0. NTRODUCTION
0.1 The mission
As a supervisor / pre-commissioner you will have
to control, take part in and check the finalising work
in the process of fulfilling a clients needs and
wishes. This is a highly demanding task; your
responsibility is to match the results of a very
complex development work, affected by many
ambitions and tendencies, to the original
expressed
or
unexpressed
wishes
and
expectations. The mission is mostly to be
performed in a foreign culture, under primitive
conditions and according to a pressing schedule.
For these reasons, it is in your own interest to
prepare well for the mission. Be prepared to face
all the conditions and people you will meet with an
open, positive, respectful and co-operative attitude.
Listen to their opinions and you will be able to bring
new knowledge home with you.
0.3 Preparations
When enrolled to perform the supervisory and / or
pre-commissioning tasks at a site, you should
ensure that you receive all relevant information
needed concerning customer expectations, and the
agreed contract and according any technical
details. It is highly recommended that you should
perform or participate in the delivery inspections
and tests of the equipment being shipped to that
site. If already shipped, you should read the
delivery inspection checklists to familiarize yourself
with the condition in which the equipment was
despatched.
You should also get familiar with the design of
this particular application by studying the
documentation in co-operation with the designer,
concentrating on solutions tailored for this specific
project. Many projects are still subject to
modifications although the equipment has already
been shipped from the factory. These changes are
to be performed at site under your supervision and
for this purpose you will need 'redpen marked up
modified documents to be carried by you
personally to the site. Application software
developed should also be thoroughly studied and
the latest revision hand-carried to replace or back
up the software in the delivered equipment.
It is your responsibility to ensure that each required
function is verified as properly installed and
functional. For this purpose a checklist (a set of
work cards) is to be prepared for each installation
individually. This checklist will provide you with test
values and result values and checkmarks are
during your work filled in so as to form your test
certificate. See to it that this list corresponds to the
plant due for commissioning and all its essential
functions. It is also recommended that you base
the delivery functional tests on applicable parts of
these checklists.
You will need a set of tools for performing the
various tasks included in the supervisory and
precommissioning tests, and commissioning work.
Some special test equipment is provided with the
appliances installed, but personal equipment such
as a multimeter, a (clamp) ammeter and a phase

sequence tester are essential for any checking and
fault tracing. Note that for CT-polarity checks a
mechanical ammeter is preferred. A 5000V
insulation tester and a relay tester (see chapter
15.1) are needed for insulation and relay tests and
different instrument calibrators are needed for
calibration of temperature and pressure sensing
circuits. You may also need programming
equipment, HV-teststicks, earth resistance meters
etc. depending of the scope of supply. Problems
may raise the need for an oscilloscope, logic signal
analyser, grid analyzer... See that you get yourself
good, operative tools with valid calibration for the
period expected. Measuring tools with no valid
calibration are not to be used for verifying or
validation purposes.
