succession of opportunities. Entrepreneurs have the
ability to identify these opportunities and turn them into prosperous
businesses. In this sense, Mexico occupies
a leading role in the world: it is the world
leader in terms of entrepreneur potential
and attitude, according to the 2014 Global
Entrepreneurship Report.
Our export vocation has enabled us to
successfully enter new markets. Mexican
companies enter the world through the front
door, thanks to our network of free trade
agreements with 46 countries, which gives
us access to 1.2 billion consumers. Proof of
this is the record high of exports we reached
in 2014: nearly 400 billion dollars.
The improvement in the positioning of
Mexican products in the world gives us a
very important opportunity in unexplored
markets like the Halal or African markets.

capacidad de identificarlas y convertirlas en
negocios prsperos. En ese sentido, Mxico

Nuestra vocacin exportadora nos ha
permitido incursionar con xito en nuevos
mercados. Las compaas mexicanas entran al mundo por la puerta grande, gracias
a nuestra red de tratados de libre comercio
con 46 pases, lo que nos brinda acceso a
1,200 millones de consumidores. Prueba de
ello es el mximo histrico de exportaciones que alcanzamos en 2014, con cerca de
400,000 millones de dlares.

To bring the entrepreneurial and business community of our country closer to
the programs we are implementing to support their development, we have created
the Entrepreneur Week, which takes place
from 5 to 10 October at Expo Bancomer
Santa Fe exhibition center. This event is
designed as a meeting point where entrepreneurs and small businessmen can
access useful information for their businesses, while interacting and learning from

The Inadem is a public institution specialized in providing attention and solutions to the needs of entrepreneurs and
MSMEs.

MSMEs in Mexico
In Mexico, micro, small and medium enterprises (MSMEs) account for 99% of the
total companies in the country, and they
contribute with seven out of ten jobs in the
economy and generate one third of GDP.
But thats only the statistical part. In reality, MSMEs represent the materialization
of the productive dream of Mexicans, as
they provide the income that allows families to build their own success stories, and
they have the difficult task of becoming the
main factor for increasing the welfare of
Mexicans.
This is a reality that the national economy faces every day. The main issue that
concerns the Mexican government is how
to strengthen MSMEs and how to turn the
tables on the high number of failures these
businesses represent. These companies must
be modernized, their entrepreneurs must
be trained, they must have access to useful information for their businesses as well
as access to financing, they must innovate
their processes, adopt new information
technologies and communication strategies,
grow and consolidate successfully, in order
to help move Mexico.
This is the challenge Mexican MSMEs
face at the beginning of this new millennium. This is the enormous challenge that
the government of Enrique Pea Nieto is
assuming. Todays priority is to establish a
public policy for supporting micro, small
and medium enterprises, taking into consideration the masses of entrepreneurs who
are graduating every year from our technical colleges and universities, and we mustnt
forget the business people with already
consolidated companies who generate new
ideas and dreams every day and need to
continue innovating their businesses. Entrepreneurship is the realization of a new idea,
a new dream. Entrepreneurial spirit lives in
young people, in businessmen and women,
in elderly people. Entrepreneurial ideas are
in the soul of every Mexican.
With this in mind, President Pea Nieto, in January of 2013, ordered the cre-

preferential conditions to future entrepreneurs between the ages of 18 and 30, who
traditionally have not had access to formal
loans due to a lack of collateral, business
experience or credit history.
This program is composed by three instruments:

We should highlight other efforts such
as the alliances that Mexico has built
internationally to consolidate the entrepreneurial environment of the country,
such as the creation of Consejo Mxico

footprint and transform the environment. An entrepreneur is one who does not give up after the first try, one
whose failures motivate him to continue forward and transcend, making an impact on his chosen activity and the
environment.

