Joining/Forming
A household is formed when one or more people who previously lived with other people in one or more
households become a household in their own right. For example, a newly married couple who each lived with
their parents until their marriage, and who now live together alone, formed a household.
A household is not formed when, for example, a couple marry and the wife moves into the dwelling which her
husband previously occupied. In that case, she joins her husbands household.
This question can serve to alert you to the possibility of wedding expenses, maternity hospital fees, removal
expenses, etc, occurring later in the questionnaire.

2.1
Type of Dwelling
Indicate type of dwelling as stated by respondent.
For dwellings attached to or part of a business or shop the main purpose of the structure must be for a
business or shop eg a flat attached to a dairy or a caretakers residence. It does not apply to a dwelling on a
farm.
Dwellings that may fall into categories 2 5 include flats, units, bedsits, townhouses, apartments and houses.
2.2
Rooms
Enter a number in each box, from 0 for none.
Exclude any rooms occupied by another household, but include any rooms shared with other households.
For a dwelling built in the open-living or split-level style, count room equivalents.
Count a kitchen, but not a kitchenette. A kitchenette is a small area or alcove in a larger room. It would rarely
be found in a house, but would often be part of a bed-sitting room.
A bed-sitting room should be specified as such under Other rooms.
A detached bedroom (including a caravan used as such) adjacent to a private dwelling should be counted as
a bedroom of the dwelling.
2.3
Year of Occupancy
If the dwelling was first occupied by this household within the last twelve months, then remember to prompt for
(a) bonds and administration costs if the property is rented, or (b) purchase details of this property and possibly
sale details for a previous property, later in the questionnaire.
2.5
Tenure
Where a farmer or other business-person has formed a limited-liability company, and the company owns the
dwelling, record tenure as Rent or as Rent-free, depending on whether or not the person pays rent to the
company for the use of its dwelling. In Question 3.1 overleaf, tick the Employer-private box for such cases.
Where a dwelling is jointly owned by the occupier and by a person such as an ex-spouse who is not a member
of this household, record tenure as:
(i) Rent-free if the occupier pays neither rates, house insurance, nor mortgage repayments;
(ii) Privately own it with mortgage if the occupier pays mortgage repayments;
(iii) Privately own it without a mortgage if the occupier pays rates and/or house insurance, but not mortgage
repayments.
Where a dwelling is owned by a family trust, record tenure as:
(i) Pay rent for this dwelling if the occupier pays rent to the trust;
(ii) Privately own it with a mortgage if the occupier pays mortgage repayments;
(iii) Privately own it without a mortage if the occupier doesnt pay rent or mortgage repayments.

NOTES
Rates
If the household has recently shifted to this property and has not yet received a rate demand there, then
record details of the latest rate demand for their previous property (if owned by them).
If rates are paid by instalment, then record the amount of the latest instalment paid or payable (less any
discount for early payment, beneficiaries, etc, plus any penalties for late payment), and determine the number
of instalments to be paid per year (these vary between councils from 1 to 12). However, the per annum
amount may be recorded instead if it is more readily available.
If rates were paid as an annual lump-sum, or if a recent rate demand is to be paid as a lump-sum amount, then
record the amount paid or payable, less any discount for lump-sum payment.
In the case of rates covering the dwelling and either a farm or business, record the amount demanded for the
property, even if paid out of the farms or business funds. At the processing stage, a proportion of the amount
recorded will be allocated to private expenditure for such cases.
In some areas regional councils issue rate demands separate from, and additional to, local council rates.
Record these in Q4.4.
4.3
4.4
Rateable value (this used to be called government valuation) is the rating valuation of your property. This is
shown on the last Rates Assessment notice from your local authority. You can include valuations from Quotable
Value.
Water Rates
Include rates paid for excess or total water usage and which are not included in the amount recorded in
Q4.2 (a).
Note that payments are to be made to a rating authority. Do not record payments for rates made to body
corporates, retirement villages, etc.
4.6
Other Outgoings
Ground rent is paid when the dwelling is owner-occupied but the land on which it stands is rented or leased.
Easement is a right-of-way over anothers ground.
Lump sum payments to body corporates, retirement villages, etc which cover rates, insurance, maintenance
payments etc can be recorded here.

