T
hank you for taking a few
moments to learn more about
my ideas for building A New
California. I appreciate your
interest in my campaign and
hope my policy agenda will provide you
with a better understanding of the type
of governor I hope to be.
This is a very difficult time in our
state’s history, but I am still optimistic
about California’s future. Ronald Reagan
once said that America is too great for
small dreams. The same is true for our
Golden State.
I am running for governor because
I believe everything is still possible in
Building California. But to restore the promise
of our state, we must first clean up

ladder and achieve their fullest potential.

Cleaning Up
the Spending Mess in Sacramento
C ALIFORNIA IS DANGEROUSLY
off track. Our unemploy-
ment rate of more than 12
percent is at a near record high.
The economic crisis in the state
has resulted in more than two
million Californians unable to
find a job.
The state budget is mired
in annual deficits. The spend-
ing shortfall over the next
18 months is estimated to be
$20 billion and there is no end
in sight to the red ink and calls
for higher taxes. Instead of
making the tough decisions to
solve the structural problems in
state government, the politicians
in Sacramento have turned to
one-time gimmicks and end-
less borrowing. As a result, the
amount of the state budget that
is spent on servicing the debt
has increased by 143 percent
since 2000 and is expected to
increase by another 50 percent
in the next five years. This is lost
money that pays for the credit
card bills of the past instead of
staying in the bank accounts of
taxpayers and small businesses
or being invested in vital state
priorities, such as roads, higher
education and law enforcement.
Economic growth is the life-
blood of any state, but employers
are leaving California in droves.
Last year, the state of California
had 45 percent more business
deaths than births, in large part
because the state now has the
48th-worst business tax climate
in America, according to the
Tax Foundation. California’s
regulatory burden costs small

trivial. They matter when busi-
nesses are making choices about
where to locate their jobs.
The situation in our schools is
just as unacceptable. Despite
spending nearly half of the state’s
budget on education, California’s
schools are failing to prepare our
kids to compete for the jobs of the
future. By some estimates, only
60 percent of education spending
actually reaches the classroom.
California’s schools rank in the
bottom ten in math, reading and
science scores. We can do dra-
matically better by our students
so they can build bright futures
in our state.
California, which was once
admired as the center of innova-
tion and excellence in the world,
has now become branded as the
ungovernable state. While the
challenges we face are daunt-
ing, Meg Whitman believes that
California’s best days are ahead
of us.
As one of the most effective cor-
porate leaders in America,
Meg has learned how to
manage big, complicated
organizations. She knows
how to motivate people to
bring about change. She
believes in the power of
decentralization, local em-
powerment and results-
driven accountability. Meg
has a vision to create a
stronger, more prosperous
California that is borne
out of the lessons learned
from working in world-

eBay, Disney and Hasbro, where
if you don’t deliver, you’re shown

At eBay, Meg learned how tech-
nology and decentralization can
be harnessed to deliver powerful
results. She grew eBay from a
start-up with 30 workers to a
global company with more than
15,000 employees and nearly
$8 billion in revenue.

California around and reclaim

stead of promising immediate,

Meg has a better, more realistic
plan: spark job growth now by
quickly enacting targeted tax

mediately impact key sectors of
our economy to create new jobs.

RECRUIT NEW INDUSTRIES AND
RETAIN EXISTING EMPLOYERS
California is losing jobs to com-
peting states such as Arizona,
Nevada and Texas, not only
because our regulatory and tax
costs are excessively high, but
also because our state officials
do not do an effective job of
selling California’s economic
attributes to existing and pro-
spective employers. In a major
blow to the state’s economy,
Northrop Grumman announced
in January that it is moving its
corporate headquarters from
Los Angeles to the Washington,
D.C. area, taking hundreds of
jobs with it. Northrop Grumman
joins Nissan North America,
Computer Sciences Corpora-
tion and Hilton Hotels as
marquee employers that have
left California in recent years.
Compounding the problem,
Toyota announced last year that
it was shuttering its NUMMI
auto plant in Fremont, costing
California nearly 5,000 jobs.

California is once again open for
business. Meg will operate as the
state’s Chief Sales Officer and
will also empower a Jobs Om-
budsman to work with new and
existing employers to navigate
the various regulatory agencies
and departments that impact
their businesses. This position
will be an advocate for job pro-
viders and will help change the
state’s culture and reputation of
being hostile to business.
RECRUIT THE BEST AND
THE BRIGHTEST WITH
MORE H-1B VISAS
Ensuring that California has
a highly skilled workforce is es-
sential to recruiting and retain-
ing businesses in high-growth
sectors such as alternative ener-
gy, biotech and information tech-
nology. There are currently tens
of thousands of elite
foreign students
who are here legally
on student visas,
studying in American
colleges and universities
to obtain advanced de-
grees in math, science, econom-
ics and business management.
Our immigration laws should be
reformed so that our economy
can benefit from the knowledge
these students have obtained in
our universities instead of being
forced to take their skills back to
their native countries and join
businesses that compete with
the United States. Meg supports
increasing the number of H-1B
visas awarded each year. n

The University of California and California State University systems
are two of our state’s greatest resources. UC is the best public university
system in the world, but it has been forced to endure significant cutbacks
in recent years due to the state’s budget crisis. UC student fees increased
by 40 percent last year, and the amount of per-student funding in the UC
system has dropped from 78 percent of the total cost of education in 1990
to 58 percent today. Meg will invest $1 billion of the savings from her wel-
fare and other budgetary reforms into the UC and CSU systems.