We can be entrepreneurs in the public sector, in academia and in civil society. Not
only those who start a business or economic activity are entrepreneurs. So-called intrapreneurs also exist: those who are truly
committed to becoming agents of change
in their respective sector or industry.
In the last decade Ive been fortunate to
witness the evolution of the Mexican entrepreneur, who in the pastonly after years of
hard workwould detect an opportunity in
an area that could be improved with a local
team, and who today takes the risk of choosing to start a business as a first option, rather
than seeking employment.
The entrepreneur (either at a startup or in the scale-up phase) is at the center of economic development in Mexico,

ment Plan, which strengthened the implementation of the National Digital Strategy.
Aligned with this priority, one of the
main objectives of the National Digital
Strategy is precisely to achieve government
transformation. Mexico is taking an important step in this direction. Six months
after the publication of the decree establishing the National Single Window, the
www.gob.mx portal is now a reality.
This new digital point of contact between citizens and government will become the only portal for information,
procedures and participation of the entire
Federal Public Administration, allowing
citizens to have a single place of interaction with the government, ensuring accessibility and user privacy, doing so with increasingly agile and simplified procedures.
With the implementation of gob.mx, a
real citizen-centered government transformation materializes, with the sole purpose
of satisfying their needs. Indeed, gob.mx
will allow citizens to comply with their
bureaucratic formalities quickly, without
restrictions of time and from anywhere,
without having to visit multiple offices,
thus avoiding possible acts of corruption.
It will also be possible to interoperate, so
that the government will not request information that other agencies already have.
Implementing this government transformation has also required a profound
transformation of the legal and institutional framework. Amendments to the rules
of operation, was well as the publication
of decrees, policies and norms that shape
an adequate legal framework have also
been necessary to promote a new model of
government, ensure their permanence and
continuous improvement as a right of all
citizens.
Through its three pillarsgovernment,
procedures and participationgob.mx gives
way to a more transparent, close, modern
and better-connected public administration.
Today, in the context of an increasingly
global world, Mexico stands at the forefront internationally, and is fully embarked

demographic bonus between now and 2020;

these young Mexicans represent in terms of
commitment to the national goals of a country at peace, inclusive, with high quality education, prosperity and global responsibility.
The Premio Nacional de la Juventud
(National Youth Award) is the highest public recognition awarded by the Mexican
state to young people since 1976. It has two
categories: from the ages of 12 to 17; and
from 18 to 29. It is awarded in ten different
fields: academic activities, artistic expression and popular arts, social commitment,
strengthening native culture, environmental
protection, entrepreneurial ingenuity, human rights, disability and integration, contribution to political culture and democracy, and science and technology.
This prize seeks to honor and distinguish outstanding behaviors or singularly
exemplary careers, as well as certain valuable or recognition acts or works, performed on behalf of society. The protocol
for the participation, organization and delivery is regulated by the Ley de Premios,
Estmulos y Recompensas Civiles (Law of
prizes, incentives and rewards). The young
winners of the award are honored to receive
it from the President of Mexico. The prize
consists of a gold medal and a diploma that
states the reasons why it was conferred, individually or to a group of youngsters, in
the presence of the Award Council, the jury,
family members, special guests and the media. Part of this protocol is the publication
of the names of the recipients of the prize
in the Diario Oficial de la Federacin (Official Gazette), and each edition of the prize
is registered in a Book of Honor.

He arrived in the USA with twenty dollars in his pocket, and while waiting for his
residency he started experimenting with chips
and controllers, testing the codes. Browsing
the Internet he found DIY drones, a forum
where fans interact. His experiments caught
the attention of Chris Anderson, former editor of Wired magazine, who saw how Jordi
made a helicopter fly autonomously, using an
Arduino board and a reprogrammed console.
Impressed with the demonstration, Anderson
unconditionally financed his project to produce his plates, which were immediately sold,
and they both realized that this was the beginning of a million dollar business.
Months later Jordi and Anderson
founded 3D Robotics Inc., which today is
the major manufacturer of drones for consumers in the USA, with millions of dollars
in revenue, 300 employees and millions in
venture capital. In 2011, Jordi entrusted