Purchase of Materials
Include materials used in the construction of a new dwelling and which had been purchased after the date of
occupancy (Page 21 covers such payments up to that date). Also include any materials bought in the recall
year for that property, but which were not for site preparation or dwelling construction (eg fencing, concrete for
paths), whether paid before or after the date of occupancy (Page 21 does not cover such payments).
Include purchases by household members for private properties not owned or rented by them (such as purchases
for use at the property of the parents of a household member), unless the expenditure was reimbursed by the
other household.
11.5 (a)
Item Bought
Ensure that the description of each item is sufficiently specific for it to be coded accurately (eg reinforcing
steel, fencing timber, concrete blocks, aluminium joinery).
Separate the cost of combined purchases of materials into single items, using the respondents best estimate
if necessary. Record only those items which cost $200 or more. For example, if paint and wallpaper were
bought at one time for a total cost of $290, and the respondent thought that the wallpaper component would
have been over $200, then record Wallpaper and an estimate of how much the wallpaper came to. The paint
component would be ignored, because it would not have cost $200 or more.
(b)
Store-type
Record the type of store from which the goods were purchased (eg hardware store, paint shop, timber yard,
plumbing supplies, concrete supplier).

NOTES
Package deals for telephone, cellphone, Internet and subscriber television.
Record information in Q12.9 ONLY if the household is receiving a package deal for two or more services from
the same service provider, eg telephone and television charges are on the same bill.
Package deals may consist of a combination of subscriber television, telephone, cellphone or Internet services.
If the household receives a single service, record the information in Q12.10-12.12.
Package price is a single amount shown on the bill for a package deal. You only need to complete this if there
is no breakdown of services on the bill. It includes 2 or more services eg Dual Service (telephone line rental
and basic TV channels) from TelstraClear. List all the services this package includes.
Cost of subscriber channels
Record the total for all subscriber channels. If package price has been completed, it will include the cost of
basic channels, so give the total of all additional channels.
Subscriber television
Pay-per-view may also be called, in the case of Saturn, Saturn Home Cinema.
Telephone
Telephone rental includes line rentals, wiring maintenance and rental telephone charges. Wiring maintenance
can be recorded separately if this is how it is shown on the bill. Otherwise, it can be included in the rental
amount. If the household has 2 lines and these are itemised separately on the account, then record them
separately. If the account combines the amount for each line into one amount, then indicate that there are two
lines but record the combined amount in the box for Rental line 1. Note that line rental may not be part of the
package. In this case, record the line rental at Q12.10 (eg Internet & toll calls may be with TelstraClear, line
rental with Telecom).
Call features include any additional features such as call waiting, voice messaging, call divert etc. Do not
record call features if there is no charge.
0900 charges to be included in toll/call charges except for donations. If the donation is over $200 include it in
Q23.4.
Exclude all telephone and cellphone expenses paid by a business, but include privately paid portions of rental
and toll charges relating to a cellphone used for business.
Internet services
High/Normal speed refers to high speed Internet access vs the normal speed Internet access. Jetstream for
example, is a high speed service, while xtra is normal speed. Delete as appropriate.
Internet access can be measured in megabytes or hours. Delete mb/hrs as appropriate.
An access plan can be: unlimited access for a set amount
a set number of hours/megabyte access (eg 100 hrs) for a set amount, and an
hourly/megabyte rate for any use above the set amount
or a per hour/megabyte rate.
For the set number of hours access, record only the hours included in the plan; do not record any extra hours
used. For unlimited access or per hour rate, simply record unlimited or per hour for the access plan.
Cellphone
Pricing plan may be a flat rate fee or a flat rate fee combined with toll/call charges and/or call features. If the
cellphone is a pre-pay cellphone, do not record any details here, this information is collected in the Expenditure
Diary.
Call features include any additional features such as voice messaging, call divert etc.
Connection/modification fee may be a fee for initial connection onto a cellphone network or a fee for changing
between services. For example, switching a Telecom analogue phone to a Telecom, Freedom or Gold Mobile
pre-paid deal, or switching a Vodafone network phone to one of their pre-paid deals. Do not record purchase
of a cellphone here.
Other
Include any service which does not fit elsewhere. Record as much detail as possible. You may also record
discounts here if necessary.
The Total amount payable must agree with the total of the amounts above it (minus any discounts).
Period covered Ensure that the correct period is recorded. It will usually be one calendar month, unless the
account is the first received following a recent connection.

