence of identity check requirements at
vicroads.vic.gov.au/evidenceofidentity
pay relevant fees - you need to pay a registration
fee (unless the trailer is registered and used solely in
connection with the business of a primary producer)