We refer to the set of programs and assistance from public and private institutions
who meet in a single platform so that all
entrepreneurs may be in reach of a series of
options to engage and thereby receive support, either through free business training
workshops, help with financial management and incorporation into the electronic
market, or prime rate loans. But how did
RAE begin life, what are its functions and
what contributions has it made to Mexicans who want to become entrepreneurs
and who are looking for assistance?
The RAE is a strategy coordinated by
Instituto Nacional del Emprendedor (Inadem, National Entrepreneurs Institute),
created in 2013 by presidential decree, instructing all federal government agencies
to evaluate and monitor the programs they
operate, as well as to expand the number
of programs and the assistance available
both public and privatefor entrepreneurs
and Micro, Small and Medium Enterprises
(MSMEs). Thus, through an online platform and the Points to Move Mexico program, entrepreneurs now have the ability to
benefit from this aid with just a few clicks
on their computers. This has meant a big
difference compared to previous years in
which seeking support was more difficult,
especially for those who didnt have todays
facilities and technologies.
The RAE has served for two years as
the coordinating arm between agencies
like the Secretara de Educacin Pblica
(SEP, Secretariat of Public Education), ProMxico and the Sistema de Administratin
Tributaria (sat, the Tax Administration
System), as well as strategic allies in the private sector such as Google, Visa and Nestl
(to mention a few), who wanted to make
available to Mexican entrepreneurs some
kind of assistance, service or solution.

The female population segment represents 51% of Mexicos total populationexactly 57,481,3071 people, while
43.5% of the women over the age of 14 are economically active2, 25 out of every 100 households are female-headed,

La capacitacin acadmica no sustituye
la experiencia: si quieres ser escritor, escribe y escribe, dice.
La intencin de solicitar apoyo bancario para financiar su trabajo no fue buena
en un inicio, por lo que los primeros inversionistas fueron un grupo de amigos y familiares, quienes con una aportacin de alrededor de quinientos mil pesos permitieron
que el proyecto arrancara. Hoy Chamolin
postula para que Bancomext le otorgue factoraje en sus operaciones internacionales.
En el camino Chamolin ha cometido errores como creer que su gente poda hacerlo todo sin apoyo de nadie,

Fundada en 2008 por Jorge Morales, Larva Game Studios naci en Guadalajara, Jalisco. Este emprendimiento es el resultado
de un sueo que tuve desde los once aos,
cuando me di cuenta que mi pasin era
hacer videojuegos, cuenta Jorge Morales,
director general de Larva Game Studios.
Tras titularse como ingeniero en sistemas computacionales en el Tec de Monterrey, y dispuesto a cristalizar su sueo, Morales emprendi una compaa orientada a
la web y diseo de aplicaciones multimedia. Desarrollar juegos no era opcin en
ese momento, por eso cambi el giro de la
empresa varias veces e inclu videojuegos
como servicios de la misma, fracasando
terriblemente, recuerda el emprendedor.
A fin de ganar experiencia en el ramo,
en 2007 se asoci con la colombiana Immersion Games, creadora de juegos como
Cellfactor: Psychokinetic Wars y Lucha
Libre AAA: Hroes del Ring. Sin embargo
en 2010 esa sociedad se disolvi.
Morales explica que hizo un anlisis de
mercado y aprendi de los veteranos de la
industria, asisti a eventos internacionales,
atrajo clientes y lanz formalmente sus
productos. Jorge reconoce que en el camino tambin cometi algunos errores. Sin
embargo, gracias al fondeo de seis millones de pesos que levantamos para Night
Vigilante juego que sali a la venta en
agosto de este ao para dispositivos mviles salimos adelante, explica Morales.
Despus fondearon los proyectos con
recursos propios. Actualmente Larva
Game Studios recibe ayuda de programas
como Prosoft Programa de Estmulos a
la Innovacin y el Fondo de Innovacin
Tecnolgica de Conacyt, tambin del Instituto Nacional del Emprendedor (Inadem).
Gracias a eso intentamos generar productos y herramientas orientados a crecer
y eficientar nuestro negocio. No obstante lamenta que lo ms difcil para ello ha
sido retener al talento. Gente que trabaj

Erika Ponce Sales learned to manage her business on the go. She knew she
had to learn about everything, from negotiating with the supplier and asking
for invoices, to supervising the work of the goldsmith.