NOTES
Telephone Charges (not including cellphone)
If the household is receiving any telephone services as part of a discounted package deal with other services
(eg Internet, subscriber television or cellphone) record the details in Q12.9.
Q12.10 still needs to be asked even if information has previously been recorded about a telephone in Q12.9
as the household may be receiving telephone services from more than one provider (for example they may be
receiving toll call services from TelstraClear). However, do not record here any information about telephone
services that have already been recorded in Q12.9.
Ignore Q12.10 if this dwelling does not currently have a telephone connected. Only record charges for telephones
connected by a landline. Record charges for cell phones in Q12.11.
Telephone rental
Telephone rental includes line rentals, wiring maintenance and rental telephone charges.
Call features
Call features include any additional features such as call waiting, voice messaging, call divert etc. If the
household is receiving a home package combining rental with call features, record the total amount paid for
the package and give details of the call features.
Exclude all telephone expenses paid by a business, but include privately paid portions of rental and toll
charges relating to a telephone used for business.
Complete Rental and Call features only if a single amount is on the bill. If you have already listed charges for
Rental and for Call features separately, you do not have to fill this in.
0900 Charges to be included in the toll/charges except for donations. If the donation is over $200 include it in
Q23.4.
Discounts
Discounts may need to be recorded separately if they are specified separately on a bill. These discounts may
include discounts for combinations of rental and call features, discounts for combinations of call features and
prompt payment discounts.
If the household has recently moved into this dwelling and has not yet received a telephone account for this
dwelling, then record details from the last account received at its previous dwelling.
Total Amount Payable
The Total Amount Payable must agree with the sum total of the amounts above it (minus any discounts).
Period Covered
Ensure that the correct period is recorded. It will usually be one calendar month, unless the account is the first
received following a recent connection.

Q12.11 still needs to be asked even if information has previously been recorded about a cellphone in Q12.9 as
the household may be receiving cellphone services from more than one provider. However, do not record here
any information about cellphone services that have already been recorded in Q12.9.
Record charges for all cellphones owned by members of this household. If the household has more than one
cellphone, record the details for each one.
Pricing plan

pre-paid deal, or switching a Vodafone network phone to one of their pre-paid deals. Do not record purchase
of a cellphone here.
0900 Charges to be included in toll/call charges except for donations. If the donation is over $200 include it in

NOTES
14.1 (a)
14.1 (b)
If a business trip also included the spending of private money, such as for a partner or an extension to the trip
of 4 or more days, include it here.
14.4
Those Absences
This term refers to the number recorded in Q14.3.
14.5
For business trips that involved the spending of private money, only record the portion of the trip that was
covered by private spending. For example, if a partner also goes on the trip for a holiday, only record their
portion of the trip. In this case, Q14.5 (a) should be recorded as 1. If an extension of 4 or more days is added
on to the business trip, only record that portion of the trip. In this case, Q14.5(b) should be the number of days
of the extension.
14.5 (a)

(d)(i)
Costs
If precise figures are not available, then approximations will suffice.
14.5 (d)
Accommodation Costs
Resorts should be included under Hotel.
Motor Inns should be included under Motel.
Hosted includes private hotels, guest houses, bed and breakfast, farm stay, and host farm.
If Other, then specify the type of accommodation involved.
14.5 (f)
14.5 (h)
School Trip
Include all of the costs of the school trip such as accommodation, fares etc. but do not include spending
money.
14.5 (i)
Other Costs
Do not include any single payments of $200 or more in this question. Any such expenditure during the holiday
or trip should be recorded elsewhere in this questionnaire (eg car repairs to Q13.3, clothes to Q16.3).
14.5 (j)
Total Cost
In theory, this should be the total expenditure that would have been recorded in members Diaries if they had
been keeping Diaries whilst on holiday, minus any single payments of $200 or more on items other than
accommodation and transport costs.