UTILIZE ALTERNATIVE PATHS TO THE CLASSROOM

California suffers from a lack of math and science teachers who were

RENEWABLE PORTFOLIO STANDARD
Meg supports California’s landmark renewable
energy requirements. She believes that promoting
clean sources of energy, such as solar, wind and
biomass, will help create green tech jobs in addi-
tion to providing for a cleaner environment and less
dependence on fossil fuels.
■ ESTABLISH A CLEAN PATHWAY FOR NEW
SOURCES OF RENEWABLE ENERGY
A key to bringing more clean power online in
California is adequate transmission. Meg under-
stands California’s energy infrastructure needs and
will work to provide a clean pathway for renewable
projects by removing the regulatory barriers that
are causing delays in the construction of new trans-
mission lines.
■ INSTITUTE TOUGHER POLLUTER ENFORCEMENT
Meg will impose tougher financial penalties and
more rigorous enforcement of California’s environ-
mental laws that are deemed to be effective by her
90-day regulatory review and Sunset Commission.
■ PROMOTE CLEAN-AIR
TRANSPORTATION POLICIES
Meg will lead a comprehensive campaign against
smog-related illnesses, such as childhood asthma,
by promoting sound transportation policies. These
policies will reduce traffic congestion, increase the
federal government’s investment in new port in-
frastructure, and provide loan guarantees and tax
incentives for port electrification, including electric
trucks and new technologies for road and rail
transportation. California is a major hub for goods
that are exported to the United States. We are cur-
rently shouldering the pollution burden related to
the flow of international trade through our ports. It

There is no more defining feature in California
than the Pacific Coast. The coastline and our beach-
es are a state and national treasure. They must
always be protected. Meg opposes any new drilling
off California’s coast until new technologies can be
completely proven to minimize the environmental
impact of extracting oil and gas reserves. While
Meg is open to a careful and thoughtful process that
explores and evaluates the potential future use of
new and safer drilling technologies, she opposes
new drilling until such technology is proven.
■ BRING CEQA INTO THE 21ST CENTURY
In order to ensure that California meets its
ambitious environmental and energy targets, while
allowing for renewed economic growth, Meg will
modernize the California Environmental Quality
Act (CEQA). While protecting California’s environ-
mental standards, Meg will work to update the law
to ensure that vital infrastructure and energy proj-
ects are not stalled due to redundant reviews and
overly bureaucratic processes. This will help Cali-
fornia secure its position as the clean tech leader in
the world and bring green projects online sooner.
■ TAKE A NEW LOOK AT NUCLEAR ENERGY
As we continue to diversify our electricity supply
while reducing greenhouse gas emissions, we should
not shut the door on nuclear energy. It is time to
have a smart and honest discussion about nuclear
energy and its contributions. As California grows,
so will our need for a reliable supply of clean energy.
This means that we need to look at a basket of en-
ergy solutions. Nuclear energy, which does not emit
CO2, should be considered. n

Although Meg was born
and raised on Long Island,

asked Meg to serve as National

Meg traveled the nation and
spoke with voters. During these

to challenge the status quo. Her
decade at the helm of eBay came
to a close just as California’s
growing economic crisis was
unfolding. Job losses, undisci-
plined spending and the declin-
ing performance of California’s
schools were deeply troubling to
Meg, and she thought carefully
about how she
could lend her
experiences to
help. In Feb-
ruary 2009,
she announced
her candidacy
to become
California’s
next governor.
“We’ve got to
focus – we’ve
got to cre-
ate jobs, cut
spending, and
invest in fixing our educational
system,” Meg says.
Meg has committed her ener-
gy, her trademark optimism and
her belief in fiscal restraint to
the challenge of rebuilding Cali-
fornia. She has done so with the
full support of her family, which
is her greatest source of pride.
Meg and her husband, Griff,
a neurosurgeon at Stanford
Hospital, have been married for
nearly 30 years. Their two sons
are now young adults. Meg and
her family are ardent outdoor
enthusiasts who love hiking, ski-
ing, fly-fishing and enjoying all
of California’s natural treasures.
“If we let California fail, we all
fail,” she says. “And we love Cali-
fornia too much to let it fail. We
have to work together to make it
the place of our dreams again.” n