To start her jewelry business, Erika accepted a donation in coins, trays and other silver objects from her mother. She gathered
two kilosapproximately 60,000 pesos in
2011, had them melted, and her adventure began.
In Boston, Massachusetts, she studied
high school, where she learned to sculpt.
Then she attended a specialty in sculpture
in Florencia, Italy, and a jewelry course in
New York. Her instructional tour lasted ten
years and then she returned to her native
Celaya, Guanajuato, with the idea of starting a workshop/jewelry store. Welcome to
Celaya. Here you can start your business
without any distractions, her father said.
With that advice and her mothers donation, Erika hired a cleaning lady for the
workshop and a jeweler to create her designs, and she founded Mina Ro Mina, the
jewelry brand of her own inspiration.
Everything started upside down, she
says. At the beginning, she had press attention and promotion. She positioned herself
particularly through female fashion magazines (like Elle, Glamour, Vogue and others). She had a showroom in New York to
exhibit her merchandise that, with the help
of ProMxico, she was able to send to and
sell in the USA.
It took eleven months from Ponce developing the idea for the workshop before
she made her first sale.. Meanwhile, she
lived with her parents. When I started my
business everything changed: my friends,
my habits and even my boyfriend, she
says.
Ponce was in the dark regarding business strategy: I barely knew how to add
using Excel!, she admits, but with the little
money she raised and without formal marketing training, she took a risk. The hardest part of the business has been the informality of suppliers. However, she doesnt
give up easily. If a supplier fails, she looks
for a new one; if sales go down due to the
economic situation, she makes a deal with
PayPal to offer her customers partial pay-

Desde su experiencia, Ponce Sales asegura que un emprendedor requiere paciencia y perseverancia. Si tuviera la oportunidad de refundar la empresa me capacitara
desde el principio. Hablara con ms gente
que me d consejos de cmo se comporta
un emprendimiento, asegura. Actualmente
Mina Ro Mina da empleo a siete personas.
El primer ao 2010 recuper los sesenta mil pesos de inversin inicial. Al ao
siguiente se asoci y le fue bien. En 2012
quintuplic las ventas. Para el tercer ao
vendi menos, probablemente 10%, pero
aprend que el sector en el que me desempeo no tiene las mismas tasas ni condiciones
que otros. En 2014 fue un desastre, un hoyo
negro: crisis de proveedores, crisis interna y
externa, resume. Por lo que 2015 ha sido
un ao de toma de decisiones. En este ao
decidi separarse de su socia.
En los cuatro aos de operacin las ganancias de Mina Ro Mina se han reinvertido.
Este ao lanzar su pgina web y formalizar
un nuevo modelo de ventas. Amigas de la escultora le pedan material para que ellas pudieran venderlo en bodas, reuniones y fiestas.
Cajueleras, les llaman. Esta modalidad le ha
funcionado bien a Mina Ro Mina, tanto, que
30% de sus ingresos los genera esta fuerza de
ventas, otro 30% proviene del showroom en
Celaya, 20% exportaciones y lo dems en las
tiendas de Ciudad de Mxico, Quertaro, Sinaloa, Michoacn, Durango, Baja California
y Sonora. N

Escobar and other friends from Guadalajara, Jalisco, founded a community of entrepreneurs that replicated the dynamics
of support groups like Alcoholics Anonymous. They would meet regularly, introduce themselves and admit: Im so and
so. I founded a company in such and such
sector. It went bankrupt and I dont have
money to eat. Welcome, so and so, the
others would respond.
Escobar took advantage of the collective experience and also the emotional issue of seeking support from people who
had similar ideas, or had gone through
similar experiences. As an industrial and
systems engineer, but self-taught in management, Escobar founded Tequila Soft
after launching a company specialized in
electronic commerce systems.