Kind of Article
A kind of article is a particular item for a man, a particular item for a woman, a particular item for a boy, a
particular item for a girl, or a particular item for an infant, regardless of how many units of the item were bought
at one time. For example, three shirts for a man, shirts for two boys, a dress for a woman, and three dresses
for two girls, are each a separate kind of article.
School uniforms are not one kind of article as they are made up of separate items. Complete this question if
$200 or more was spent on one kind of article.
For example:
Do record school jerseys bought for 3 boys at the same time and which cost $240 in total.
Do not record a school uniform for one boy made up of shorts, socks, a shirt, a jersey etc which costs
over $200 in total.
Suits which cost $200 or more can be regarded as one kind of article if they have a single price.
For example
Do not record a suit for which the trousers/skirt cost $80 and the jacket cost $150, even though the total
was over $200.
16.3 (a)
Article Purchased
If several articles of clothing or footwear were purchased at one time, and the collective cost was $200 or
more, then record only those kinds of article (if any) that cost $200 or more, and record each such kind of
article on a separate line.
16.3 (b)
Type of Person
Record the type of person that the item was purchased FOR, regardless of the type of item. For example, if
what would usually be regarded as womens clothing is bought for a girl, then record girl, not woman.
An infant is a person aged 0-2 years.
A boy or girl is a person aged 3-14 years.
A man or woman is a person aged 15 years or over.

NOTES
19.1-19.4
Ask all these questions before asking questions about charges on each type of account. This is so that
respondents can get all their statements at one time. Then for each box which is ticked yes, ask the question
about charges on that type of account.
19.1
This question covers all accounts with all businesses. Include accounts even if they have not been used in the
last 12 months, provided they are still open, as they may have credit costs, including interest charged on
them.
19.2
This question covers all credit cards. Include cards even if they have not been used over the last 12 months,
providing they are still able to be used, as they may have charges on them.
19.3
This question covers all bank accounts with cheques, including savings accounts, building society and
investment society accounts if they have cheque books or eftpos cards. Include accounts even if they have
not been used over the last 12 months, providing they are still open, as they may have charges, including
interest on them.
This question covers all bank accounts which do not have cheque books, that is savings accounts, including
building society and investment society accounts if they dont have cheque books or eftpos cards. Include
accounts even if they have not been used over the last 12 months, providing they are still open, as they may
have charges or interest charged on them.
19.4
19.5
If the respondent does not have the latest statement ask them to get the most recent statement that they do
have. If it is a savings account where statements are not issued, ask them to get their pass book.
19.6
This question is designed to collect credit costs, including interest charges on all accounts with businesses,
as recorded on the latest available statement only. Include all accounts used by members of the household
that have charges. Do not include amounts that are neither credit costs nor interest charges. If an account has
no credit costs or interest charges, record the type of business and indicate none in the boxes with a dash
(). Also do not include hire purchase costs. Some businesses have no credit costs if the account is paid on
time.
Record both dollars and cents.
Where there is a statement available, each box must contain a number (or - for none, if preferred).
If there is no statement at all available, complete only type of business and tick to show that records were not
consulted.
If the respondent has difficulty understanding their statement offer to help them.
If an account is both business and personal, ask the respondent what fraction of use is personal. Make a note
of this and record the charges as printed on the statement. If the respondent does not know what fraction is
personal just note that the account is partly used for business.
(b)
Period covered
If this is not specified on the statement ask the respondent to get the previous statement to work out the period
covered by the current statement.