The first app that Tequila Soft developed didnt work, in part due to the

giro, ya quebr y no tengo ni para comer.
Bienvenido, fulano, le respondan.
De estas reuniones Escobar tom ventaja del conocimiento colectivo y tambin
del tema emocional de apoyarse en gente
res. Pero no funcion. En parte por nuestra inexperiencia: no tenamos todos los
conocimientos, los contactos ni todas las
habilidades, dice Escobar; sin embargo,
se dieron cuenta que el modelo de negocios no era el apropiado y lo cambiaron.
As, durante 2011 reenfocaron la empresa al desarrollo de aplicaciones mviles
para diversos servicios que las compaas
requeran. La empresa hace maquila de
software, alguien tiene que hacerlo, comenta Escobar.
Hoy Tequila Soft tiene dos apps: una
plataforma tipo Uber para ofrecer servicios bajo demanda para transportar carga,
contratar plomeros, pedir comida o contratar servicios de belleza, entre otros,
y un software que funciona como herramienta de prospeccin y ventas.
Escobar no tom un curso de gestin
de empresas. Las cosas pasan muy rpido y hay ocasiones que tienes que hacer
lo que sea para sacar el trabajo, dice.
Desde que gest la idea en su cabeza hasta
que obtuvo sus primeros ingresos pasaron
casi once meses. En el primer ao de actividad Tequila Soft prcticamente era una
empresa distinta, con un enfoque equivocado que permiti generar ventas. Posteriormente, en 2012 logr contratos y diez
clientes estaban en su cartera; la compaa
tena cinco empleados.
Ya en 2013, gracias a ProMxico acudimos a ferias internacionales y conseguimos clientes en el extranjero, con lo que
doblamos los ingresos, cuenta Escobar. En
2014 Tequila Soft se consolid localmente,
creci en el extranjero y el equipo aument
a trece personas. La compaa se ha mudado ocho veces de oficina por la demanda de
espacio y de mejores instalaciones.
Este ao ha sido de cambios, buscamos otras oportunidades y salimos del
rea de confort, por ello invitamos a un
inversionista ms calificado y con ms
traccin para crecer an ms, explica
Escobar. Al momento de la entrevista, Escobar estaba por cerrar el trato con dicho
inversionista que les aportar capital, experiencia y clientes.
Los clientes internacionales de Tequila
Soft representan aproximadamente 25%
de los ingresos. Entre otras empresas, trabajan con Alcatel y Agencia EFE en Espaa, Mobiliz, Gazzang y Fotogenic en EUA,

In late 2006 Jorge Arteaga had a conversation with his uncle, who owned a dairy farm.
He proposed an association: his uncle would
furnish the milk, and Arteaga would manufacture the cheeses: asadero, fresh, and panela. They call my uncle Tico and Im Coy. So
we joined both nicknames and baptized the
company as Ticoy, recalls the entrepreneur.
Arteaga admits that in the beginning
the company was very small: It was as if
we were playing at making cheese, he says.
His life was divided in three: his studies (he studied industrial design), the company and the car races. At one point I momentarily walked away from the company.
My dream was to race cars.

When you have a start-up, you wake up thinking in the project, you eat
thinking about the project, you have dreams about it. Thats the way you
can accomplish your company, says Arteaga.

Thats how he conceived the first stage.
So while he continued producing cheeses,
he was also building the modern plant of
his dreams. The first unit was inaugurated
in March of 2015. It allows movement of
machinery to accommodate different products. The next units will accommodate the
development of other leading products.
When you have a start-up, you wake
up thinking about the project, you eat
thinking about the project, you have dreams
about it. Thats the way you can accomplish
your company, says Arteaga. Nobody became a sailor in calm seas, is a phrase he
likes to quote in times of difficulty.
In 2012 Ticoy had 20 employees. By May
of 2015 more than 150 were working there.
Over the years, Arteaga acquired a popsicle
plant in Aguascalientes and he added it to his
range of products. This year he began a line
of frozen pastries. Shortly, Ticoy will launch
a new brand of Holistik popsicles.
Cheese production at Ticoy represented
45% of sales in 2014, while popsicles represented another 45%. The remaining 10%
were pastries and other products. Today
30% of revenues come from foreign sales,
mainly from the USA and the Caribbean. N

Desde 2013 el Inadem lanz el Programa de Desarrollo del Ecosistema de Capital Emprendedor, que busca multiplicar los
recursos destinados a capital emprendedor
a travs de la coinversin en vehculos de
inversin nacionales y extranjeros con una
tesis de inversin en Mxico.
En Mxico la industria de capital emprendedor inicio hace ms de diez aos,
y durante los ltimos cuatro aos ha
crecido de forma significativa, de modo
que hoy ya se ve reflejado en el ecosistema emprendedor. En 2005 existan en
Mxico slo cinco fondos de capital emprendedor, y para 2012 ya haba quince
fondos de capital emprendedor (segn
registro de la Amexcap); este nmero ha
sido duplicado a travs de los programas de apoyo del Fondo Nacional Emprendedor con la aprobacin de treinta
vehculos de inversin en la modalidad
de coinversin, enfocados en empresas
mexicanas en etapas tempranas donde el
Inadem se vuelve un socio institucional
que comparte el riesgo.
A la fecha el Inadem ha autorizado
coinversin con treinta fondos de inversin
de capital por un monto de 1,303.7 millones de pesos, que detonar una inversin
conjunta total de 3,195.5 millones de pesos, lo que se traduce en la inversin directa
a trescientas empresas de alto impacto.
Asimismo, parte central del objetivo
del programa es ayudar a la consolidacin
de la industria de capital semilla de manera integral, por lo que sus apoyos tambin
van orientados a incrementar el nmero
de nuevos inversionistas en el ecosistema,
incrementar el nmero de vehculos de
inversin constituidos, ms inversin en
nuevas empresas a travs de los fondos
creados, profesionalizacin de los gestores de los fondos (fund managers), y generacin de una cultura financiera en los
emprendedores y mipymes que facilite el
acceso al financiamiento.
La convocatoria 2015 cerr el pasado
13 de mayo despus de un mes abierta.
Este ao nicamente aplicaron fondos con
un enfoque de especializacin sectorial o
regional que generen un valor agregado
especfico.
El Inadem comprometer 250 millones
de pesos en la coinversin en nuevos fondos
de inversin de capital, por lo que se espera
apoyar al menos cinco fondos de capital, co
lo que se detonara una inversin aproximada de 650 millones de pesos. N

The Anhuac University business accelerator is committed to the development of small and medium-sized Mexican
companies, as well as entrepreneurs in the

Para disear el curso de Administracin de proyectos se tomaron en consideracin los elementos antes enunciados en
el contexto del llamado ecosistema emprendedor en Mxico, el cual incluye un
creciente nmero de pequeas y medianas
empresas, incubadoras, aceleradoras, instituciones educativas e instituciones pblicas especializadas en la administracin
de la poltica sectorial (como el Instituto
Nacional del Emprendedor, Inadem), as
como instituciones civiles. Este contexto se
toma en cuenta para establecer el territorio en el cual se espera que los alumnos
propongan soluciones de inters.
El objetivo de la asignatura es que el
alumno conozca y practique sus competencias emprendedoras con base en el diseo y desarrollo de un modelo de negocios
en el mbito de la economa creativa, el
cual deber responder a una problemtica
especfica, resultar financieramente viable
y contar con un potencial real para generar utilidades.
Dada la importancia del enfrentamiento
de riesgos controlados como habilidad para
la vida, el curso ofrece condiciones apropiadas para que los alumnos salgan de su rea
de confort, enfrenten condiciones inciertas
y se vean orillados a tomar decisiones para
llevar adelante el proyecto. Este principio
permea la estructura del curso, que cubre
las dimensiones consideradas por el modelo
de Osterwalder (2015) clientes, oferta, infraestructura y viabilidad econmica, enmarcadas en un proceso de diseo (Brown,
2015): problematizacin, empata, investigacin, ideacin, prototipado y evaluacin
de resultados.

More than a Question of Gender
When we talk about entrepreneurship we should do so regardless of gender. This is the aspiration of organizations
like Endeavor, where we believe that adding women to the entrepreneurial environment is key to economic and
social development in our country.

It is clear: Mexico needs female entrepreneurs. In a country where only 19% of entrepreneurs are women, it is essential to boost
those candidates that are able to materialize
their ideas, create jobs, contribute to the improvement of their communities and inspire
others like them by example and innovation.
Around the world female entrepreneurs represent up to a third of all formal companies in the world, according to
the International Labor Organization. In
Mexico, close to six million women own
a business, primarily a micro-business, according to Canacintras National Commission of Women Industrialists.
Many of them, in addition to being entrepreneurs, are also mothers who have had
to face several obstacles in their working life,
including the burden of unpaid work and
the lack of policies to reconcile their work
with their family life. While the needs and
challenges of all entrepreneurs remain the
same, regardless of gender, when statistics
between men and women are compared, circumstances and motivations do not.
In the 21st century women entrepreneurs still face the so-called glass ceiling (or
invisible barriers) that they are exposed to
in a business market historically dominated
by men. Despite this, women who take the
step towards entrepreneurship become an
important source of growth and inspiration
in their communities. To transform these
initiatives into high-impact enterprises
companies with at least three years experience, with an annual growth rate of at least
20% in revenue and job creation, tools
and programs adapted to their needs are
required, as are roles to play in their work
and personal environments.
In addition, monitoring and support
are required during the subsequent phases,
to maintain growth and the scalability of
their businesses. The limited exposure of
these female success stories, the fear of
failure and the lack of a support network
that allows them to reconcile their family

micro, small and medium-sized businesses,
through the use of new information and
communication technologies.
The goal is to present useful information for decision-making, design and
improvement of programs in favor of entrepreneurs and micro, small and mediumsized companies in the country.
The Everyday Justice Platform for
Entrepreneurs
As part of the President of Mexicos Everyday Justice Initiative, Inademthrough
the General Directorate of Defense Programs for MSMEs and Entrepreneurs
launched the Everyday Justice for Entrepreneurs Platform, with the objective of
representing the interests of entrepreneurs
and MSMEs, while favoring an environment of equality and fairness with a mechanism for dialogue and negotiation for
enforcing the law. N

De acuerdo a recomendaciones de la
OCDE, el perfil ms adecuado de Ombudsman para las mipymes en Mxico deber centrar su actividad en la promocin,
considerando varios mecanismos de reparacin en los que los dueos de negocios
pueden presentar sus solicitudes en caso de
haber sido vctimas de una mala administracin; actualmente estamos trabajando
para cumplir por etapas con las recomendaciones de dicha institucin. Primeramente se sugiri que la oficina en Mxico
del defensor de las mipymes se ample paulatinamente; esto permitira a la oficina ser
lo suficientemente flexible para adaptarse
a las necesidades y demandas de la comunidad de pequeas empresas, sobre todo
para aquellas ubicadas en el interior de la
Repblica.
El enfoque ms simple es ver en la
actuacin del Ombudsman un papel de
apoyo a nivel federal, incluyndose posteriormente la ejecucin de un centro de
informacin con funciones propias; esta
sugerencia fue establecida en el planteamiento junto a la creacin de una pequea
red de cinco o seis defensores regionales
que asistan al defensor en la labor de divulgacin a nivel local.
Tomando en cuenta lo anterior, se pretende dar al defensor de las mipymes la
misma autonoma tcnica y operativa que
el Inadem disfruta. Finalmente se pretende
que el defensor de las mipymes de Mxico
sea nombrado directamente por el Presidente de la Repblica, y confirmado por el
grupo correspondiente del senado.

Hoy es fundamental crear al interior
de las organizaciones las condiciones para
que las personas liberen su potencial. Esta

cual generar que las empresas integradas compartan las ventajas propias del
asociacionismo como las economas de
escala, y permitir que como ncleo
obtengan condiciones ms favorables en
sus transacciones; por otro lado, en lo
individual (para sus integrantes) posibilitar el incremento directo en la productividad y competitividad, resultado de permear con mejores prcticas y adopcin
de tecnologas.
Estos sectores clave del futuro son impulsados decididamente por el Inadem,
mediante programas de apoyo que fortalecen su desarrollo y propician su consolidacin en las diferentes regiones; esto
representa una de las condiciones para desarrollar la competitividad y la productividad dentro del pas. En el Inadem hemos
logrado desde el inicio del gobierno del
Presidente Enrique Pea Nieto alinear la
poltica de apoyo a emprendedores y mipymes con los gobiernos estatales y municipales de todo el pas.
Para una nacin que busca abatir la
desigualdad entre sus regiones econmicas no es suficiente maquilar los productos con tecnologas desarrolladas en
otras regiones del mundo, se debe fortalecer la infraestructura productiva nacional para atraer las inversiones y los
recursos que detonen el desarrollo tecnolgico. En algunos casos, fortalecer el
trabajo conjunto y la vinculacin entre
los centros de investigacin, las universidades y el sector productivo, permite
generar la innovacin necesaria para
estos sectores; para otros, la adopcin
o transferencia de nuevas tecnologas y
el extensionismo tecnolgico resulta una
alternativa que en el corto plazo puede
ofrecer las herramientas para detonar la
creacin de actividades de alto impacto y
la generacin de productos novedosos de
alto valor agregado.
En el Inadem estamos decididos a impulsar los sectores estratgicos del futuro,
convencidos de que gracias a esta poltica
de fomento estaremos logrando incentivar el crecimiento econmico nacional, en
cada regin y en cada sector, mediante el
impulso a la productividad y competitividad de las micro, pequeas y medianas
empresas; con ello lograremos permear los
beneficios del crecimiento econmico en la
poblacin menos favorecida y disminuir la
brecha de crecimiento entre las regiones
productivas del pas. N
